Deborah Jugan, Esq.Ms. Jugan is the Assistant District Attorney in the Office of the Allegheny County District Attorney (Stephen A. Zappala,
Jr.) She is currently assigned to the Narcotics Unit of that office, and has prosecuted animal abusers since 1996. She
has expertise in the field of dog fighting prosecutions, and has served as an expert in the area of animal fighting for law
enforcement in 14 states, federal agencies, and international law enforcement agencies. Known as the “Doggie DA”, she came up with the idea for the Allegheny Abused Animal Relief Fund (AARF), which raises money for the care of abused animals in Allegheny County. Ms. Jugan is an Adjunct Professor of Law at Duquesne University School of Law.
Verne R. Smith, Esq.Mr. Smith is the Assistant Dean for Business and Administration at Widener University School of Law in Wilmington, Delaware. He received his B.A. from the University of Pennsylvania and his J.D. from Dickinson School of Law. Mr. Smith also teaches Animal Law at Widener, and is the faculty advisor for Widener’s Student Animal Legal Defense Fund. He speaks and writes frequently about animal law and related issues, and is the current Chair of the Animal Law Committee of the Pennsylvania Bar Association. Mr. Smith also serves on the Executive Board of the Animal Law Section of the Association of American Law Schools.
Laura N. Solomon, Esq.Ms. Solomon is the founder of Laura Solomon Esq. & Associates, a law firm devoted to the representation of nonprofit,
charitable, and other tax-exempt organizations. She and her associates provide a full range of corporate and tax legal services, including representation for mergers, joint ventures, and complex financings. Firm clients include public charities
and private foundations, museums, hospitals, schools, religious groups, business environmental, animal welfare, and amateur sports organizations, social clubs, and political action committees. Ms. Solomon also lectures at the La Salle University Nonprofit Center, the University of Pennsylvania, and Villanova, Drexel, and Temple Universities. Prior to starting
her firm, Ms. Solomon was associated with Ballard Spahr Andrews & Ingersoll, LLP.
Sarah S. Speed, Esq.Ms. Speed is the Pennsylvania State Director of the Humane Society of the United States. She serves as Secretary of the Board of the Pennsylvania State Animal Response Team and is a member of the York County Advanced Technical Rescue Team. Ms. Speed is also the Legislative Chair of the Pennsylvania Bar Association’s Animal Law Committee. She is an inaugural recipient of the Jack Rogers Animal Law Scholarship and has dedicated her career to increasing legal protections for animals, including coordinating the efforts of the animal welfare community in support of the Dog Law Overhaul of 2008 and regularly testifies before the Pennsylvania Legislature on animal issues.
