Dear Planning Commissioners, Honorable Mayor and City Councilmembers:

I am writing to express my strong support for the proposed residential project located at The Lakes at Thousand Oaks {2200 Thousand Oaks Boulevard).

P.F. Chang's was founded in 1993 and we were thrilled to open our restaurant at The Lakes at Thousand Oaks in 2005. Our customers routinely tell us how important it is for them to have a restaurant like ours that they can go out to both with their family and on a date night and there are not enough places like this downtown. The new residential units that Caruso is proposing will help to activate the shopping center and bring more customers to our restaurant. It will also help to attract other businesses to the area that in turn, will support a more vibrant downtown.

Since opening, Caruso has demonstrated its commitment to the Lakes and the community. I have no doubt that the current proposal will be designed with the utmost attention to detail and complement the civic center. We respectfully request that you support the request.

Uhm as a forty-year resident of thousand oaks and a tax paying member, I think I speak for several when I say we would like it to remain a bedroom community so to speak uhm and not be so densely populated around the beautiful Civic Arts Plaza uhm. If there is another location that can be used for this purpose that would be fine, ack away from the hustle and bustle of the everyday crowds of thousand oaks uhm Suggestion have been that it would also bring more uhm more possibility of more crime and more uh just dense population to the area.  Dear Council Members,  I attended the T. O. Planning Commission meeting Nov.15.   I was shocked and dismayed to see what a corrupt political system we have here in Thousand Oaks.

Everyone who showed up in person were residents who lived near The Lakes site. They were there to protest the Caruso apartment project's excessive building height, 7 stories vs. the 4 stories that has been the limit in the city.    When the card submissions from people not present were read, Planning Commissioner Newman brought up the point that all the comments were worded the same as if written by the same person.  Caruso's spokesperson hemmed and hawed and finally admitted that 2 were from their employees and that they had provided guidance to the other commenters.   The On Line video commenters were also suspiciously consistent in their comments and none of them lived near the site.   When the local residents attending in person brought up the point that a 6 or 7 story building on City property would establish a permanently bad precedent, especially because it was on property the city owned and controlled, the staff just said it was a one of a kind deal.   Total cop out.   That's what "setting a Precedent" means!  Citizens who attended commented that the city would make virtually no money on the deal with the billionaire developer who lives in Brentwood, but staff and 3 of the 5 Planning Commissioners just kinda shrugged that off.   We have 2 Planning Commission members with integrity, Newman and Buss who voted against approval.   The other 3, Link, Lanson and McMahon do not care about preserving our city's identity and history and voted for the project without any concessions, even after it was voiced that Caruso's people would compromise on the height!   That concession was ignored!  I've never been so disgusted attending a Thousand Oaks City meeting.  Cathy Raymond Thousand Oaks

Dear Mayor & Council members, Caruso does not own Thousand Oaks (yet). We the people should have a say about what goes up in our neighborhood, yet you 5 will be making a decision that will affect thousands of residents and the future of our city. This apartment building is over the top, literally. If the developer needs to generate more income from this property, they should entice businesses to The Lakes with affordable rents. If the City needs to meet housing needs, at least preserve the 4-story current limit and require some low-income units. The rents in this City are unaffordable for the average middle class couple or family, and these high-end apartments will only encourage multiple individuals or families to double/triple up. That’s probably several hundred cars, creating much more traffic on 2-lane Conejo School Rd. to Willow, which is already very busy as a thoroughfare to the 101 and Westlake Village. The seniors coming and going from the Mobile home park and parents dropping and picking up children at the Day Care will have to deal with that added traffic, with no planned stop signs or crosswalk on Conejo School. This is a bad corner for such increased traffic. If a future development also goes in at the old K-Mart site, this too will add much more traffic on Willow and Conejo School Rd. We need to preserve our precious hometown community, and a 6-7 story building in the heart of the City is a bad idea, opposed by the neighbors, and will set a very bad precedent. There are already several new apartment complexes in the vicinity, so we don’t need more density in this neighborhood. Please vote NO on the Caruso Lakes project. If you feel you must vote Yes, then please abide by the 4-story General Plan that exists for just this purpose. No exceptions for billionaire Caruso!

