The situation for airlines is still dramatic
Page 7
NM User ForumPikolin
• More than 200
aircraft parked or
in deep storage
for Lufthansa
Airlines alone
• Only 5% of flights in
MUC compared to
Feb 2019
• Only 20% of flights
in FRA compared to
Feb 2019
• Winter mode
• Extensive
short time work
• Despite all cost
measures, LH is at the
moment still facing a
cash drain
The deployment of new technologies must lead to a higher degree ofsafety and/or higher efficiencies

Lufthansa has in the past invested in new technologies and will continue todo so - if a positive business case can be realised
Mismatch between investments in aircraft avionics (which have to be planned well in advance)
and strategic technology decisions on European level
Challenges deploying new CNS technologies (airspace user view)
• Strong and currently only candidate to fully replace ILS
technology (including LVO)
• Benefits supporting greener aviation are clearly defined and
visions for operational concepts exist or have already been
demonstrated
• Lufthansa has taken high investments and support of flight trials
and demonstrations
Nevertheless, an industry decision and the decision of how to cover
investment gaps are still open
Example: GBAS (Navigation)

Examples from NDTECH roadmap:
Harmonization of infrastructure, system connectivity and interoperability
Provision of sector configurations and sector opening hours to NM in electronic format
as well as data about the dynamic sectorisation
Decommissioning of radar stations
A close co-operation between NDTECH, NDOP and SDM is a core success
factor to realize efficiencies for all participants

Common Project One (CP1)Continuing sustainable ATM modernisation and digitalization
On February 1st, European Commission adopted the Common Project One, a new Implementing
Regulation (EU) n. 2021/116 designed to continue the digitalization of ATM in Europe
CP1 regroups SESAR essential functionalities that shall be deployed by civil and military
stakeholders to make ATM more efficient, reliable and ready for the digital age
The new Implementing Regulation
is expected to bring significant performance improvements to ATM and make it more sustainable
brings SESAR deployment and ATM modernisation into a new Chapter, after the 2014-2020 pilot phase
is built on SESAR solutions that are ready for implementation and require synchronisation across Europe

Common Project OneSix ATM functionalities (AF) for a more efficient, safer and sustainable ATM
Flexible Airspace Management
and Free Route Airspace AF 3
• More efficient use of airspace
for Civil and Military users
• Shorter flight paths, reducing
jet fuel burnt and CO2 emissions
Initial Trajectory
Information SharingAF 6
• Improving predictability of flights
• Increasing safety levels thanks to warnings
to controllers in case of discrepancies
with the ground-calculated trajectories
• Building the path to Trajectory-based
Operations in Europe
Network Collaborative ManagementAF 4
• Increasing capacity and effectiveness of
the Network by avoiding congestion
• Integrating the Network Operations Plan with
Airport Operations Plan from the major hubs
• Anticipating and resolving traffic complexity
per means of ad hoc tools
Extended Arrival Management
and integrated AMAN/DMANAF 1
• Better sequencing of arriving flights,
reducing holding / delays, fuel
consumption and carbon emissions
• Increasing predictability and
throughput through better flow of
arrivals and departures
Airport Integration and ThroughputAF 2
• Improving the departure flows synchronizing
DMAN with the pre-departure sequencing
• Enhancing airport performances through
the Airport Operations Plan
• Installing safety nets to ensure safer
and more resilient airport operations
System Wide

Management
AF 5
• Building a secure, safer and efficient
infrastructure for data exchanges
• Pushing forward the digitalization of
Air Traffic Management
• Reducing the costs of ANS provision

How to synchronise CP1 deploymentThe SESAR Deployment Programme: a shared workplan to deploy
A common reference workplan is necessary to ensure local investments are coordinated at European level
This workplan is the SESAR Deployment Programme (SDP), which encompasses all information, roadmaps,
references and guidance for civil and military stakeholders
The 2021 edition of the SDP will be distributed for Stakeholders’ Consultation by SDM on March 17th

How to synchronise CP1 deploymentSESAR Deployment Manager function in support to stakeholders
The SESAR Deployment Programme is not just a set of deadlines and requirements
The SESAR Deployment Manager function is designed to work with and for industry to provide support and coordination
The current SESAR Deployment Manager is composed of Airspace Users, Airports and ANSPs
The capability of SDM to assist, support and coordinate stakeholders with a strong and inclusive programme management
approach is an asset to preserve and reinforce in the future, thanks to the engagement of the Network Manager
Bringing together all available resources and competences of the ATM community is a must to push forward modernisation
Elaborating targeted
plans to accelerate and
synchronize deployment
Guiding and coordinating
stakeholders in the execution
of these plans providing
technical expertise
Ensuring modernisation is
carried out with the buy-in of
the impacted stakeholders
Bringing stakeholders
together to defragment
modernisation initiatives
Close monitoring of
deployment for the timely
detection of risks and
delays in order to find
agreed solutions
