Both public and private sector are ready to fi ght, collaborate and share key information in order to effi ciently fi ght the bad guys. But the platforms at all three levels - national, regional and global, have to be strengthened further and connected better.

Darknet marketplaces are increasingly used to profi t from proceeds of crime and procure illicit drugs, weapons and counterfeit identity documents, benefi ting the perpetrators of terrorism, illicit markets, organized crime and a myriad of other transnational crimes.

The emergence of the Darknet as a trading platform will see investigations focus on the clandestine corner of the internet, where criminals hide behind encryption and anonymization technology. New policing tools are needed to leverage on social media to prevent and detect crimes. The future of law enforcement must adapt to a changing policing environment and societal scrutiny.

• Misinformation, voluminous data and incomplete data can impair crime-fi ghting and investigative work and is a persistent problem

• Absence of transparency will contribute to public distrust of emerging technologies

• Challenges for processing data for digital evidence include: volume, variety, velocity and volatility

• Cyber threats pertaining to automobiles is an emerging risk; more resources can be dedicated in this domain

Data is a critical element in decision making and needs to be harnessed in a timely manner, while integrating data acquisition with analytics. It is important to continue innovating and experimenting with new solutions for law enforcement challenges and to leverage on INTERPOL to foster better global collaboration in a borderless world.

Digital technologies today can speed up the reaction time of police all over the world. To keep cities safe, law enforcement must be armed with the right technology as well as the processes, behaviour and culture to solve – or even prevent – the toughest crimes at faster rates.

The evolution in policing capabilities in these areas will develop more accurate analysis, smarter use of police resources, and faster coordination for better crisis management and prevention. Collaborative approaches are also required to have a collective impact.

INTERPOL can serve as a gateway for global cooperation and information sharing on identifi cation management-related issues. Effective identifi cation management would need the law enforcement agencies and the private industry working together to develop common standards for tools such as biometrics, harmonize identity management processes, and communicate best practices.

While technology advancements have enabled immigration and law enforcement agencies to cope with an increasingly challenging operating reality, technology has also enabled those seeking to circumvent border controls through the use of false identities, counterfeit travel documents and more to pursue illegal immigration, transnational organized crimes and/or terrorism.

The abundance of personal information placed online (i.e., social media sites) has also made identity theft increasingly common and easy.

Identity Management

All countries globally are concerned about terrorism and all forms of transnational organized crime. International cooperation, exchange of data and information sharing, as well as active joint participation, is the key answer to this phenomenon. INTERPOL World Congress 2017 marked another signifi cant milestone in bringing together key actors and major stakeholders to discuss all these issues in a single event, and pave the way for most effective responses.