As a mother of two young adults I have seen first-hand the lack of clean and modern housing. We have found it impossible to even find a cool and affordable small home for rent for our kids! I would love to see our area, especially along the Boulevard, built up to support the needs of young, working-class adults. We’re fortunate to live in an area that has major employers like Amgen and Anthem Blue Cross. These companies attract highly educated young people with good incomes. Unfortunately, the city doesn’t offer them many housing options. That’s why I support Caruso’s plans to develop an apartment building behind The Lakes at Thousand Oaks. Our young people can live and work in Thousand Oaks, avoiding long commutes and supporting local businesses. Everyone’s quality of life would be much improved. You would be quite correct in my concerns for attached wall communities, which seems to be the only shiny object in the choices for “Affordable Housing.” I left the San Fernando Valley in search for an affordable house and found it in Newbury Park in the early 1970’s. The cost of housing seemed to begin to increase shortly after Newbury Park was incorporated into Thousand Oaks and the overly generous “Open Space” policy began. I know there are those in past City Councils and some current ones that ignore the logic of supply and demand laws that can  increase the cost of housing by limiting supply, but they won’t find me in agreement with them. It’s one of many reasons why I’m a proponent of the replacement of Linda Parks. But a major concern of mine is the potential for unhealthy, physically and mentally, aspects of Pack and stack style housing. If I had wanted that lifestyle for me and future Thousand Oaks residents, I would’ve found New York to be a fine place to live, where your choices are either expensive penthouses or section 8 housing. With the plans anticipated for Thousand Oaks future, my mind drifts off to the image of New York and that’s what concerns me. I’m rapidly seeing the middle class being reduced to poor and a widening gap between rich and poor with attached wall style living both Nationally and locally through these top down policies that may turn Thousand Oaks into a less healthy and attractive place to live.

Council Members, I was so disappointed in the vote last night. After 3 tumultuous months earlier this year the Council voted in May for a vision of this city & it included a height restriction of 58' at this site as well as requiring more affordable housing when considering new projects. At the first major project brought before the commission this vision was tossed to the curb. As a resident I have to ask myself why bother spending countless hours away from my family to become educated, share information with my community & attend these meetings. If something this egregious takes place it seems all hope is lost. When this comes before the council later this month I ask you to maintain your credibility & do not support the Commission's & staff's recommendation. I would like to see a simulation picture of the building from a viewpoint of both Thousand Oaks Blvd & The Lakes parking lot similar to the photo below contained on page 193 of the mitigated declaration. It will speak volumes & I wonder why Caruso was so insistent on saying that it will not have a high impact from these vantages because of the setback. If that's true let's see it.

I would also ask that the council consider approving the project at even a lower height, perhaps 50' & make it clear that it will not be approved without affordable units. Then when they ask for a density bonus we might end up at the 58' max. This may seem underhanded but we don't need to hand this to Caruso on a plate. He's a smart businessman & negotiator. It's time the City of Thousand Oaks became as ruthless. And if it doesn't get built because he says it can't pencil out you have at least laid down the precedent to future developers that the city is finally serious about affordable housing.

I do think all the Planning Commissioners asked thoughtful questions. They just came to the wrong conclusion with the exception of Mr. Buss & Mr. Newman. I commend Mr. Newman on his follow up question to Ms. Robertson asking if any of the speakers were employees of the company. In fact Mr. Behrooz Kooklan identifed himself as a Thousand Oaks resident but neglected to icnlude that he is a VP of Architectue at Caruso. I consider this very deceptive on the part of Mr. Kooklan & his employer. During Ms. Robertson's original presentation she said they had met with the California Climate Coalition & agreed to all of their requests. Then later during the public comments a representative of the Coalition said they did agree, but they've been unable to secure anything in writing confirming it. Again this appears to be deceptive.

