I: BACKGROUND
The Agriculture and Food Authority - Sugar Directorate produces a monthly newsletter that gives
insights into how the sugar industry performed in a given period focusing on the local sugar
market prices, production, imports, exports, sugar by-products and the world sugar market. This is
the June 2018 newsletter that covers the period January – June 2018 vis-à-vis January - June 2017.
II: INTRODUCTION
In the period January - June 2018, the Sugar Industry reported a sugar production of 259,826
tonnes compared to 201,992 tonnes achieved in the same period last year, an increase of 29%.
The increase in production is attributed to improved performance in Nzoia, West Kenya, Mumias,
Kibos, Butali, Sukari, Transmara and Kwale sugar factories in the period under review. The
production was further boosted by operationalization of Olepito Sugar Company and inclusion of
processed bulk sugar imports at West Kenya and Sukari mills.
From January 2018, sugar production has been on the declining side; the decrease in production
was brought about by a number of factors cutting across the entire sugar factories. Consistently,
during the review period, there has been a notable steady reduction in the sugar production,
from a high of 62,819 MT recorded in January 2018 to close the period in June with a low of
28,411MT, a huge drop of 55%; attributed to most sugar factories operating below 50% of their
installed crushing capacity. On the other hand, Kwale Internatonal and Chemelil Sugar
Companies remained closed during the month for a scheduled factory annual maintenance.
Meanwhile, Mumias Sugar Company stopped milling operations in March 2018 due to farmers
declining to deliver cane to the miller as a result of huge unsettled cane payment arrears.
Similarly, Muhoroni Sugar Company closed in late May for lack of cane blamed on farmers’
withdrawal due to delayed cane payments. The rest of the sugar factories are grappling with
limited supply of sugar cane due to cane shortage and wet weather conditions complicating its
lifting from the fields.
Total sugar sales in January – June 2018 is in tandem with the sugar production. A total of 247,199
tonnes of sugar was sold in the period under review as compared to 201,414 tonnes sold in the
same period last year, an increase of 23%, attributed to improved production and rising local
sugar demand.
Total sugar closing stock held by all the sugar factories at the end of June 2018 was 19,744 tonnes
against 3,520 tonnes observed in June 2017. During the period under review, Kwale International
Sugar Company accounted for the highest proportion of stocks, representing 66% of the industry’s
total. More details on sugar production, sales and closing stocks are given on Figure I & Table 1

III: LOCAL SUGAR MARKET
a) Ex-Factory Sugar Prices
The ex-factory sugar prices started the year 2018 at a monthly average of Kshs 3,626 and increased
to Kshs 3,745 per 50kg bag in February. However, due to pressure from low priced sugar imports,
the price dwindled to a monthly average of Kshs 3,671 per 50kg bag in March 2018. Some price re-
correction was observed in the subsequent months to end June at a monthly average of Kshs 4,349
and a range of Kshs 3,700 - 5,500 per 50kg bag. The great increase in ex-factory prices in June
2018 was due to high demand of local sugar from consumers arising from scarcity of imported
sugar in the market. Most traders with imported sugar withheld it from the shop for fear of its
confiscation following Government’s intensive crackdown on contaminated sugar in the local
market.
Overall, in the period January - June 2018, ex-factory sugar prices ranged between Kshs 3,400 and
Kshs 5,500 with a mean price of Kshs 3,820 per 50kg bag compared to an average price of Kshs
5,885 per 50kg bag recorded in the same period last year, a decrease of 35%. The price decrease
is attributed to stiff competition from cheap imports. For more details, refer to Tables II.
b) b) Wholesale Sugar Prices
Wholesale sugar prices opened the year 2018 at a monthly average of Kshs. 3,877 per 50kg bag
and picked an upward trend in the succeeding months, though with some hesitations in April, to
end June 2018 at an average Kshs. 5,138 per 50kg bag. The sharp price increase in June 2018 was
due to Government crackdown on non-compliant sugar in the market, causing the commodity to
be scarce as discussed above. Most traded sugar type was local and COMESA which was in
limited supplies.
In the month of June 2018, local sugar price was ranging from Kshs. 4,200 to Kshs. 6,150 per bag
giving a mean of Kshs. 5,351 per 50kg bag, whereas imported sugar ranged Kshs. 3,800 - 6,500
yielding a monthly average of Kshs 4,809 per 50 kg bag. Thus, imported sugar was cheaper than
local sugar by Kshs 542 per 50kg bag. Wholesale prices for both local and imported sugar
averaged Kshs 5,138 compared to Kshs 5,870 per 50kg bag in June 2017, a decrease of 12%,
attributed to lower stocking prices this year.
Overall, in January – June 2018, the wholesale sugar prices traded in the range of Kshs 3,600 to
6,500, resulting to a mean price of Kshs 4,123 per 50kg bag compared to an average price of Kshs
6,313 per 50kg bag witnessed in the same period last year, a 35% decrease.

