Appendix Ci Summary of Community Workshops Purpose A series of public workshops were held in each of the six major communities in Nyc County: Amargosa Valley, Beatty, Gabbs, Pahrump, Round Mountain, and Tonopah. A workshop was held in each community during the period January 25 through February 24, 2011, to introduce community members to the Plan Nye County was in the process of developing. • Research and obtain existing educational materials regarding waste minimizationtechimues, composting. and the proper identification and disposal of solid waste.

• Communicate with each of the County’s six population centers to obtain conimunitvsupport for development and implementation of the Plan through informationalwoitshops.

• Develop a sustainable. written Plan and obtain BOCC approval of that Plan.• Implement the Plan to reduce the per capita amount of solid waste disposed of in Nye

County’s three municipal landfills.

Advisory Team

The Advisory Team was established to review and recommend materials and approaches for theproposed Plan. Team members represent each of the six communities (Amargosa Valley. Beatty,Gabbs. Pabrump. Round Mountain. and Tonopah). The Advisory Team also performed researchto detennine what other communities were doing to minimize solid waste and manage householdhazardous waste, and to identify outreach and education materials.

Wrkshop Goals and Objectives

The Team’s workshop goals were to:

• Set up a series of six workshops (one in each of the six main communities) in whichparticipants would be asked to provide comments on the materials and how to bestimplement the P]an, both within their respective communities and on a County-widebasis.

• Provide a summary report of the information obtained from comment forms andparticipants’ comments during the workshops.

• In conjunction with Nye County Public Works, review and provide comments on alldeliverables, including workshop agendas, educational materials and associateddocuments, and all reports.

• Modi’ educational materials and forms, as appropriate based on the feedback providedby workshop participants.

Plan Components

The Plan was to be comprised of two principal components; 1) solid waste minimization and 2)household hazardous waste management. Both the solid waste minimization and householdhazardous waste management portions of the Plan would focus on raising public awarenessthrough education. The solid waste minimization component also included a reduction inpersonal consumption and increased recycling efforts. The household hazardous wasEemanagement portion of the Plan also consisted of maximizing product use through sharing,researching the possibility of cotmnunity collection events, identifying collection sites, andpromoting the County’s existing waste oil coliection progxam.

The ‘Three R’s,” reduce, reuse, and recycle, were presented as the basic tool for wasteminimization and household hazardous waste management. Steps to reduce waste wereidentified as:

• Looking for items that use a minimum of 30% post-consumer recycled content in theirpackaging.

• Purchasing the largest usable size of products. Buying in bulk or larger sizes is one of theeasiest ways to save money and resources at the same time.

• Buying reusable items instead of disposable ones (i.e. using lunch boxes instead of brownbags, reusable mugs rather than Styrofoam or paper cups, and refillable containers inplace of disposable ones).

• Bringing your own bags when shopping.

It was suggested residents could share leftover household products to reduce waste. This couldbe accomplished by contacting friends and neighbors with small quantities of leftover householdproducts before disposing of the wastes.

Attendees were reminded of the Nye County Public Works’ existing waste oil collectionprogram which maintains collection sites in Amargosa Valley, Beatty, Tonopab and Pahrump.Collected waste oil was used in furnaces that burn the oil to produce heat for the Nye CountyRoad Department shops in Pahrump and Tonopah.

Household hazardous waste was defined for attendees as wastes that can react, catch fire,explode, or are toxic or harmful to humans or the environment. In order to qualify as householdhazardous waste, quantities must be small, on the order of a quart or gallon, not larger quantities.Examples of household hazardous waste include: gasoline, oil, antifreeze, brake fluid, solvents,paints, thinners, stains, polish, household pesticides, poisons, fertilizers, lead batteries,fluorescent lights, electronics, treated wood, and pharmaceuticals. Pharmaceutical disposalproved to be an important issue to workshop participants.

Educational Materials and ResourcesMaterials and resources reviewed by the Advisory Team and approved for presentation at theworkshops as potential educational materials and resources for Nye County’s Plan:

• Nyc County Recycling Website - A page dedicated to recycling would be created andavailable for public viewing on Nye County’s website, including information fromcommunity feedback and information tailored to each community. Various links andrecycling tips would be posted and continuously updated.

