La seconda edizione della Summer School ha spinto ulteriormente in avanti la riflessione iniziata nel 2008 con l’istituzione dell’Osservatorio sul territorio del Delta del Po, consentendo di affinare la messa a punto di alcune ipotesi di trasformazione per questo territorio. Due ipotesi si situano sullo sfondo del lavoro svolto quest’anno.
La prima ipotesi è che il territorio del Delta non possa essere considerato come un oggetto, un elemento fermo e risolto, bensì un fenomeno animato e dinamico, un coacervo di materiali composito ed in continuo cambiamento. Ciò si scontra con una questione assai rilevante: in questo territorio è difficile fare esperienza del cambiamento se non in condizioni estreme, quando cioè la magnificenza dell’acqua si confronta con la tragedia della devastazione. Ciò ha posto le basi per la lenta costituzione di un immaginario collettivo in cui instabilità, insicurezza e depressione costituiscono le principali figure attraverso cui il territorio e la sua popolazione si descrivono e raccontano, contemporaneamente ad un impulso insistente ed inesorabile verso condizioni di permanenza, sicurezza e prosperità. Questa prima considerazione ci ha sollecitato a rintracciare le ragioni di questo immaginario negativo, cercando di individuare i presupposti su cui si basa l’agire della società locale, dei suoi abitanti, imprenditori, giovani ed anziani, politici ed amministratori, tecnici e più in generale di chi in questo territorio abita, lavora e trascorre la sua vita. La discussione con gli abitanti ha costituito, come sempre accade, lo strumento attraverso cui appropriarsi di una conoscenza locale che diversamente sarebbe stato impossibile penetrare, ma allo stesso tempo è stata l’occasione per far conoscere anche la nostra attività, la presenza dell’Università in questo territorio, di qualcuno che di questo territorio si vuole prendere cura.
La seconda ipotesi riconosce nel Delta un territorio in cui nel tempo lungo, attraverso successive stratificazioni, è stata forzata la distinzione tra diverse logiche: acqua e terra, natura e cultura, fiume e insediamenti. Una differenziazione che spesso ha assunto la forma della separazione tra gli attori, le specifiche strategie di organizzazione, le economie, i diversi sentieri di sviluppo, i processi culturali e sociali, le modalità di antropizzazione e infrastrutturazione del territorio.Una tensione tra opposti che con difficoltà si è riusciti a ricomporre e che forse costituisce una delle principali ragioni della conflittualità
e della fatica con cui in questo territorio ci si coagula attorno a strategie univoche e chiaramente definite.La condizione privilegiata e in qualche modo protetta all’interno della quale hanno potuto muoversi studenti e docenti della Summer School ha fatto si che ci si potesse spingere verso la ricomposizione e mediazione di logiche apparentemente irriducibili l’una all’altra. Attraverso la comparazione delle fragilità che attraversano alcuni territori deltizi in Europa e l’elaborazione di scenari che suggeriscono concatenazioni di azioni talvolta inedite, ed assumendo la complementarietà e l’integrazione tra strategie di sviluppo, uso delle risorse, attivazione di attori locali ed esterni come principale finalità, abbiamo cercato di introdurre nel dibattito locale un punto di vista diverso, con l’ambizione di porre le basi per una discussione capace di confrontarsi con una prospettiva al contempo radicata nel territorio, ma anche aperta a contaminazioni esterne.
Quali prospettive si aprono all’Osservatorio sul territorio del delta del Po e alla Summer School?A un anno e mezzo di attività ci sembra di poter dire che la nostra presenza nel Delta ha assunto un ruolo meno occasionale e più strutturato. L’ambizione, che ci ha sostenuto fin dall’avvio dei lavori dell’Osservatorio, è che l’occorrenza di un’effettiva integrazione, convergenza e scambio tra differenti soggetti e saperi, nei quali forte sia il coinvolgimento della società locale, portatrice di immaginari, di specifici punti di vista e criteri di valutazione, fa degli osservatori uno strumento privilegiato di intervento sul territorio.Uno strumento che a buon diritto può partecipare attivamente nello sforzo collettivo di far intraprendere al delta del Po un diverso sentiero di sviluppo. L’interesse e la curiosità riservata all’osservatorio e alle due edizioni della summer school ci fa ben sperare nel sostegno che le comunità locali stanno dando e vorranno darci in futuro consentendo a questa esperienza di continuare nel suo lavoro e contribuire a immaginare il futuro di questo territorio.

