The April 2016 meeting of the Charlotte Regional Transportation Planning Organization (CRTPO) is scheduled for Wednesday, April 20, 2016. The meeting will begin at 6:00 PM and will be held in Room 267 of the Charlotte-Mecklenburg Government Center, 600 E. Fourth St., Charlotte. An education session will not be held before this meeting. Accessing the Charlotte-Mecklenburg Government Center The Charlotte-Mecklenburg Government Center is located at 600 E. Fourth St. (corner of Fourth and Davidson streets) in uptown Charlotte. Parking is available in the Government Center parking deck located on Davidson St. between Third and Fourth streets; on-street parking is also available. There are two ways to enter the Government Center. Enter via the large staircase on the Davidson St. side or through the plaza entrance facing E. Fourth St. (This is a handicapped accessible entrance.) Once inside the building, security staff will assist you to Room 267. 7. STP-DA Allocation Process

a. Reallocation of STP-DA Funds to Existing Projects Bill Coxe ACTION REQUESTED: Approve the reallocation of STP-DA funds to existing projects as proposed by the Project Oversight Committee. TCC RECOMMENDATION: At its April 2016 meeting, the Technical Coordinating Committee unanimously recommended that the MPO reallocate the STP-DA funds as presented. ATTACHMENT: Memorandum, STP-DA summary spreadsheet.

8. Comprehensive Transportation Plan Robert Cook ACTION REQUESTED: Approve the start of a public involvement effort for the adoption of CTP maps.

TCC RECOMMENDATION: At its April 2016 meeting, the Technical Coordinating Committee

unanimously recommended that the MPO approve starting CTP public involvement. BACKGROUND: • The Comprehensive Transportation Plan (CTP) is the region’s multi-modal transportation

plan. • Staff and the CTP Work Group have been working since September to finalize the CTP. • Progress has been made on the CTP public engagement materials to the point that outreach

efforts can begin within a reasonable time period following the CRTPO meeting. 9. Prioritization 4.0 Neil Burke

ACTION REQUESTED: FYI BACKGROUND: • NCDOT released the Prioritization 4.0 quantitative scores for all projects and draft

Statewide Mobility programmed projects on April 13, following a two-week delay. • The dates of the Regional Impact local input point assignment window have been

revised. The window will now open on Monday, April 18th and close on Thursday, June 30th, providing MPOs, RPOs, and Divisions approximately 75 days to assign local input points according to their approved methodologies.

• The P4.0 Subcommittee will meet this week to begin the process of developing a draft list of projects proposed for local input points assignment.

• The MPO will be requested to take action during the May 18 meeting to open a 26-day public involvement period (May 19 to June 14) on the draft list of Regional Impact projects proposed for local input points assignment.

• A public meeting will be held on the draft list of Regional Impact projects proposed for local input points assignment on May 18 from 4:30-6:00 p.m. (prior to the MPO meeting).

10. 2016 Certification Review Loretta Barren

ACTION REQUESTED: FYI BACKGROUND:

• The FHWA and FTA are required to jointly review and evaluate the transportation planning process for urbanized areas over 200,000 population at least every four years.

• The review consisted of a desk review, a public comment session conducted on December 15, 2015, and an on-site review that was conducted on December 15 and 16, 2015.

• In addition to the formal review, routine oversight, such as attendance at meetings, day-to-day interactions, review of work products, and working with the MPO on past certification review recommendations and/or corrective actions provide a major source of information upon which to base the certification findings.

11. LYNX Silver Line/Southeast Corridor Transit Study Jason Lawrence ACTION REQUESTED: FYI

BACKGROUND:

• CATS is currently conducting a rail alternative analysis and transit study for the LYNX Silver Line and Southeast Corridor.

• The study area extends approximately 13.5 miles from Center City Charlotte to the border of Mecklenburg/ Union county line.

• Light rail alternatives were presented at a series of public meetings from April 5-7.

Summary: Chairman Taylor asked if there were items to be added to the agenda or changed. No additions or changes were suggested. Motion: Surluta Anthony made a motion to adopt the agenda as presented. Rob Kidwell seconded the motion. Upon being put to a vote, the motion to adopt the agenda was approved unanimously.

3. Citizen Comment Period No comments were made.

4. Ethics Awareness & Conflict of Interest Reminder Mr. Cook read the ethics awareness and conflict of interest reminder to the MPO. No board members identified conflicts.

5. Approval of Minutes

Summary: Chairman Taylor requested action on the February 2016 meeting minutes.

Motion: Ms. Anthony made a motion to adopt the February 2016 meeting minutes as presented. Woody Washam seconded the motion. Upon being put to a vote, the motion was adopted unanimously.