• “Be Smart” poster — A poster from the U.S. Enviromnental Protection Agency (EPA),which provides examples of common household hazardous wastes.*

• Waste Pesticides pamphlet — A pamphlet from the USDA that presents guidance on howto safely dispose of waste pesticides free of charge.*

• “Sure Your Home is Clean.. .“ pamphlet — A pamphlet from the US EPA outlininghousehold product handling and safety.*

the option to access the site to add, update, and remove information on the site regardingthe Nyc County Plan.

* Hard-copy pamphlets were provided to workshop participants.

Participants were advised the Plan must be approved by the 80CC before a Nye County website could beposted with a link to the Plan website directly from Nye County’s main website.

Public Works identified the following as areas requiring input from workshop participants:• Indentifying one point of contact from each community (volunteer).• Submitting suggestions to the point of contact who would work with the Team.• 1denti’ing how they could best keep their Plan in the residents’ mind.• Identifying what materials create the most hazards and the most bulk.• Identifying what could be done immediately.• Identi’ing what equipment (i.e. chipper shredders, etc.), supplies (i.e. program materials,

recycling bins, etc.), or fixed assets (i.e. storage sheds, etc,) they might already have, orwould need, for the Plan.

Participants were asked to complete the questionnaire at the workshop, as community feedbackwas very important to the successful implementation of the Plan, and to identify the need foradditional grant ftrnding. Participants were further advised their comments could be passed tocommunity representatives for the Advisory Team, who would pass them on to the AdvisoryTeam.

Community-Specific Information

Amargosa Valley

The Amargosa Valley workshop was held on February 24, 2011, with two (2) presenters (DavidFanning and Don Skalicky, Nye County Public Works), one (1) community representativeAdvisory Team member (Jan Cameron), and seven (7) community participants in attendance.

Cameron advised Amargosa Valley’s recycling bins were located at the corner of Highway 373and Mecca, operated by Pabrump Valley Disposal, and picked up and emptied when filled. TheAmargosa Senior Center collected aluminum cans as a fundraiser, but their efforts have not beenwidely publicized.

Fanning discussed the importance of education, which is particularly effective with children inthe community. Cameron added people often do not realize items are recyclable, such as thetubes from the center of paper towel rolls.

Fanning informed participants waste oil was collected at the Nye County Road Departmentmaintenance yard, and that hours of operation are posted on the fence there.

A participant asked about the USDA pesticide collection, and was informed by Fanning theprogram is based in Reno, and collects items in Tonopah approximately every three months.Participants were ffirther advised hazardous items that turn up in Tonopah regularly wereexplosives, which were picked up and taken back to Reno for disposal. If Amargosa Valleywould like to have a pick up location for pesticides, Fanning advised the community coulddesignate one in Amargosa Valley, and the materials would then be taken to Tonopah. Aparticipant asked if a similar pick up location could be provided in Pahrunip, and was informed itcould be if there was a need in the community.

In addition to the educational materials identified, participants were informed the Advisory Teamhad identified public events in each community that would be good venues for public outreachand education. The two events listed for Amargosa Valley, Amargosa Days and theIndependence Day Parade, were confirmed as good options for outieach purposes, as the largestevents in the community. Participants were advised Jan and Robert Cameron wererepresentatives to the Team from Amargosa Valley, and Jan Cameron added a participant wasinterested in becoming involved from the perspective of how Nyc County Hazmat might be ableto assist with classifying and sorting materials, and how the Hazmat Team might be able to beinvolved as a training exercise. The participant was advised the quantities being considered forcollection would be too small to involve the Hazmat Team, and none of the communities hadexpressed a need for a large household hazardous waste collection event.

The following topics were also discussed by workshop presenters and participants during thecourse of the workshop:

• Advisory Team representatives offered to talk to the school principal regarding starting aschool-based recycling collection program.

• A resident has been operating a website allowing residents to post notices aboutupcoming garage sales. They could be contacted to assess their willingness to host a pageconnecting people wanting to get rid of leftover household hazardous waste products withpeople who could use those products.

• A participant brought up the issue of the overuse of disposable dishes, which was alsodiscussed at the Beatty workshop, and some participants there were going to talk to theschool principal to see if the use of Styrofoam trays could be reduced in the schools.

