The 2015 Waukesha County budget proposed byCounty Executive Dan Vrakas will increase the county taxlevy by less than 1 percent.

Vrakas unveiled his budget during the Sept. 23 CountyBoard meeting. The proposed county tax levy will be$100,492,252, a .99 percent increase from the currentlevy. The general county tax levy is projected to be $2.08per $1,000 equalized valuation, a 2.97 percent decreasefrom the current year. Total expenditures will be reduced by$3 million.

“Again this year, we maintain our commitment to our toppriorities of public safety maintaining vital infrastructurewhile addressing the county’s alcohol and drug problemsby supporting treatment courts and planning for future byinvesting in technology,” Vrakas said.

Vrakas emphasized the commitment to “key strategicpriorities,” including privatization of services. Vrakas notedthat the county has privatized 64 programs that were onceprovided by county employees.

As part of changes reflected in the budget, the countywill partner with the Lad Lake organization to provide shel-ter care, the county medical examiner will contract withWalworth for medical examiner services, and WaukeshaCounty will enter in the first year of a joint materials recy-cling facility in the city of Milwaukee.

Vrakas also mentioned that the county will partner withthe Association for Citizens with Handicaps (ARCh) tobegin the design for expanding Camp Pow Wow inMenomonee Park.

“Through privatization, teamwork and strategic partner-ships, we’re able to save money, maintain our high level ofservice and become more efficient,” Vrakas said.

Vrakas added that while the county has provided finan-cial support the Waukesha County Museum for the past 12years, support will be ended under the proposed budget.

“I continue, however, to encourage the museum boardto explore partnerships with the private sector and developa self-sustaining plan moving forward,” Vrakas said. “I sin-cerely hope there is an opportunity to work with the muse-um in another capacity in the future.”

Menomonee Falls students are get-ting ready to test their math skills whileraising funds for local schools.Mathnasium’s TriMathlon contest isdesigned encourage kids to engage inmath and to support local schools.

Children at all levels of math abilityare invited to participate. In addition towinning medals, all students who par-ticipate this year will earn money forlocal schools with a donation for eachstudent participating in the event.

The winner at each grade level willbe entered into the Grand PrizeTriMathlon.

The competition, open to 2nd-5thgrade students, will be held at on Oct.18 at the Menomonee Falls MathnasiumLearning Center at N78 W14569Appleton Avenue, Menomonee Falls.Participation is free and registration isnow open at mathnasiumtrimathlon.com.

“Mathnasium’s TriMathlon providesa wonderful opportunity for kids toengage in math in a fun way that also

The TriMathlon consists of threeevents:

• Magic Squares, where studentsare awarded points for developing theirown math problems.

• Mental Math Workout, which asksstudents to solve problems without apencil and paper in order to show offtheir “number sense.”

FLUSHING OF WATER MAINSThe Menomonee Falls Water Utility will be cleaning and flushing water mains from7:00 a.m. to 5:00 p.m. beginning September 29th and continuing through October17th. The flushing will remove most of the natural minerals that have settled in themains such as iron, a harmless-reddish brown mineral that discolors the water.

If you observe the Water Utility personnel working in your area, refrain from usingwater or use as little as possible for one-half to three-quarters of an hour to insurethat the water has settled in the mains. This will also help prevent any iron frombeing drawn into your water piping system.

If you do find that your water has become discolored, refrain from using it for anadditional one-half to three-quarters of an hour. Then draw off the remaining dis-colored water through the COLD WATER FAUCET ONLY.

Your cooperation during this flushing procedure will benefit all water customers.

A Joint Review Board gave finalapproval for a 12th Tax IncrementalFinance (TIF) district in Menomonee FallsSept. 23.

The district covers approximately 107.5acres of land on the east and west sides ofLilly Road. The area includes the site of aformer concrete block company and a one-time school that was later used by a busi-ness.

The TIF plan was previously reviewedand supported by the Menomonee FallsPlan Commission and later the VillageBoard. Under state TIF law, final approvalfor a TIF is given by a joint review boardcomprised of all the local taxing entities(municipal, school district, technical school

district, and county) and a citizen represen-tative.

In a TIF, taxes for given properties nor-mally directed toward local units of govern-ment are instead used to pay for infrastruc-ture improvements. The local units of gov-ernment will later benefit from the increasedvalue generated by the improvements.

