Tuition Fees & Refund Regulations 2017-18 pg. 1 Subject: Tuition Fees and Refunds Regulations 2017-18 Students enrolling on a programme of study at the Dubai campus are required to comply with the Middlesex University Dubai’s formal student and financial regulations. These vary from financial regulations in place for our London-based or other campuses. Students should understand that by enrolling online at Middlesex University Dubai, they agree to be bound by these terms and conditions. A. General guidelines The amount that students will pay in respect of tuition fees depends on the course that they wish to study, the study level and the number of modules chosen along with the applicable payment plan. Failure to settle fees on time will mean that the University will withdraw access to learning facilities and this may ultimately lead to deregistration from the University. Tuition fees cover the normal cost of tuition at the University including application, enrolment, curriculum delivery, examinations (first-attempt) and access to common learning facilities and student online systems. Separate fees, charges, payment methods and refund procedures apply to additional services that a student may opt for including (but not limited to): transportation; student visa; accommodation in the University’s Halls of Residence; for purchasing core textbooks and stationery items; and on supplementary field-trips, residential trips, attending the Graduation ceremony and conferences and attending Summer School (this is not an exhaustive list). Students undertaking certain programmes may be required to pay additional fees to cover part or all the cost of special equipment, consumables or facilities – this information will be provided to students in a timely manner. Middlesex University reserves the right to reassess any student’s tuition fee liability should new information come to light that may affect the original assessment. Students should also understand that if they change programme or modules during the course of the year that their tuition fee charge may also change as a result. Annex A. Instalment plans for undergraduate programmes are set out in Annex B. Instalment plans for postgraduate programmes are set out in Annex C.

C. How to make a payment Tuition fees are payable prior to enrolment in modules at the start of the academic term. Students opting for payment via instalment plans will receive a schedule of payment due dates for the year at the time of making the first payment and must pay the applicable amounts on or before the due date. Reminders are generated by the University; however failure to receive a reminder will not be accepted as an excuse for missing a payment deadline. You can pay your tuition fees using any of the following payment methods:

• Cash in UAE Dirhams (AED) or in US dollars (US$) • Cheques drawn on local banks in UAE Dirhams payable to “MIDDLESEX

ASSOCIATES FZ LLC” • Banker’s drafts in UAE Dirhams • Credit cards • On our website via secure online payment facility • Overseas SWIFT transfer/remittance made to:

Account Name: Middlesex Associates FZ LLC Account Number: 1012155268101 IBAN: AE500260001012155268101 Bank Name and Address: Emirates NBD Bank, Sheikh Zayed Road Branch, Dubai, UAE Swift Code: EBILAEAD

Prospective and current students should provide their full name, their student number or MISIS number and/or application reference number on all remittances. For new students these details are provided in the Offer Letter. One receipt is issued for each payment transaction. AED 25 will be charged for a duplicate copy of the payment receipt. If bank transfer documents are not in English, a certified translated copy in English is required. International students can contact our Overseas Regional Offices in their home countries for further guidance regarding payment procedures. Online Payments Our online payment system accepts international credit card payments. Returned cheques

Page 5: Subject: Tuition Fees and Refunds Regulations 2017-18

Tuition Fees & Refund Regulations 2017-18 pg. 5

Students who pay by cheques in UAE Dirhams should note that a charge of AED 500 is added if a cheque is returned for insufficient funds. If two or more cheques return due to insufficient funds, cheques will no longer be accepted. Deadlines for Tuition Fee Payment Where a scheduled due date for payment falls on a public holiday or other non-working days as announced officially by the University, students must ensure that the payment is made no later than the last working day before the due date. Late payment charges Late payment of fees will incur a penalty of AED 200 on the first week that they are late and additional AED50 each week until the outstanding fees is settled.