In future meetings I think speakers should be required to disclose not only their city of residence, but any connection that would create a direct conflict of interest for them to benefit. For example being a member of a nearby business that will benefit, a real estate agent, family member of the developer and citizens who live nearby & will be directly impacted. Citizens are usually pretty transparent when they live near the project. We should nu lunger allow these business shills to speak & hide their confllct of Interest as Mr. Behooz

Hello! My name is Giselle Yeatman, I’ve lived in Thousand Oaks since 1992. I appreciate that our leadership hasfocused on slow growth and painstakingly navigated development in our fair city. I was very dismayed to find thatthe state mandated that we add so many new units for us to build. Being that we must build them I believe theproposed apartment building behind The Lakes would be perfect! It’s land that otherwise wouldn’t be wanted forhousing by single family units, it has the infrastructure already around it (roads, parking, stores) and while there willcertainly be more traffic there would be more traffic regardless as our city MUSt build according to the state. Ibelieve the people who don’t want it are forgetting that the units have to be allocated somewhere regardless, andthey’re still pursuing our slow/no growth city plan that is untenable given with the state mandate. Anyway, I feelCaruso builds beautiful developments and it would be a great option to fulfill our city unit mandate!

P.F. Chang's was founded in 1993 and we were thrilled to open our restaurant at The Lakes at Thousand Oaks in 2005. Our customers routinely tell us how important it is for them to have a restaurant like ours that they can go out to both with their family and on a date night and there are not enough places like this downtown. The new residential units that Caruso is proposing will help to activate the shopping center and bring more customers to our restaurant. It will also help to attract other businesses to the area that in turn, will support a more vibrant downtown.

 Dear Council Members, I attended the T. O. Planning Commission meeting Nov.15. I was shocked and dismayed to see what a corrupt political system we have here in Thousand Oaks.  Everyone who showed up in person were residents who lived near The Lakes site. They were thereto protest the Caruso apartment project's excessive building height, 7 stories vs. the 4 stories thathas been the limit in the city.  When the card submissions from people not present were read, Planning Commissioner Newmanbrought up the point that all the comments were worded the same as if written by the same person. Caruso's spokesperson hemmed and hawed and finally admitted that 2 were from their employeesand that they had provided guidance to the other commenters. The On Line video commenters were also suspiciously consistent in their comments and none ofthem lived near the site.  When the local residents attending in person brought up the point that a 6 or 7 story building on Cityproperty would establish a permanently bad precedent, especially because it was on property thecity owned and controlled, the staff just said it was a one of a kind deal.  Total cop out.  That's what "setting a Precedent" means! Citizens who attended commented that the city would make virtually no money on the deal with thebillionaire developer who lives in Brentwood, but staff and 3 of the 5 Planning Commissioners justkinda shrugged that off.  We have 2 Planning Commission members with integrity, Newman and Buss who voted againstapproval.  The other 3, Link, Lanson and McMahon do not care about preserving our city's identity and historyand voted for the project without any concessions, even after it was voiced that Caruso's peoplewould compromise on the height!  That concession was ignored!

Given the abysmal job the City of Thousand Oaks has done in developing new housingopportunities in recent years, as well as the RHNA targets our city must meet, I support theproposal for an apartment building at the Lakes.

I'm concerned that there do not seem to be any affordable units as a part of this proposal.While we need more housing at all income levels, we are in particular need of options thatqualify for very low income and low income residents. I'm looking at the numbers for theRHNA allocations and comparing what has been achieved at moderate and above moderate incomparison to our VLI and LI. Developing affordable housing options need to be a priority ofour city.

I anticipate this issue will come up in the discussion tonight at the meeting and I look forwardto it. I realize there will be folks who may complain about building height. My argument is thatthis is an ideal location for a 75 foot building...next to the freeway and alongside the CAPwhich is over 100 feet. We will never achieve the level of housing we need without somehigher density housing.

 Good Afternoon - I am writing in support for adding additional apartment housing for singles and young families.  As amother of two young adults I have seen first-hand the lack of clean and modern housing.  We havefound it impossible to even find a cool and affordable small home for rent for our kids!  I would loveto see our area, especially along the Boulevard, built up to support the needs of young, working-class adults. We’re fortunate to live in an area that has major employers like Amgen and Anthem Blue Cross.These companies attract highly educated young people with good incomes. Unfortunately, the citydoesn’t offer them many housing options. That’s why I support Caruso’s plans to develop an apartment building behind The Lakes at ThousandOaks. Our young people can live and work in Thousand Oaks, avoiding long commutes andsupporting local businesses. Everyone’s quality of life would be much improved.  I would love for the city to approve this project.  Thank you so much for your consideration andHappy Thanksgiving! Kim Ashton 2712 Elderoak RoadThousand Oaks, CA  91361
