Amara Nwankpa, Director, is an IT professional, social innovation enthusiast and advocate
for good governance and national development. He obtained a Bsc. Electrical/Electronic
Engineering (hons) at Kwame Nkrumah University of Science and Technology, Kumasi,
Ghana in 2000 and served as Manager at Galaxy Backbone Plc from 2007-2012 and Head,
Marketing and Communication 2012-2014. Amara founded the LightUpNigeria movement
and is a founding member of EnoughisEnough Nigeria.

Electionsareacriticalpillarofdemocracyandgoodgovernancetheworldover.Whenfree,fairandtransparent,theyconferlegitimacyandacceptance.InNigeria,electionshavetoooftenbeenasourpointofourdemocracy.Incidencesoffraud,rigging,votebuyingandblatantresultsmanipulationhaveunderminedthecredibilityofthisimportantprocessresultinginlowpublicconfidenceintheoutcomeofelections.IfNigeria’syoungdemocracyistobesustained,openness,transparencyandcredibilitymustbeinstitutionalizedaspartofthecultureofelectoralprocesses.

Feasibility Study
Afeasibilitystudywasconductedtodeterminetechnological,environmentalandoperationalchallenges that might impede the successful implementationandoperationofCASE2015.OutcomesofthestudygavetheFoundationanditspartnersconfidencethatsuchasystemwasfeasibleinNigeria.Italsoidentifiedchallengesthatneededtobeovercometoguaranteesuccess.

Acentralizedobserverdeploymentplanallowedgroupstoindicatewheretheyplannedtodeployobserversandthenumbertobedeployedineachstate,enablingtheFoundationanditspartnerstoidentifygapsandoverlapsingeographiccoverage.
Election Observation Field Guide
AfieldguidewascreatedasareferencetooltoguideobserversonuseofCASE2015reportingtoolsonelectionday.Thefieldguidepresentedinformationontheelectionschedule,observerformsandincidentswhichmustbereportedwhenobserved.
Coordination and Planning A centralized observer deployment plan allowed observer groups to indicate where they planned to deploy observers and the number of observers to be deployed in each state, enabling the Foundation and its partners to identify gaps and overlaps in geographic coverage. A training framework was developed detailing the training structure, objectives and approach for CASE 2015. It included an overview of training content, schedules, venues, materials and target audiences. It also included a summary of participating civil society groups as well as simulation plan.

Giventhecriticalrolethatnaturalresources,inparticularoilandgas,playintheeconomyanddevelopmentofNigeria,accountableandtransparentmanagementofthesectoriscriticaltogoodgovernanceandnationaldevelopment.UnfortunatelyforNigeria,decadesof public apathy and government mismanagement have resulted in an oil sector perceived asnotoriousforcorruptionandlackofaccountability.
Toaddresstheseconcerns,theYar’AduaFoundation’sPublicPolicyInitiativeidentifiedtheneedforinformationdrivenadvocacytoincreaseawareness,promotetransparencyandencouragepublicinterestinNigeria’soilsectorbyprovidingfactualandcredibleinformationonissuessurroundingoilresourcegovernance.

Facebook Campaign Analytics from our Facebook page revealed a significant gender bias in followership: 91% of Facebook fans were men and only 9% women. To increase female followership we profiled fifteen young women professionals to highlight their contributions towards Nigeria’s development outside the oil and gas sector leading to a significant 50% increase in female Facebook followership.

ORTI created flashcards, illustrations and info-graphics to simplify content of the FASD audit report. Collaterals will be used to create a booklet that will simplify complex issues surrounding how revenue is generated, who keeps and manages the revenue and its disbursement. The audit also examined remittances and management of special development funds such as Nigeria’s Excess Crude Account, Niger Delta Development Commission, Natural Resources Development Fund, Ecological Fund, Petroleum Technology Development Fund, Tertiary Education Trust Fund and Stabilization Fund.

