1 Introduction

In2010thepresidentoftheSwissconfederationtogetherwithanotherSwissFederalCouncilorandtheBulgarianMinisterforEUFundsManagementsignedaFrameworkagreementbetweenBulgariaandSwitzerland.ThisSwiss-BulgariancooperationprogrammeaimsatreducingsocialandeconomicinequalitieswithintheexpandedEuropeanUnion.

ThebilateralFrameworkagreementdefinestheconcretetopicsandprocesses.SwitzerlandwillgivesupportinareaswhereBulgariahasclaimedneedandinwhichSwitzerlandcanofferknow-howandexpertise.

OneofthetopicsofthecooperationprogrammeistogivemethodologicalsupporttorthedevelopmentofGreenPublicProcurement(GPP)inBulgaria.

Theawardingofgreenpublicprocurement,inlinewiththerelevantEUdirectives,thenationalpublicprocurementlegislationshouldbepromotedthroughtheproject.

AmongstothersitisforeseentoprovideaHandbookonSwissgoodpracticeexamplestothePublicProcurementAgencyBulgaria(PPA).ThishandbookshouldshowontheonehandunderwhatinstitutionalandlegalframeworkGPP/SPPisimplementedinSwitzerland(Federal,CantonalandMunicipallevel)andontheotherhandshowexamplesofimplementedGPP/SPPprojects.

Chaptertwoandthreeaimathighlightingthelegalandinstitutionalprovisionsthatmentionsustainability,publicprocurementrespectively.Theseinclusionsofsustainabilityaspectshelppublicprocurers(strategicandoperationalones)tojustifytheintroductionofsustainabilitycriteriaintheprocurementprocessinthecasetheymightbechallengedinternallyorbyatenderer.

2 LegalFramework

SustainablePublicProcurementinSwitzerlandisvoluntaryexceptforsomeproductgroupslikeICTequipment,passengercarsandtimber.Asthefirsttwoproductgroupsareknowntoberelativelyhighenergyconsumingproductstworeasonsledtothemandatoryecologicalrequirementsfortheseproductgroups:

OntheonehandtheEnergyStrategy2050oftheFederalcouncilthatasksamongstotherthingstobuyenergy-efficientproductsandontheotherhandtheeconomicadvantagethatcanclearlybeshownbybuyingandusingenergy-efficientdevices.EnergysavingsresultinaCO2emissionreduction.

Ingeneral,itcanbesaidthattheSwisslegalframeworkfurtherstheimplementationofSustainablePublicProcurement.

2.1 FederalConstitution(FC)oftheSwissFederation(SR101)1

In1999Swisspeoplevotedfortheinsertionofacommitmenttofurthersustainabledevelopmentandthelong-termpreservationofnaturalresourcesinArticle2,AimsoftheFC.ThisasalogicalconsequencetowhatissaidinthepreambleoftheFederalConstitution,thattheSwisspeopleandtheCantonsshalladoptthenewconstitution“mindfuloftheirresponsibilitytowardscreation”andconsciousoftheir“responsibilitytowardsfuturegeneration”.TheFederalConstitutionacknowledgesthereforethepreservationofnaturalresourcesasindispensable.

TheConfederationandtheCantonsshallendeavortoachieveabalancedandsustainablerelationshipbetweennatureanditscapacitytorenewitselfunderconsiderationofthedemandsplacedonitbythepeople.

TheFederalActandOrdinanceonPublicProcurementimplementtheGovernmentProcurementAgreementGPA5oftheWTOandenteredintoforce1January1996.TheyregulateFederalPublicProcurementandcontainseveralarticlesthatfavororatleastallowtheimplementationofSustainablePublicProcurement.WhenformulatingsustainabilityaspectsinatenderdocumentitisimportanttohavealwaysinmindtodoitwithrespecttothepurposeofthePublicProcurementActthatis:

Theseparticipationconditionshavetobemetbyallbidders,independentofthesubjectmatterofthecontract.

