Dear Mr. Howalt:
HDR Engineering, Inc. (HDR) appreciates the opportunity to submit this proposal to City of Clovis (City) for professional engineering services for the Sewer System Improvements Design associated with the New Mexico Department of Transportation (NMDOT) US60/84 Improvements Project. This proposal is based on the information provided through multiple project discussions with the City. The work for the project will be completed in accordance with the contract terms as outlined in the City’s On-Call contract. PROJECT UNDERSTANDING AND APPROACH
HDR is currently completing final design for the US60/84 Improvements Project through a contract with NMDOT. The project includes the full re-build of US60/84 between Martin Luther King Jr. Boulevard and Prince Street. Drainage improvements are also a large portion of the project with a new storm drain system being installed in US60/84. The proposed storm drain system will have conflicts with the existing sewer system resulting in the need to re-route and relocate a portion of the existing sewer collection system or build new sewer pipes to avoid the conflicts with the proposed storm drain system.
HDR completed a detailed Sewer Utility Line Study to identify existing sewer lines in conflict with the proposed storm drain system and evaluate alternatives for modifications to the existing sewer lines to resolve the conflicts. Based on coordination with the City, the preferred alternative is to add a new sewer interceptor line along 2nd St. and eliminate the sewer pipes crossing the US60/84 corridor. The existing sewer mains between 2nd St. and the US60/84 corridor will have to be replaced to reverse the direction of flow. See the attached map, which illustrates the improvements proposed for the sewer system.
The purpose of this project is to complete final design for the proposed sewer system improvements.
A more detailed summary of the scope of services is described below.

SCOPE OF SERVICES
The following tasks provide a description of the services that will be provided as part of this project based on our understanding of the project requirements. Task 1 – Project Management, Administration and Coordination This task includes activities required to manage project resources, schedule, and budget. The following activities will be included with this task:
Coordination with internal team members, subconsultants, and the City Preparation of monthly invoices Regular management and business reviews throughout the duration of the project as part
of HDR’s QA/QC process. This task also includes the attendance of project meetings and preparation of meeting agendas. HDR will attend up to one (1) project coordination / review meeting at the City’s offices in Clovis. Task 2 –Design This task involves the completion of all civil and detail drawings required for construction of the proposed sewer system improvements and the impacted roadway. As part of this task HDR will complete the design for the proposed improvements and develop a final set of bid documents. The design will include the new sewer mains and interceptor, associated manholes, service connections, connections to existing facilities that may be required and modifications to existing roadway features that are impacted by the proposed sewer mains and interceptor. Based on the conceptual design completed by HDR as part of the Sewer Utility Line Study, the project will include approximately 9,200 LF of 12-inch and 18-inch sewer interceptor and 5,000 LF of 8-inch sewer main. It is anticipated the final bid documents will consist of approximately 74 drawing sheets and supporting technical specifications. A preliminary sheet list is provided in Table 1 below. Table 1. Face Details , and Traffic Control Plan (10 Sheets) A portion of the plan and profile drawings for the sewer mains and interceptor will be developed using survey data and topography previously obtained for the NMDOT US60/84 Improvements Project. The US60/84 survey data will be supplemented with additional survey data to be obtained as a part of this project for areas outside the project limits of the US 60/84 Improvements Project. Plan and profile drawings for the proposed sewer system improvements will be prepared at a horizontal scale of 1”=50’ and vertical scale of 1“=5’. A scale of 1”=20’ will be used if more detail is needed in areas such as major street intersections or where multiple utility crossings may be encountered.

