1. Congratulations. Welcome back to the Center for Surface Warfare Excellence! SWOS is dedicated to
providing you with the most relevant and thorough instruction possible. Or goal is to refresh and refine your
Surface Warfare core competencies in warfighting, management and leadership in a way that best positions
you for success upon your return to the Fleet in a demanding leadership position.
2. Expectations. The Surface Commander’s Course (SCC) is a combination of the Senior Officer Ship
Material Readiness Course (SOSMRC) and the XO/CO Fleet-Up course. This course is designed to build
upon and sharpen your competency in advanced seamanship, material readiness, warfighting principles and
command management. Our post-command instructors will also provide experience-based perspective, best-
practices and mentorship to facilitate thought-provoking discussions with you and your peers on leadership
challenges you may face on the waterfront. A personal investment of time, collaboration and preparation is
required to fully capitalize on the value of the SCC course of instruction.
3. Course Content. The following is a general overview of the topics, requirements, and assessments we
will leverage to maximize your preparedness for your upcoming tour:

The Surface Commander’s Course (SCC)
COURSE OVERVIEW SCC is divided into 4 modules, covering Navigation, Seamanship, and Shiphandling (NSS), Material Readiness (SOSMRC), Maritime Warfare, and Command Management. The course will refresh and refine your existing knowledge and sharpen your skills from a command leadership perspective.
COURSE PREPARATION Your success in both SCC and your Command Tour is directly related to your level of preparation. You should use this handbook to review references in advance and also spend time reviewing Rules of the Road. There are ample resources available at SWOS and the entire command across all directorates is standing by to assist you in any way needed. Come to SWOS with a solid understanding of your weaknesses and be prepared to ask for help early and often.
COURSE SCHEDULE SCC is a 10-week course, consisting of 9 weeks of classroom training followed by a one week shipride in a fleet concentration area. This schedule includes 2 weeks of shiphandling including a combination of classroom instruction, Bridge Resource Management, a Rules of the Road exam, simulator practice, and a culminating shiphandling assessment. This module is followed by SOSMRC which includes 2 weeks of common core engineering and 2 weeks of platform specific training. SOSMRC is followed by 2 weeks of Maritime Warfare instruction, and 1 week of Tactical Trainers and Command Management instruction.

The Surface Commander’s Course (SCC) EXAMS and REQUIREMENTS During your time at SWOS, you will be required to take several examinations and assessments. These requirements include:
Shiphandling Assessment - PASS/FAIL
Rules of the Road Exam - 90%
Common Core Engineering - 75%
Platform Specific Engineering - 75%
Maritime Warfare - 75%
Command Qual Exam (As Required)
In addition to the formal exams listed above, you will receive continuous mentoring from a post-command officer while at SWOS. Using a combination of tests, quizzes, peer evaluations, observed shiphandling sessions, class participation, and practical role-playing scenarios, your mentor will guide you in the areas that you may be deficient in. The goal is to help you identify areas that you may want to improve on before arriving to your prospective command.

Navigation, Seamanship, and Shiphandling (NSS)
MODULE OVERVIEW The NSS portion of SCC occurs primarily during the first two weeks of instruction. During these two weeks, students will receive Rules of the Road refresher lectures along with lessons on associated topics in shiphandling, navigation, VMS, and ARPA. Week two is dedicated to Bridge Resource Management. While the majority of NSS is taught during the first two weeks, additional topics are covered throughout SCC to include case studies and COVE sessions and assessments. DELIVERABLES During NSS, students are will be required to pass several exams/assessments and produce various products. These include:

NSS-1: CHARTLET EXERCISE Students will be required to produce a Chartlet for their prospective homeport. This will be a reproduction of your homeport and requires students to accurately identify all soundings, piers, NAVAIDS, anchorages, notes, and much more. References include:

