Political context: 2015 Agreement

Parties agreed in Warsaw to put forward their intended contributions (if
they are in a position to do so) well in advance of COP 21, ideally by the
first quarter of 2015.
• Developed country governments were requested to provide support to
developing countries for these domestic preparations
• Parties agreed to identify the information that Parties will provide when
putting forward their contributions by COP 20 in Lima.

IKI support to INDC preparation

Against this background, BMUB identified two fields of activity, which the
IKI will address in 2014 and 2015:
• Provide support to developing countries that address country-specific
needs in their domestic preparations.
• Support the process of identifying information that is essential to
facilitate clarity, transparency and understanding of the contribution.

• 4 projects explicitly supporting ‚the INDC process‘:
• UNDP: Asia-Pacific dialogue on INDCs, technical workshop in Hanoi
• GIZ: Support of INDCs in Peru
• GIZ: Support to selected partner countries in developing their INDCs
• CCAP: MAIN II, Support of INDC process in Colombia
• IKI projects working on climate strategies, NAMAs, MRV – thereby already
addressing thematic issues that are inherent for INDC preparation
• Initiatives to facilitate international dialogue and exchange of experienes
How can INDC preparation build on existing processes and achievements?
What kind of support is needed for further preparation?

Mexican NAMA for Sustainable New Housing
• promotes the penetration of ambitious
efficiency standards in the entire new
housing market
• provides some financial incentives that will
be channeled to small and medium-sized
developers and financial intermediaries.
• promotes the upgrading of energy efficiency
standards to more ambitious levels.
GHG reduction of 0.2 m tons CO2e in 2020, up to 2.7 m tons CO2e after 20 years.

• build on lessons learnd from 1st call:
• Need for additional funding for NAMA implementation, and, at the
same time further measures to enhance NAMA readiness
• weaknesses with regard to feasibility, specifically concerning a well-
developed project structure, a theory of change and a concept for
project finance
• early involvement of financial actors and accordingly the structuring
and in-depth preparation of financial support mechanisms needed
more lessons learnt on the NAMA Facility’s website
• Submission of NAMA Support Project Outlines until 15 July 2014