The drawings for the proposed sewer system improvements will include references to the City of Clovis and NMDOT technical specifications and standard details for applicable sewer system components such as manholes, service connections, etc. If necessary, HDR will also prepare supplemental details as needed to convey requirements for items not included in the City, and NMDOT standard details. The Engineers Joint Contract Document Committee (EJCDC) boilerplate contract will be used for bidding. HDR will compile the front-end contract documents with other supplemental technical specifications for bidding purposes. The New Mexico Department of Transportation Technical Specifications and Construction Standards will be referenced in the bid documents. HDR will prepare supplemental technical specifications, if needed, to detail requirements for items not included in the NMDOT and City standard specifications and details. HDR will complete a preliminary (60% progress submittal) and pre-final (90% progress submittal) design that will include the following:
Plan and profile drawings for the proposed sewer mains and interceptor Supplemental Technical Specifications, if needed Estimate of Probable Construction Cost
HDR will submit the 60% and 90% design for review by the City prior to producing a final set of construction documents for bidding. HDR will attend a review meeting with City staff for the 60% progress submittal to discuss the design and receive any comments. Following the review meeting, HDR will incorporate all City comments and develop a final set of bid documents. At completion of the project, HDR will provide the City with an electronic copy of the final bid documents (i.e. drawings and specifications) in PDF format. It is assumed the bid documents will be made available to potential bidders on the City’s website and/or on the reprographics company’s online planroom. Reproduction of hardcopy documents for bidding will be the responsibility of potential bidders. Task 3 - NMDOT Coordination and Permitting Assistance Portions of the alignment for the proposed sewer interceptor will cross NM 209 and US 60/84 right-of-way. As a result, the installation of the sewer interceptor within the NMDOT right of way will be subject to the requirements of a Utility Permit. This task will include the development of traffic control plans as required by the NMDOT for inclusion with the permit application. Traffic control drawings will conform to NMDOT requirements. HDR will prepare and submit the utility permit application to obtain approval for the sewer interceptor installation on behalf of the City. HDR will also submit design documents to NMDOT as required to obtain clearance for the project. ASSUMPTIONS / CLARIFICATIONS / EXCEPTIONS
In addition to assumptions listed in the body of the scope of work, the scope, fee and schedule included in this proposal have been developed based on the following assumptions/clarifications.
1. The City will provide the pavement section including the type and thickness for the proposed surfacing.
2. The scope of work does not include any environmental investigations, clearances or related reports.
3. The completion of environmental documentation will not be required.

4. The Sewer Utility Line Study completed by HDR as part of the initial phase of this task order will serve as the basis of design for the project.
5. No submittal of drawings to NM Environment Department or other regulatory agencies will be required.
6. Permitting services are not included in the scope of work. All required permits will be obtained by the Contractor or the City. HDR will provide assistance with the NMDOT utility accommodation permit only as noted in the scope of services.
7. Existing water lines and other utilities such as electric, gas, and telephone may also have to be relocated for the installation of the sewer lines. The scope of work and cost associated with identifying the requirements for relocating the other utilities (i.e. water, electric, gas, and telephone) and completing design for relocation of other utilities is not included in this proposal.
8. The City will be responsible for bid advertisement and administration. 9. Bidding Services, Engineering Services during Construction, and Construction Observation
Services are not included in this scope of work and cost. These services may be completed as a supplemental services and additional fee.
SUBCONSULTANT SERVICES
The following subconsultant services will be required for completion of the project.
Surveying HDR will subcontract with Cobb Fendley to complete field surveying and develop topographic mapping for the proposed sewer interceptor alignment. Survey data will be collected to supplement the existing survey data and topographic mapping obtained for the NMDOT US 60/84 Improvements Project.
Detailed information regarding the horizontal location and depth of existing utilities is approximate and/or not available in most cases so additional detailed investigation including potholing will also be completed during the design phase. This data will be used to assist with identifying the final alignment for the proposed utility. Cobb Fendley will perform the required SUE for the project including potholing to determine the horizontal location and depth of existing utilities in the project area. The scope of work for the project includes completing up to five (5) potholes for confirming the location and depth of existing utilities.
Geotechnical Investigation HDR will subcontract with Terracon to perform geotechnical investigations for the proposed sewer system improvements. A total of fourteen (14) borings will be drilled and samples will be tested in the laboratory to determine physical characteristics of the soils. A geotechnical engineering report summarizing the results of the testing performed along with design recommendations will be prepared by Terracon.