• Meeting participants discussed the separate placement of the garbage and recycling binsin Amargosa Valley.

• It was stated people tend to throw garbage into recycling bins, especially when recyclebins are in close proximity to waste bins.

• Pahrump Valley Disposal and Hoss Disposal were named as being proactive in theirrecycling efforts.

• A participant asked if the person interested in opening a recycling facility at the Beattyhot springs had proceeded with his plans, and was advised Public Works was not awareof such plans.

Seven (7) packets of educational materials were given out at the workshop and four (4)completed questionnaires were received.

Beau;The Beattvworkshop was held on ianuaiy 26, 2011. with two (2) presenters (David Fanning andMichael Genge, Nyc County Public Works), one (1) community representative Advisory Teammember (Albert Verri]Ii), and eight (8) community participants in attendance.

Nyc County Public Works’ existing waste oil collection program was highlighted by Fanning.and residents were advised they could bring their used motor oil to the Public Worksmaintenance yard between 9:00 an’ and 3:00 pm. Monday through Thursday.

A participant suggested there could be a [ink to the County’s recycling website from the Town ofBeattv’s website. Verrilli requested information specific to Beatty be included on the websile.with the example he had lived in Beatty for several years before becoming aware of NycCountvs waste oil recyc[ing program. Fanning noted Nyc County Public Works had beenseeking funding to improve the caste oil recycling proant but it was essential for communities10 participate in the programs already in place, as the ability to measure the success of the Planwould be vital to obtaining future ftmding for additional implementation.

In addition to the educationa] materials identified, Fanning stated the Advisory Team hadidentified Beatty Days as a potential venue for public outreach and education regarding the Planin Beatty. A workshop participant suggested the Fourth of July celebration as an additionaloutreach opportunity. During the subsequent discussion, it was stated both Beatty Days and theFourth of July festival attract numerous people who do not live in Beatty, may not be the mosttargeted venues for residents of Beatty, and may turn out to be an inefficient use of resources foroutreach and education. The Town’s Turkey Bingo event or little league games were suggestedas potentially more effective venues, as they attract many residents of Beatty, but not others fromout of town.

Fanning, Genge, and numerous other workshop participants agreed there was not a sufficientturnout at the workshop to adequately address the topics of discussion, but presented somepossible strategies for obtaining additional information. A participant suggested workshopparticipants could discuss the Plan with coworkers, friends, and neighbors to collect their ideasand concerns and report back. Fanning staled Public Works would like to have the informationgathered by the end of February 201 L. Verrilli suggested questionnaires could be sent to all ofthe post office boxes in Beatty, hut a participant advised the Town had tried the same approachfor another program and only received about ten responses. The participant suggested thepossibility of holding a special Beatty Town Advisory Board meeting to address the issue priorto the end of February to collect feedback. The Board could then provide the informationcollected to Public Works.

Workshop participants agreed public education and outreach would be key to the Plan’s success,and proposed ideas regarding outreach opportunities, including presenting materials at theschools and presenting materials in conjunction with Earth Day.

The following topics were also discussed by workshop presenters and participants during thecourse of the workshop:

A one-day household hazardous waste collection events would be very costly; $30,000 to$50,000 per event, regardless of the quantity of material collected. There currently wasno available budget for these events, and they would be difficult to justi’ in the currenteconomic climate, especially for small communities.

• The schools used Styrofoam trays and plastic utensils to serve both lunch and breakfast,which creates a huge volume of waste. Perhaps the Styrofoam could be recycled, oranother alternative could be explored.

• Some communities may need more than the one recycling drop-off location targeted.• Beatty’s existing recycling bin at the Rebel station seemed to be consistently hill, so the

community may need an additional drop-off location.• Nye County was not planning to step in and take over providing recycling drop off

locations for communities already served, but would try to address the individual needsof each community.

• In the past, when the transfer station was manned by County staff, it seemed there werefewer problems with people dropping off materials they were not supposed to drop off.

• Due to the limited hours for the waste oil drop off program, perhaps a partnership couldbe formed with a gas station (or other related business) that could participate as a sub-collector, and then transport the waste oil to the Public Works yard once per week. Thiswould make the program more accessib]e for residents.

