BOARD MEMBERS PRESENT:
President: John Burnham
Vice-President: Eric Blankenship
Treasurer: Dion Norris
At Large: Kevin Shellcroft
Property Manager: Tom Fernandez
Guests: Craig and Rhoda Roberts
Shaena Smith,
Hamilton County Soil & Water Conservation District
The meeting was called to order at 7:18 PM.
Old Business
8891 Fence Repair – Tom Fernandez received a quote of $700 to repair the missing
section of fence. The owner has filed for Chapter 13 bankruptcy. John Burnham
moved that the SWHOA have the fence repaired and that a lien be filed against the
property. The motion was 2nd by Kevin Shellcroft. The motion was approved by
unanimous vote.
8950 Sommerwood Drive Basketball Court – Tom Fernandez will advise the owner that
some type of landscaping should be provided that will screen view of the basketball
court from adjacent neighbors’ homes. The exact method for achieving the screen will
be left to the owner. However, the plans will have to be submitted and approved by the
Architectural Committee.
14854 Rosebud Jet Skis in Driveway – Tom Fernandez will have a letter drafted by an
attorney advising that the jet skis are in violation of the SWHOA covenants and that
they need to moved or the SWHOA will seek a court order requiring their removal and
the homeowner will be responsible for any attorney or court cost incurred by the
SWHOA should this action become necessary.
Entrance Lighting Repairs/Upgrades – One quote was received from Mr. Electric for
$18,591 for repair and upgrade of the lighting at both entrances. Tom Fernandez was
waiting on two additional quotes. It was agreed that the matter should be tabled until
the other quotes are received.
Other Business Shaena Smith, Urban Conservationist with the Hamilton County Soil & Water
Conservation District spoke to the group about the District’s Backyard Conservation
Program and free services and workshops available to homeowners to improve soil
and water conservation in the community. She left business cards and brochures
about the programs.
There was discussion about getting the newsletter out earlier so the information is
more timely. John Burnham will speak with Lynn Norris, who coordinates delivery for
the community.
There was a discussion about some issues with the new SWHOA website. Dion Norris
had volunteered to discuss this with the Website designer. Dion Norris was not
present so this was tabled for the next monthly board meeting.
There was no other business and the meeting was adjourned about 8:15 PM.
The next monthly board meeting is planned for Wednesday, August 19, 2009 at
7 PM. Place to be announced.

―Great Neighbors‖ . . . make GREAT Neighborhoods
It’s never too late to thank your neighbor! Submit an article of interest,
announcement or concern regarding neighborhood safety, or maybe your neighbor
helped out in a time of need, email to [email protected] or contact any board
member listed on the newsletter. (All articles are subject to board approval.)
If you are a resident, who has trees and bushes near or lining the sidewalks, please take the
time to trim them—it’s becoming difficult to walk along the sidewalks due to the overgrowth.
Your collaboration is appreciated!

Lock your Vehicle
An increase in vehicle break-in’s has prompted the NPD to release tips on how to prevent
incidences of vehicle break-ins and thefts.
Residential:
Never leave your vehicle unlocked.
Do not leave valuables in plain sight, i.e., GPS devices, CD’s computers, purses, cell
phones, etc.
Etch your driver’s license number on all removable valuable items.
Install an alarm system that will sound when an attempt is made to break-in, move
or start the vehicle; and always activate the system when the vehicle is unattended.
Do not leave spare keys outside the vehicle or hidden within—store in purse or
wallet.
Replace knob-type door locks with tapered ones.
Community/Public Parking:
Park in open, well-lighted and populated areas close to your destination; and if
possible, near security cameras. — Continued on pg. 4