ESTIMATED FEE
The Sewer System Improvements Design will be performed on a Time and Materials basis in accordance with the City of Clovis On-Call Engineering Contract for a fee not to exceed $276,799.99, exclusive of New Mexico Gross Receipts Tax. The table below provides a summary of the associated fee estimate for this work assignment. Invoicing will occur monthly based on the percent of work completed during the prior month.

SCHEDULE
We anticipate the requested scope of services can be completed within 6 months following a written Notice to Proceed and all required surveying. The schedule does not include Federal, State, observed holidays, or City review time. The final project schedule shall be determined and coordinated with the City after the Notice to Proceed and additional coordination discussions with the City.

City of Clovis Sewer Project Cobb, Fendley & Associates, Inc. (CobbFendley) is pleased to provide this proposal for Surveying and Subsurface Utility Engineering (SUE) services associated with the project referenced above. The proposed Scope of Services and Basis of Compensation are outlined below.
SCOPE OF SERVICES - SURVEY
CobbFendley (CF) will utilize existing control established as part of the NMDOT US 60/80 project. Following validation and field verification of the control network, CobbFendley will collect topographic and planimetric information within the project limits (approximately 10,700 ft) as depicted in exhibit A.
SURVEY SERVICES TO BE PROVIDED BY COBBFENDLEY: CobbFendley shall:
1. GPS Control Survey: Set and survey a minimum of 3 permanent control points utilizing GPS Static/RTK
techniques. The new control points will be tied to the NMDOT US 60/80 project control. All control points will be field checked for quality assurance prior to commencing subsequent surveying activities and will be suitable for future construction staking activities. The project control points will be based upon the New Mexico State Plane Coordinate System (NAD 83, East Zone) and the NAVD 88 vertical datum.
2. Location Survey: Location and topographic surveys will be conducted in which all pertinent features will be surveyed as described by HDR. The project area will be surveyed as depicted in “Exhibit A”. Features to be surveyed will include existing topographic features in sufficient detail to support 1’ contour intervals, all visible planimetric features including sidewalk, signs, trees, walkways, and buildings that are within the apparent Right-of-Way of the roads and public alleys.
Fee for these services = $17,250.00 Plus Applicable Taxes
SERVICES TO BE PROVIDED BY HDR ASSOCIATED WITH SURVEY: HDR shall furnish the following information, as available at no cost to CobbFendley:
1. Provide access to project area. 2. Other available information or assistance as appropriate.
SCOPE OF SERVICES – SUE
Project Limits shown in Attachment “A”.
SUE Level D/C/B Services As early as possible, CobbFendley will identify utility owners affected by the project and perform record research with each to obtain the most up to date as built information available; SUE Level D services. CobbFendley’s SUE Technicians will perform field investigations to identify all affected utility owners and above ground visible features. All existing utility information from previous and adjacent projects will be utilized as a starting point for utility owner identification and requesting records. Information obtained from the utility owners includes: one-call information, utility as-builts, construction drawings, verbal recollections, conduit maps etc. CobbFendley will also utilize this contact with utility owners to notify them of the project and begin building a utility coordination contact list. CobbFendley will identify above ground utility features such as water valves, fire hydrants and electric poles, communication manholes/handholes, etc. and coordinate with in-house survey crews to be sure they are identified for collection during topographic or utility surveying activities. Storm/Sanitary manholes, including invert measurements, will be collected by CobbFendley as part of the SUE services. CobbFendley will attempt to designate sewer service laterals within the green hatched area shown in Attachment “A”. Due to the non-toneable nature of sewer service lines, we will