• The post office may be able to have a paper recycling bin, but has found in the pastpeople still throw a small amount of trash in the recycling bin. Perhaps a better markedbin would be more effective.

• There was finding through this grant to complete the Plan, but no funding forimplementation. Nye County would need to reapply for funding from the USDA after thePlan has been completed.

• A copy of the presentation would be sent to the Beatty Town office for distribution toworkshop participants and any other interested parties.

• Nye County Public Works also collected car batteries in Beatty.• Schools provide a great venue for outreach at all grade levels, as were other groups such

as Boy Scouts, Girl Scouts, 4-H, etc.• Initial efforts could be focused on obvious and basic community needs.• Outreach and education may be the best way to get the Plan started, making residents

aware of the existing opportunities for recycling and waste oil collection in Beatty.

Eight (8) packets of educational materials were given out at the workshop and one completedquestionnaire was received.

The Gabbs workshop was held on February 9, 2011, with four (4) presenters (David Fanning,Michael Genge, Don Skalicky, and Douglas Baker, Nye County Public Works), two (2)community representative Advisory Team members (Ray Dummar and Jeff Donahue), andtwelve (12) community participants in attendance.

A participant asked if the County was considering a drop-off location in Gabbs for recyclables,and Fanning stated the County was trying to get feedback from the community to assess thecommunity’s needs in regard to a drop-off Another participant stated the school alreadycollected plastic bottles and aluminum cans for recycling. A participant suggested individualbins for recyclables be provided, and was advised by Genge Public Works did not want to createa program that would compete with any programs already in place. The resident clarified theycould just expand on what the school was already doing by putting bins at the school.

Fanning advised no events had been identified as potential public outreach venues for the Townof Gabbs, and participants did not provide any suggestions of events to be added. Fanningstressed participation from existing community groups such as schools, boy scouts, and girlscouts could be very effective for education and outreach. Baker advised people need to beaware of hazardous waste which could be very old and may contain compounds no longer in useor legal, such as DDT.

A participant asked what individuals should do about outdated or unused prescriptionmedication. Fanning stated medications were already covered under County programs. Bakerstated there was a representative who picked up pesticides, herbicides, and medicationsthroughout the state and advised he would find out how residents could take part in the program.There was discussion about disposing of unwanted medications by flushing them down the toilet,and the medication would eventually make its way to (he lined sewage ponds, where evaporationwould occur. Genge stated the medications would eventually just become part of the sewagesludge at the bottom of the ponds. Skalicky stated even if medications dissolve, their chemicalconstituents remain, and Donahue clarified, for three to four months out of the year, somesewage was discharged from the lined sewage ponds to rapid infiltration basins. Fanning statedPublic Works will coordinate getting the state representative to collect the unused medications.Skalicky stated Public Works would have to check with the Nyc County Sheriffs Office forcoordination, since medications collected could include narcotics.

Fanning asked participants to complete the questionnaire at the workshop, as communityfeedback was very important to the Plan. Genge added if any of the participants think ofadditional feedback at a later time, they could contact Public Works or Ray Dummar, who willthen communicate with Public Works.

Gabbs

• One participant asked where implementation finding would come from, and Fanninganswered the Comty must estabLish priorities and identify community needs first, thenthe County will try to obtain the necessary funding for implementation.

• Fanning stressed the outcome of this planning effort will have implications for theCounty’s application for the next round of USDA ant flinding.

• A participant asked ;vhat wastes the Counn’ currently collects, and Baker advised theCounty disposes of waste oil and collects batteries, but those things must be transportedto Tonopali. Baker also suggested collection and transport of those materials in ruralcommunities like Gahbs could be one of the identified community need&

• Baker stated there was some collection of medications at the Nyc Regional MedicalCenter in Tonopab, and Public Works would find out how the Medical Center might beable to expand the program.

• A participant asked where to take old paint, and another participant offered to take oldpaint and used batteries.

• One participant asked where w take empty butane cigarette li2hters, and she was told as iong asthey are empty. they could be included in household trash.

Fifteen (15) packets of educational materials were given out at the workshop and eleven (11) completedquestionnaires were received.

