FLOOD RESPONSE - HUMANITARIAN PARTNERS UPDATE #3 (as of 19 October 2020)

Blue Nile

Situation OverviewAccording to state HAC,17,624 households have been affected with 6,816 homes destroyed, 10,808 homes damaged, and 3,002 pit latrines affected. HAC report that 20 per cent of needs have been covered although humanitarian needs remain high.

Response• Health sector partners trained 30 healthcare providers on cholera

case management and preventive measures against polio cVPDV22.

• In Al Tadamon and Bau localities, SMoH, health and WASH sector partners are rolling out disinfection and dislodging activities in all affected areas and raising awareness through dissemination of health and education messages. Partners distributed WASH and NFI supplies including soap and water treatment chemicals.

• Health sector partners will continue to strengthen coordination mechanisms, disease surveillance and response system and case management of communicable diseases and non-communicable diseases, water quality monitoring and integrated vector control activities.

Gaps and ChallengesWith pools of stagnant water present in some localities, there is a high risk of waterborne disease and a need for WASH support. Vector control support is needed in all flood-affected localities in Blue Nile. NFI supplies are needed for those whose houses have been damaged or destroyed. Around 80 per cent of flood affected people needs additional humanitarian assistance.

FLOOD RESPONSE - HUMANITARIAN PARTNERS UPDATE #3 (as of 19 October 2020)

South Darfur

Situation OverviewTorrential rainfall and flooding in South Darfur affected over 17,435 people in four localities according to state HAC and humanitarian partners. Over 481 houses have been destroyed, and over 3,000 houses and over 400 latrines have been affected by flooding since mid-August 2020. Otash locality is one of the most affected localities with over 3,000 houses affected by flooding. In the past few weeks, partners observed an increase in open defecation practices increasing the risk of waterborne diseases. Floods have also damaged water sources, limiting affected people’s access to safe water. Humanitarian needs are high in the state due to the pre-existing situation such as food insecurity, conflict, lack of access to basic services and protection concerns. Children, elderly and other vulnerable groups need urgent humanitarian support according to humanitarians in the field.

Response• Over 200 households received shelter NFIs in Otash locality.

The assistance was provided by ES/NFI sector and distribution of NFIs will continue in the coming days targeting all people affected by floods in the state.

Gaps and ChallengesWith Less than 10 per cent of affected people having been reached with ES/NFI and water, sanitation and hygiene (WASH) assistance, urgent WASH support is needed to reduce the risk of waterborne disease.

Situation OverviewHumanitarian partners in West Kordofan State report that 14,207 families have been affected by the flood in seven localities. According to an assessment carried out by HAC and SRCS, over 700 families have affected by floods in four locations in El Debab, 593 houses were damaged, and 45 houses were destroyed.

In the state, over 1,100 latrines were damaged and 138 classrooms (43 destroyed and 95 damaged) in 22 schools have been affected.

Over 75,200 feddans have been affected by the floods, an estimated 5,300 tonnes of crops were lost, and 1,082 livestock have been killed.

Most of the affected people are currently living in public facilities including mosques, while few are accommodated by relatives. Most of the affected depend on assistance provided by Zakat fund and have limited support from host communities.

ResponseAccording to HAC, at least 55 per cent of the needs have been met, with support from sector partners including NGOs, SRCS, and UN agencies.• ES/NFI sector partners provided 14,700 bars of soaps for 5,967

households and prepositioned additional supplies in the SMoH Department of Water, Environment and Sanitation (WES). An additional 300 families received NFI support in El Fula locality.

• Humanitarian partners provided NFIs packages and food assistance to 1,287 affected households in Ghabaish, Babanosa, Siteeb and Mujlad localities and an additional 163 families in these localities will receive NFI assistance once the verification process is complete.

• Food Security partners assisted over 4,500 families in En Nuhud (2,134 families), Wad Banda (654 families), Al Udayia (589 families), Gabaish (752), and Al Sunut (388 families) localities.

• Health sector partners have provided water quality surveillance and vector control since the start of the floods.

• Mobile clinics have been set up in areas affected by floods to provide emergency health and nutrition care. These mobile clinics will be operational for two weeks.

