Sunrise Powerlink Transmission Project Weekly Monitoring Report No. 0016 From: Through: 01/02/2011 01/08/2011 INTRODUCTION ALL LINKS The following is a summary of construction activity where monitors were on site: Alpine RFO: No ground disturbing work conducted. Alpine Construction Yard: Equipment, reel and monopole deliveries were made. The vehicle and equipment wash station has been installed in the PAR Underground Yard. San Luis Rey Substation: In preparation of upcoming construction, a raptor survey was conducted on 1/7/2011. The survey did not identify any nesting raptors. Rough Acres Construction Yard: Received Wildlife Agency approvals of the Restoration Plan for Sensitive Vegetation Communities in Temporary Impact Areas. CPUC EM reviewed and gave clearances for mowing/base areas and ESAs/flagging. Monitors on site to work with staff regarding work areas. Daley Corporation on site laying road base for parking area. Pinnick on site mowing the Southern portion of the yard. Marina on site installing BMPs along the southern perimeter. PAR assembling steel in a mowed portion off the airstrip. Cultural resource sites flagged for avoidance. Link Lead reviewed placement of the vehicle and equipment wash station with PAR. Delivery of reels continued. Encina Switchyard: Only activity was SDG&E crews on site building disconnects. Contractor expected on site January 12. Thomas Yard: Burrowing Owl survey received. No ground disturbing work being conducted. The Link Lead monitored for any Burrowing Owls during activity on site. Link 4 Underground: Excavations at vaults 14 & 17. V17L was set. Pre-drilling and excavation prep at Vaults 4, 5, 7, 13 and 16. Potholing activity continued along Alpine Blvd. between stations 279+00 to 224+00. At Vault 18L, preparation for Ins and Outs continued. Clearing and grubbing took place at the entry pit of the Cal Trans Bore on the south side of Hwy 8. Work shut down from Tavern Rd. West on 1/4/11 until raptor surveys conducted. Wood rat middens were raked out on the Loritz property. Raptor surveys for Link 4 were completed. Tavern Rd. to the Bauer Property was approved. Waiting on Wildlife agency approvals for Loritz to Tavern Rd. area. Hydraulic fluid leaks were reported on 1/6/11 and 1/7/11. All were contained at the equipment on the asphalt and immediately cleaned up. Reporting was made to the County of San Diego, Storm Water Hotline. During the week of 01/02/2010 through 01/08/2011, construction continued at the Alpine RFO, Alpine Construction Yards, San Luis Rey Substation, Encina Switchyard, the Rough Acres Construction Yard Phase I & II Use, the Thomas Yard, Link 4 Underground, and Link 3, Suncrest Substation. The following is a summary of construction activity where monitors were on site:

Alpine RFO: No ground disturbing work conducted.

Alpine Construction Yard: Equipment, reel and monopole deliveries were made. The vehicle and equipment wash station has been installed in the PAR Underground Yard.

Link 3 Suncrest Substation: Vegetation clearing began for entrance to Wilson Yard began but it was determined to be too wet for rock delivery trucks and this has been delayed.Vegetation clearing continued along road along with installation/placement of water high line.An unanticipated archaeological site was discovered on 1/5/2011. It was evaluated by the lead archaeologist and it was determined that the site is not significant; the necessaryagency notifications have been made and site report is being submitted. The Native American monitor was present during the newly discovered site visit and was present for theevaluation.

SWEAP and Wildland Fire Prevention Training was held at the Ayres Inn in Alpine on Tuesday and Thursday.

During this reporting period, a rain event began on 01/02/2011, lasting through 1/04/2011 with the following precipitation amounts recorded: Alpine Yards and Link 4 UG: .7inches; Link 3, Suncrest Substation: 1 inch, Rough Acres: .3 inches. All construction areas remained in compliance with the Construction General Permit. When identified,minor adjustments and maintenance performed on BMPs.
