SACSCOC PROSPECTUS – LAURENS SITE/USC UNION Abstract The primary mission of the University of South Carolina is the education of the state's diverse citizens through teaching, research, creative activity, and service. Founded in 1801, the University of South Carolina system is the largest university in the state, serving more than 46,000 students from its flagship Columbia campus, three comprehensive campuses (Aiken, Beaufort, and Upstate), and four regional campuses (Lancaster, Salkehatchie, Sumter, and Union). The University of South Carolina Union, a regional campus of the University of South Carolina, has as its mission to provide higher education and intellectual leadership for its service area, which includes the counties of Chester, Cherokee, Fairfield, Laurens, Union, and York. To better serve the non-traditional student constituents of Laurens County, an educational site was established in Clinton, South Carolina 1988. The site has since moved to a new location, and the course offerings have increased. Through this prospectus, USC is formally notifying SACSCOC of the new Laurens site for USC Union. Many of the students at the Laurens site take courses to enrich their lives. Course offerings at the Laurens site are determined by student demand and by the availability of qualified faculty. Courses are intended to be completed primarily by non-traditional students. However, in a recent audit of the site, it was determined that three students in the last three years did complete a majority of their Associates Degree at the Laurens site. Therefore, rather than limit the course offerings, which would keep USC Union from serving the growing non-traditional student base, USC is seeking approval from the Southern Association of Colleges and Schools Commission on Colleges to offer more than 50% of the Associates degree at the new Laurens site 507 North Harper Street, Suite L, Laurens, South Carolina, 29360. (See Appendix A; SC Commission on Higher Education Program Modification Proposal, Section 4. Purpose) Background Information USC Union was established by an act of the SC state legislature in 1965, which established a local Commission on Higher Education for Union County. The Commission then signed an agreement with the University of South Carolina to offer classes in Union County. The Union campus, which started with one building on Main Street and a class of 51, grew to include a second academic building, a gymnasium, and a small house that originally was used as a Child Development Center and now, after years of being

vacant, houses Continuing Education and other academic support operations. The student body now hovers around 500. Fall 2013 enrollment was 484 students. In 1983, USC Union began offering classes in Laurens, SC. In 1988, the USC Union Laurens site operations moved to 102 Spring Street in Laurens, SC. 29360. In 2002, following years of planning based on the county’s master plan, a cooperative site, the Laurens County Higher Education Center, opened at 663 Medical Ridge Road, Clinton, SC 29325 and USC Union moved in as a partner with Piedmont Technical College and Laurens County Adult Education. In May of 2013, USC Union received notification that the lease agreement with Piedmont Technical College for the space at the Laurens County Higher Education Center was not going to be renewed (Appendix B). USC Union was allowed to stay at the Laurens County Higher Education Center through December 2013. In January of 2014, USC Union relocated its Laurens site from the Laurens County Higher Education Center (663 Medical Ridge Road, Clinton, SC 29325) to 507 North Harper Street, Suite L, Laurens, South Carolina, 29360 (Appendix C). After securing the new location for the Laurens site, the University submitted a program modification (Appendix A) to the South Carolina Commission on Higher Education (SC CHE). In March of 2014, the University received SC CHE approval for the new Laurens site (Appendix D). Administratively, USC Union is led by a Campus Dean and an Academic Dean. The Campus Dean is assisted by an Academic Coordinator (a member of the faculty) and a leadership team of unit directors (HR, IT, Business/Finance, Financial Aid, etc.). Assessment of Need and Program Planning/Approval South Carolina adults are undereducated, with only 24.1% earning a bachelors or graduate degree, and only 51.9% earning any college credits. Both of these numbers are approximately 5% below the national average. While the University of South Carolina’s multi-campus system addresses the needs of traditional college students, the Laurens site is geared toward non-traditional students, allowing working adults a chance to take courses in several disciplines at a convenient location and time. The Laurens site was proposed by the Laurens Chamber of Commerce, and was approved by the Dean of Union, the Vice Provost and Executive Dean for Extended University, the Provost, the President, the Board of Trustees in 1983, and the South Carolina Commission on Higher Education in 1983. The popularity of the new Laurens site, as indicated by the increase in credit hours taught at the site and the demand for more courses to be offered, underscores the need for the site and is the reason for the request to offer more than 50% of the courses required for an Associates Degree at the Union Campus. Description of Change Course offerings at the Laurens site are determined by student demand and by the availability of qualified faculty. These courses are intended to be attended primarily by non-traditional students. However, an audit performed in 2012 indicated that some Union students were completing more than 50% of their Associates Degree coursework at Laurens. Therefore, rather than limit the course offerings, we are asking for permission to offer more than 50% of the courses toward an Associates Degree at the Laurens site. Courses Course offerings vary based on demand. The intent is not to offer all courses required for an Associates Degree at the Laurens site in any systematic fashion. Rather, course offerings are meant to meet the needs of non-traditional students wishing to take college courses. Courses are offered in the fields of liberal arts, computer science, organizational leadership, and business, and can count toward many different degree programs. Appendix A, Section 4c contains the course descriptions for courses taught in the Fall of 2011, Spring 2012, and Fall 2012. (See Appendix A; SC Commission on Higher Education Program Modification Proposal, Section 4c. Discussion of the objective of the modified program) Admission The admissions policies and procedures are the same as at the Union Campus and are published in the Admissions section of the USC Union Bulletin: http://bulletin.uscunion.sc.edu/content.php?catoid=42&navoid=4342 These policies and procedures are presented in Appendix E. Curriculum There is no set curriculum at the Laurens site. A variety of courses are offered to predominantly non-traditional students. These courses can, however, count toward many different degree programs. 5. Faculty USC Union full-time and part-time faculty members teach all courses at the Laurens site. These faculty members are approved by the appropriate department at USC Columbia on a course-by-course level. The Faculty Roster for Fall 2011, Spring 2012, and Fall 2012 is included in Appendix F.