• Environmentalaspects

TechnicalSpecifications,Art.12BoeBandArt.16aVoeBThetechnicalspecifications(TS)allowtosetminimumenvironmentalstandardsthathavetobemetbyeveryoffer.Oftenthecriteriathatliebehindeco-labelsareusedtosettheminimumstandard.Itisimportanttohaveinmindthatthebarwillnotbesettoohigh,otherwiseonemightgetnoofferortherequirementcouldbeofdiscriminatorycharacter.Itisalsopossibleinsteadofdefiningthespecificationspreciselytomentiontheobjectiveofprocurementonthebasisofperformanceorfunctionalcriteria.

AwardCriteria,Art.21BoeBandArt.27VoeBInordertofurtherinnovationortorewardoffersthatperformbetterthanaskedintheTS,itispossibletoawardoffersthatperformbetterthantherequiredenvironmentalminimumstandardwithadditionalpoints.Therecanalsobeformulatedotherenvironmentalaspectsrelevanttothesubjectmatterofthecontractsuchassustainability(hastobeconcretised),innovativecontent.Thelistofcriteriagivenisnotexhaustive.

SelectionCriteria,Art.9BoeBSelectioncriteriarefertothebidderandnottothesubjectmatterofthecontract.Thesecriteriaareusedtoensurethatthebidderisfinancially,commerciallyandtechnicallyinapositiontofulfilthecontract.Thesubjectmatterofthecontractdecidesifaselectioncriteriaregardingenvironmentalaspectsmaybeintroduced.Forparticularservices,itmaybeopportunetoaskthebiddertoshowhisskillsorknow-howinecologicalmatters.Oneexampleisacontractinwastemanagement.Certificationasaspecialiseddisposalcompanymayberequired.

• Economicaspects

Themostimportantfactorregardingeconomyistocreatewiththecallfortenderacompetitivesituationthatallowstoawardthecontractundercompetitiveconditions.

AwardCriteria,Art.21BoeBandArt.27VoeBAwardcriteria(AC)givetheopportunitytoseekforthebest“valueformoney”optionortheeconomicallymostadvantageousofferbyformulatingmonetaryaswellasnon-monetarycriteria.Regardingmonetarycriteria,itisimportanttoasknotonlyforthepricebutalsoforthetotalcostsofownership(TCO)oftheofferedsolution.

Thisordinanceregulatesthetasksandresponsibilitiesinpublicprocurementofthefederaladministration.

TherearedifferentarticlesintheordinancethathaveaninfluenceontheimplementationofSustainablePublicProcurement.

Art.2Purposeandprincipleofbundling

1Thisregulationaimstoensureeconomicallyefficient,lawfulandsustainableprocurementbythefederaladministration.

2Economicefficiencyisensured,inparticular,bybundlingpurchases.

Art.9Centralpurchasingagencies

ThegoodsandserviceslistedinAnnex1shallbeprocuredbyoneofthefollowingcentralpurchasingbodies,subjecttoArticle10:1

a.Grouparmasuisse;b.FederalRoadsOffice(FEDRO);c.FederalOfficeforBuildingsandLogisticsBBL;d.FederalTravelCenter(BRZ).

Thebundlingofpurchaseshasdifferentadvantages.Thebasicprincipleistheformula"largerquantities-lowerprices". Biggerprocurementvolumesmeanlowervolumeprices,discountsandbetterpaymentanddeliveryconditions.Centralisedprocurementhelpstoimplementtheformulaofbundlingandallowstohaveprocurementspecialists,professionalswithhighpurchasingexpertiseandcurrentmarketknowledge.Standardizedprocessesandmoderninstrumentsensureefficientprocesses,allattributesthatbuildpartofamodernprocurementstrategy

FurthermoreCentralprocurementallowsthedevelopmentandimplementationofnationwideuniformprocurementstrategiesandprocedures,andisalwaysuptodatewiththecurrentcaselawandinternationalagreements.Thisalsoensuresthattheproductscomplywiththespecificrequirementsofthefederaladministration,forexamplewithregardtosustainabilityaspects.

Chapter3aoftheOrdinancesetsoutthegoalsofProcurementControlling.AlthoughsustainableprocurementisnotmandatoryforFederalPublicProcurementtheordinanceforeseesamonitoringoftheimplementationofsustainabilityaspectsincallfortenders.