D. Refunds and Transfer of Tuition Fees Tuition fee charges are determined on the basis of enrolment status and not actual attendance. This means that if students stop attending, but do not formally withdraw from or interrupt their studies, they will be liable for tuition fees until the point in time that they officially notify the University. Students should contact the Student Office for the formal process of withdrawal from or interruption of studies. Refunding Tuition Fees In the absence of formal notification of withdrawal students shall be liable for the payment of tuition fees for the academic year. Prior to consideration for any refund requests, all necessary procedures for withdrawal must be completed by the student and the student must be recorded as ‘withdrawn’ by the Student Office. To claim a refund, requests must be submitted in writing to the Finance Office, along with any necessary supporting documentation. All refunds of tuition fees are at the discretion of the University. Refund deadlines For students who wish to obtain refund of tuition fees paid, the following refund schedule will be applicable: Schedule of Dates Amount refunded for

For students who availed specific promotions, this refund policy is not applicable. In such cases, you must refer to the terms and conditions of refund that are mentioned in the Offer Letter for Admission. If the original payment was made by cash or cheque the refund will be made by bank transfer or by cheque. Students are responsible for ensuring that the correct bank details are completed on the form. The University will not accept any responsibility for payments misdirected as a result of incorrect account details provided on the form. Students who withdraw from the University before the completion of the programme of study will have any outstanding debts and charges deducted from any due refunds of tuition fees or other amounts paid such as deposits or pre-paid fees. Exclusions to refund policy Students who have been either suspended or excluded from the University for disciplinary reasons or for not maintaining minimum standards or academic progression are not eligible for any refund of tuition fees. Transfer of Tuition Fees to the next Academic Year When students complete the formal procedures for interruption of studies (temporary withdrawal), prior to the relevant deadlines listed below, they can be eligible for transfer of tuition fees. Here the term ‘transfer of tuition fees’ refers any balance of fees paid by the student in excess of the amount due, which will be carried forward and credited to the next enrolment period. The credit may be carried forward for up to one academic year. All transfers of tuition fees are at the discretion of the University. Prior to consideration for any transfer, all necessary procedures for interruption of studies must be completed by the student and the student must be recorded as ‘temporarily withdrawn’ by the Student Office. To claim a transfer, requests must be

submitted in writing to the Finance Office, along with any necessary supporting documentation. Transfer to Tuition Fees deadlines For students who wish to transfer tuition fees paid to a subsequent term or academic year, the following transfer schedule will be applicable: Schedule Amount Transferred* Prior to the last working day in the second week of teaching 100% of the tuition fees paid.

E. Appeals against refund or transfer of fees request outcomes

Students may appeal the decision of the Finance Office with regards to requests for refunds or transfer of fees in writing to the Director with full documentation of previous interactions. The Director’s decision in such matters will be final and no further instances for appeals will be available.

F. Additional information related to Tuition Fees Tuition Fees Freeze Policy for Returning Students The student maintains continuous full-time enrolment; and Tuition Fees for ‘new students’ are subject to review each year. For returning students, the university has adopted a ‘fees freeze’ policy whereby tuition fees remain the same for the normal duration of the programme, that is, they charged as per the fee schedule at the point of the student’s first enrolment, subject to the following:

• the student obtains a minimum ‘Pass’ grade in all modules. Sponsored students If an employer or organisation is paying tuition fees for any student, the student will need to provide evidence of this (an official letter of sponsorship) in writing in line with the normal payment deadlines. This is to be provided prior to, or at registration, for each year of study. An official letter of sponsorship must include; the invoice address, contact details and name of a person (a suitable official) at the sponsoring organisation, the name of the student and the amount of sponsorship. Middlesex University Dubai’s Finance Office is able to issue invoices for Sponsors which will