Wholesale stocking prices for local sugar in June 2018 ranged between Kshs. 3,900 and Kshs. 5,900
with a mean price of Kshs. 5,024 per 50-kg bag. Imported sugar was stocked at a price range of
Kshs. 3,700 to Kshs. 6,250 per 50-kg bag, giving an average of Ksh. 4,671 per 50-kg bag.
Overall, wholesale sugar stocking price in June 2018 averaged at Kshs. 4,904. It is therefore
observed that a trader was making a gross profit of Kshs. 234 per 50kg bag. For more details, refer
to Tables I, II, III and Figures III & IV.

c). Retail Sugar Prices
The retail sugar prices started the year 2018 at a monthly average of Kshs 107 and dealt on a
decreasing trend to finish May 2018 at the lowest level of Kshs 101 per kilogram. However, due to
increased scarcity of sugar in the market (as discussed above), the price shot to Kshs. 115 per kg in
June 2018.
In June 2018, the loose sugar traded at a price range of Kshs 85 to Kshs 200 per kilogram, resulting
to an average price of Kshs 112/kg, while branded sugar prices ranged between Kshs 98 and Kshs
150 per kilogram, yielding a mean of Kshs 122/kg. It is noted that branded sugar was more
expensive than loose sugar by Kshs 10 per kg, attributed to the packaging costs.
Overall, January – June 2018, retail sugar prices ranged between Kshs 75 and Kshs 200, yielding an
average price of Kshs 106 per kilogram, compared to average price of Kshs 146/kg witnessed in
the same period last year, a 28% decrease.
In June 2018, retail stocking prices for local sugar was ranging from Kshs. 3,900 to kshs. 6,100 with a
mean price of Kshs. 5,154 per 50kg bag, while imported sugar was supplied at an average of Kshs.
4,421 per 50kg bag. Overall, retail stocking price for the month averaged Kshs. 4,865; thus a trader
was making a gross profit of Kshs. 885 per 50kg bag. For more details, refer to Tables I, IV, V, VI and

IV: FOREIGN TRADE
a). Sugar Imports
Total sugar imports in June 2018 were 18,548 tonnes compared to 74,431 tonnes imported in the
same period last year, a decrease of 75%. During the month, table sugar imports totaled 7,229
tonnes while refined white sugar was 11,319 tonnes. COMESA FTA countries supplied Kenya with
3,550 tonnes, while none came from COMESA NON FTA. EAC provided 6,479 tonnes all being
from Uganda whereas NON - COMESA countries’ imports were 8,519 tonnes.