6. Transportation Alternatives Program (TAP) Recommended Projects

Presenter: Curtis Bridges Summary: Mr. Bridges provided information to the MPO via a Power Point presentation, the contents of which are incorporated into the minutes. The presentation’s purpose was to seek the MPO’s approval of the final TAP project list. The process to develop the project list was reviewed. 16 projects were submitted, and four projects were recommended by the Bicycle & Pedestrian Work Group (BPWG): McDowell Creek Greenway (Cornelius); greenway connector under US 21 (Statesville); downtown bicycle and pedestrian facility improvements (Waxhaw); Charlotte B-Cycle expansion (Charlotte). The TCC unanimously recommended that the MPO approve the BPWG’s recommendations.

Motion: Michael Johnson made a motion to approve the TAP project list. Ms. Anthony seconded the motion. Upon being put to a vote, the motion was unanimously approved.

8. FY 2017 Unified Planning Work Program

Presenter: Robert Cook Summary: Mr. Cook provided information to the MPO via a Power Point presentation, the contents of which are incorporated into the minutes. The presentation’s purpose was to seek the MPO’s approval of the FY 2017 Unified Planning Work Program (UPWP). A review of the coming year’s funding levels was provided; highlights of tasks to be performed were also provided. Local projects were reviewed, and it was stated that the Town of Mooresville had withdrawn one of its proposals. It was noted that both the UPWP Review Subcommittee and the Technical Coordinating Committee had recommended that the MPO approve the UPWP. Motion: Mr. Washam made a motion to approve the FY 2017 UPWP as presented. Ms. Anthony seconded the motion. Upon being put to a vote, the FY 2017 UPWP was unanimously approved.

9. MPO Self-Certification

Presenter: Robert Cook Summary: Mr. Cook provided information to the MPO via a Power Point presentation, the contents of which are incorporated into the minutes. The presentation’s purpose was to request that the MPO adopt a resolution certifying the CRTPO’s planning process for FY 2016. Federal and NCDOT regulations require that the state’s MPOs annually certify that their planning processes address all rules and regulations affecting the metropolitan planning process. Mr. Cook reviewed a certification checklist that was included in the agenda packet. The TCC unanimously recommended that the MPO adopt the resolution.

Motion: Lisa Qualls made a motion to adopt the self-certification resolution. Ms. Anthony seconded the motion. Upon being put to a vote, the motion was approved. The Town of Huntersville voted in opposition to the motion.

10. Prioritization 4.0 Presenter: Neil Burke Summary: Mr. Burke provided information to the MPO via a Power Point presentation, the contents of which are incorporated into the minutes. The presentation’s purpose was to obtain the MPO’s approval of the P4.0 local input points methodology and to recommend a public involvement strategy. Three public involvement options were reviewed, and it was noted that Option A was recommended by staff because it addressed board concerns voiced at the February meeting when a preference was stated for two separate comment periods for the Regional Impact and Division Needs tiers. The presentation then moved into a review of the local input points methodology. Mr. Burke stated that NCDOT requires MPOs to approve their methodologies during each Prioritization cycle. It was pointed out that NCDOT noticed a typographical error in the methodology regarding the number of points to be assigned to non-highway projects in the Regional Impact tier. The correct number of points is 300, not 375. Mr. Burke stated that TCC had unanimously recommended that the MPO approve the methodology in part because it was very successful in getting projects funded during Prioritization 3.0. Motion: Mr. Johnson made a motion to approve the P4.0 local input points methodology and to endorse a public involvement strategy to include two separate comment periods for the Regional Impacts and Division Needs tiers. Mr. Kidwell seconded the motion. Upon being put to a vote, the motion was unanimously approved.

11. Bonus Allocation Reprogramming Recommendation Presenter: Bill Coxe, TCC Vice-Chairman Summary: Mr. Coxe provided information to the MPO via a Power Point presentation, the contents of which are incorporated into the minutes. The presentation’s purpose was to obtain the MPO’s approval of a proposed reallocation of Bonus Allocation (BA) funds. The reallocation was made necessary by NCDOT’s decision to fund a BA-funded project (widening of US 21 in Cornelius, U-5767) with state revenue, thereby freeing the $23 million allocated to the project to be assigned to a different project(s). The Project Oversight Committee made the following recommendation to the TCC:

1. Reallocated BA funds should be programmed to address the $10.9 million over-programming amount in the Statewide Mobility Tier and the $4.9 million over-programming amount in the Regional Impact Tier.

2. Reallocated BA funds should be appropriated to the US 21 and Gilead Road intersection improvement project in Huntersville (U-5114). U-5114 is an existing BA project currently in design. The BA funds would replace $3.6 million of STP-DA funds which would then be available to be reprogrammed to another project(s).

3. The remainder of the reallocated BA funds, $2.7 million, should be held in reserve as a contingency fund for approved Regional Impact tier projects.

Mr. Coxe stated that the TCC agreed with the POC’s recommendation and unanimously recommended that the MPO approve the reallocation.

Motion: Chairman Taylor made a motion to approve the reallocation of Bonus Allocation funds as presented. Ms. Anthony seconded the motion. Upon being put to a vote, the motion was unanimously approved.