The second edition of the Summer School has continued the reflections started in 2008 when the Observatory on the Po Delta has been founded; in this way the former hypothesis of territorial transformation have been better defined. Two main hypotheses leaded the activities of this year.
According with the first hypotheses the territory of Delta should be considered and interpreted as alive and dynamic territory, a melting-pot of heterogeneous and continuously
changing materials rather then an immobile and ended object. This statement seems to conflict with a relevant Delta Po own issue: in this territory the experience of real changes is very rare and often related to extreme conditions and events, as when the magnificence of water evokes the tragedy of devastation. It has constituted the basis for the slow rising of a collective imaginary where instability, uncertainty and depression are the main figures used by the population to describe themselves and the territory. Contemporarily an incessant and inevitable need for persistence, firmness, safety and prosperity rises.This preliminary considerations have suggested a further investigation on the reasons at the very base of this negative imaginary. We tried to identify the behaviour of local community, inhabitants, young and elderly people, entrepreneurs, politicians, technicians and in general who lives, works and relies on conditions and requirements that have been observed. The debate with inhabitants has been considered as the instrument to acquire local knowledge - a perspective otherwise difficult to be acquired -
but at the same time it has been the occasion to let our activity know and inform local population of the presence of university in the area taking care of the territory.
The second hypotheses recognize in the Delta a territory where in a long time, through subsequent layers, a distinction between different logics has been forced: water and land, nature and culture, river and settlements. A difference often assumed a perspective of separation between the actors, specific organization procedures, economies, different development avenues, cultural and social processes, anthropic phenomena.A tension between opposites we succeed to reassemble with difficulties; perhaps a tension representing one of the main reasons of conflict and fatigue to surround this territory around univocal and clear strategies.The privileged condition within student and
professors attending summer school operated, permitted to recompose and mediate logics apparently without possibility to be conciliated each others.Through the comparison of fragilities present in a choice of delta areas in Europe and the elaboration of scenarios suggesting connection, assuming relationships between development strategies, resources use, local and external actors involvement, we tried and introduced in local debate a different point of views, with the ambition to put the bases for a discussion, able to interact with a new perspective both locally rooted and open to outside influences.
Which are the perspectives for the Observatory on Delta Po and Summer School? After one year and half of activities we can affirm our presence in the Po Delta assumed a less occasional and more structured role.The ambition supported us since the very beginning of the activities is that a real integration, convergence and exchange between different actors and knowledge, with a strong involvement of local community, let us to consider the observatory as a privileged instrument to operate in a specific area.An instrument can help actively the Po Delta to start an alternative development path.The interest and curiosity around the Observatory and two editions of summer school let us to hope in the present and future support of local communities. This will surely permit to this experience to continue the activities and contribute to imagine the future of this territory also in the next years.

La scuola estiva Delta del Po si occupa di alcuni importanti temi e questioni che negli anni recenti hanno interessato questo territorio; fa ciò promuovendo una riflessione plurale attraverso il coinvolgimento di gruppi di lavoro trasversali alle diverse competenze di pianificatori, architetti del paesaggio e designer della comunicazione. Per questo ha previsto il coinvolgimento di 30 studenti e 13 docenti provenienti da diverse università europee: Universitat Autónoma de Barcelona (geografia e pianificazione territoriale); Delft University of Technology (architettura del paesaggio e urbanistica); Universitatea de Arhitectura si Urbanism “Ion Mincu” Bucuresti (architettura del paesaggio e urbanistica); nonché dall’Università IUAV di Venezia (architettura del paesaggio, urbanistica, pianificazione territoriale, design del prodotto e della comunicazione).
La Scuola Estiva si colloca all’interno di un più ampio progetto di ricerca-azione definito
dall’Osservatorio sul territorio del delta del Po, un progetto quest’ultimo nato da una collaborazione tra la Fondazione della Cassa di Risparmio di Padova e Rovigo e l’Università IUAV di Venezia, ed il cui obbiettivo è di approfondire ed incrementare la conoscenza che la società ha del proprio territorio per orientarne le trasformazioni, con l’ambizione di diventare il volano per l’avvio di processi di rinnovamento culturale, sociale, economico e di valorizzazione degli aspetti paesaggistici. Tra le finalità che l’Osservatorio
sul delta del Po si è posto si colloca anche quella di fornire un importante supporto all’applicazione della Convenzione europea per il paesaggio. Inoltre, considerata la recente istituzione di una Rete europea di università per l’attuazione della Convenzione stessa - rete UNISCAPE - e l’impegno
preso dall’Università IUAV di Venezia all’interno di tale network (Presidente il Prof. Carlo Magnani, Rettore dell’Università IUAV di Venezia), di sostenere e rafforzare la cooperazione scientifica interdisciplinare tra le università europee in materia di paesaggio, segnatamente nei settori della ricerca e della didattica, l’Osservatorio mira a divenire uno spazio di contatto, di rappresentazione e di proiezione delle ricerche, progetti e più in generale delle riflessioni che sui paesaggi deltizi vengono prodotte.
Durante le due settimane di residenza sul Delta del Po gli studenti hanno lavorato in gruppo mescolando ed integrando le diverse provenienze geografiche e disciplinari, così da rendere dinamico e stimolante il lavoro di ricerca.
La summer school, finalizzata alla costruzione di scenari per lo sviluppo del territorio del Delta del Po, ha preso progressivamente forma, anche attraverso la comparazione di temi, questioni emergenti e buone pratiche caratterizzanti altri territori deltizi in Europa. Per questo, le università sono state scelte tra quelle che, negli ultimi anni, si stanno occupando di territori analoghi al Delta del Po: l’Universitat Autònoma de Barcellona per quanto riguarda il Delta del Llobregat - con il
programma di ricerca “Trabajo de investigacion + Temas avanzados en estudis territoriales y de la poblacion”; presso la TU-Delft si è strutturata una
unità di ricerca relativa al tema degli Urban Deltas con approfondimenti e letture specifiche sul caso del delta del Reno; l’Universitatea de Architectura si Urbanism “Ion Mincu” di Bucarest è sostenitrice di diversi studi sull’ambiente e il paesaggio del delta del Danubio; l’Università Iuav di Venezia, università proponente, ha avviato il progetto di ricerca triennale l’Osservatorio sul delta del Po.
Tra le attività della Summer School, ritenute fondanti tanto l’approccio conoscitivo che progettuale sono state organizzate alcune serate e incontri di discussione con abitanti, amministratori e rappresentanti della società locale; sopralluoghi sul territorio e ad aziende agricole, cooperative di pescatori, attività vallive; lezioni di esperti. A conclusione della Scuola Estiva è stata organizzata una presentazione pubblica a Taglio di Po, in cui i lavori prodotti sono stati discussi con amministratori, politici e tecnici locali.Una prima sintesi dei risultati è raccolta in questo volume. Si prevede inoltre la pubblicazione di un numero del giornale Iuav, come già avvenuto per la scorsa edizione della Scuola Estiva, oltre che di altre pubblicazioni prodotte dalle università partecipanti.Più diffusamente i risultati stessi saranno resi disponibili sul sito internet dell’Osservatorio sul