b) Sugar Exports
Total sugar exports in June 2018 were 13 tonnes against 131 tonnes in the same period last
year. Overall sugar exported in January – June 2018 were 1,034 tonnes against 277 tonnes in
the same period last year. South Sudan received the high exports (13MT), all being brown/mill
white sugar. Kenya is a deficit producer and thus most of her production is targeted to local
consumers. Moreover, Kenyan sugar is expensive and therefore not attractive for exports. For
more details, refer to Table VIII.
V: WORLD SUGAR MARKET
a) Market in June 2018
After several months of relentless price decreases, the bearish trend in world sugar market
values came to a halt in May and further price consolidation followed in June. Raw sugar spot
prices (the ISA daily price) started the month at 12.97 cents/lb, following a sharp rise at the end
of May. Prices fell to 12.18 cents/lb on July 7th but consolidated in a range between 12.16
cents/lb and 12.46 cents/lb in the second half of the month. As a result, the monthly average
improved to 12.50 cents/lb from 12.35 cents/lb in May. The price consolidation was also
witnessed by the market in the white sugar segment. Spot prices (the ISO White Sugar Price
Index) started June at USD 350.75/tonne and remained close to the level of USD 340.00/tonne
throughout the month, resulting in a monthly average of USD 343.84/tonne as against USD
331.65/tonne in May 2018.
As a result of a stronger price recovery in the white sugar segment, the Nominal White Sugar
Premium (the differential between the ISO White Sugar Price Index and the ISA Daily Price)
improved to USD 68.23/tonnes as against USD 59.32/tonne only in May, but still remains lower
than the long-term (three-year) average of USD 84.23/tonne.
b) Conditions and Prospects
The Australian Bureau of Agricultural and Resource Economics and Sciences (ABARES) said in its
quarterly update in June that world closing stocks of sugar might rise by 5% to a record 87 mln
tonnes in 2018/19, due to world production exceeding consumption for the second year in a
row. World prices are projected to fall from US 13.0 cents/lb estimated for the current
October/September season to 11.0 cents/lb in 2018/19.
On June 29th, FO Licht released its first quarterly update of the fully detailed world sugar
balance for 2018/19 (October/September). The world surplus has been upgraded to 7.225 mln
tonnes, raw value, from 5.038 mln tonnes projected in April.
As projected by Rabobank, the world sugar market is poised for two consecutive years of

surplus production. The global market is likely to see a sugar surplus of 10.5 mln tonnes, raw
value, in the 2017/18 season. This is up 3 mln tonnes from its previous quarterly forecast, with
Rabobank signalling it is almost entirely due to revisions to its Indian and Thai production
expectations.
In June, Datagro, a leading Brazilian sugar and ethanol consultancy, released its new forecast
for 2017/18 and 2018/19. The current season’s global surplus is put at 9.89 mln tonnes, raw value,
a minor adjustment from the previously projected surplus of 10.36 mln tonnes. For 2018/19
(October/September), the expected surplus was revised upwards from 4.78 mln tonnes to 5.22
mln tonnes.

VI: WORLD MOLLASES MARKET
Analysts at FO Licht have begun to point to an interesting dynamic in the global molasses
market – the increased use for ethanol production is beginning to eliminate the surplus in the
molasses market. While supply remains plentiful within the EU, through a combination of stocks,
imports from the East and advance sales for next season, higher fuel prices are drawing more
molasses feedstock into the fuel ethanol chain. The use of sugarbeet as an ethanol feedstock in
France would easily lend itself to molasses inclusion given sufficient price incentives. Cane
molasses prices quoted in Europe are less attractive at around USD120/tonne, leaving this
feedstock for inclusion in animal feed and other products. Latest EU import data for the first
quarter of 2018 shows a rise in the volume from Russia, Belarus and Ukraine to total 101,218
tonnes, compared with 74,241 tonnes in Q1 2017. Cane molasses imports have also increased to
361,205 tonnes in Q1 2018, from 295,128 tonnes in the same period last year. The largest volume
of all came from the USA, while three Central American countries supplied a combined total of

116,362 tonnes. Mexican molasses production has reached 1.84 mln tonnes so far this season,
compared with 2.02 mln tonnes last year. A slightly higher sugar extraction rate has resulted in
this marginal decline in molasses output. Molasses production in the Philippines declined by 10%
this year to 1.1 mln tonnes. However, this production shortfall is offset by higher opening stocks,
to give increased availability of 1.47 mln tonnes this year, compared with 1.39 mln tonnes last
year. Interestingly, demand for molasses is up by more than 25% this year, since September 1st ,
resulting in lower carry-out and some potential tightness in supply during the forthcoming off-
season period.