Art.23aObjectivesofprocurementcontrollingProcurementcontrollingisaninformationandmanagementtoolthatprovidesthenecessarytoolsandinformationinatimelyandtargetedmanner.Itestablishestransparencyaboutacquisitionsandfocusesinparticularonthefollowinggoals

a.strategicandoperationalcontrolofprocurements;b.Compliancewithorderandlegality;c.sustainablepublicprocurement,whichcoverstheaspectsofeconomy,ecologyandsocialaffairs.

TheordinanceregulatesinChapter4:FederalprocurementConference,Art.24alsothetasksofthestrategicbodyforfederalprocurementofgoodsandservices.

Chapter5oftheordinancespecifiesthespecialistandothersupportservices.ForthesupportoftheimplementationofEcologicalProcurementitisveryimportantthatthe“EcologicalPublicProcurementService”isexplicitlymentionedandthereforeinstitutionalized.

Art.28EcologicalPublicProcurementService

1TheEcologicalPublicProcurementServicemainlypromotesenvironmentalandresource-efficientpublicprocurement.

2Inparticular,ithasthefollowingtasks:

a.Itmakesrecommendationsforenvironmentalproductcriteriathatareapplicabletopublicprocurementandprovidesinformationonnewresource-savingtechnologies.

b.Itadvisesthecentralprocuringentitiesandtheagenciesontheintegrationofenvironmentalaspectsinpublicprocurement.

c.ItparticipatesinthetrainingofferedbytheKBB.

d.Itpromotestheexchangeofinformationandexperienceonthetopicofecologicalprocurementathomeandabroad.

Thisordinanceregulatestheprocurement,maintenanceanddecommissioningofadministrativevehicles.Additionally,Art.5VFBFgivesadviceonhowtoprioritizethemeansformissionsandtransports:

Art.5PriorityorderformissionsandtransportsMissionsandtransportsareprimarilygearedtoecologicalandeconomicprinciples.Therefore,thefollowingpriorityorderapplies:1.Useofpublictransportormeansofpublictransport;2. UseofvehiclesoftheFederaladministration;3. Useoflentandrentalvehicles;4. Fordistances,upto150kmusingprivatevehiclesoftheemployees,providednovehicleisavailableattheagencyconcerned.

3 Institutionalframework

3.1 SustainableDevelopment(SD)StrategyoftheFederalCouncil

Since1997,theFederalCouncilhassetoutitspoliticalintentionsfortheimplementationofsustainabledevelopmentinSwitzerlandinadedicatedstrategy.TheSDstrategyisrenewedeveryfouryears.ThisprovidesareferenceframeworkforthedirectioninwhichSwitzerlandshouldcontinuetodevelopincertainkeyareas.TheStrategy'saimistoensurethecoherentsustainabledevelopmentofthecountry.ThisincludescoordinatingConfederationactivitiesandensuringthattheyareinlinewithactionsbythecantons,municipalities,businessandcivilsociety.

ThemostimportantbodyatfederallevelistheInterdepartmentalSustainableDevelopmentCommittee(ISDC),headedbyARE.ThiscommitteefurtherstheConfederation'ssustainabledevelopmentpolicy,andservesasaplatformforsharinginformationontheConfederation'snumeroussustainabilityactivities.12

Inthesecond“SDStrategy2002”thatfollowedaftertheRio+10anniversaryandwasbasedontheSDpolicyformulatedin1997amorewide-rangingapproachwasadopted:Theintegrationoftheprinciplesofsustainabledevelopmentacrosstheboard,ineverysectorofpolicy.Inordertobuttressthisintegratedapproach,thenewFederalConstitutioncallsforsustainabledevelopmenttobedulyconsideredinalllaws,programs,conceptsandprojects.ItisinthissecondSDstrategythatSustainablePublicProcurementismentionedundertheactionarea“Financialpolicy”.Atthattime,theconceptof“IntegratedProductPolicy”IPPwaslaunchedwithintheEU13andhasbeenreflectedintheSDstrategy2002:

Toensurethattheprinciplesofsustainabledevelopmentarealsoputintopracticeinrelationtoproducts(goodsandservices),theFederalCouncilsupportstheintroductionofanintegratedproductpolicy(IPP).Throughthecreationofamorefavorablenationalandinternationalframework,theFederalCouncilisseekingtoshiftpublicsectorandconsumerdemandtowardsproductsthatmeethigheconomic,environmentalandsocialstandards.Throughouttheirlifecycle(planning,production,useanddisposal),productsandservicesaretocomplywithstringenteconomic,environmentalandsocialrequirements.

