Several attempts to constitute a waterresources management body using thewatershed or river basin approach wereresorted in the past yet the formation ofthe water body in several occasionsfailed to satisfy the key players engagedin its formation.
Several organizational structures wereproposed. But were all aborted forvarious reasons vis--vis political,organizational and other reasons.

The Central Cebu River Basin Management Council(CCRBMC)was created.
Composed of different organizations, academe,government and non-government organizations thatare and will be actively involved in the protection,rehabilitation and management of the various riversthat constitute the Central Cebu River Systems.
In order to establish, collaborate and harmonize allefforts of these groups, the CCRBMC is veryappropriate organization to oversee theimplementation of the Integrated Central Cebu RiverBasins Management Plan by the DENR.

THE FUNDAMENTALS FOR CREATING THE CCRBMC
Article II, Section 16 of the 1987 Constitution provides for the
protection and advancement of the right of the Filipino people,to a healthful and balanced ecology;
The DENR, by virtue of Executive Order No. 192 series of
1987 is the primary government agency responsible for the
sustainable management and development of the countrys
environment and natural resources;
The LGU, pursuant to Department Administrative Order No. 92-
30, series of 1992, recognized the need to rehabilitate develop,
manage, and protect the resources found within the Central
Cebu River Basin through collaborative management;
The LGUs share with the National Government the
responsibility in the management and maintenance of
ecological balance within their territorial jurisdiction subject to
the condition as provided under the Local Government Code;

The government has adopted integrated watershed management as a
national strategy for sustainable development per DENR MC 2008-05,Series 2008;
The government recognizes the vital role of various stakeholders in the
protection, rehabilitation, development, management, and utilization of
the natural resources within the Central Cebu river basins;
The water and other natural resources within Central Cebu isrecognized as vital resources that needs to be properly managed to
support the social and economic development of Cebu;
The people of Cebu recognize the urgency to satisfy the various
accessibility and water quality that influence the Cebuanos health,
social welfare, and economic progress;
Potential water for domestic, industrial and agricultural use is fast
becoming scarce with evident increase in salinity in the highly
populated urban aquifers in the lowland areas

THE FUNDAMENTALS FOR CREATING THE CCRBMC
The government has adopted integrated watershed management as a
national strategy for sustainable development per DENR MC 2008-05,
Series 2008;
The present state of Central Cebus river-basins, particularly those in
Central Cebu calls for immediate rehabilitation protection and
conservation to improve the water yield capacities of its aquifers and
rivers to ensure sustainable water supply for domestic, agricultural and
industrial use;
The National Water Resources Board (NWRB) is charged under
Presidential Decree No. 1067, otherwise known as the Water Code of the
Philippines with the functions of regulating the utilization, exploitation,
development, control, conservation and protection of water resources;
Executive Order No. 123 transfers NWRB to DENR upon the approval ofthe President of the newly revised organization and manpower structure
of the NWRB Secretariat, for purposes of administrative control and
supervision;

The Office of the President issued a directive creating the Inter-Agency
Task Force on Cebu Water Resource Management to provide the
opportunity to partnership and collaboration among concerned sectorsof society for an Integrated approach in water resource management to
be facilitated by the DENR Region 7;
The Inter-Agency Task Force on Cebu Water Resources Management
finds the need to form the Central Cebu River Basins Management
Council to sustain and ensure the coordinated development and
management of water, land, forest and other related river basinresources;
The process of Integrated Water Resources Management IWRM the
National Policy on Water- promotes the coordinated development and
management of water, land and related resources in order to maximize
the resultant economic and social progress in an equitable mannerwithout compromising the sustainability of vital ecosystems;

An important factor to sustain Cebus economic development
is the effective and efficient management of the river-systems,water distribution system, and equitable user of water as a
resource;
The government agencies concerned with water resources
recognize the need to share responsibilities with the LGUs and
Civil Society in the protection, management and developmentof the river basin resources of the province in conformity with
existing laws and policies and in adherence to the principle of
subsidiarity;
The purpose and objective of the Central Cebu River Basins
Management Council is to address the urgent and critical water
problem and attendant issues of land use of the Islands of
Cebu by effectively and efficiently integrating the development
and management of land, water resources, water supply and
sanitation.

The Central Cebu River Basins
Management Council (CCRBMC) herein
referred to as the Council is herebyestablished to function basically as a
coordinative, advisory and management
body for the Central Cebu River Basins.
The Council shall respect the mandates
and authorities of the respective
government entities, inherent in their creation.
The Council hereby adheres to the
Integrated Watershed and Ecosystems
Resource Management (IWERM) as an
overarching strategy to environment andnatural resources management.
