Orchid ADB Project 46166 - 001 Supporting Human Capital Development in Meghalaya June, 2017 issue Workshop on National Skill Qualification Framework A one day workshop on ‘National Skill Qualification Framework (NSQF)’ was organized by Meghalaya State Skills Development Society (MSSDS) in collaboration with National Skill Development Agency (NSDA) on the 7 th of June, 2017 at the State Convention Centre, Shillong. The workshop was organized with the objective to understand the concept of NSQF, to identify all qualifications that should be aligned, interpretation and understanding the approach to fill the qualification files and to understand technical concepts of NSQF, leveling and learning outcomes. The Principal Secretary of the Labour Department, Government of Meghalaya cum CEO of MSSDS chaired the Workshop and emphasized on the need to align with NSQF for recognition of the Certification for all skill development programmes conducted by the State. He also suggested that NSDA should design an assessment strategy and lay down standard procedure to be adopted by all the awarding bodies in the country. Further he shared his views that alignment of the industrial trades may be easy however, alignment of the native trades might be complex and the process might differ since all these trades are State specific. The Principal Consultant of National Skill Development Agency shared that the main functions of the NSDA, is to anchor and operationalize the NSQF, establish and operationalize the Quality Assurance Framework embedded in NSQF, operationalize the National Skills Qualification Committee, to monitor and evaluate the skill target and skill development schemes, design and implement of the National Labour Market Information System. The workshop concluded with a way forward for alignment of the Qualifications to NSQF.

Consultation on HIV/AIDS and Sexually Transmitted Infections (STI)A consultation on HIV/AIDS and STI was held with the District Community Mobilizers of Aide et Action. This is part of

an activity to provide HIV/AIDS awareness to all Construction Workers that are stationed in the various constructionsites of the project. Recognizing that knowledge about STI is as relevant to Construction Workers, hence STI awarenesswas also included in the consultation

The consultation was held on the 5th of June, 2017 at the Conference room of the Project Office at Keating Road inShillong . Besides the DCMs, the consultation was also attended by Experts and senior management from the NGO andPMC.

The resource person for the session was the in-charge of the STI Department of Shillong Civil Hospital, who gave apower point presentation which included key factors of STI and HIV/AIDS such as- Meaning of STI, HIV/AIDS.- Causes, treatment and prevention- Types of STIs, diagnosis and primary treatment.- Route of transmission of HIV, diagnosis and treatment.

District Community Mobilizers that are based with Aide et Action are the key resources in disseminating HIV/AIDS awareness to the construction workers. This consultation has subsequently enhanced their understanding and will support them when coordinating the HIV/AIDS awareness programmes on the field.

The consultation closed with a brief discussion on the facts and misconception of HIV/AIDS that was facilitated by the PMC, Social Development Specialist.