• Food security partners finalized preparatory activities to distribute food to all affected families to cover two weeks of food needs.

Gaps and Challenges

The SMoH urgently needs additional mobile clinics with rapid response kits, WASH supplies and cholera kits to provide health services in four localities. WASH services that have been affected by the floods need to be maintained and there is an urgent need to repair two water yards in Wad Banda and the water reservoir at Huffier. Water sources in Kabra Village in El Nuhud locality, need to be rehabilitated along with two hand pumps and a mini water yard in Kadamat Village in Sunut locality. A water yard in Settaib needs rehabilitation. Additional WASH and NFI materials are needed to cover WASH services for affected families, this includes 80-litre water containers (2,000), 20-litre jerrycans (6,000) and 25 water bladders.Organizations responding

FLOOD RESPONSE - HUMANITARIAN PARTNERS UPDATE #3 (as of 19 October 2020)

Red Sea

Situation OverviewTokar and Haya localities in Red Sea State are the most affected localities with over 10,000 houses affected by floods according to an inter-agency assessment report. Over 120 boreholes are damaged including the main water station in Red Sea State which is limiting the access to safe water by those affected by floods. Some people are forced to use unsafe and unprotected water sources, including swamps, for household and personal hygiene increasing the risk of disease outbreak. Over 3,500 latrines have been affected, and assessment teams observed an increase in open defecation. In Tukar locality, over 19,000 feddans about 4.2 per cent of cropland that had been cultivated in the current agricultural season have been affected by the floods. This increases the risk of food insecurity in the coming months.Road access remains challenging and over 3,000 flood-affected families outside of Tukar Town who have not received humanitarian assistance are in urgent need of support.Nine schools have been affected by the floods. An estimated 40 families are sheltering in five schools in Port Sudan are in need of ES/NFI support.

Response• 700 households were provided with food and NFIs support by

Ishraat for Development and Rehabilitation. • WASH sector partners distributed 400 mosquito nets to children

under five years and pregnant and lactating women.• Food security sector partners are finalizing the distribution of a

one-month food assistance package for 6,000 people in Tukar Town

Gaps and ChallengeOver 10,785 mosquito nets, 1,800 kitchen sets, 2,200 blankets, 11,500 sleeping mats, and 12,000 jerrycans are needed for flood-affected people in Tukar and Haya localities. There is a lack of medicines and the state urgently needs malaria test kits and drug supplies. SMoH also indicated a need for refresher training on the surveillance and disease outbreaks case management.

FLOOD RESPONSE - HUMANITARIAN PARTNERS UPDATE #3 (as of 19 October 2020)

River Nile

Situation OverviewOver 6,645 households have been affected by the flooding in the state. Berber and Shendi localities are the worst affected with 1,409 and 2,288 households respectively affected. In Karni and Shagalwa villages in Barber locality, over 3,500 people (about 2,000 women and 500 children) have been displaced, 2 people have been killed and 22 others injured.

In Kerin Village in Barbara locality, 600 households have been affected by floods. Some 600 latrines, three water sources, one health facility and one education facility have also been affected. The health clinic is destroyed along with medical equipment, furniture and the staff guest house. Open defecation coupled with poor personal hygiene is increasing the risk of disease outbreaks.

Across the state, over 130 livestock have been lost and over 55,000 feddans (57,000 acres) have been destroyed. The floods have substantially affected farms and the harvest will significantly decrease affecting food security.

The school in Barber Town has been damaged and will not be ready to receive the 350 children once schools open in November.

Response• Over 3,000 flood-affected households received two-week food

rations and NFI assistance distributed by the Sudanese Red Crescent Society (SRCS).

Gaps and ChallengesSome 320 households need ES/NFI support including 70 internally displaced persons (IDP) families who lost tents due to strong winds in the first week of October 2020. These people are now living in the open without shelter and need replacement tents. In Berber locality, 20 pit latrines have been constructed by the community, however, due to lack of slabs, the latrines are not functional There is urgent need for mobile clinic services in flood-affected areas. Women indicated their concerns over lack of access to assistance and marginalized from humanitarian assistance due to cultural barriersy. The women indicated that they preferred direct distribution of relief items rather than the distribution of items through community leaders.