The Joint Review Board meeting lastedapproximately 10 minutes. William Taibl, aconsultant on TIF matters for the village,noted that the project plan was adjusted todetail improvements for Lilly Road thatwould occur as the area is developed. Menomonee Falls boy Dakota Spilgerturned 14 on Jan. 11 and three days laterhe was diagnosed with cancer.

However, the good-natured teen took itin stride, joking to people who asked whathe got for his birthday, “Cancer. I wouldlike to exchange it for a better gift, please.”

Diagnosed with a very rare bone mar-row cancer called Myelodysplastic syn-drome (MDS), Dakota has undergonemany forms of treatment, includingchemotherapy, radiation and an umbilicalblood transplant from which he is currentlysuffering complications.

Mother Melissa Blawat said that eversince receiving the devastating news, sheand her family have been forced to takethings day by day.

“Cancer teaches you that you just goalong for the ride,” she said. “The only wayto do it is with a sense of humor.”

The family–Melissa, father ToddSpilger, Blawat’s fiance Richard Hinkley,sister Heather Spilger and stepsister BrookeHinkley–are hoping to make the journey abit smoother for Dakota as they host afundraiser at The Sterling Chalet, 1271Wisconsin 175 in Hubertus, on Sunday,Oct. 5 from 11 a.m. to 5 p.m.

The family-friendly event will includebands, a car and motorcycle show, a raffleand a bake sale. Admission is $10 foradults, free for kids 10 and under.Attendees will also receive a T-shirt.

The funds raised will go toward com-pensating lost wages–“It’s impossible to

work, go to school and care for a child withcancer,” Melissa said–and to help pay forthe land that is needed to bring to comple-tion Dakota’s Make-A-Wish Foundationrequest of a fishing shack.

“He wants a place to hang out and gofishing,” Melissa explained. “He has want-ed this forever.”

He certainly deserves it, she said, as ithas not been an easy road ever sinceMelissa, an LPN, started observing thingsamiss with her son last fall.

“Dakota started losing weight and therewas bruising on his hands,” she said. “I wasseeing all kinds of signs.”

Melissa took him in for bloodwork, butthe doctor didn’t call back until weeks later,stating he had misfiled the lab work. At thatpoint, Dakota was sent straight to the emer-gency room.

“When they led us in past everybody, Ijust knew we were in trouble,” Melissarecalled. “Then it was like, ‘Welcome to awhole new world. Welcome to cancer.’”

This when the trek through treatmentbegan and Dakota–who was already livingwith challenges being on the autism spec-trum–had to start trudging through a wholenew, unpleasant normal of hospitalizations,extreme physical weakness and major set-backs, including going to the ICU for pneu-monia on Easter.

“It’s just been a mess,” said Melissa.“It’s pretty un-awesome, pretty not fair.”

It has been the bright light of Dakota’spersonality that has guided the way,Melissa said.

“Dakota has led the path for us withample amounts of positivity,” she said. “He

has had such a great attitude this entiretime.”

Now stable and at home for the longeststretch since January, Dakota is currentlyattending half days as a freshman atMenomonee Falls High School.

“He was just allowed to go back,” hismother said. “But he has to use the elevatorbecause walking is exhausting for him.”

There is no remission for MDS so it’s await-and-see of milestones, said Melissa.“We have to get to three months, sixmonths, a year, and make something up sohe can ring a bell,” she said.

Right now Dakota can not be declaredcancer-free due to masses that may be lym-phoma that have been found in his left lung,but the family is hopeful as they look for-ward to the fundraiser which will double asa celebration of Dakota’s strong spirit.

“I just want it to be so fun for Dakota,”Melissa said. “I want him to see how manypeople love him and care about him.”

She went on to note that friends andfamily, namely “my niece Brittany and myvery best friend Nikki,” have been extraor-dinarily supportive through this rough year.

“We’ve needed a lot of help and we’vereceived it,” Melissa said. “Someone was

with me every day I was at Children’sHospital. People have been so wonderful.”

‘Working Smoke Alarms Save Lives’ the theme of Fire Prevention WeekBy Nikki AckermanStaff Writer

With a theme of “Working SmokeAlarms Save Lives: Test Yours EveryMonth,” Fire Prevention Week runs Oct. 5-11; however, the push for fire safety goeswell beyond a mere seven days each calendaryear, officials say.