The “Summer School on the Po River Delta: Creating scenarios for fragile territories” will treat issues affecting the region of the Po Delta in recent years. The program’s cross-disciplinary approach
will advance the multifaceted observations of working groups composed of regional planners, geographers, landscape architects, urban planners, and communication designers.The program will draw together some 30 students and 13 instructors from different European universities: Universitat Autònoma de Barcellona (geography and regional planning); TU-Delft – Delft University of Technology (landscape architecture and urban planning); Universitatea de Arhitectura si Urbanism “Ion Mincu” Bucuresti (landscape architecture and urban planning); as well as the Università IUAV di Venezia (landscape architecture, urban planning, regional planning and communication design).
The Summer School on the Po River Delta falls within a more extensive research-action project
defined by the program for the Observatory on the Po Delta Region, whose objective is to intensify the community’s awareness of the region in order to redirect its transformations, and whose ambition is to become the generator of a process of cultural, social, economic renewal, and landscape development. One of the goals the Observatory on the Po Delta Region has set for itself is to provide a significant support base for the implementation of the European Landscape Convention.The recent institution of a European Network of Universities for the implementation of the Convention – the UNISCAPE Network, and the role
assumed by the Università IUAV di Venezia within this network (President, Prof. Carlo Magnani, rector of the Università IUAV di Venezia) supports and reinforces scientific interdisciplinary co-operation
among European universities regarding landscape issues, most markedly in the areas of research and education. Thus, the Observatory aims to become a base for representing and viewing the research, projects and, more generally, observations made on delta landscapes.
During the two-week residency on the Po Delta,
students worked with people of diverse backgrounds and disciplines for a dynamic and stimulating research experience.Since the purpose of the workshop is to create scenarios for the regional development of the Po Delta, the workshop aims to evolve through constant comparisons between the different disciplines’ thematic foci and research methods, as well as their particular experiences