require assistance from HDR and/or the current landowner to obtain access to sewer cleanouts and manholes. Using collected information & utility contacts, CobbFendley will map existing utilities to SUE Quality Level B within the project limits (SUE Level B: Utility Designation). CobbFendley understands right of entry will be obtained by HDR should utilities outside of the current right-of-way exist and require mapping services. A detailed description of utility designating services, SUE Level B, is below. A utility composite drawing, created by CobbFendley, will be provided to HDR in AutoCAD Civil 3D format using the latest NMDOT CADD standards and specific HDR requested CAD formatting.
Fee for SUE Level D/B Services: $16,168.00 (includes survey of utility markings) (Travel expenses associated with overnight stays in Clovis, NM are also included in the above fee)
SUE Level A Test Holes CobbFendley will perform utility test holes at locations were potential conflicts exist. For each requested test hole, CobbFendley will use its’ vacuum excavation trucks to safely remove material at each test hole location
and record the utility type, size, material, depth to top, general condition and configuration. Each test hole is then backfilled and surface material repaired to project specifications. For each completed test hole we will set a reference point and tie the vertical and horizontal location to this point. This information will be surveyed. CobbFendley will develop a test hole data form and update the utility drawing. A total of 5 Test Holes are included in this scope of work.
Fee for 5 Test Holes as per the schedule below: $5,528.00 (includes survey of completed holes) Barricading/Permit costs will be considered reimbursable, none are currently identified. Travel
expenses associated with mobilizing a 2-man crew for 3 work days, is included in the above fee.
Subsurface Utility Engineering includes utility investigations prepared in accordance with NMDOT guidelines and ASCE Standard 38/02. Utility Quality Levels are defined as follows: Utility Quality Levels are defined in cumulative order (least to greatest) as follows:
Quality Level D - Existing Records: Utilities are plotted from review of available existing records.
Quality Level C - Surface Visible Feature Survey: Quality Level "D" information from existing records is correlated with surveyed surface-visible features. Quality Level B - Designate: Two-dimensional horizontal mapping. This information is obtained through the application and interpretation of appropriate non-destructive surface geophysical methods. Utility indications are referenced to established survey control.
Quality Level A - Locate (Test Hole): Three-dimensional mapping and other characterization data. This information is obtained through exposing utility facilities through test holes and measuring and recording (to appropriate survey control) utility/environment data.
SUE Quality Level B (designate) 1. Designate means to record and mark the horizontal location of the existing toneable utility facilities and
their service laterals to existing buildings using non-destructive surface geophysical techniques. A non-water base paint, utilizing the APWA color code scheme, will be used on all surface markings of underground utilities.
2. Correlate utility owner records with designating data and resolve discrepancies using professional judgment.
CobbFendley will update the existing utility facility plan (if applicable) with designated utilities, utility owner names, quality levels, line sizes and subsurface utility locate (test hole) locations if applicable. At your request, we appreciate the opportunity to provide geotechnical engineering services for
the above referenced project. This revised document provides our understanding of the project,
our planned work scope and associated fees, and our terms and conditions associated with the
performance of this work.
The scope of services is based upon the Request for Proposal (RFP) that included project
information and aerial photograph/site plan transmitted in an email received on May 14, 2018. In
addition, additional information provided in emails received on May 29, 2018 and October 4, 2018
indicated a revised alignment for the sewer line along with a request to reduce the scope of work.