“We want citizens to realize that this isnot just about a special week, it is all thetime–we want to raise awareness every dayof the week all year long,” said MenomoneeFalls Assistant Fire Chief Jim Mollet. “Westrive to make fire safety a daily message.”

But for this particular week–establishedby the National Fire Protection Association(NFPA) in 1922 to commemorate the GreatChicago Fire which began Oct. 8, 1871–firesafety becomes the “hot” topic.

“During that period we try to visit every

educational institution in the village andfocus on proper exit routines and teachthings like what to do if your clothes catchfire,” said Mollet. “Today more than everbefore, with new products out there andmore electronics in the home, the dangers arethere.”

The danger in 1871, legend has it, wasCatherine O'Leary’s cow which kicked overa lamp and set the family barn, and eventual-ly the whole city of Chicago, on fire.According to the NFPA website, the incidentkilled more than 250 people, left 100,000homeless, destroyed more than 17,400 struc-tures and burned more than 2,000 acres.

As if this wasn’t bad enough, thePeshtigo Fire–which occurred the exact sameday–left far more wreckage in its wake. Themost devastating forest fire in American his-tory, the northeast Wisconsin blaze killed1,152 people, burned down 16 towns anddestroyed 1.2 million acres.

It is precisely these horrific numbers thatmake fire safety an essential lifestyle.

“What this week is designed to do isremind everyone that even a little fire can getout of control and cause tremendous dam-age,” said Germantown Fire Chief GaryWeiss. “We start the message in the gradeschools because it is so crucial to get into the

habit of fire safety at a young age and keep itas a habit for the rest of your life.”

Although tragic, these two great blazesbrought about the huge positive of fire safe-ty as a mainstream message.

On the 40th anniversary of the GreatChicago Fire, the Fire Marshals Associationof North America (now known as theInternational Fire Marshals Association)decided to start observing the tragedy in away that drives home the importance of fireprevention, and according to the NationalArchives and Records Administration's

Library Information Center, Fire Prevention Week is thelongest running public health and safety observance onrecord. The week is observed on the Sunday throughSaturday period in which Oct. 9 falls and each year has a spe-cific area of focus.

“This year we are really emphasizing the importance ofhaving working smoke detectors and carbon monoxidedetectors in the house–one of every floor of the home andone in every bedroom,” said John Delain, public educationcoordinator for the Germantown Fire Department.

Delain went on to offer a few useful tips: change the bat-teries every Daylight Savings time; clean the detectors witha vacuum or canned air once per month; and test them regu-larly.

“It’s very important to make sure the detectors are work-ing at all times,” he said.

In conjunction with the Safe Kids Coalition of SoutheastWisconsin and Domino’s Pizza, the department is running aprogram called “Delivering Fire Safety.”

On Oct. 23, several pre-registered participants (registra-tion forms will be available at the Safety Fair as well as onDomino’s boxes) will receive a “surprise” visit from villagefirefighters. Those who have working smoke and carbonmonoxide detectors will receive a free large, one-toppingpizza and those who do not will receive a working smokedetector.

“We will go and check their house and teach them aboutfire and carbon monoxide safety while we are there,” saidDelain. “It’s just another way to get the word out to the com-munity.”

In the village of Sussex, fire prevention events are held inAugust in conjunction with the village’s National Night Out eventoutside the village, with the Pauline Haass Public Library ice creamsocial held a short distance away.

Sussex Fire Chief Colin Curtis noted the department conductsfire safety events in schools, businesses, churches and other com-munity venues throughout the year. The department also providesstation tours for Boy Scouts, Girl Scouts, Mom’s Clubs, antique cargroups, preschools and elementary schools.

In addition, the department has a presence at several annual

community events.Besides National NightOut, Fire Departmentstaff participate in theMemorial Day, Fourth ofJuly and Lions Dazeparades along with thewater fights that are heldon the final day of LionsDaze.

freezing in the winter, but much of Americadoes. If the temperature in your area routine-ly drops to 20 degrees or below, it will beworth your time and energy to prepare andmaintain your home to prevent your pipesfrom bursting. Pipes burst when an ice block-age forms and the pressure builds up behindit. While you won’t have ice shooting intoyour home, you’ll have all of the water thathas built up behind it in the basement, in thecrawlspace or through the walls of yourhouse.