I materiali e le informazioni raccolte sono stati elaborati con l’obiettivo di restituire mappe di sintesi, diagrammi, schemi descrittivi di ogni singolo delta analizzato, ma soprattutto per mettere a fuoco quell’insieme di temi capaci di delineare le caratteristiche che contraddistinguono i territori.
Mappe di comunitàL’obiettivo principale delle mappe di comunità è stato quello di esplicitare la percezione che gli abitanti del Delta hanno del proprio territorio.Le mappe evidenziano il modo in cui la comunità locale vede, percepisce, attribuisce valore al proprio territorio, inteso come paesaggio, attività svolte, memorie e trasformazioni future. La costruzione delle mappe è avvenuta secondo tre fasi principali. In primo luogo, è stato necessario procedere all’identificazione e alla delimitazione dell’ambito territoriale oggetto di indagine. Successivamente, si sono individuati gli strumenti più idonei alla raccolta delle impressioni e dei racconti degli abitanti. Infine, si è discusso delle tecniche di rappresentazione più idonee alla restituzione grafica dei dati raccolti.
ScenariIl compito che la Scuola Estiva si è prefissa è innanzitutto quello di individuare risorse e criticità del territorio del Delta del Po e di predisporre scenari per il loro utilizzo virtuoso. Le attività svolte si sono confrontate innanzitutto con le “logiche di terra e acqua” proprie di un territorio fragile e investito da importanti cambiamenti climatici. Considerando che questi caratteri stanno producendo significativi effetti sui luoghi e sui modi di abitare il Delta, essi sono stati alla base della costruzione degli scenari.La domanda implicita è come il Delta potrebbe svilupparsi in futuro e dando forma a quali tipi di paesaggio. Una questione questa che tiene sullo sfondo tre presupposti: 1. una crescente consapevolezza sui temi dei cambiamenti climatici; 2. il rafforzamento del legame tra paesaggio (aspetti ecologici ed economici) e qualità della vita delle persone che lo abitano (aspetti sociali, culturali ed economici); 3. pianificazione partecipata, programmazione delle trasformazioni e strategie di intervento basate sul coinvolgimento della popolazione locale e azioni di comunicazione.
and best practices attained. The participating universities were selected from among those that, in recent years, have been dealing with regions analogous to that of the Po Delta: the Universitat Autónoma de Barcelona concerning the Delta of Llobregat – with their research program entitled
“Trabajo de investigacion + Temas avanzados en estudis territoriales y de la poblacion”; at the TU-Delft a research group has been organized to
study the topic of urban deltas with specific in-
depth examination and study of the Rhine Delta; the Universitatea de Arhitectura si Urbanism “Ion Mincu” di Bucarest supports various environmental and landscape studies of the Danube Delta; the Università IUAV di Venezia, the workshop’s sponsor, has launched a triennial research project known as the “Osservatorio sul territorio del Delta del Po.”
During the two open meetings organized by the Summer School local stakeholders and the inhabitants were involved in the discussion. Furthermore field visits to farms, fishing farms and meetings with experts have followed.Communities and local institutions have been invited also at the final presentation of the Summer School in Taglio di Po to discuss results and proposals. The booklet contains the synthesis of the Summer School’s outputs. In addition, a special issue of the IUAV newspaper will be published, in English and Italian.For a more extensive distribution, the conclusions will also be available on the Observatory on the Po Delta’s website: www.osservatoriodeltadelpo.com.
During the Summer School, research have followed three paths.
Comparing Deltas Making comparisons between delta territories is to be considered the first step towards producing an Atlas of European Deltas. The participating universities have called on more technicians belonging to institutions governing the deltas under study in order to present topics and questions as well as the projects in the making.During the Summer School, material and information gathered have been processed with the aim of rendering synthetic maps, diagrams, descriptive outlines of each delta analyzed, but above all to highlight those issues that, when seen together, delineate the common features that distinguish the delta territories.
Community Maps The main goal of the community maps is to render the local population’s own representation of the Delta region.The maps highlight the way in which the local community sees, perceives, attributes value to its territory, its activities, memories and its potential future transformations. The definition of the community maps followed three main phases. First, the identification and the determination of the areas of inquiry was discussed. Second, the choice of suitable instruments to collect and to save those elements which the population values in the territory. Third, the way to reconstructing the result of the inquiries and knowledge of the territory, by the use different drawing techniques.
ScenariosThe tasks of the Scenario Groups were to single out the resources and critical conditions within the Po Delta region and to plan scenarios for their worthwhile utilization with the “logic of land and water”. The territory is fragile regarding several aspects, particularly land subsidence and the effects of climate changes. These characteristics are producing significant effects on the places and the ways of living the Delta. They determined the direction the construction of the scenarios took. The implicit question was how the Delta could be developed and out of which landscapes the Po Delta would consist in future. Three assumptions underlined this question:1. Strong awareness over the subject of climate change;2. Sustainable regional development by reinforcing the bond between landscapes (considering its ecological and economical values), and the wellbeing as well as the quality of life of its inhabitants (considering social, cultural and technological values and aspects);3. Participative planning and development of transformations and intervention strategies by involvement of and communication with the local population.
L’atlante propone uno sguardo analitico sulle principali caratteristiche di alcuni territori deltizi in Europa. La comparazione tra il delta del Po, del fiume Ebro, del Reno e del Danubio, è finalizzata ad individuare problematiche comuni, oltre che specifiche o particolari. I criteri di analisi sono stati selezionati tra quelli capaci di mettere in risalto alcune importanti questioni di carattere ecologico (principalmente collegate ai rischi idraulici ed a cambiamenti climatici), ma anche specifici problemi economici e sociali che investono tali territori.La costruzione dell’atlante è stata affidata a studenti dell’ultimo anno della laurea specialistica coordinati da docenti di differenti università europee. I dati sono stati raccolti a partire da studi di sintesi e informazioni fornite principalmente da ricercatori e docenti provenienti dai paesi dei delta analizzati.Il lavoro predisposto dagli studenti da un lato sottolinea la grande diversità tra territori: l’alto livello di urbanizzazione del delta del Reno, l’uso prevalentemente agricolo o legato alle risorse idriche dei delta del Po e del fiume Ebro, il relativo isolamento e il carattere di naturalità predominante del delta del Danubio.Dall’altro lato il lavoro si è concentrato sull’individuazione di problemi comuni a territori fragili come quelli analizzati. I principali riguardano: la gestione della rete idrografica; la