TheaimsoftheIPParecorrespondinglydiverse.Itsprinciplesaretobeappliedateverystageintheformulationandimplementationofpoliciesrelatingtoproducts.ForallpolicyareasofrelevancetoIPP,criteriaandinstrumentsaretobedevelopedwhichhighlighttheinterplaybetweenthethreedimensionsofsustainabilityandareconducivetotheimplementationofthispolicy.

ThefifthSustainableDevelopmentStrategy,fortheperiod2016-2019,wasadoptedaspartofSwitzerland'sbroaderfour-yearlegislativeplanningprocess14.Itstargetframework,structuredbytopic,comprisestheConfederation'slong-termvisionandspecifictargetsupto2030.

TheSDstrategy2016-2019isinfluencedbythe2030AgendathatwasadoptedbytheUnitedNationsinSeptember2015.Inthelongerterm,theobjectiveistolinktheSDStrategyascloselyaspossibletothe2030AgendaandthusensureSwitzerland'scontributiontoachievingitsSustainableDevelopmentGoals,SDGs,by2030.15

6.3.PUBLICPROCUREMENTBYTHECONFEDERATION

Initspublicprocurementofgoods(products,services,construction),theConfederationendeavorstoensurethattheysatisfyhigheconomic,environmentalandsocialrequirementsthroughouttheirlifecycles.Itsetsanexamplewithitsownprocurementactivities,bypurchasingproductsandconstructingbuildingsthatareeconomical,environmentallycompatibleandhealthy,andareproducedorbuiltbymeansthatareassociallyresponsibleaspossible.

RecommendationsonsustainableprocurementpracticesfortheConfederation’spurchasingunitswerelastupdatedbytheFederalProcurementConferenceFPCinthesummerof2015.Inaddition,in2013thesustainableprocurementmonitoringschemewaslaunchedaspartoftheConfederation’sprocurementcontrollingactivities.

TheConfederationiscurrentlylookingintosettingupanationalplatformforsustainablepublicprocurement.TheaimofthisplatformistopromotesustainablepublicprocurementandtoensurethatinformationissharedbetweentheConfederation,thecantonsand,wherepossible,thecommunes.

3.2 RUMBAEnvironmentalManagementSystem(EMS)inthewhole

FederalAdministration

RUMBAisthe"ResourceandEnvironmentalManagementoftheFederalAdministration"17.ItisbasedontheFederalCouncilresolutionof15March1999.

ThemainobjectiveofRUMBAisthecontinuousreductionofoperationalandproduct-relatedenvironmentalburdensbythecivilianfederaladministration.

RUMBAserves:

• thecostsavingandefficiencyincrease,• thecoordinationofenvironmentalactivitiesofthecivilianfederaladministration,• themotivationandinitiativeoftheemployees,• themodelroleofthefederalgovernmentintheenvironmentalfield.

Ontheonehand,RUMBA'sareasofactivityareinthebuildingsector(electricity,heat,waterandwaste),andontheotherhandinpaperconsumptionandbusinesstrips.Individualunitsalsoreducetheenvironmentalimpactintheproductarea.

TheFederalCouncilhadsetaten-yeartargetfortheindividualdepartments.TheFederalCouncilredefinestheoverallgoalsofRUMBAeveryfouryears,forthenextlegislativeperioduntil2019.

GoalsofRUMBA:

• Theenvironmentalimpactperfull-timeequivalentwillbereducedby30percentbytheendof2019comparedto2006.Greenhousegascompensationisnotcounted.

• Totalgreenhousegasemissionswillbereducedby40percentbytheendof2019comparedto2006.Greenhousegascompensationcanbecredited.

• Asfaraspossible,unavoidablegreenhousegasemissionsarevoluntarilycompensated.TheprocurementofthecompensationcertificatesiscarriedoutcentrallybyFOEN.

