A Hamilton School Board member last week ques-tioned a new state Department of Public Instruction (DPI)assessment for students at the lower elementary grade lev-els.

I think some of the problems we have in the schoolsis let kids be kids first and then let them grow up a littlebit, board member Michael Hyland said during the Sept.4 meeting.

Hyland spoke during a discussion on an update to thedistrict assessment program. According to a report to theboard from Supervisor of Instructional Services KatherineR. Little, the state Department of Public Instruction (DPI) isrequiring students from 4-year-old kindergarten to firstgrade to participate in the fall and spring PALS early lit-eracy assessment. All second grade students will berequired to participate in the PALS assessment in the2014-15 school year.

Teachers involved in the assessment are required toparticipate in two hours of online training which dealwith administration and scoring and online score entryand reporting system training. Little said teachers whohave undergone the training have reported the trainingtakes more than two hours.

Little said the district analyzed kindergarten bench-marks assessments to determine how much overlapthere was with the PALS assessment. As a result of dis-cussions with teaching staff, one benchmark was elimi-nated.

Too soon?Hamilton board member questions state-

    required assessments at kindergarten level

During board discussion, board memberMichael Hyland said he was concerned withanother mandate from the DPI requiring toassess K-4 students. Theyre 4-years-old, whycant kids learn to be kids first instead of testingthem?

Little said PALS is not a test, but an early lit-eracy assessment that helps the district at the 4-and 5-year-old kindergarten levels. The infor-mation identifies where students are doing welland where they are struggling. That informationis then used by teachers to adjust the instruc-tion.

While its another mandate, it could havebeen a lot worse, Little said. This is probably

okay.Hyland added that he doesnt have muchfaith in the DPI telling everybody how to dothings.

Hyland said his concern is that the districtwill be giving a report a few years from nowwhere it will have to make changes becauseother school districts did well on such assess-ments.

Board member Gerald Schmitz added theassessments catch potential problems early on,especially in reading. That will allow the districtto response and address problems earlier.