SCOPE OF SERVICES
The project will consist of field exploration and laboratory testing under the guidance of a
geotechnical engineer or geologist to characterize the subsurface conditions and geotechnical
engineering to develop geotechnical design and construction recommendations. The following
sections provide an overview of the work scope for each of these aspects of the project.
Field Exploration
Our field exploration work includes the drilling and sampling of exploratory soil borings. Based
upon our experience in the area and the planned construction, the following boring schedule is
planned:

there is an increased risk for encountering variable/different materials between boring locations
Procedures
We will locate the soil borings by field measurements with the assistance of hand-held GPS
devices which are capable of locating the exploration points with an accuracy of about 20 feet.
Elevations will be estimated from local USGS topographic maps or site topographic maps (if
provided).

The borings will be sampled using split-spoon sampling devices consistent with ASTM D1586 and
thin walled sampling devices consistent with ASTM D1587. Sample intervals will be as necessary
to collect the required data for design, but in no case greater than 2-½ to 5 feet on-center within
the upper 10 feet and 5 feet on-center thereafter.
The field exploration will also include observations for groundwater. This will occur during the
exploration program while the boreholes are being advanced. No provisions have been made to
collect water level data other than the observations made during the advancement of the borings.
Site Access
Based upon our review of project information and aerial photographs, we expect that the site is
accessible to our truck-mounted drilling equipment and no site clearing, wet ground conditions,
tree or shrub clearing, or location of underground utilities beyond contacting New Mexico One
Call (NMOC) is required. We assume that any private utilities will be located by others. If such
conditions are known to exist on the site, Terracon should be notified so that we may adjust our
scope of services and fee, if necessary.
Due to the existing highway/road geometry, traffic control will be required to perform the field
work. Terracon will retain Southwest Safety or Highway Supply to prepare a traffic control plan
in accordance with the Manual on Uniform Traffic Control Devices (MUTCD). Terracon will also
obtain the necessary Traffic Control/Roadway Work Permit for submission to NMDOT or the City
of Clovis for approval prior to the initiation of the field work.
In order to conduct our exploration of the project site, we must be granted access by the property
owner. By acceptance of this proposal without information to the contrary, we consider that you
have provided access to our exploration equipment for the conduct of our work consistent with
the agreed work scope.
Property Disturbance
We will take reasonable efforts to reduce damage to the property as a result of our exploration
activities, such as rutting of the ground or pavement surface. However, in the normal course of
our work some such disturbance will occur. We have not budgeted to restore the site beyond
backfilling our boreholes. If there are any restrictions or special requirements regarding this site
or exploration, please provide them with your acceptance of this proposal.
All borings will be backfilled and patched (where applicable) immediately after their completion
with auger cuttings. Excess auger cuttings will be disposed of off-site. Because backfill material
often settles below the surface after a period of time, you should observe the exploration points
periodically for signs of depressions and backfill them if necessary. We could provide this service
at your request, but this would involve additional costs.

Safety
We are committed to the conduct of our work safely. Our field exploration work on this project
will be conducted under the guidance of a site-specific safety plan that takes into account the
information that we know about this site as it relates to safety and potential safety hazards.
Our field crews will make excavations to sample the soils. Such excavations could encounter
subsurface utilities and/or environmental hazards. We will file appropriate notification to the local
and/or state mandated excavation permit office(s), as required by state law, and we will not
perform excavations without an understanding of the subsurface utilities present based upon
markings made by the various responsible parties. However, such utility location services only
delineate subsurface utilities in public easements, and the potential to encounter other, unknown
underground hazards remains. Also, we are not aware of environmental concerns at this project
site that would create health or safety hazards associated with our exploration program. Our
scope considers that standard Type D Personal Protection Equipment (PPE) is appropriate. If
contaminated soils are encountered, we will stop the field exploration operations immediately and
contact you to provide direction for continuing the work.
In order to more completely address the potential for underground utilities or environmental
hazards, and, in order to more completely understand other potential safety hazards associated
with our field exploration program, we will interview you or a representative that you suggest to
obtain information about these concerns. The results of our interview will be included in the site-
specific safety plan. We are not responsible for damage to private utilities that are not made aware
to us.
2.2 Laboratory Testing
Representative soil samples will be tested in our laboratory to determine pertinent engineering
characteristics. Testing will include:
■ Soil classification
■ Moisture content
■ Dry density
■ Atterberg limits
■ Sieve analysis
■ pH
■ Resistivity
■ Soluble chlorides
The types or actual number of laboratory tests cannot be predicted. The project engineer will
review the field data from the exploration, and then assign the types and numbers of tests. Our
fees have been developed with an assumption of typical types and numbers of tests for a project

