SURVEY DURING CONSTRUCTION

SURVEYS DURING CONSTRUCTONCONSTRUCTIONstructural strength of every ship to which these Rules apply and the number and disposition of transverse watertight bulkheads shall be adequate for the service for which the ship is intended.

Watertight doors:

1.(1) In every ship to which these Rules apply in which a watertight door is provided to maintain the watertight integrity of a bulkhead, every such watertight door shall be made of suitable material and shall be efficiently constructed for its intended duty.

(2) (a) Every watertight door of the sliding type shall be capable of being operated by efficient hand operated gear both at the door itself and from an accessible position above the bulkhead deck.

(b) The operating gear for operating from above the bulkhead deck any sliding watertight door fitted in the bulkhead of a machinery space shall be situated outside the machinery space unless such a position is inconsistent with the efficient arrangement of the necessary gearing.

(3) Where there is access from the lower part of a machinery space to a watertight shaft tunnel the access opening shall be provided with a sliding watertight door which shall be capable of being operated locally on both sides of the door.

(4) Means shall be provided at remote operating positions to indicate when a sliding door is closed.

(5) Watertight doors shall be capable of being operated when the ship is listed up to 15 degrees either way.Anchors and chain cables:

Every ship to which these Rules apply shall be provided with such anchors and chain cables as are sufficient in number, weight and strength, having regard to the size and intended service of the ship.

Means of escape:

(1) In every ship to which these Rules apply stairways and ladderways shall be arranged so as to provide ready means of escape to the lifeboat embarkation deck from all crew spaces, passenger spaces and other spaces in which the crew are normally employed.

(2) Subject to paragraph

(3), in every ship to which these Rules apply there shall be provided from each engine room, shaft tunnel and boiler room two means of escape as widely separated as practicable, one of which may be a watertight door if such a door is available as a means of escape. Where no such watertight door is available, the two means of escape shall consist of two sets of steel ladders leading to separate doors in the casing or elsewhere from which there is access to the lifeboat or liferaft embarkation deck or decks.

(3) The Minister may exempt any such ship of less than 2,000 tons

SURVEYSSurveys before issue of cargo ship safety construction certificates:

39.(1) The owner of every ship to which these Rules apply shall cause the same to be surveyed by a surveyor appointed by a certifying authority and any application for a survey shall be accompanied by such information relating to the ship as the certifying authority may require.

(2) A certifying authority shall upon receipt of an application for survey and any fee payable on such application cause the ship to be certified by a qualified surveyor.

(3) The surveyor shall survey the ship and shall satisfy himself that the arrangements, materials and scantlings of the structure, boilers and other pressure vessels and their appurtenances (other than domestic boilers having a heating surface of 50 square feet or less and a working pressure of 50 lb. per square inch or less and other domestic pressure vessels having such a working pressure), main and auxiliary machinery, electrical installations and other equipment comply with the requirements of Part II and are in all respects satisfactory for the service for which the ship is intended, having regard to the period for which a cargo ship safety construction certificate in respect of the ship is to be issued.general: 41.(1) The certifying authority shall, on receipt of the application and of any fee payable on such application, cause the ship to be surveyed by a qualified surveyor.

(2) The surveyor shall survey the ship with a view to satisfying himself

(a) that such of the parts of the ship and its equipment specified in Rule 40 (2) as are the subject of the application for survey remain efficient, and

(b) so far as practicable, that no material alterations have been made in the hull, machinery or equipment of the ship to which the cargo ship safety construction certificate relates without the approval of the certifying authority.

(3) On the completion of the survey in accordance with the requirements of paragraph (2), the surveyor shall forward a report on the survey to the certifying authority.SURVEY DURING CONSTRUCTION :

The classification survey procedure begins with the approval of drawings. At that stage, Bureau Veritas is frequently consulted by shipyards; as the development of the drawings progresses, further discussions may be held. Meanwhile, BV conducts a detailed analysis to determine the structural and mechanical compliance of the ship design to its published classification rules.By this analysis, the classification society fulfils an important technical task: to verify that the submitted plans adhere to accepted technical requirements as embodied in its rules. An official request for classification is signed by the shipyard for the society's services to survey a new construction with regard to classification.The design checking process is traditionally divided into three main phases.

At the preliminary stage, when the main characteristics and dimensions of the future ship are determined, subdivision and preliminary stability booklet may be checked.

Second, scantlings are checked for local elements and the primary structure. This is used to check the capacity of the structure, in other words its ability to withstand the loads prescribed in the rules.

The final phase consists of a review of the structural details, machinery diagrams and outfit falling within the scope of classification, e.g. electrical equipment, fire-fighting equipment and final stability booklet.

During the ship's construction the classification surveyor role is to verify that construction is preceding according to the classification rules requirements, that materials and equipment are approved and that approved classification plans are used and that all the classification rules requirements are observed. In addition, the surveyor participates in the trials.

During his intervention he conducts an overall examination of the parts of the ship covered by the classification rules, he examines the construction methods and procedures, he checks selected items covered by the rule requirements and he attends tests and trials where applicable and deemed necessary.Inspection of site, builders qualification or expertise

Keel voids prior to closing off, or mould preparation for FRP construction

Witnessing by MAST(Marine and Safety Tasmania) of the appropriate stability test.

Witnessing by MAST of operational trials

Inspection by MAST of fire safety and safety equipment

Installation certificate for fixed fire fighting and detection system to be supplied by the installer on vessels where such systems are fitted.

Certificate of compliance with Australian Standards to be supplied by the installer on vessels where LPG or 240/415V supplies are fitted.

If foam buoyancy is to be fitted, the builder or designer is to complete and submit to MAST an appropriate installation form.

Communication system survey report by accredited surveyor.

Compass adjustment report for all A, B & C vessels.

Relevant test and installation certificates may be required by MAST for various items of equipment or machinery.CERTIFICATE OF SURVEY :

Following satisfactory completion of plan approval, stability approval and inspections, a vessel will be issued with a Marine and Safety Tasmania Certificate of Survey, valid in most cases for 12 months. The certificate is issued within a nationally recognised format as detailed in Section 14 of the Uniform Shipping Laws Code.

LOAD LINE & OIL POLLUTION PREVENTION CERTIFICATES :

Subject to design approval and vessel compliance, MAST will issue:

Load line certificates to class 1 & 2 vessels exceeding 24 metres.

Oil Pollution Prevention certificates to vessels exceeding 400 gross registered tonnage.