Targetachievementby201618(G,F,I)

RUMBAandSustainablePublicProcurement

TheprogramRUMBAislinkedtoPublicProcurementbecausealltheitemsthatareusedinthecivilianfederaladministrationareprocuredcentrallyandtogetherwiththeircorrectuse,decideontheenvironmentalimpactoftheactivitiesofthecivilianfederaladministration.The“ecologicalprocurementservice”isamemberoftheRUMBAexpertgroupandtogetherwiththecentralprocurementagenciessupportstheprocurementofresourceefficientworkingequipmentfortheFederalAdministration.(e.g.electricity,vehicles,ICT-equipment,paper,officefurniture,emissionreductioncertificatesCER).Combinationofprocurementandthecorrectuseofproducts

It`sveryimportantthattheenvironmentalfriendlyproducts,procuredbytheCentralprocuremententities,areappliedcorrectly.Otherwisealltheadvantagesoftheproductsmightgetlost.Thefollowingtwoexamples,ICTstandardandpaper,shallshowhowthisiscarriedoutwithintheprogramRUMBA.

3.2.1 ICTStandards(Procurementanduse)19

StandardP025ICTStandardP025definestheecologicalrequirementsfortheprocurementofstandardizedICT)products.Byincorporatingthesecriteriainthetenderdocumentastechnicalspecification,itispossibletoreducetheresourceconsumptionofITsystems-aboveallthepowerconsumptionandtheassociatedcostsandenvironmentalimpact.

StandardP026ICTstandardP026definestheecologicalrequirementsfortheoperationofstandardizedICTproducts.FollowingthesecriteriacanreducetheresourceconsumptionofITsystems-especiallyelectricityconsumptionandtheassociatedcostsandenvironmentalimpact.

TheRUMBAmodule"IT-Standard"(G,F)20servestoimplementtherequirementsofthisstandardatallofficeworkplacesoftheFederalagencies.Inparticular,itgivesadvicefortheoptimalsettingoftheenergy-savingfunctionsofthedevicesaswellasfortheuseofswitchablepowerstrips,inordertoavoidunnecessarystand-bylossesoutsideworkinghours.Furthermeasuresshouldbetakenforthecoolingofserverrooms.

3.2.2 Paper

TheFederalOfficeforBuildingsandLogistics(BBL)asoneofthecentralprocurementagencies,offersarangeofenvironmentalfriendlypapersforvarioususes.

TheRUMBAModuleontheecologicallycorrectuseofpaperforcopying,printingandarchiving,showsalsotheenvironmentalimpactsofthedifferentpapers.(G,F)21Theresponsibilityforthecost-effectiveandenvironmentallyefficientuseofpaperlieswithintheindividualFederalagenciesandwitheachemployee.TheFederalCouncilhassetthegoalofcontinuouslyreducingtheenvironmentalimpactineachdepartment.Therefore,theconsumptionofcopypaper-currentlyaround9,350sheetsperemployeeperyear-shouldbereducedandtheshareofrecycledpaperincreased.

3.2.3 ProcurementofemissionreductioncertificatesCER

Greenhousegasemissionsthatcannotbeavoidedcanbecompensatedvoluntarilythroughtheprocurementofemissionreductioncertificates.TheprocurementofthesecertificatesiscarriedoutcentrallybyFOEN.

In2017,around21`600tonsofCO2equivalentswereoffsetbytheRUMBAunits.

RequirementsforCER

OnlyCertifiedEmissionReductions(CER)alreadyissuedbyCleanDevelopmentMechanism(CDM)22projectswithaprovencontributiontosustainabledevelopmentwillbeaccepted.TheCERsmustbeGoldStandard23ordemonstratecompliancewithcomparablerequirements.Thisbundledapproach(centralprocurementofCER

3.3 EnergyStrategy2050

FollowingthereactordisasterofFukushimain2011,theFederalCouncilandParliamentdecidedonSwitzerland'sprogressivewithdrawalfromnuclearenergyproduction.Thisdecision,togetherwithfurtherfar-reachingchangesintheinternationalenergyenvironment,requiresanupgradingoftheSwissenergysystem.Forthispurpose,theFederalCouncilhasdevelopedtheEnergyStrategy2050.(E,G,F,I,)24

On4September2013,theFederalCouncilsubmittedtotheParliamentadraftofatotallyrevisedEnergyAct.Therevisedactaimsatsignificantlydeveloptheexistingpotentialforenergyefficiencyandexploitthepotentialofwaterpowerandthenewrenewableenergies(sun,wind,geothermal,biomass).ThenewEnergyActalsoentailsamendmentstovariousotherfederallaws.Swissvotersapprovedthelawon21May2017.Thenewlegislationhasbeeninforcesince1January2018.

