scott Mcclelland is the President of H-e-B’s Houston Division. He served in a number of Marketing and Operations positions before being named Chief Marketing Officer in 2000. in 2003 he moved to Houston and became the Division President. Mcclelland worked for Pepsico’s frito Lay Division for 10 years prior to joining H-e-B. He currently serves on numerous local boards, including the greater Houston Partnership where he serves on the executive board and also chairs the education Advisory committee. scott is the former board chair of the Houston food Bank and headed the $56mm capital campaign to fund the construction of the largest food bank warehouse in the united states. scott spear-headed Houston super Bowl food Drive, which is now the largest in the state and annually collects 3 million pounds of food for Houston’s hungry. in addition, he sits on the boards of Memorial Hermann Hospitals, the center for Houston’s future and POsse. Mcclelland received his bachelor’s degree in Business Administration from the university of southern california and graduated from Harvard’s Advanced Management Program.

After a shift in interest she decided to move her focus from animals to humans and enrolled at Alvin Community College where she obtained an Associate in Health Science and finished the majority of her prerequisites for Chiropractic school. In 2007 she began her journey in Chiropractic at Texas Chiropractic College. While a student at TCC she was very involved in many different organi-zations such as being the President of her class, Vice President of the Student American Chiropractic Association and served as Chief Intern during her final 2 terms as a chiropractic intern in the Moody Health Center. Dr. Randolph participated in Sports Medicine and Athletic Training Programs at Houston’s Rice University where she obtained real hands on experience working with trained athletes. After graduation Dr. Randolph has been working to open her own chiropractic practice in Pearland, TX and has finally seen the fruits of her labor. She is looking forward to continuing her education in the areas of nutrition, pediatrics, women’s health and sports chiropractic. Dr. Randolph was born and raised in Pearland, TX where she graduated from Pearland High School in 2001. While at Pearland High School, Dr. Randolph was involved in choir and Pearland FFA. She is happily married to her childhood sweetheart Charles and they have 3 handsome sons, Rayne (9), Teig & Tyler (13). They attend New Hope Church East Campus and help out with the youth program called Krush. Dr. Randolph and her husband also volunteer raising money for scholarships with the Houston Rodeo on the Carnival Ticket Sales Committee for the past 7 years. They enjoy doing things as a family especially traveling and spending time at the beach.

Why you should consider supporting the State Amendment on Transportation FundingBy Larry TaylorState Senator, District 11

On November 4, Texas voters will be asked to weigh in on an important constitutional amendment. Whether or

not the measure is approved will greatly impact transportation infrastruc-ture in our state for years to come. My hope is that, after careful consider-ation, voters will see that approving the amendment is the right thing to do.

Texas has experienced tremendous growth in economic activity and popu-lation. Much of this growth has been in our own community. The Houston area is now the top U.S. market for exports, passing New York in 2012, with a recorded $110.3 billion in merchandise exports.

As is often the case, our success has come with challenges. In particular, Texas’ current method of funding transportation infrastructure is not keeping pace with demand. With declining revenue from the motor vehicle fuel tax, as vehicles become more fuel efficient, and the continued growth in Texas’ population, the Texas Department of Transportation (TxDOT) estimates an additional $4 billion per year is necessary to maintain current congestion levels.

Last summer, the Texas Legislature passed the most significant effort to address transportation funding since 1991 (the last time the gas tax was raised). That piece of legislation, Senate Joint Resolution 1, would re-allocate a portion of oil and gas tax revenues currently transferred to the Economic Stabilization Fund (ESF), sometimes called the “Rainy Day Fund.” The end result would be a 50/50 split between the State Highway Fund (SHF) and the ESF. This change requires voter approval in the form of a constitutional amendment.

If approved by the voters in November, the first transfer will occur that same month. Current projections indicate the first transfer would mean more than $1 billion in additional revenue for transportation projects in 2015, without raising taxes or fees.

The legislation passed last session also contained a specific provision to increase funding options for Texas port projects, by clarifying that the Texas Mobility Fund can be used to support loans and other infrastructure development for ports. This will enable Texas ports to secure funds and complete the infrastructure development necessary to meet the needs of our growing economy and a more active Panama Canal.

While this proposed solution does not provide all the funding we need in Texas to overcome traffic congestion, it’s a significant step in the right direction. Transportation funding challenges still exist and in preparation for the next legislative session in 2015, the legislature will continue to work on additional funding options for transportation.

This constitutional change is a fiscally responsible way to provide much-needed funding for transportation in Texas. The proposed change includes protections to ensure that Texas maintains a healthy ESF balance. Please consider voting for this constitutional amendment in November.

The program includes an evening reception, six day-long sessions, a two-day retreat, and an overnight trip to the state capital, all of which are required components of the program.