6. Library and Learning Resources USC Union Students at Laurens have access to approximately 1,000 volumes onsite, and also have access to all library resources at the Union campus, and to all collections throughout the USC System via Interlibrary Loan. A librarian at the Laurens Learning Resources Center assists students with accessing required library resources. The USC Union Library provides a collection consisting of 31,866 volumes both circulating and reference. This is supplemented by Electronic Books numbering 19,204 and Audio-Visual materials totaling 417. The library subscribes to 39 databases in addition to the 35 DISCUS databases, has subscriptions to 29 periodicals and standing orders, and provides full access to the resources on and off campus via the Library website. The USC Union library staff provides ongoing orientation programs at the Union and Laurens campuses. These programs include live lectures and demonstrations using the multimedia cart or the Smart Classroom, bibliographies, handouts, and library tours. Brief instructions on library use are included in the "Student Privileges at the University of South Carolina Union Library" brochure given to students during orientation. More complete library information pamphlets have been devised for Union and Laurens students, which include basic information about the types of materials available, how to access this information via Millennium in the library or from home, and how to obtain information via the Internet or interlibrary loan. Millennium guides and interlibrary loan forms and pamphlets are available at the Information Desk in the main aisle of the library. Introduction to subject-specific reference materials and advanced database searching is made available upon faculty request. 7. Student Support Services USC Union offers a variety of Student Support programs, services and activities detailed in the Student Life section of the USC Academic Bulletin. The primary divisions of student support programs are employment skills enhancement, academic and life skills enhancement and academic and social enrichment. These services include Career Start, Financial Aid Student Work-Study, Opportunity Scholars Program (OSP), Student Activities, and Student Disability Services. USC Union provides a number of programs that enhance employment skills. Career Start provides qualified students with pre-employments skills training, and work experience to enhance their marketability upon graduation. Work-study students gain work experience by working for a University or local governmental office. OSP provides frequent workshops on employment skills such as time-management, resume writing and career research.

The Student Government Association (SGA) and the organizations that it sponsors provide the bulk of academic and social enrichment activities at USC Union. Every student organization meets on a regular, usually weekly or bi-weekly, basis. The SGA directly sponsors day and evening socials and activities open to all students, faculty and staff. Other student organizations sponsor activities related to their mission. The SGA and the organizations often work together on fund-raising and other activities that positively impact the community, such as food drives and volunteer work. Academic support services are provided through a network of programs and services, including:

Opportunity Scholars Program. Students having difficulty in courses can make use of the comprehensive tutoring services provided by the federally-funded TRIO grant Opportunity Scholars Program (OSP). OSP employs Peer Mentor Tutors that provide one-to-one and group tutoring in all courses at USC Union daily at a wide range of times. Computerized tutoring in a variety of disciplines is also provided in the OSP Tutoring Lab. OSP also supports a Writing Satellite Center to aid students in the writing of essays and research papers. Usage statistics of tutors and computers as well as student feedback is used by the OSP Director and Administrative Assistant to make changes as needed. OSP also offers a plethora of counseling services for academic and career success. Program effectiveness is annually reported to the U.S. Department of Education (OSP). Information Technology Support. Students needing information technology have a wide variety of options. There are dedicated computer labs at the main campus and the Laurens site. The USC Union Library has computers for student use. The primary distance learning classroom has laptop computers for classroom use. OSP provides not only a computer lab but also allows students to check out laptop computers for home use. All computers on the USC Union campus are able to access the web. Faculty use of Blackboard course management software is also encouraged to enhance student learning. Office of Student Disability Services. Students with special learning needs are assisted by the Dean’s Office with the help of the USC Columbia Office of Student Disability Services. The professionally trained staff works toward accessibility for all University programs, services, and activities in compliance with Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act. Some of the services offered include orientation, priority registration, library access, test proctoring, classroom adaptations, and academic, personal, and vocational counseling. Counseling Services. Due to its size, it is not feasible for USC Union to have a wide variety of counseling services apart from those provided by OSP. USC