The most important conclusions on the common problems concerns the management of the hydrographic network and the risk for loses of the economic potential following the floods, the salinisation and the loss of habitats and biodiversity, all of these placed under the risks induced by the global warming.The results is an overview of the general and specific problems on the fragility in different deltas territories and provide a starting point for debates about the future development of the Po delta.

perdita del potenziale economico locale legata al rischio di inondazioni, il processo di progressiva salinizzazione, la scomparsa di habitat naturali e alla perdita di biodiversità. Rischi a loro volta legati all’incremento delle temperature medie globali.Il risultato prodotto restituisce una panoramica di problemi sia specifici che generali e forniscono alcuni spunti per un più ampio dibattito sullo sviluppo futuro del delta del Po.
Delta’s Atlas propose a brief analysis of the most important feature of some of the European Deltas, and compare them, in order to identify their common as well as specific and particular problems.The Atlas refers to the Po delta, the Ebro, the Rhine and the Danube ones. The analysis criteria taken into consideration as being the most important refers especially to the ecological problems (mainly linked to water and climate change danger), but also to specific social and economic impacts in that territories.The atlas was made by the students in their last study year of master degree, directly lead and coordinated by professors from different European Universities. The work was based on the synthesis studies and information provided mainly by the researchers and professors from the countries of the analyzed deltas.The main conclusions underline first the great variety of the general features, starting from

Understanding Fragility as a delicate, vulnerable condition, we present a comparison between four important deltas in Europe: the Danube Delta in Romania, the Ebro Delta in Spain, the Po Delta in Italy and the Rhine Delta in The Netherlands.

confluenza di processi ambientali
e la loro posizione strategica, li rendono territori complessi e singolari, dove la confluenza
di molteplici fattori e la loro evoluzione li conduce in una condizione di equilibrio fragile.
Considerando la fragilità come una condizione delicata e facile da compromettere, presentiamo una comparazione
tra quattro importanti delta europei: il Delta del Danubio in Romania, il Delta dell’Ebro in Spagna, il Delta del Po in Italia e il Delta del Reno in Olanda.Prendendo in considerazione diverse visioni di fragilità, sono state analizzate le differenti strutture che caratterizzano questi territori e le loro dinamiche complesse, per identificare quali sono gli attori

The density depends on the size and degrees of anthropization of the studied areas; therefore, the highest density is to be found in the Rhine delta. Even if the Danube delta is one of the largest wetlands in the world, the deficit of infrastructure and laws protecting the Biosphere Reservation determine a stagnation of human settlement evolution, therefore the maintainan-ce of low density.
La densità dipende dalla scala e dal grado di antropiz-zazione delle aree studiate; in ogni caso la densità maggiore si individua nel delta del Reno. Anche se il delta del Danubio è una delle maggiori zone umide del mondo, la mancanza di infrastrutture e le normative di tutela della Biosfera Protetta determinano il ristagno dell’evoluzione degli insediamenti umani, causando il mantenimento di una bassa densità di popolazione.