AspartoftheEnergyStrategy2050,thefederalgovernmentmustserveasarolemodelfortheSwisspopulationandmotivateitsemployeestosaveenergy.Thisgoalispursuedwiththeprogram"ResourceandEnvironmentalManagementoftheFederalAdministration(RUMBA)"(seeabove).

TheConfederationcheckstheuseofLEDsontheoccasionofnewbuildingsandrefurbishingoldbuildingsandassessestheprojectintermsofsustainability(resourceconsumption,profitability,heritageprotection).

RegardingSustainablePublicProcurementMeasure3oftheactionplanisdecisive.Itstates:TheConfederationintegratesresponsibleentrepreneurialbehaviorinthesenseofanexemplaryroleinitsownrelevantactivities.ThisappliestotheConfederationbynameasemployer,investor,procurerandcompanyowner(federallyownedcompanies).

3.8 UN-FrameworkonClimatechange,theParisAgreement

Every7to10yearsthemunicipalityofMünsingenpublishesacallfortenderfordisposalservices.Thelastcalltookplacein2015.ThetenderfordisposalserviceshadancontractvolumeofCHF600’000peryear.

4.2.2.1 Wastemanagementandrecycling–economicpooling

In2010,REALemergedfromtwomunicipalassociations76forwastewatertreatment(GALU)andwastedisposal(GKLU)intheLucerneregion,whichhaveexistedformorethan40years.Thesetwoassociationsweresetuptoreducethenegativeimpactofwastewaterandwasteonwaterandtheenvironmentandtoensureenvironmentallysound,efficientrecyclinganddisposal.

Contextofthehighwayoverpass

TheoverallprojectaimedatanoptimizationoftheBelpstrassewiththecreationof4lanesintheonandoffexitareaofthenationalroadrampsintheexpansionRubigen.ThisledtothecancellationoftheexistingwalkingwayalongtheBelpstrasse.Therefore,itwasforeseentocreateanewseparateslowtrafficconnectionbybuildingawoodenbridgeoverthehighway.

TheconstructionoftheslowtrafficbridgetookplaceinanInvitationprocedure.Theapprox..valueofthebridgewas1millionCHFoutofatotalvalueof320millionCHF.Inthiscasethe“deminimisclause”couldbeapplied.

Pilotproject:Minimizationofactivelightingintunnels

Startingposition:

SinceDecember2011,theCantonofObwaldenisthefirstcantoninwhichallmunicipalitiesareawardedwiththelabel"EnergyCity"86.Thecantonwantedtoincludethephilosophyofitscommunitiesinenergyissuesinitsroads,andespeciallyinthetunnels.ThiswasoneofthereasonswhythecantonwaslookingforanenergyefficientsolutionforthelightingoftheLungerntunnel.Thecantonhadthreevariantsexaminedandcomparedinmoredetail:acontinuouslightstripwithtubelights(basicversion),linearluminairesingroupsofthreeandLEDlightsaspointlightingevery8m.Theevaluationincludedlightingtechnology,energyefficiency,costsandinstallations.TheLEDtunnelpointlightingconvincedinallcriteria.Energyefficiencyisundisputedandtheenergysavingpotentialcomparedtothebasicversionisover50%accordingtoinitialcalculations.Decisiveisalsothebetterefficiencyofthelampsinthedimmedstate.Tunnelsarecriticalstretchesofthemotorwayandnationalroadsnetwork.Abruptchangesinlightingcangiverisetoaccidents.Tunnellightingisabalancingactbetweenenergyconsumptionandroadsafety.