Union students do have access to the services of Career Center and Student Health Services/Counseling and Human Development Center on the Columbia campus. USC Union Library. Both students and faculty are supported by the services of the USC Union Library. The USC Union library provides access to collections (print and electronic) and databases, circulation of library materials, reference assistance, inter-library loan, consultation and library instruction. Students are given a library orientation in ENGL 101, UNIV 101 and ENCP 101 courses. The library also provides resources for aiding students in the documentation of research for papers. Library personnel are available in-person, by phone and by e-mail for consultation.

8. Physical Resources The new Laurens location occupies 3,000 square feet of space (Appendix G):

9. Financial Support Upfitting costs of the new Laurens location includes demolition of four interior walls, replacing pocket doors with handicap accessible one, and other finishing. New table and chairs for the three classrooms will be purchased. Smart room equipment for one classroom will be purchased. Library shelving and telephones will also be required. The amount of resources needed to support up fitting cost are identified in year one of the estimated costs (Appendix A; SC Commission on Higher Education Program Modification Proposal, Section 13. Estimated Costs and Sources of Financing). (Also see Appendix A; SC Commission on Higher Education Program Modification Proposal, Section 9. Physical Plant and Section 10. Equipment) Support services for the Laurens location are provided by the Union campus (admission, IT, financial aid, bookstore, HR, etc.). Approximately 90% of the financial support to offer courses at Laurens comes from tuition and fees, while 10% comes from Laurens County. The revenues exceed expenses. Appendix A; SC

Commission on Higher Education Program Modification Proposal, Section 13. Estimated Costs and Sources of Financing, contains the current estimates of costs and revenues based on current enrollments. 10. Evaluation and Assessment Assessment of courses is done through course evaluations, observations, and through the USC assessment procedure. The assessment report is prepared by the office of Palmetto College. Course evaluations address topics such as the quality of instruction, adequacy of facilities, adequacy of library resources, technology, and availability of faculty outside the classroom. While no programs are offered at Laurens, learning outcomes for students enrolled at Union who take classes at Laurens are included in the annual program assessment of the Associates Degree.

4. Purpose

a) Detailed descriDtion of the oroposed modification: The modification is being proposedfor two reasons: i) USC Union is relocating its Laurens offering site to a differentaddress; and 2) USC Union seeks CHE authorization to offer more than 50% of theAssociate’s Degree at the new Laurens location.

The primary mission of USC Union is to provide higher education and intellectualleadership for its service area, which includes the counties of Chester, Cherokee,Fairfield, Laurens, Union, and York. USC Union has offered Associate’s Degrees at theUnion campus since 1965 and has held classes in Laurens since 1983. Since 2002, USCUnion conducted its Laurens classes at the Laurens County Higher Education Center, acooperative site shared by Piedmont Technical College and Laurens County AdultEducation. In May 2013, USC Union learned that Piedmont Technical College requiredadditional space in the Laurens Center, and would not be renewing the USC Union lease.As a result, USC Union identified a new site at 507 North Harper Street, Suite L, inLaurens, where it intends to begin offering classes in Spring 2014.

b) Statement of the nurpose of the modified program: The purpose of the program modified toallow greater than 50% of the Associate’s Degree at the new Laurens site will be much the sameas the program’s purpose prior to the modification, namely to address the educational needs ofthe region’s citizens. Students at the Laurens site make up approximately 28.9% of total USCUnion enrollment, and about 8.~% of regular, non-dual credit enrollment students. Most USCUnion students at the Laurens site intend to seek Bachelor’s Degrees through USC Columbia’sPalmetto Programs, but lack the credit hours required for admission. The majority of these optfor earning the Associate’s Degree en route to the Bachelor’s.