Sailing Directions NSS-2: NAVDORM P-WORK Students are required to answer questions on their own time which reference the most current NAVDORM. NSS-3: NAVIGATION BASIC PRINCIPLES Students will understand basic principles to be observed in keeping an effective navigation watch. These principles include charts, datums, plotting fixes, radar ranges, and nautical publications and resources. NSS-5: CASE STUDY This case study includes discussion of the factors that led to the grounding of the USS PORT ROYAL and considers lessons learned and how future incidents can be prevented. NSS-6: SHIPHANDLING NSS-6 is a workshop designed to reinforce the fundamentals of shiphandling. This lecture covers forces which act upon a ship, mooring lines, anchoring, and tugs. Knight’s Modern Seamanship, Edited by John Noel (18th Ed) NSS-7: RULES OF THE ROAD NSS-7 is a deep-dive into the COLREGS and provides a Rules of the Road refresher by CAPT Todd Chlaupek. Following this lesson, students will be assessed with a required passing score of 90%. Reference include:
Navigation Rules & Regulations Handbook – August 2014 Edition (with updates) NSS-8: HEAVY WEATHER Understand dangerous weather patterns and phenomena that mariners will encounter at sea, and understand the mariner’s role in keeping the ship safe during heavy weather events. NSS-9: ARPA LAB NSS-9 is a hands on lecture giving students an overview and refresher of VMS and ARPA operation, capabilities, and limitations. NSS-10: COVE Students will be given multiple opportunities to drive their designated ship class in the COVE simulators. Students will have Master mariners available for coaching as well as plenty of time for practice to gain comfort prior to the shiphandling assessment.

NSS-11: VOYAGE MANAGEMENT SYSTEM (VMS) DESCRIBE the function and operation of VMS and participate in a hands-on lab exercise operating VMS. References include: VMS Operator Manual NSS-12 TO 19: BRIDGE RESOURCE MANAGEENT (BRM) Provides the student with an overview of Bridge Resource Management (BRM) including contributing factors and mitigation principles for human error, elements of BRM, and methods for increasing safety and efficiency on the bridge. BRM also includes a Voyage Planning practical exercise and simulator scenario. NSS-20: MOBOARD REVIEW Refresher training and practice problems of several MOBOARD scenarios to include CPA, closing course/speed, avoidance, wind, and stationing. NSS-21: SPECIAL EVOLUTIONS This lesson covers the specifics of various special evolutions that the U.S. Navy conducts. These evolutions include UNREP, Med Moor, and Mooring to a Buoy. Senior Officer Ship Material Readiness Course
(SOSMRC)

SOSMRC MODULE OVERVIEW SOSMRC is approximately four weeks long and focuses on Material Readiness, including general engineering, combat systems, and platform specific engineering plants. There are 2 exams during SOSMRC; one during the Common Core section and one during platform specialty. To facilitate learning and exam success, there will also be various level of knowledge checks that require a 75% passing grade, but are not calculated into the final grade. Students will attend Maintenance University during the platform-specific portion of SOSMRC. Additionally, students will receive practical training in galley habitability at the Naval Supply School and participate in Firefighting Team Trainer. SOSMRC includes a 1-week shipride on the student’s prospective platform which enable students to apply classrooms lessons to a real-world environment, and gain practical knowledge from fleet engagement. DELIVERABLES During SOSMRC, students are required to produce several products. Students will deliver presentations on platform specific SRA/Ship Maintenance Availabilities (Team Exercise), Restricted Maneuvering Doctrine (Individual Exercise), and an INSURV Seminar (Team and Individual Exercise). In addition, students will be required to draw from memory a Main Space Layout and various engineering diagrams such as Lube/Fuel Oil systems, Electrical Distribution systems, and Firemain. SELF-STUDY LESSONS During the common core portion of SOSMRC, students will review several lessons on their own through reading references and required readings. These lessons will be briefly reviewed with an instructor, however students are required to review these on their own. These lessons include:

Command Management (CM) MODULE OVERVIEW The Command Management modules prepares students for managing required programs, executing administrative requirements, and managing relationships to set the ship up for success in all phases of operation. During this module, discussions on leadership, planning, risk evaluation, training, and management best practices will explore your role in setting the conditions for an organizational culture that effectively sets the conditions for a combat ready command through positive moral, effective training, in depth proficiency, functional risk evaluation and mitigation, and active safety programs.
