SAPC Timeline

• SAPC clusters will have ten (10) months to create a Strategic Plan that will guide the work of the cluster in subsequent years

• Lead communities and partner communities will be given an opportunity to begin to pilot a prevention strategy or discrete interventions within the first six (6) months of funding– even though these interventions may not be continued into subsequent years based on the results of the strategic planning process.

SAPC Timeline - Overview

Year 1 (July 1, 2015- June 30, 2016)

• Assessment: The lead community and partner communities begin work on assessing need and resources across all communities in the cluster.

• Capacity: The lead community and partner communities begin work on coalition building and developing the structure that will support successful implementation of the grant.

• Planning: The lead municipality/agency begins to develop the Strategic Plan.

SAPC Timeline - Overview

Year 1 (July 1, 2015- June 30, 2016)

• Implementation: A partner municipality is required to pilot one universal prevention strategy while the Strategic Plan is being developed (or lead municipality/agency in the case of a Large Individual Municipality or Public Health District). Implementation of the pilot must be approved by BSAS and should begin no later than Monday, November 2, 2015.

• Evaluation: Programs are required to begin to track MIS service data on SAPC activities immediately upon award. Templates for doing so will be provided by BSAS.

SAPC Timeline – Pilot Strategy

• REQUIRED: One partner municipality (or lead municipality/agency, if applicable) must identify and begin to implement a pilot of one universal prevention strategy by Monday, November 2, 2015.

• Acceptable strategies are those with demonstrated evidence of effectiveness. Programs are encouraged to consider such strategies as (1) shoulder tap, (2) sticker shock, (3) responsible beverage service training, and (4) town hall meetings.

• Note: We do not advise you to launch major time- or resource- ‐ ‐intensive strategies during the pilot period (e.g., media campaigns, social marketing/social norms campaigns)

• SAPC grant encourages evaluation.

• Clusters are strongly encouraged to work with their MassTAPP TA provider to increase their local capacity for evaluation.

• Sites may utilize professional evaluators for discrete, short-term tasks in the same manner as any other professional consultant.

• Sites may not hire or enter into a long-term contract with a professional evaluator – this is a service delivery grant.

• Program Coordinator is responsible for tracking and aggregating information for the whole cluster on: • Number of individuals served through prevention programming by age,

gender, race, and ethnicity.• Number of hours spent on the six CSAP Prevention Strategies - Information

Dissemination, Community-Based Process, Education, Environmental, Problem Identification and Referral, Alternatives.

• Number of times and number of hours SAPC staff had contact with a representative from MassTAPP as part of a TA encounter.

• Use Excel template for now. System will be moving online.

• Always due 30 days after each state fiscal quarter

• October 30, January 30, April 30, July 30.

SAPC Evaluation - Reports

• Your only reporting deliverable for the first fiscal year of the project (July 1, 2015 – June 30, 2016) is the comprehensive strategic plan due on April 29, 2016.

• When you move to full implementation on July 1, 2016, you will begin completing online narrative reports that are due 30 days after each state fiscal quarter: October 30, January 30, April 30, July 30.

• Your first online report will be due October 30, 2016.

• These reports document progress towards each of the goals and activities being implemented as part of SAPC – including successes, challenges, and any supporting documentation that demonstrates evidence of effectiveness.

• The RFR included a student survey data requirement.

– Probable measures of interest include: 30 day alcohol use, perception of risk of harm, perception of parental and peer disapproval of use.

• This requirement can be fulfilled either through an existing student survey or participation in a state-supported brief community survey.

• BSAS issued clarifying instructions on August 10, 2015. If you did not receive this memo, please check with your assigned BSAS representative.

• The student survey requirement in the RFR only applies to the lead community in the cluster. At the current time, state resources do not permit us going beyond this level.

• If the lead community already has an ongoing student health survey of middle and/or high school students, we will work with the community to determine whether data on the outcomes of interest (e.g., 30-day alcohol use) can be extracted from these existing instrument – this will (in most cases) meet the data requirement.

• Guidance on the specific measures of interest is in the process of being developed and will be communicated in fall 2015.

• If the lead community does not have an ongoing student health survey of middle and/or high school students, the state will work with the site to implement a brief (2-page) community survey with a small sample of high school students. The state will provide the surveys, conduct the analysis, and report results back to the community.

• IMPORTANT: Communities may not use any portion of their SAPC dollars to fund the implementation of a student health survey (e.g., printing, implementation, analysis). We will either work with you to utilize existing surveys paid for with other dollars or will support implementation of a brief community survey with state resources.

• IMPORTANT: This is not an annual data requirement (e.g., surveys can occur every other year) and the RFR does not specify that this needs to be accomplished during the first year of the grant. We expect that those communities that do not have an existing survey will not begin this process until the second year of the grant.

• A representative from the statewide evaluation team will be in touch with the Project Director during fall 2015 to begin the process of making site-by-site plans to meet the data requirement.

• Questions can be directed to either Fernando Perfas at BSAS or Scott Formica at SSRE.