FEDROandtheCantonofObwaldenagreedtohavetheLungerntunnelasapilotprojectandtoexaminewaystoimprovethelightingandsimultaneouslyreduceenergyconsumption.Thepassagelightingsystemisdesignedasapilot projectwithLED technology. ThetunnelLungernisthefirsttunnelinSwitzerlandtobeequippedwithLEDlights.

Thereforethetunnelisdividedintofoursectionswithdifferentcolorsforfloorandceilingcoverings.Thewallcolorremainsunchanged.Fortheroadsurface,anormaldarkdeckcoveringwithgrit-masticSMA11andalight-coloreddeckcoveringwithmasticasphaltMA11H"brightlysprinkled"areinstalled.Fortheceiling,apartisleftuntreatedintheconcretecolor;onepartisfinishedwithaRAL9010«purewhite»topcoat.Theextensivefive-yearmeasuringcampaignisincludedintheadditionalconstructioncostsof750’000CHF.Withregardtoanoptimizationofenergyconsumption,comfortandsecurityoftheroadusers,theresultsofthemeasurementsareexpectedtoprovideinformationonthefuturecolorschemeofthetunneldrivingspace.

Themeasurementswerecarriedouteachspringandautumnbeforeandafterthetunnelwascleaned.Adistinctionwasalsomadebetweenday-timeandnight-timelighting.

Results

AdvantagesofLEDlighting

Halfofthe440LEDtunnellightsareconnectedtotheUPSsystem(uninterruptiblepowersupply),theperformanceofthesystemcanbereducedbyabout30%.Anotheradvantageisthelifetimeofthelamps:Dependingontheuseofthedimming,thesuppliersspeakof50’000and80’000hours-thatis,upto10years-andthesuppliersgiveaguaranteefor5years.

Forsafetyaspects,theuniformilluminationofthetunnelisespeciallyimportant.Thankstothelongitudinaldistributionoflight,theLEDluminairesachievegoodvalues.Theestimatedannualelectricityconsumptionfortheoperationofthetunnelwascalculatedatapproximately4millionkWh,whichcauseselectricitycostsofaround600’000CHF.

Thecostclarificationrevealedastonishingresults:theindividuallightsareatleastthreetimesasexpensiveasconventionaltubelights;However,thankstosavingsinthenumberofluminairesandsimplercablingandcontrol,thetotalinvestmentisaround10%cheaper.

Influenceofdifferentcolors

Firstfindingsafterthreeyearsoftesting(2016)showthatthelight-coloreddeckcoveringhasaninfluenceonbrightnessandledto60%energysavingsbecauseduringdaytime,thepassagelightingcanbedimmedto20percent,eventotenpercentatnight.

ThedistanceofeightmetersbetweentheLEDlightscanbesignificantlyenlargedwithalight-coloredsurface.

4.3.3.1 InstallationofintelligentLEDstreetlighting

Trubschachenhasupgradedtheentire,outdatedstreetlightingtointelligentLEDlamps.Thestreetlampsareonlyreallybrightwhenthelightisneeded,otherwise,thestreetlampsshinewithonlytenpercentoftheiractualcapacity.TheMunicipalityofTrubschachenisthefirstSwissmunicipalitywith100%LEDlighting(80luminaries)

Theoldlightswouldhavehadtobereplacedanyway(endoflife).Therefore,thissolutionwiththenewintelligentLEDtechnologyisperfect.Inordertoachieveideallightingconditions,forboth,streetandpavement,apilottestshowedthatthenewpoleshavetobe6mhigh.

Smartlighting

Smartlightingmeansthatthelightsareinterconnected:LampAregistersthatsomeoneismovingtowardsthelamp.Immediately,lampAsendsasignaltolampsBandC,whicharefurtheraway.Thesetooaregettingbrighter.Thisensuresthatalightcarpetformsinfrontoftheroaduserandthatitisalreadybrightalsointhedistance.

Costs

ThetotalcostsfortheinstallationofLEDlampsareabout110'000CHF.25lamppostshadtobecompletelynewbuilt,12hadtobeextendedand9ofthemshortened.ThisworkhadbeenundertakenbyemployeesofthemunicipalityofTrubschachen.