Il Delta del Danubio presenta specifiche fragilità e opportunità. Si tratta principalmente di un’area a forte vocazione naturale in cui un debole sistema insediativo, scarsamente connesso ai principali poli attrattori della regione, pur mostrando importanti potenzialità risulta incestito da debooli processi di sviluppo socio-economico.
Partendo dall’idea che questo insieme di aspetti sono fortemente interconnessi gli uni agli altri, la bassa accessibilità può essere interpretata in differenti modi: può essere considerata come un problema per le attività umane e i bisogni della società, ma anche come una condizione favorevole alla biodiversità. Questo risulta vero soprattutto se consideriamo che è l’unico delta al mondo dichiarato biosfera protetta.
In questo contesto gli aspetti ambientali e quelli
umani dovrebbero relazionarsi e adattarsi l’uno all’altro attraverso programmi di gestione strategica, come nel caso della restituzione di terre al mare, della riqualificazione del fiume e della rinaturalizzazione, con particolare attenzione ai valori paesaggistici.
A differenza del delta analizzato in precedenza, quello dell’Ebro è un territorio che è stato investito da un più consistente processo di antropizzazione, finalizzato a potenziare la capacità di produzione agricola, ma che allo stesso tempo ha prestato attenzione alle dinamiche naturali della biodiversità.
Il tratto principale del fiume è stato modificato per garantire una maggiore produttività economica. Per mantenere l’equilibrio ambientale tra natura, insediamenti umani e attività ricreative, è stato sviluppato un programma di
gestione regionale che tenga insieme tutte le attività del delta.È importante sottolineare il fatto che questo è l’unico caso tra i quattro delta studiati in cui funziona una cooperazione attiva tra gli attori territoriali coinvolti.
Il delta del Po si presenta come un’ampia regione agricola supportata da una capillare infrastruttura idraulica. Il sistema delle acque esistenti è il risultato di un lungo e assai importante processo di antropizzazione del territorio.
Oggi, fenomeni come la subsidenza, la risalita del cuneo salino, la scarsità d’acqua e l’innalzamento del livello del mare, rendono sempre più incerte le economie di questo territorio. L’acquacoltura e più in generale le attività legate all’acqua, sembrano essere alternative promettenti,in grado di adattarsi all’emergere
di nuove instabilità. La centrale di Polesine Camerini rappresenta un’altra minaccia per l’ambiente deltizio ma può anche essere vista come un’opportunità. L’ipotesi di una riconversione della centrale esistente con l’impiego di tecnologie innovative a basso impatto ambientale, può guidare un rinnovamento dell’intero territorio. Una sinergia tra la centrale e il Parco Naturale del Delta invita all’esplorazione di nuovi scenari basati sulle potenzialità di questo territorio.
Da sempre la popolazione del delta del Reno vive in stretta relazione con il proprio territorio: per contrastarne la fragilità intrinseca e trarre vantaggio dalle risorse naturali.
Oggi il Delta del Reno è una delle aree più urbanizzate d’Europa. Recentemente questioni legate a qualità, quantità e accessibilità all’acqua, sono considerate sfide di primaria importanza, amplificate dai rischi indotti dai cambiamenti climatici.
Un nuovo equilibrio tra attività umane e processi naturali è indispensabile per uno sviluppo sostenibile del territorio.

has been straightened, two canals have been diverted to meet the irrigation demand of the rice cultivation spread on the delta. After use the waters are delivered to the lagoons, there purified and later released
to the sea. This hydraulic management is at the basis of a virtuous equilibrium between nature, agricultural and hunting practices, human settlements and leisure. Different actors are organized in a regional coordination where a central role is played by the natural park institution.
The Po Delta appears as an agricultural land supported by an extensive hydraulic infrastructure. The nowadays water system is the result of a series of man-made operations
occurred on natural elements and structures. Agriculture is the main activity today threatened by a series of environmental
processes. Subsidence, salinization, draughts and the sea level rise due to climate changes and anthropic exploitation are making more and more uncertain the agriculture production. Acquaculture activities and their water environment emerges as promising alternatives able to cope with the instabilities.
The power plant located in the delta represents another threat for the deltaic environment but it could also be seen as an opportunity. The hypothesis of a renovation of the existing power plant by innovative and low impact technology could be the driver for a project of territorial renovation. A synergy between power plant and the recent natural park “Parco del Delta” calls for the exploration of new scenarios based on the delta potentials.
During history the Rhine Delta population have developed a complex system of relation with the specific territorial conditions.
Safety from instabilities and exploitation of natural resources are the main issues.
Living with water is the strategy that has led to an extensive reclamation and urbanization. Today the Rhine Delta is one of the most urbanized area of Europe.
Recently water quality, quantity and accessibility are the main challenges for this territory. Climate changes increases the environmental problems that the society is facing. A new balance between human activities and deltaic dynamics urges for a sustainable development of the territory.
Considerando il continuo dinamismo dei territori esaminati, sono richieste nuove strategie di sviluppo sostenibile in grado di gestirne le fragilità intrinseche, con un maggiore legame ai valori del paesaggio.
From the comparison the close interrelation between processes and instabilities of these specific
type of territories emerges. New strategies are required to manage the intrinsic fragilities and the need for adaptation of the delta territories to its dynamism. An integrated approach relying on landscape conditions and values seems open towards new perspectives. The awareness on the fragility of this type of territories is the starting point of the contemporary debate on their future living environment.
L’obiettivo che il lavoro del gruppo si è prefisso è stato quello di costituire una serie di mappe che rappresentino la percezione che gli abitanti hanno del loro territorio.Per fare ciò è stato messo a punto un questionario, così da poter raccogliere in modo sistematico e confrontabile le risposte fornite dagli intervistati.Sono stati individuati due campioni omogenei di popolazione, uno per la cittadina di Porto Viro e l’altro per Taglio di Po.Al momento della restituzione visiva delle informazioni raccolte, alcuni studenti del gruppo hanno scelto di rappresentare le impressioni sul territorio da parte dei giovani (14-20 anni), altri
invece si sono basati sui dati complessivi. Durante la fase di costruzione delle mappe gli intenti progettuali nonché i primi risultati sono stati presentati e discussi con agli abitanti, nel corso di due incontri serali aperti al pubblico.
Dalla lettura delle mappe emerge un generale sotto utilizzo, per tipo e numero, dei servizi realmente offerti dal territorio. Dalle impressioni degli intervistati, il territorio appare talvolta di dimensioni esigue (ad esempio quando le persone tendono ad incontrarsi usualmente in pochi luoghi), oppure di estensione pressoché infinita (ad esempio quando le persone devono spostarsi da una zona all’altra del territorio con il trasporto pubblico).