c) Discussion of the objectives of the modified program: The shorter term objective of themodified program is to provide coursework that continues to correspond with the needs of theprofessionals and non-traditional students in the Laurens site service area. Course offerings atthe Laurens site vary based on demand; there is no set curriculum. The intent of courseofferings is to meet the needs of non-traditional students wishing to take college courses.Courses are offered in the fields of liberal arts, computer science, organizational leadership, andbusiness, and can count toward many different degree programs. A list of the coursedescriptions for courses taught at the Laurens site in Fall 2011, Spring 2012, and Fall 2012follows below:

5. Justification

a) Discussion of the need and rationale for the proposed modification: While the University ofSouth Carolina’s multi-campus system addresses the needs of traditional college students, theLaurens site is geared toward non-traditional students, allowing working adults a chance to takecourses in several disciplines at a convenient location and time. A site in Laurens was firstproposed by the Laurens Chamber of Commerce, and was approved by the Regional CampusDean of Union, the Vice Provost and Executive Dean for Extended University, the Provost, thePresident, the Board of Trustees, and CHE in 1983. The popularity of a Laurens location isindicated by the increase in credit hours taught there in recent years, and by the demand formore courses to be offered. This underscores the need for relocating the site, and is also thereason for the request for authorization to offer more than 50% of the courses required for aUSC Union Associate’s Degree.

As noted above, the efforts to meet the course needs of professionals in the Laurens service areahas had the unintended consequence of enabling a small number of students to be able to earnmore than half the coursework needed for an Associate’s Degree. This discovery, in addition tothe physical relocation of the site, necessitates formal action by the institution to comply withCHE and SACSCOC regulations.

b) Discussion of the centrality of the modified program to the Commission-approved mission ofthe institution: The mission of USC Union is to provide higher education and intellectualleadership to its service area, which it accomplishes by offering Associate’s Degrees andpreparing students for transfer to baccalaureate degree programs. Authorization for relocatingthe Laurens site, and allowing it to provide more than ~o% of Associate Degree credits, isintegral to that mission, and will allow USC Union to continue serving its non-traditional

student clientele, affording these students the same opportunities as are provided to itstraditional students in all offering locations.

6. Enrollment

We foresee no additional enrollment attributable to this program modification. USC Union isrelocating to this facility in order to better serve the Laurens County segment of the USCUservice area. The new location will allow for better student access and accommodation for theseven bachelor degree completion programs being introduced to Laurens through PalmettoCollege.

7. Curriculum

There are no changes in the curriculum for this program modification.

8. Faculty

Faculty members teaching at the Laurens site have been USC Union faculty from the Unioncampus or local temporary faculty. We anticipate no changes because of this proposedmodification.

9. Physical Plant

Upfitting costs of the new Laurens location may be found in the table of first year costs. Thework includes demolition of four interior walls, replacing pocket doors with handicap accessibleones, and other finishing.

10. Equipment

New tables and chairs for three classrooms will be purchased. Smart room equipment for oneclassroom will be purchased. Library shelving and telephones will also be required.

ii. Library Resources

a) There are no expected impacts on the library’s ability to support the program attributable tothis program modification. USC Union students at Laurens continue to have access to the Unionlibrary’s resources, and to the facilities of the Laurens Center library.

b) No additional library resources will be required for this modification except for shelving.

c) USC Union participates in PASCAL, and students at the Laurens site have the same access asstudents on the main campus in Union.

12. Accreditation, Approval, Licensure, or Certification

We anticipate no changes in accreditation due to this modification. There are no requirementsfor any approvals, licensure, or certification for this program.

Due to enrollment growth over the past five years and projected increases, Piedmont 1 echnicalCollege will be in need of additional space in Laurens County going forward. Attendance at PlC’sLaurens Campus has grown by 38 percent over the last six years, to 584 students enrolled in Fall2012.

Additionally, we will begin implementing three full industrial programs during the 2013-2014academic year, and plans are in place to add several new programs o’er the course of the next twoacademic years.

To meet growing demand in Laurens County, Piedmont Technical College will require the use of theoffice and classroom space currently occupied by USC Union on Piedmont Technical College’sLaurens campus.

July 31, 2013 will be your institution’s last day of occupancy in the current configuration. On orprior to this date, you will need to vacate the office space currently in use. As stipulated in the leaseagreement, one final monthly payment of $3,436 ‘will be due on August 10. 2013 for the use of thespace for the month of July.

We recognize that USC Union may already have teaching commitments for your summer and fallterms. We will work with you tu try to accommodate your needs.

Please notify Dr. Jennifer Wilbanks of your space needs for the summer and fall terms within 30days of receipt of this letter. Additionally, a USC Union representative must be on site while theseclasses are meeting to supervise the use of the facilities.

Piedmont Technical College is open in the future to providing access to USC Union on our LaurensCampus on a space available basis, and at a mutually agreed upon rental rate.
