Best Practices
O&M of Public Sanitary Infrastructure
• The water that comes out as waste
is recycled and goes back in
• The solid waste is composted
onsite
• The gas from waste is converted
into methane
• The toilet self cleans
E-toilet O&M of toilets by SHGs
• Pune municipal corporation is
taking support of self help groups
for O & M of toilets
• The upkeep and maintenance of
these CTs/ PTs is taken care of by
SHGs in some communities
9
Best Practices
O&M of Public Sanitary Infrastructure
• Sensor based doors LED, Ad Panels
powered by Solar cells
• Sensor based water taps
• Water ATM
• Vending Machine for providing
sanitary napkins
• Vending machine for providing snacks
• ICT-based Feedback Polling
Station for gathering Public
Feedback on CT/PTs
• Captures feedback from the user
right after toilet usage, and
communicates that feedback to
city/state
Feedback Polls for ToiletsNDMC- Smart Toilets
10
Best Practices
Monitoring of Public Sanitary Infrastructure
• MoUD is implementing ‘Smart
Polls’ for tracking real time
cleanliness status of Public Toilets
• The tool is leveraging the power of
citizen feedback and helps ULBs
measure the performance of the
service provider against KPIs
• It has been piloted in Bhopal,
Bhubaneswar, Bilaspur, Jabalpur,
Mumbai, Navi Mumbai, New Delhi
and Shimla
11
Best Practices
DRDO Bio Toilets
Railway Model Plain Area Model Flooded Area Model Biotank Model
• Wide Applicability
• Maintenance Free
• Effluent Water Recyclable
• >99% Pathogen and Organic Waste Reduction
• Minimizes Water Consumption
• Customized and easily adoptable
• Environment Friedly and Cost Effective
• Suitable for any Geo-Climatic Condition
Advantages
12
Best Practices
Construction of Pre-fab Toilets on Railway Land
Guidelines issued by Railway
Board, Ministry of Railways
Local Government to provide suitable mobile toilet/eco friendly toilets for
the use of encroachers on railway land to avoid human evacuation on the
Railway track and nearby
Toilet facility constructed near Railway line in Delhi by DUSIB
15
Status of Faecal Sludge & Septage Management
• Of the 22 submitted SAAPs (8 approved), 9 states have
explicitly identified FSSM related projects
• Of the nine (9) states that have identified projects, 6 are
hill areas where sewerage systems have limited viability
and hence FSSM is a preferred alternative
• Andhra Pradesh, Goa and Punjab have discussed FSSM
in their SAAPs, however the projects leveraging FSSM
are not explicitly identified.
• Regulate and formalise FSSM services in the cities
• Establish Treatment Facilities in PPP mode through AMRUT funding
• Cities must also ensure water supply to all households

• Since peer-to-peer learning plays a key role in enhancing knowledge
exchange, various modules covering best practices from across ULBs have
been provided on the SBM E-learning platform
• Cities should encourage officials to register on the E-learning platform
to enhance their capacities and emulate these best practices in their
respective cities