by the comparison of the maps.According to the perception of the interviewed, the territory seems characterized by small dimensions (i.e. when people tend to meet with each other in the same few places), or on the contrary by almost endless dimensions (i.e. when people commute from one village to the other one with public means of tran sport).
The task of the community map creation was carried out by the students of different university carriers: sociologists, geographers, landscape designers, product and communication designers.In addition, the group of students was expected to look for the most suitable tecniques and tools to represent the imaginary of the intervieweed. This is the reason why these maps differe very much one to the other one.We hope the community maps can be useful in the future process of the Delta landscape planning.

The purpose of this group was to create a series of maps, representing the perception of the terrritory by its own inhabitants.The creation of a survey/questionnaire was the primary instrument to collect the information in a coherent way. It allowed also to compare the answers of the intervieweed.Two homogeneous sample of the population have been selected, one refering to Porto Viro, the other one to Taglio di Po. Then, a group of students decided to visualise the perception of the territory expressed by the youngs (14-20
years old), while another group choose to take the whole sample into their consideration. Also, the purposes as well as the first results have been presented to the inhabitants in two open discussions during the map creation process.

Per la realizzazione delle mappe abbiamo raccolto le informazioni necessarie attraverso la messa a punto di un questionario. Spesso la compilazione dei questionari è stata accompagnata da conversazioni più approfondite, che ci hanno permesso di comprendere maggiormente il punto di vista delle persone intervistate.
Dato il tempo limitato del Workshop, abbiamo deciso
di basare le analisi su un campione numericamente ristretto ma abbastanza eterogeneo di abitanti dei comuni di Taglio di Po e di Porto Viro. Il nostro lavoro non appare come una vera e propria mappa di comunità, esso presenta piuttosto un insieme di “mappe di percezione” delle relazioni tra gli abitanti e il loro territorio. Nonostante l’esiguità del campione, crediamo che i risultati dell’indagine svolta riflettano in modo significativo la percezione
di alcuni fenomeni territoriali anche di una più ampia parte della comunità locale.
In conclusione, il nostro lavoro propone diversi metodi di rappresentazione della percezione di un territorio da parte dei suo abitanti; riteniamo che la metodologia utilizzata sia valida e applicabile in scala più estesa a tutto il territorio del delta.
The creation of a survey -
questionnaire was the first instrument we used for
collecting the information we needed to draw the maps.Often during the filling of the surveys/questionnaires, we had the possibility to talk longer with the interviewees.
Because of the limited time of the Workshop, we based our analysis on a restricted sample of inhabitants of Taglio di Po and Porto Viro. More than the so called “community map”, the result of our work consists of many different “maps of perception” based on the answers of the inhabitants to our query.In spite of the limited sample, we believe that the analysis outcomes reflect significantly the perception of some territorial phenomena not only of some inhabitants of the two villages but also of a larger part of the local community.
Moreover our work proposes a variety of drawing methods of the considered topics; we believe this methodology is valid and could be extended to the whole Delta Po area.

Due gruppi di sei studenti hanno lavorato alla costruzione di scenari per lo sviluppo sostenibile dell’isola di Polesine Camerini e dell’isola della Donzella. In partenza ci si è basati sulla così detta S.W.O.T. Analysis per individuare punti di forza e debolezze, opportunità e rischi delle aree in indagate. Le informazioni sono state raccolte a partire da escursioni, mappe, testi e dati; nonché attraverso lezioni e discussioni con gli abitanti, esperti e stakeholders, (tra i quali i rappresentanti di associazioni di categoria e gli amministratori locali). Gli scenari propongono una prospettiva futura basata sulle specifiche caratteristiche dei luoghi indagati. L’intento è di far leva sui punti di forza, sulle opportunità e sulle caratteristiche endogene di ogni area; di utilizzare in modo virtuoso le attuali fragilità del territorio e quelle future (debolezze e minacce, come ad esempio l’innalzamento del livello del mare, l’avanzamento del cuneo salino o dovute a cambiamenti climatici). Lo scambio costante e la discussione intercorsa, anche con gli altri gruppi di lavoro della Scuola Estiva hanno contribuito ad una riflessione critica sulla costruzione degli scenari, così come alla loro messa a punto riguardo ad aspetti sociali, economici ed ecologici. Nel complesso, gli scenari costruiti appaiono tra loro molto differenti. Cercano di predisporre soluzioni diverse per lo sviluppo futuro sostenibile, applicabili ad altri luoghi del