Fish rump

The Pahrump workshop was held on January 25, 2011, with two (2) presenters (David Fanning andMichael Genge, Nyc County Public Works), two (2) Advisory Team members (Amy Fanning and RogerMcRae, Nyc County), and fourteen (14) community participants in attendance.A participant identified himself as being on the Environmental Board and suggested adding thePahrump Town Cleanup Days to the event days.David Fanning stressed the importance of helping ourselves within our communities andteaching our children as well.

David Fanning mentioned www. Freecvcle.com as a potential tool and emphasized the importanceof knowing what hazards are, how to properly dispose of them, and re-use through donation toneighbors and family to keep uiulecessary items out of landfills. Participants in attendance statedthe hazards of freecyle.com or giving items to a neighbor. A participant noted such a practicecould be dangerous due to the recipient not realizing the dangers of the product they areaccepting, for instance not [ea[izing certain items cannot be combined because a chemicalreaction could occur, or how to properly transport the donated item.A participant suggested getting infomiation into the K-12 cuniculum, stating kids wouLd beenthusiastic and guilt parents into recycling. He suggested creating a fin cartoon character to beseen around town to encourage children to tell their parents about recycling. Another participantstated it might be possible to present an overview of the County’s PLan on one of the locaLtelevision station’s (Channel 41) community programs. The Nevada Cooperative ExtensionService, the 4Ff and the Scouts were also suggested as potentially beneficial avenues for helpingwith community education efforts.

David Fanning advised participants of the cost of event collections, Participants asked whycollection events were so expensive and David Fanning explained the hazardous materials mustbe collected by experts who must suit up acid properly sort out the hazardous into containers toensure there is no mixing of chemicals thai could cause reaction. David Fanning staled no actualcollections were in place, as the County was focusing on education, awareness and diversionfirst.A participant stated the Plan needs to make ii convenient for communilies. Public Works musthave a Plan ready, as once people realize they have hazardous waste in their household, they willimmediately want to know where to take it.A participant suggested looking up the www.lCLEl.org website, which helps counties and citiesto develop programs.Another participant expressed concerned about junk yards where cans of oil are leaking onto theground and batteries are corroding with the potential for hazards to be washed off and into theground by rain.

Seven (7) packets of educational materials were given out at the workshop, three (3) participantsrequested the materials via email and one (I) completed questionnaire was received. Commentswere either overheard or directly- made to staff after the workshop were that the questionnairewas too conffising for the average person and 100 long.

Round Mountain

There were no participants at the February 8. 2011, Round Mountain workshop, other than thefour (4) presenters (David Fanning. Michael Genge. Don Skalicky. and Douglas Baker. NycCounty Public Works). Therefore, no presentalion was given, no educational packets weredistributed, and no questionnaires were received at the meeting.

Ton opahThe Tonopah workshop was held on February 23, 2011, with two (2) presenters (Michael Gengeand Don Skalicky, Nye County Public Works), and two (2) community participants inattendance.

A participant stated there would have to be different programs in different parts of the County,and Genge advised the state statute calls for a County-wide program. but the County may try toimplement it differently in each community.

A participant asked who the Advisory Tein members were, and Genge answered the membersincluded: himself, Dave Fanning. Amy Fanning (Public Works). John Shea (Pahrump ValleyDisposal). Stretch Baker (Nyc County), a representative from Hoss Disposal, Jan and RobertCameron (residents. Amargosa Valley), and Ray Dummar resident, Gabbs).

A participant suggested Stretch Baker (Public Works) be the point of contact for Tonopah. sincehe was well known in the community and worked with Public Works and at the Tonopahlandfill. A participant also added the Plan in Tonopah would be much different than the Nan inPalirump, and Tonopab’s remoteness imposes unique challenges to recycling, which would havea high cost. A participant added the approach must be pragmatic, and stated there is a gray areawhich exists where residents are not sure what materials constiflite household hazardous wasteversus what is acceptable to take to the landfill. The participant highlighted used paint,questioning when it is considered a household hazardous waste and when it is not.