Join Noblesville Main Street and the City of Noblesville on Friday, August 7 for the first ever rubber duck race on the White River. Rubber ducks are being sold for $5 each, and the proceeds will be used to help
fund the various downtown programs that Noblesville Main Street organizes. The ducks will be placed in the White River at the Field Drive bridge between 6:30-6:45pm. They will make their way down the river
and are expected to reach the finish line at the Logan Street bridge between 7:15 – 7:45pm. The owner of the winning duck will receive a Dell laptop computer and the 50 runners up will receive gift certificates
from local businesses and restaurants.
The race is being held as a part of the August First Friday event. First Fridays are held in downtown Noblesville from 5 – 8pm on the first Friday of every month from May through December and feature
music, games, and prizes which reflect that month’s theme. Downtown merchants and restaurants also offer specials during the First Friday hours. In addition to the Rubber Duck Regatta, the August 7 First
Friday will feature a duck calling contest, activities for kids, food vendors, and more. Beginning at 7pm, enjoy the music of Rob Dixon & Trilogy on the courthouse lawn as part of the Jazz Squared concert series.
For information on how to purchase a duck or for questions about the event, contact Noblesville Main
Street at (317) 776-0205.
Lock your Vehicle, continued from pg. 3
Avoid parking in or around trucks, vans, dumpsters or other objects that obstruct
visibility, which may provide hiding areas for thieves.
Avoid parking near loitering strangers or people sitting in vehicles.
Be sure to turn off your vehicle, windows closed completely, lock all doors and take your
keys. This includes those quick stops at a store/gas stations or in your driveway.
Don’t leave your vehicle in an unattended lot for an extended period of time. —The Times, Noblesville Police: Always lock your car, July 27, 2009, pg. 1, Vol. 104—No.288
What you can do:
Jot down all serial numbers, description, brand and model numbers of items. Keep this
list in a secure area and add as new items are purchased. This list should be extend for
your home items, as well.
Stealing is immoral and can be prevented by just following a few preventative measures. An ordinance is
under consideration, that would require reporting by businesses that buy second hand or used items, such as, game devices, music CD’s and DVD’s, etc. This may dry up the market for stolen items to some
extent, and provide the NPD with leads on potential suspects. —Noblesville Communication Department

INAUGURAL RUBBER DUCK REGATTA TO TAKE PLACE
Nature Notes Keep newly established plants well-watered when weather is dry. Don’t fertilize woody plants now. It stimulates late growth that will not have time to harden off
properly before winter. Hand prune and destroy bagworms, fall webworms and tent caterpillars. If white grubs were a
problem last year, the lawn should be treated in early August to prevent further injury. Be sure to apply insecticides at the proper rate and follow with at least 1/2 inch irrigation for best results.
Begin seeding new lawns and bare spots in established lawns in late August or September. Established lawns can be fertilized beginning in late August, if moisture is adequate.
Keep faded flowers pinched off of bedding plants to promote further flowering and to improve plant appearance. Spade or till soil for fall bulb planting and add moderate amount of fertilizer.

School News
Noblesville High School/NHSFC
NHS schedules seven 30-minute early release days for each semester NHS has established a plan to release students 30 minutes early on certain days to provide time for professional development for teachers. • Students will be dismissed at 2:05 p.m. on August 26, September 16, September
30, October 21, November 4, November 18, and December 9. Buses will run at the normal time, leaving NHS at 2:42 p.m. An after-school study hall will be provided for students who rely on buses for transportation home after school.
• Dates are affected by school delays and cancellations, which occur mainly in the second semester. TENTATIVE dates for 2:05 dismissal in the second semester
are January 27, February 10, March 3, March 17, April 14, April 28, and May 12. Changes will be announced as needed.
• All dates are Gold Days. The day‟s schedule will be adjusted to shorten Academic Lab on early dismissal days. The adjustment allows NHS staff to meet for professional development activities during the teacher day with no loss of
instructional time.
• From 2:05 until 3:05 on the listed dates, teachers will participate in various professional development activities. Other activities will be scheduled according to student and teacher needs.
• The change in format was initiated because of changes to the Indiana
Department of Education's policy regarding the number of instructional days the state requires in a school year. The policy eliminated the use of half days for professional development and parent/teacher conferences.
• Although NHS cannot dismiss on the same schedule as it has in the past, NHS students may be dismissed at 2:05 p.m. and still meet state requirements for the
length of the school day. Each regular school day at NHS is thirty minutes longer than the state requires; therefore, the time requirement is met every day, even with the 30-minute early dismissal. Over the course of a school year, NHS students are in school 90 hours beyond the state minimum. Even with a 2:05
dismissal on the dates listed, NHS students will be in attendance for 83 hours, the equivalent of approximately 14 school days, more than state requirements.
