SUBJECT: MINUTES OF THE MEETING REGARDING ISSUES PERTAINING TOEDUCATION MANAGEMENT CADRE.

A meeting regarding issues pertaining to newly created Education ManagementCadre (EMC) was held between Secretary Education and Literacy Department andrepresentatives of GSTA Sindh and Gazzetted Officers Association Sindh on 23.09.2016 at theoffice of Advocate General Sindh, High Court Building @ Karachi. Following attended themeeting:-

3/- Before discussing issues, Dr. Fazlullah Pechuho Secretary Education and LiteracyDepartment affirmed his will to resolve all issues for the betterment of Education in Sindh.

4/- The following issues were discussed, deliberated and decisions taken.

I. SHARE OF PROMOTION FOR THE POST OF HEAD MASTER / HEADMISTRESS (BPS-17) IN SCHOOL MANAGEMENT SERVICE.

Mr. Muhammad Ashraf Khaskheli, President GST A Sindh informed theparticipants that in previous system, the share for promotions and for initial appointments for thepost of Head Master/ Head Mistress (BPS-17) was 80% and 20% respectively. He proposed thatthe same ratio may be retained in the new recruitment rules for the said post. Secretary Educationand Literacy Department briefed the participants about the concept of newly created post ofHead Master (Campus / Cluster Schools) and justified the ratio. However he agreed to give moreshare for promotions in order to increase the promotion prospects for the already servingteachers.

Decision: It was decided that 50% of the posts of Head Masters/ Head Mistress (BPS-17) will be filled by initial appointment and the remaining 50% of the postswill be filled by promotion.

II. FUTURE OF SUPERVISORS IN EDUCATION MANAGEMENT CADRE.

Mr. Muhammad Ashraf Khaskheli, President GST A Sindh argued that there is noprovision of "Supervisor" in Education Management Cadre, hence the future of 1400 supervisorsis not clear. Secretary Education and Literacy Department informed the participants thatSupervisor is in fact a High School Teacher and he is posted as Supervisor by way of transfer. Asthe post has been abolished in Education Management Cadre therefore these 1400 supervisorswill be posted in their original cadre i.e. HST (BPS-16). The participants agreed to the proposal.

Decision: It was decided that all existing supervisors will be posted in their originalcadre i.e. High School Teacher (BPS-16) and it would be made sure that newSNE is created if there is shortage of posts for existing HSTs.

III. REQUIRED QUALIFICATION FOR PROMOTION TO THE POST OFELEMENTARY SCHOOLTEACHER (EST) (BPS-16).

Mr. Muhammad Ashraf Khaskheli, President GST A Sindh informed theparticipants that the required qualification for promotion to the post of Elementary SchoolTeacher (BPS-16) has been changed to REd. (Hon) Elementary in 2nd Division with at least 7years of service as Junior Elementary School Teacher (BPS-14). He requested Secretary

Education and Literacy Department to reconsider this condition as the existing lot of teachersdonot possess such qualification and it would take them more than three years to acquire suchdegree. Secretary Education and Literacy Department considered his request and decided to relaxthis condition for the next few years.

Decision: It was decided that the required qualification of B.Ed. (Hon) Elementary forthe promotion from the post of Junior Elementary School Teacher (BPS-14) to ElementarySchool Teacher (BPS-16) would be implemented from 2020 in order to give sufficient timeto existing lot of teachers to acquire required qualification to become eligible for thepromotion.

IV. GRANT OF TIME SCALE INCENTIVE UP TO BPS-20 TO HIGHSCHOOL TEACHERS (BPS-16) OF SCHOOL SIDE OF EDUCATIONAND LITERACY DEPARTMENT.

Mr. Muhammad Ashraf Khaskheli, President GST A Sindh informed theparticipants that Finance Department of Government of Balochistan has issued a notificationwhere in Time Scale Incentive of BPS-20 has been granted to High School Teachers (BPS-16)having more than 24 years of service. He requested that such incentive may also be given toteachers of Education and Literacy Department, Government of Sindh. Secretary Education andLiteracy Department considered his request and directed Mr. Zakir Ali Shah, Special Secretary(Law) to make a briefing on this issue and firm up proposal.

Decision:

V.

It was decided that Secretary Education and Literacy Department will movea summary for Honourable Chief Minister Sindh for grant of time scaleincentive up to BPS-20 to High School Teachers (BPS-16) of School Sidehaving more than 24 years of service, on the pattern of Government ofBalochistan.

ISSUE REGARDING GRANT OF TIME SCALE INCENTIVE UP TO BPS-16 TO JST (BPS-14) HAVING 14 YEARS OF SERVICE.

Mr. Muhammad Ashraf Khaskheli, President GST A Sindh informed theparticipants that the issue regarding time scale incentive up to (BPS-16) to Junior SchoolTeachers (BPS-14) having 14 years of service is pending with Finance Department. Educationand Literacy Department has already sent a letter to Finance Department regarding insertion ofword "Placed" in notification issued by Finance Department. Secretary Education and LiteracyDepartment assured the participants that the matter would be discussed with Secretary FinanceDepartment and would be resolved.

Decision:

It was decided that Mr. Zakir Ali Shah Special Secretary (Law) will hold ameeting with Finance Department to resolve the issue already pending withFinance Department.