Ongoing discussions with stakeholders and the summer school groups “atlas” and “community maps” contributed to the development and critical reflections on the scenarios as well as to their adjustment and optimization regarding social, economical and ecological criteria. The final scenarios differ significantly from each other. They are based on the specific local basic conditions and aim to provide different solutions for future sustainable development, also of other locations in the fragile Po Delta area. The scenarios may provoke local residents and stakeholders and may seem from their present perspective drastic and not realistic because they are conflicting with traditions as well as the present legal and institutional framework. However they aim to inspire the local actors, stakeholders and decision makers to work on time on the adaptation of the Delta area to the effects of a rising sea level, as well as changing climate and economies. In the name of the students and my colleagues I hope that the scenarios will be a source of inspiration for the prosperous future development of the Po Delta.

Delta similmente fragili. I lavori conclusivi potrebbero suscitare il dissenso della popolazione locale, degli amministratori e degli stakeholders. Potrebbero essere giudicati drastici o non realistici. Potrebbero confliggere con immagini consolidate del territorio così come con la presente struttura amministrativa, di gestione ed istituzionale. Ciò nonostante vorrebbero suggerire a chi guida le trasformazioni di agire tempestivamente per affrontare gli effetti dell’innalzamento del livello del mare, dei cambiamenti climatici ed economici. Assieme a studenti e colleghi spero che questo lavoro possa essere di aiuto per immaginare sviluppi futuri.
For two islands located in the Po Delta area, “Isola Della Donzella” & “Isola Di Polesine-Camerini”,
two groups of each 6 students developed scenarios for the future sustainable development of these areas. The starting basis was the so-called S.W.O.T.

L’Isola della Donzella è stata studiata e confrontata con le aree limitrofe e le relative attività insediate. Ciò ha consentito di comprendere come indirizzare il potenziale di sviluppo in modo da migliorare l’identità del territorio. I principali elementi che rappresentano valori da potenziare sono costituiti dall’immagine della laguna, dall’oasi di Ca’Mello, dal paesaggio agricolo e dai numerosi elementi storici presenti nell’area. Inoltre, ci sono importanti legami tra il territorio, il sistema idraulico, quello naturale (connesso con il Parco Regionale del Delta del PO), ed il principale sistema di strade.
Gli elementi più significativi presenti nel territorio, assieme agli specifici sentieri di sviluppo rappresentano, ad una scala più minuta, il punto di partenza per lo sviluppo dello scenario elaborato per quest’area. I due livelli di analisi più importanti sono: le aree naturali ed il sistemaidraulico
le infrastrutture di trasportoe gli insediamenti
Questi livelli di analisi rappresentano le principali connessioni e la gerarchia degli elementi esistenti, utili per elaborare lo scenario.
L’Isola della Donzella presenta un potenziale molto alto. La laguna stessa oltre a costituire un importante elemento di biodiversità è caratterizzata da un paesaggio di grande valore. Per contro, una questione assai problematica riguarda il cambiamento del clima e la salinizzazione dell’acqua dolce delle arere agricole ad essa connesse, fenomeno quest’ultimo che sta generando e presidiando il dibattito pubblico.
Analyzing the territorial enrollment of the studied area – Isola Della Donzella – and
comparing it with the neighboring areas, we can identify the features offering potentials for developing specific activities, and creating an identity for the territory. The specific image of the lagoon – related with the
correspondent problems – the
Ca’Mello Oasis project, as well as
the agricultural landscape and the numerous historical values represent important elements in defining the area’s potential for development. There are also important linkages between the territory, the water-systems, the
natural pattern (related to the Parco Regionale del Delta del Po) and the main roads’ network.
On a local scale analysis, the existing landmarks and development trends represent an important starting basis for the development of this scenario. The two main analysis layers are: Natural patterns and water management systems Transportation infrastructureand settlements.
They illustrate the main linkages and the hierarchy of existing elements, which are usable for the scenario.The natural context has the highest specificity potential.
The lagoon itself represents a special image and is also involving biodiversity. On the other side, the climate change and the salinization of freshwater dependent areas (such as agriculture) are the main topics, which are generating concern and are leading the debate.
