Registered teachersIntroduction

Self government

On January 30 2008 the FirstMinister of Scotland announcedthe proposal of the ScottishGovernment to establish GTCScotland as a self-regulatingprofession-led body, along thelines of the General MedicalCouncil. The Public ServicesReform (General TeachingCouncil for Scotland) Order 2011makes the necessary changes toGTC Scotland to make us anindependent body andsignificantly update ourconstitution. The Ordercompletely repeals the TeachingCouncil (Scotland) Act 1965which is the current statutorybasis for GTC Scotland. Theconsultation document invitescomments on the proposedDraft Order and will run until 22November 2011.

03Statistical digest

Introduction

Introduction to this DigestThis is the sixth Statistical Digest produced by GTC Scotland from its register of qualifiedteachers. The GTC Scotland Register holdsdetailed information regarding the teachingprofession in Scotland. The information thatthe Council is able to hold on its register is set out in the Teachers’ Registration(Scotland) Rules.

In this digest, the numbers of registeredteachers (and two specific sub-categories) are split by voting category, age, gender and sector. In addition, the numbers ofProbationer teachers currently participating in the Teacher Induction Scheme are split by sector, age and gender.

Criteria and terms usedThe data contained in the Digest is based on the following general criteria:• Registered Teachers refers to qualified

teachers currently employed in LocalAuthority schools where registration is a requirement. Other qualified teachersemployed in Independent schools, higher education and in further education are encouraged to register.

• Fully Registered Teachers refers to thoseteachers who are fully registered with the Council, while Head Teacher refersto a teacher currently employed in a Head Teacher’s post

• Provisionally Registered Teachers refers toprobationer teachers who have completedan approved initial teaching qualification.Some teachers will have been givenprovisional registration through anExceptional Admissions route.

• Probationer Teachers refers to teachersregistered on the Teacher InductionScheme, aiming to meet the requirementsof the Standard for Full Registration, andform a subset of provisionally registeredteachers. Probationer teachers areemployed in Primary and Secondaryschools only.

• The census date for the data taken from the Register is 31 March 2010.

• Comparison date (where applicable) is taken from the Register of 31 March 2009.

• Data is continuously updated on theRegister. The data recorded is a real-timesnapshot and can increase or decrease.

• This version of the statistical digest includestwo additional categories of registeredteachers; chartered teachers and teachersemployed in Non-Local Authority schools split by gender, voting category and age range.

The management and publication of allinformation from the GTC Register of qualifiedteachers is in keeping with Data Protectionlegislation and safeguards against thepublication of data about individuals.