VI. SHARE OF SCHOOL MANAGEMENT SERVICE IN SCHOOLEXECUTIVE SERVICE.

Mr. Irshad Husain Brohi, President, Gazzetted Officers Association Sindh whilediscussing School Executive Service, requested Secretary Education and Literacy Departmentfor share of Head Masters / Head Mistress (BPS-17) and above belonging to SchoolManagement Service in School Executive Service. Secretary Education and Literacy Departmentinformed the participants that lack of good governance in Education and Literacy Department isamong the biggest obstacles in ensuring quality education, service delivery, and proper use ofavailable resources. School Executive Service is created to focus on this issue particularly. Mr.Irshad Hussain Brohi showed his reservations on the posting of Cadre Officers in SchoolExecutive Service and told the participants that these officers will be absorbed in Education andLiteracy Department. On such assertion, Secretary Education and Literacy Department assuredall the participants that the Cadre Officers belonging to PAS, Ex-PCS and PSS will remain intheir parent cadre and their seniorities will be maintained with their original batch mates. Theywill only be posted in Education and Literacy Department by way of transfer on tenure basis.Secretary Education and Literacy Department also agreed to give share to officers of SchoolManagement Service in School Executive Service. He further informed the participants that thetransfer and posting policy explaining criteria for such postings will be formulated andimplemented soon.

Decision: It was decided that the share of officers of BPS-17, BPS-18, BPS-19 and BPS-20 belonging to School Management Service will be allotted in SchoolExecutive Service. They will be posted by way of transfer from SchoolManagement Service after fulfilling set criteria. The share will be revised asbelow:-

i. BPS-20: 50% by promotion from amongst officers belonging to School Executive Service.25% by transfer from officers belonging to School Management Service.25% by transfer from cadre officers belonging to PAS, Ex-PCS and PSS on tenurebasis.

ii. BPS-19: 50% by promotion from amongst officers belonging to School Executive Service25% by transfer from officers belonging to School Management Service.25% by transfer from cadre officers belonging to PAS, Ex-PCS and PSS on tenurebasis.

iii. BPS-18: 40% by promotion from amongst officers belonging to School Executive Service30% by transfer from officers belonging to School Management Service.30% by transfer from cadre officers belonging to PAS, Ex-PCS and PSS on tenurebasis.

iv. BPS-17: 40% by Initial appointment through Sindh Public Service Commission.30% by transfer from officers belonging to School Management Service.

30% by transfer from cadre officers belonging to PAS, Ex-PCS and PSS on tenurebasis.

VII. SPECIAL INCENTIVE FOR SCHOOL EXECUTIVE SERVICE ...

Mr. Irshad Husain Brohi, President, Gazzetted Officers Association Sindhinformed the participants that Special Incentive has been allowed for the officers belonging toPAS, EX-PCS and PSS who will be posted in School Executive Service. He requested that theincentive may be given to all officers working in School Executive Service irrespective of cadre /service. Secretary, Education and Literacy Department agreed to his proposal and asked Mr.Zakir Ali Shah, Special Secretary (Law) to move a Summary for Chief Minister Sindh forallowing special incentive to all officers posted in School Executive Service.

Decision: It was decided that the special incentive will be given to all the officers postedin School Executive Service by way of transfer. In this regard, Summary forChief Minister Sindh will be moved.

VIII. HOLDING OF DEPARTMENTAL PROMOTION COMMITTEEMEETINGS.

Mr. Muhammad Ashraf Khaskheli, President GSTA Sindh requested SecretaryEducation and Literacy Department to hold Departmental Promotion Committee meetings,Promotion Selection Board- I & II so that the long awaited promotions of HSTs (BPS-I6) to thepost of Head Master / Head Mistress (BPS-I7), other promotions are done. Secretary Educationand Literacy Department informed the participants that the issue of Education ManagementCadre is sub-judice that is why the correct number of vacant posts for each cadre is still unclear.As soon as the matter is resolved, Education and Literacy Department will hold DepartmentalPromotion Committee Meetings.

Decision: It was decided that once the Education Management Cadre issue is settled,Education and Literacy Department will hold Departmental PromotionCommittee Meetings within three months.

IX. WITHDRAWAL OF SERVICE APPEALS FROM SINDH SERVICETRIBUNAL KARACHI.

Secretary Education and Literacy Department assured the participant of fullsupport and commitment towards resolution of all issues discussed in the meeting. Heappreciated the attitude of the representatives of teachers associations and asked them to workcollectively for the betterment of education in Sindh. On such assurance, the representatives whohappens to be appellants in service appeals against Education and Literacy Department in Sindh

Service Tribunal agreed t6 withdraw service appeals so that the amended recruitment rules areframed.

Decision: It was decided that the representatives of teachers associations / appellants inservice appeals against Education Management Cadre in Sindh ServiceTribunal will withdraw their appeals so that the new amended recruitmentrules are framed after completing all codal formalities.

In the end, Advocate General Sindh Barrister Zameer Hussain Ghumroappreciated both parties especially Secretary Education and Literacy Department for beingconsiderate in resolving all issues.

The meeting ended with the vote of thanks.