Genge suggested one option maybe a one-day collection event for household hazardous wasle,but the estimate for the cost is very high. Skalicky stated the Plan can start with individualcomponents, such as being able to drop off aluminum cans at the schools. A participant asked ifHoss Disposal is doing any recycling and Genge stated Hoss was not doing any recycling to hisknowledge. Genge added unofficial scrap metal recycling is done at the Tonopah landfill bypulling the materials out as operators see them and stockpiling the material. A participant statedany recycling program should start at the landfill. Genge stated the issue is complex when itcomes to household hazardous waste, because materials can’t be stockpiled and must becontrolled by properly trained staff.

Genge and Skalicky stressed the need for community input, as the needs of each community inthe County were different. One participant stated there was already some recycling at thelandfill, such as automotive batieries.

Genge asked participants to complete the questionnaire at the workshop, as community feedbackwas very important to the Plan, and stressed community parlicipalion was vital to applying foradditional grant funding.

The following topics were also discussed by workshop presenters and participants during thecourse of the workshop:

A participant asked about how to dispose of pesticides, and Genge stated the USDA has afree program to collect ii, The participant asked how ii would apply to Tonopab, such aswhether an intemediate collection would be necessary prior to the USDA picking it up.

• Genge slated it had been difficult to obtain quotes from hazardous waste collectors forNyc County, and it took several months and numerous requests to get a price quole.

• A participant suggested a household hazardous waste collection could be done inconjunction with the annual clean up in Tonopah.

A participant identified desert dumping as a problem around Tonopah.

Two (2) packets of educational materials were given out at the workshop and two (2) completedquestionnaires were received.

Solid Waste Minimization:

Reduce• Avoid disposable items and buy refillable items (e.g. razors, cigarette lighters, pens,

pencils)• Avoid packaging made with two or more materials since they are not recyclable• Buy fresh food instead of processed foods, which are more packaged• Buy in bulk, which uses less wasteflil packaging than smaller packages• Buy locally rown produce• Buy vegetables loose rather than those packaged in plastic bags• Borrow, rent, or share things you don’t often use (e.g. tools)• Choose products that use the [east amount of packaging• Choose products with a [ong life span (e.g. sponges, rechargeable batteries, thermos

bott]es)• Donate extra canned goods• Use concentrated products which need less packaging• Don’t take more than you need to use (e.g. napkins, plastic utensils)• Don’t waste food-store ]eftovers in reusable containers• Place an order through the mail with a group of people in order to save on packaging• Remove your name from junk mailing lists• Reduce waste during the holiday season by giving experience-related gifts (e.g. movies,

Reuse• Maintain and repair items rather than replacing them• Use your own bag or basket when shopping and don’t accept plastic bags unless you need

Recycle• Buy items in containers that can be reused or recycled• Composi vegeiable scraps and garden wasle• Let lawn trimmings remain on the soil to decompose and fertilize• Select producis made from recycled materials• Sell or donate things instead of throwing them away (e.g. clothes, books)• Turn used tires into swings or other playground equipment

Household Hazardous Waste (HHW) Management:

• Ask for re-refined motor oil which has been recycled and reprocessed• Avoid aerosol sprays and use pump sprays or other aLternatives• Before you begin a painting project, measure how much paint you need so you don’t have

excess• Buy containers that are wider than tall, which results in less container residue• Buy containers that minimize disposal problems (filtable pressurized spray cans instead

of single use aerosol spray cans)• Buy only as much as you need of hazardous materials• Buy products that are the less toxic and less cosily-to-handle• Contact local government offices and sanitation services to find out where to take l-IHW• Dispose of medications as hazardous waste (don’t throw away in toilet, trash. etc)• Do not mix hazardous products together• Do not smoke. drink, or eat around household hazardous waste• Don’t apply pesticide before a rain or water the area immediately afterwards• Don’t burn or bury leftover products or containers• Don’t pour household hazardous ‘caste on the ground• Don’t reuse hazardous chemical containers for other purposes• Don’t store corrosives, flammables, and poisons together• Excess pesticide could be offered to garden centers• Hand pull weeds instead of using weed killers• Instead of using many different types of cleaners, use one general purpose cleaner• Latex paints musi be hardened before landfills can accept it• Liquid oil based paints must be disposed of at hazardous waste facility• Look for non-mercury alternatives to thennometers, etc• Read labels of hazardous products
