    SURFACE PREPARATION AND PAINTING PROCEDURE

    1.0 General

1.1 All structural steel etc. shall be treated in accordance with this

procedure of which the coating manufactures instruction and data

    sheets form a part.

1.2 If any phases not meet the required standard the contractor shall carry

out necessary rectification in accordance with this procedure.

1.3 All coating materials shall be supplied to the work-site in their

original unopened and clearly identifiable containers.

    1. !oating materials shall be used before the e"piration of their shelflife.

    2.0 Scope

2.1 #his procedure co$ers the minimum requirements of surfacespreparation and application of protecti$e coating for Incinerator and

    steel structure construction.

2.2 %urfaces to be embedded in concrete are not required to be coated.

2.3 &aint shall not be applied on following surfaces unless otherwisespecified.a.Inorganic material such as concrete' brickwork' tile' slate' glass and

    plastics.

    b. (on-ferrous material such as hot-dip gal$ani)ed steel'weathering steel' stainless steel' brass' copper and aluminum

    etc.

c.(ameplate and other identification plates or label *to be shielded' to

protect damages during surface preparation and paintingmaterial application operation+.

    4.0 Surface preparation

.1 %urface preparation by pickling or chemical treatment only is notpermitted.

.2 5last cleaning shall not be conducted when the temperature of thesurfaces is less than 67 abo$e dew point of the surrounding air' or

when the relati$e humidity of the air is more than 89.

.3 Any oil' grease' dust' or foreign matters deposited on the surface after

surface preparation shall be remo$ed prior to painting.

. All rough welds' burrs' weld spatters' indentations and all other sharpsurface pro:ections shall be ground smooth prior to further surface

    preparation.

.6 %teel and fabrication defects such as weld spatter' sharp edges ofwelds' de-laminations scabs and sli$ers $isible before or re$ealed by

blast cleaning shall be repaired prior to coating.

.; %urface requiring paint treatment shall be sand blasted in

    accordance to the requirement.

.< 5lasting shall not be performed in the same area where coating or

curing of coated surface is in progress.

.8 5lasting equipment shall be in good operating condition.

.= After blasting and immediately prior to coating' the blasting dust shallbe remo$ed by using a high-pressure air blow off and followed by$acuum cleaning.

.1 Abrasi$e shall be dry and oil-free. il and water separators shall beused in compressed air lines to remo$e oil and moisture from air

before it is used. %eparators shall be placed as close as possible to the

    blast equipment.

6.2 ?i"ing and application of coating material shall be in accordance

with the coating manufactures published instructions.

6.3 &aint shall be applied within hours after the surface ha$e beenprepared' but in any e$ent before $isible rusting occurs.

    6. &aint shall be applied by means of brushing' rolling or spraying.

6.6 %pray equipment shall be in good operating condition.

6.; #he steel surfaces shall be clean @ free from contamination.

6.< &aint shall not be applied to the wet or moisture surface.

6.8 &aint works shall be applied when the surface temperature of steel

shall be between 67 and 17 and not less than 67 abo$e dew

    point.

6.8 &aint works unless otherwise specified shall not be performed when therelati$e humidity is more than 89.

6.= #raps shall be used in air supply lines to remo$e moisture and oil.

6.1 hen welding' cutting will damage coating and so on the in:ured

parts must be repaired by the same coating material to primer.

6.11 &ressure pots shall be equipped with mechanical mi"ers to keep the

    pigment in suspension.

6.12 #he repair of the damaged coating shall be application of the total

number of coating layers by means of brushing' rolling or spraying.

6.13 Bun' sags' drips or o$er spray which cause failures by loss of

adhesion' blistering' peeling' mud cracking or rusting of substrate

shall not be permitted. /efecti$e areas shall be re-blasting and re-coated.