Proper insulation is the first step to pre-ventative maintenance. The unheated areasof your house are the most important to insu-late. Attics, basements and crawlspaces arethe general culprits. Polyethylene or fiber-glass tubes are available to keep the coldout of pipes. You’ll want to measure thediameter of the pipes and purchase the cor-rect size. This will ensure you have to makeonly one trip to your home supply store.

Pipe insulation is carried in most big boxstores and in all hardware and home supplystores. It can be cheaper in the spring monthas prices tend to go up as the temperatures

drop and demand goes up. You will want tobe particularly aware of any pipes that havebeen stressed by previous freezing or haverecently been installed.

If you experience significant periods ofsevere winter weather, you might considerwrapping pipes in heat tape before insulat-ing them. The instructions for installation arevery specific, and it is essential to followthem. If you don’t, the heat tape can lead tofires. Heat tape also has to be checked reg-ularly to ensure it is still functioning effective-ly.

Once you’ve taken all of the prerequisitesteps, you’ll still have some maintenance todo to ensure you don’t wake up in a puddle.When the temperature is expected to drop,turn on your faucets, particularly those thatflow along outside walls and are the mostexposed to the cold. This will reduce thepressure and can prevent an explosion in thepipes, even if an ice dam does form.Opening cabinets that contain pipes will letthe warm air from the rest of your house flowonto the pipes, keeping them warmer.

You can take one more step and checkthe basement and garage for any leaks.Look particularly for places where cold aircould be directly applied to pipes fromcracked windows, gaps or areas where theinsulation has worn away. Applying yourgeneral insulation strategies will save moneyon your energy bill, and it can also keepyour pipes warmer and delay or prevent afreeze.

Preventative maintenance is never anattractive fix. It’s neither a new skylight nor afresh coat of paint, and it won’t be instantlynoticeable. Pipe insulation and maintenance,however, will add to the value of your homein the long run by preventing costly damageand a nasty surprise in the middle of thenight.

The Germantown girls volleyball teamdefeated Grafton in North ShoreConference play Sept. 23, 25-13, 25-17,25-14.

Kettle Moraine Lutheran had mixedresults at a tournament in Watertown Sept.20. The Chargers beat De Pere 25-17, 25-21 but then lost to Neenah (24-26, 21-25)and Watertown (20-25, 15-25).

State rankings: Germantown wasranked ninth in last week's Division I coach-es poll while Kettle Moraine Lutheran wasranked seventh in Division 2.

Girls volleyball:Germantown tops Grafton

The Germantown girls cross countryteam finished second at the WaukeshaSouth Cross Country Festival held atMinooka Park Sept. 20.

Germantown was led by AlyssaGoesch, who finished fifth with a time of20:56. She was followed by Briana Klopferin seventh (21:09), Calli Lemke in 14th(22:06), Kayla Hower in 17th (22:18),Jennifer Lundgren in 18th (22:19), MollyBaus in 24th (22:33) and Emily Betthauserin 39th (23:17).

The Germantown boys team finishedseventh at the meet. Germantown was ledby Jacob DuFrane, who finished 20th witha time of 17:46. He was followed by CraigReese in 28th (17:59), Jake Garvey in 31st

(18:05), Brady Sheridan in 49th (18:44)and Evan Adair in 62nd (19:10).

The Menomonee Falls boys cross coun-try team finished eighth at the St.Catherine’s Angel Invite held at UW-Parkside Sept. 20. Menomonee Falls wasled by Jake McMahon, who finished 33rdoverall with a time of 17:44.5. He was fol-lowed by Josh Hindman in 43rd (17:53.1),Dom Carini in 54th (18:06.7), CooperDozzi in 55th (18:09.2), Jayce Kolinski in56th (18:09.8) and Zach Pogorzelski in125th (19:08.9) .

The Menomonee Falls girls team fin-ished 17th at the invite. The top finish forMenomonee Falls came from Tessa Estock,who finished 69th overall.