of this nature in this location. In the event additional testing is necessary we will notify you of this
need prior to initiating the additional testing.
2.3 Geotechnical Engineering Analysis and Report
The results of our field and laboratory programs will be evaluated by a professional geotechnical
engineer. The engineer will develop an analysis of subsurface conditions, perform the engineering
calculations necessary to evaluate foundation alternatives and develop appropriate geotechnical
engineering design criteria for earth connected phases of the project. At the completion of our
engineering analyses, we will prepare a geotechnical engineering report that provides the
following:
1. Soil boring logs with field and laboratory data, soil stratification based on visual soil
classification
2. Groundwater levels observed during and after completion drilling
3. Site and Boring location plans
4. Subsurface exploration procedures
5. Description of subsurface conditions
6. Earthwork recommendations including excavation, subgrade preparation and fill placement
7. Pipe foundation, bedding and backfill recommendations
8. Surface and subsurface drainage
Our work requires exploration and testing, and it is collaborative in nature. As we develop an
understanding of the site’s geotechnical characteristics and consider design options, we will
collaborate with you as a part of your design team to develop consensus regarding the selection of
designs from the options available. To facilitate this collaboration, if the project conditions dictate the
need, we will issue a preliminary site characterization report that addresses Items (1) through (5)
above for purposes of subsequent collaboration with the design team prior to issuing a final
Geotechnical Engineering Report that will include all items listed above.
SCHEDULE
We have developed a schedule to complete the scope of work stated in Sections 2.1 through 2.3
based upon our existing availability at the date of this proposal. We anticipate starting the field
work within about 5 to 10 working days of receiving written notice-to-proceed (NTP), and the field
exploration will take about 1 day to complete. We will complete the laboratory testing, perform
the geotechnical engineering services and issue our Geotechnical Engineering Report within
about three (3) weeks of completion of the field work. Verbal information can be provided within
about five (5) days after completion of the borings.

The schedule above is predicated upon our current availability and our understanding of your
schedule needs. In the event the schedule provided is inconsistent with your needs, please
contact us, and we will consider alternatives.
Because the schedule suggested above is tentative and dependent upon receipt of your notice-
to-proceed, we will provide you with a specific schedule for the conduct of the project at the time
of your issuance of notice to proceed.
COMPENSATION
Using our estimate of the work scope as outlined in Section 2, and our unit rates for the various
work items, we have developed an estimate of fees for this project.
4.1 Basic Services
For the scope of geotechnical services outlined in this proposal that includes drilling, laboratory
testing, and an engineering report, the lump sum total fee is listed below.

Please note that the above fee does not include NMGRT. NMGRT will be included at the
applicable rate for our locale unless we are provided with a Type 5, Non-Taxable Transaction
Certificate (NTTC).
The lump sum cost includes one (1) electronic copy and three (3) hard copies of our written report.
Any additional services requested after submittal of our final report, beyond those noted, will be
invoiced at our current unit rates. Should it be necessary to expand our services beyond those
outlined in this proposal, we will notify you, and send a supplemental proposal stating the
additional services and fee. We will not proceed without your authorization, as evidenced by your
signature on the Supplemental Change Order form. Unless instructed otherwise, the invoice will
be sent to your attention at the above address.
In the event that we encounter unanticipated conditions that would require variation in the work
scopes as noted in Section 2.1 through 2.3, we will notify you of this variation, and we will send a
supplemental proposal stating the modified work scope as well as its impact on our fee. We will
not proceed without your authorization, as evidenced by your signature on the Supplemental
Agreement form.

AUTHORIZATION
Work will be performed under the provisions of an HDR Geotech Subconsultant Agreement
(GSA). Your authorization for Terracon to proceed in accordance with this proposal can be
authorized by issuing an HDR GSA with agreed upon terms and conditions along with this
proposal and returning an original copy of these documents to our Albuquerque, New Mexico
office.
A fax or email of the signed HDR GSA can also be submitted to expedite the commencement of
services, but we request that a signed original follow.
The fee is valid for 90 days from the date of this proposal and is based on the assumption that all
field services will be performed under safety Level D personal protective procedures and that only
two site visits will be made by Terracon personnel. The lump sum fee is based on the
assumptions and conditions provided at the time of this proposal.