Page 8: Subject: Tuition Fees and Refunds Regulations 2017-18

Tuition Fees & Refund Regulations 2017-18 pg. 8

include the student’s details including student ID, programme details, payment amounts and due dates. If invoices are not paid in within the applicable deadline, the debt along with any late payment charges will revert to the student. Grants and Scholarships The University offers a range of grants and merit-based scholarships. Additional terms and conditions may apply where students are offered such scholarships and grants. Details of these can be found within the Offer Letter at the time of gaining admission. Administrative Fees for Re-assessment (Re-sits) For those students who do not submit coursework or attend an examination on the formal deadline or alternatively do not pass their required assessments (coursework or examinations) at the first attempt and are offered a second attempt, an administrative fee of AED 500 is applied for the administration of each component of reassessment. This fee is payable prior to the deadline for such reassessment and is non-refundable. Students who change their programme of study must pay the latest tuition fees for the ‘new’ programme. Students who interrupt their studies without prior and explicit approval from the University, must pay the latest tuition fees at the time of returning to studies. Tuition fees for repeating or retaking modules If a student receives a ‘Fail’ grade in any module and subsequently, upon receiving approval from the Programme Leader, repeats the module or alternatively enrols for a compensating module, the student will pay the tuition fee for the module as per the most recent fee rate. List of other charges Annex D provides a list of other charges applicable.

G. Debt policy and procedures This section of the regulations outlines the arrangements for collection of student fees and charges. It covers sanctions which may be used in relation to students with overdue debts and is designed to ensure that all students are treated fairly and equitably. If students fail to pay their tuition fees or any other charges on time, access to university services including Library, Computing and other facilities will be withdrawn and their enrolment may be revoked. Such students will face a “Financial Hold” on their MISIS student records. Persistent failure by enrolled students to meet financial

Page 9: Subject: Tuition Fees and Refunds Regulations 2017-18

or material obligations to the University may lead to the suspension or exclusion of a student. If students are unable to pay any fees or charges by the appropriate due date, they should contact the Finance Office at the earliest opportunity, as we may be able to help with alternative (non-standard) payment plans. The University will be sympathetic and assist where it can, however the quality of teaching is dependent upon funding and so it must act to recover all outstanding debts. To find out more, students should contact the Finance Office team: Ms Danielle Butterworth

Finance Office Manager 04 367 8122 [email protected]

Ms Maria Cecilia Assistant Finance Manager 04 367 8136 [email protected]

Ms Sona Akbar Accountant 04 367 1683 [email protected]

Students must note that documentary evidence to support their request will be required before it can be considered. This information needs to be at hand prior to contacting the Finance Office. These decisions are entirely at Middlesex University Dubai’s discretion; are final and are not subject to appeal. Alternative payment plans will be limited to the term in which the request is made and no further extensions will be granted. Students with outstanding debts will not be entitled to enrol to continue further with their programme of study. The University reserves the right to withhold the conferment of qualifications unless or until all fees for tuition, residence, student visa and other sums due to the University have been paid, and/or rightful property of the University returned. The University is entitled to withhold any assessment feedback, grades or marks gained whilst a student has outstanding debts. No candidate shall have an automatic entitlement to be notified of their results or to receive a certificate or transcript. Deregistration for non-payment of tuition fees and other outstanding charges Students who fail to pay their tuition fees and other outstanding charges or provide confirmation of sponsorship will be de-registered at the end of learning week four. The option to pay tuition fees by instalments available at the start of the academic year will no longer be available.

Page 10: Subject: Tuition Fees and Refunds Regulations 2017-18

Tuition Fees & Refund Regulations 2017-18 pg. 10

Students who fail to pay the second or any subsequent instalment within 1 month of the due date will also be subject to deregistration. Re-instatement after deregistration Any student who has been deregistered will be required to pay the remainder of the annual tuition fee in full plus the late payment charges in order to be re-instated. Students must note that delays in re-instatement may have significant consequences for academic progress (such as missed assessment opportunities).

H. Regulatory compliance Middlesex University Dubai will make all feasible attempts to ensure compliance with appropriate local and international financial regulatory framework.