In the lead up to the 2015 elections, dialogue that will impact policy platforms
of political parties and candidates can influence future-focused government
policies. Resource Governance cuts across many sectors, affecting all Nigerian
citizens. Discussion will focus on the important role of policy development,
planning, research and monitoring, public awareness, education and advocacy.
The Yar’Adua Foundation’s Oil Revenue Tracking Initiative was established to
increase public awareness and promote transparency in Nigeria’s oil sector. A
major achievement for the initiative has been the creation of a public space
for young citizens to engage on issues shaping national discourse around oil
resource governance.
Stakeholder Democracy Network (SDN) supports the formation and
development of a civil-society coalition as a platform to advocate for prevention
and adequate management of oil spills and an end to gas flaring in the Niger
Delta. They also mediate in inter-communal conflicts, local energy needs,
struggle against slum clearance, monitoring elections, dealing with corruption
and striving for environmental and social justice.

Charity Projects In keeping with our commitment to charity work, the Foundation donated a projector, screen and consumables to support Adaobi Tricia Nwaubani’s initiative to expose children to films and books in order to open young minds to the world beyond their communities on the outskirts of Abuja. Adaobi is a novelist, essayist, journalist and humorist. Her debut novel, I Do Not Come to You by Chance, won the 2010 Commonwealth Writers’ Prize for Best First Book, Africa.

governmenttovoluntarilyhandoverpowerinAfrica,
GeneralObasanjoandGeneralYar’Aduaknewthat
enthronementofdemocracywastheonlywayto
ensurestabilityandsocialharmonyinthecountry.
Uponretirement,Yar’Aduajoinedthebusinessworld
withaviewtoprovidingimportantprivatesector
serviceswithpartnersandinvestors.Heestablished
apublishingcompany,cultivatedagricultural
holdings,developedmanufacturing,oilserviceand
shippingfacilitiesandincorporatedHabibNigeria
Bank.HeestablishedtheIslaminAfricaOrganisation
andservedasChairmanoftheNationalMosque
Committeewhereheoversawthefundingand
buildingoftheNationalMosque,Abuja.

InApril1987hewashonouredturbanedTafidanKatsina,atraditionaltitleheinherited
fromhisfather.
Butthereturnofamilitaryregimewithoutacommitmenttohandingovertoa
democraticallyelectedgovernmentledGeneralYar’Aduatojoinpolitics.Hewas
prepared to lead the political class through the familiar antics and obstacles set by his
formercolleaguesinuniform.
ShehuYar’Aduawasagiftedpolitician.Hisgrassrootspoliticswerevoidofethnicbias
andreligiousorregionalsentiment,Hisorganisation,whetherPForSDPorPDM,
dominatedthepoliticallandscape,breakingwhathedubbedthe“siegementality”that
haddoggedNigerianpoliticssince1914.
HisaspirationfortheSDPPresidentialticketwasinspiredbyadesiretogivethenation
thecommittedandresponsibleleadershipitsodesperatelydesiredanddeserved.He
advocatedanewNationalPurposedesignedtoenrichlives,inspirepatrioticprideand
servethecommongood.
AsPresidentialcandidate,Yar’Aduacontinuedtobreakbarriers,beatingformidable
opponentsandwinningelectionsacrossthenationtobecomehisparty’snominee.
Justwhenhewaspoisedtowintheparty’spresidentialnomination,hiselectionwas
annulledandhewasbannedfromfurtherparticipation.
Withoutbitternessorrancour,ShehuYar’Aduadevotedhimselftoplayingtheroleof
advisor,mentorandcounsellorthroughnewroundsofelections.Hecontinuedtosteer
thecountrytowarddemocracyasthesinglemostinfluentialpoliticianinthecountry.
Alwaysacourageousleader,Yar’Aduastoodintheforefrontofthosewhodemanded
atimelyhandovertodemocraticallyelectedgovernment.Thosewhosoughtto
perpetuatethemselvesinpowerplottedtoimprisonhimandothersinordertoremove
obstaclesthatstoodintheirpath.
Evenwhenhisdeathsentencewaspassed,ShehuYar’Adua’sspiritanddetermination
werenotbroken.FromKirikiriPrisonin1995,hewrote,“Don’tworrytoomuchabout
me.Itisthesacrificesomeofusmustmakeforourcountrytobefree.”Shehu
MusaYar’AduadiedtwoandahalfyearslaterinAbakalikiPrison.Thecountrylost
agentlemanandahero,butthestructureshebuiltcouldnotbedestroyed.The
democracywenowenjoyistestimonytohiscourageandleadership.Itishiscourage
andhisleadershipthatwecontinuetocelebratetoday.