Cross country: Germantown girlssecond at Waukesha South meet

Menomonee Falls improved its recordto 3-2 in the Greater Metro Conferenceand 11-2 overall following a 5-1 win overWest Allis Hale Sept. 23. Alex Eastmanscored two goals while Ian Storts, TylerShane, and Ryan Callan also scored.

The previous Thursday MenomoneeFalls beat Mukwonago 3-2, with Eastman,Joe Burgoyne and and Dalzhon Nelson allscoring for Menomonee Falls.

Hamilton tied Brookfield East Sept. 23,1-1. Afterward, the Chargers had a 1-2Greater Metro Conference record and a 6-5 overall mark.

Germantown got its first North Shore

Conference win of the season Sept. 23, asthe Warhawks beat Nicolet 2-1. The winfollowed a 1-0 nonconference victory overRacine Case Sept. 18. Germantown had a6-7 overall record prior to a Sept. 25 non-conference match at West Bend West.

Kettle Moraine Lutheran stayed on topof the Flyway Conference with a 8-1 winover Campbellsport Sept. 23. GriffinHoerchner and Noah Semmann bothscored three goals while Brandon Prahl andJoshua Murphy each added a goal forKettle Moraine Lutheran. Afterwards, theChargers were 5-0 in the Flyway and 12-2overall.

Soccer: Falls, Germantownpost conference wins

The Germantown Warhawks won theirfifth straight game Sept 19 while recordingtheir third double-digit win over a NorthShore Conference opponent.

The Warhawks scored on their first fivepossessions to open the game while alsoreturning a fumble and an interception for a

touchdown on the way to a 66-0 win atMilwaukee Lutheran.

Dwayne Lawhorn Jr. completed 11 of19 passes for four touchdowns while JoeLemerond ran for 165 yards and two touch-downs on 11 carries. Lawhorn started theevening with a 27-yard pass play to Cole

Karcz at the 10:35 minute of the first quar-ter. On Germantown's next possession,Lawhorn connected with Steve Doran on a2-yard pass play at the 8:18 mark. On theWarhawks next possession, Lawhorn con-nected with Karcz on a 37-yard pass playat the 5:54 mark. Germantown finished thequarter with a 37-yard field goal by CarterSchmitz.

"That was one of our goals this week,this is what we needed to do: We neededto figure out how to score right away andget after it, and we did," GermantownCoach Jake Davis said.

With the Nicolet forfeit later in the sea-son taken into consideration, Germantownqualified for the playoffs with the win overMilwaukee Lutheran.

Davis said he would continue to focuson having his team starting fast and execut-ing plays.

“We've got to build on what we'vedone and continue to get better," Davissaid.

Menomonee Falls 13, Hamilton3: The teams entered halftime scoreless.Menomonee Falls got on the board with a79-yard run by Bryce McMurtry at the 7:46mark of the third quarter to lead 6-0 afterthe extra point was unsuccessful. Hamiltonnarrowed the lead on a 21-yard field goalby Matt Barnes at the 2:03 mark of thethird quarter.

Menomonee Falls extended its leadwhen McMurtry and Brady Schneider con-nected on a 47-yard pass play at the 11:51mark of the fourth quarter.

McMurtry led all runners with 129yards on 17 carries and one touchdown.

Kettle Moraine Lutheran 27,Laconia 19: The Chargers improved theirFlyway Conference record to 3-0 whileholding a 4-1 overall record. Nicholas Lippran 14 times for 137 yards and two touch-downs while Jared Henning completed 9 of17 passes for 115 yards and a touchdownfor the Chargers.

housed the Health and Human ServicesDepartment. Other items in the capitalbudget include spending approximately$220,000 to replace HVAC equipment atthe Law Enforcement Center and making$2.8 million in improvements at UW-Waukesha, including $1.4 million toreplace boilers.

The county Federated Library Systembudget will increase $458,700 in 2015,due mostly to a modification of the fundingformula stemming from the town of Lisbonending a joint library agreement with thevillage of Sussex.

During his presentation, Vrakas citedthe “triple A” bond ratings the county hasreceived from both Moody’s InvestorsServices and Fitch Investors Service.

“Through strategic and innovative think-ing, partnerships and tough decision mak-ing, we are able to ensure efficient deliveryof county services and cost savings to ourtaxpayers,” Vrakas said.

The budget now goes to County Boardcommittees for review. It will be consideredby the full board later this fall.