12. Project Oversight Committee Update Presenter: Bill Coxe, TCC Vice-Chairman Summary: Mr. Coxe provided information to the MPO via a Power Point presentation, the contents of which are incorporated into the minutes. The presentation’s purpose was to update the board on the work of the Project Oversight Committee (POC). Mr. Coxe stated that the POC was established in September 2015 by the board as a subcommittee of the TCC and charged it with recommending projects to be funded using Surface Transportation Program-Direct Attributable (STP-DA) and Bonus Allocation (BA) funds and to monitor the implementation of projects funded with CRTPO funding sources: STP-DA; BA; Congestion Management & Air Quality (CMAQ) and Transportation Alternatives Program (TAP). The POC’s efforts to date were reviewed as were the general themes of its discussions.

13. Freight Roundtable

Presenter: Robert Cook Summary: Mr. Cook reported on the FHWA Administrator’s Roundtable on Freight Economy held on March 4. The event was sponsored by the FHWA and the Charlotte Chamber. The event’s purpose was to highlight the importance of freight to the regional economy and to identify ways to improve freight transportation.

14. Upcoming Agenda Items

Presenter: Robert Cook Summary: Mr. Cook stated that the following items would be brought before the board for action at its April meeting: a request to begin Comprehensive Transportation Plan public involvement and reallocations of STP-DA funds. An update will be provided on the Southeast Corridor transit study (board action will be requested at a future date) and the FHWA will discuss the 2016 Certification Review.

Project Oversight Committee Recommendation ACTION REQUESTED Approve the reallocation of STP-DA funds to existing projects as proposed by the Project Oversight Committee (POC). TCC RECOMMENDATION At its April 2016 meeting, the Technical Coordinating Committee unanimously endorsed the POC’s proposal and recommended that the MPO approve the reallocation of STP-DA funds as listed on the attached spreadsheet. BACKGROUND

• The POC developed recommendations for TCC consideration regarding the reallocation of STP-DA funds to existing projects.

• NCDOT has approved additional state revenue to fund the I-485 and Weddington Road interchange (R-211EC) and the Idlewild Road Widening (U-4913) projects. The CRTPO had previously approved its STP-DA funds for these projects, therefore these funds have been returned for reprioritization at an amount of $21.7 million

• An additional $3.6 million in STP-DA funds have been returned for reallocation as a result of the POC’s recommendation to re-allocate $3.6 million in Bonus Allocation funding to the US 21 and Gilead Road Intersection Improvement project (U-5514), thus freeing up additional STP-DA funds to be reallocated.

• CRTPO approved the hold out amount of $9.4 million of STP-DA funds to address small-operations-type improvements during the 2016-2025 TIP adoption.

REALLOCATION OF STP-DA FUNDS TO EXISTING PROJECTS

• The POC contacted all project managers with active STP-DA projects to determine if additional funds were needed to complete the projects.

• The POC developed the following criteria for determining the appropriateness of recommending additional STP-DA funds for the projects:

o Is the project shovel ready within the first four years of the TIP? o Loss of opportunity? (Leveraging other funds) o Ensure that a portion of the funds are spent on non-highway projects o Geographical Distribution o Funding Structure o Amount of current STP-DA funding vs. Requested STP-DA funding

• Out of the 25 active STP-DA projects, the POC had requests for additional funding from twelve of these projects.

TO: CRTPO Delegates & Alternates FROM: Neil Burke, AICP, PTP Planning Coordinator DATE: April 15, 2016 SUBJECT: Call for New STP-DA Projects FRAMEWORK The CRTPO’s Project Oversight Committee (POC) prepared the following framework to be used in the consideration of new STP-DA funding requests. The framework is intended to be flexible to allow for modifications throughout the process.

1. Combine Returned funds ($26.3M) and Small Operations (small-ops) ($9.4M) into a single prioritization process

• Target $9.4 million to small operations-type projects 2. Priority to “shovel-ready” or projects that need gap funding to move forward 3. Target 20% of funds to non-highway modes 4. Project cost ranges for all modes

• Minimum: $500,000 preferred • Maximum: less than 25% of all funds available preferred

5. Consider geographical dispersion CRITERIA FOR NEW STP-DA FUNDING REQUESTS The POC has provided the following recommendations for new STP-DA funding requests:

• Highway and Transit Projects: Use elements of the Capital Area MPO’s Project Prioritization Scoring Criteria and elements that have traditionally been included in criteria during previous CRTPO project calls. The total possible project score is 100 points.

will be scored based upon the following criteria: o Trip Generation and Connectivity o Safety

CALL FOR PROJECTS PROCESS

• Staff will administer call, collect responses, and score all projects. • POC will review data and preliminary scores for reasonableness, and develop draft STP-DA

new project list based upon funding available. CALL FOR PROJECTS SCHEDULE

• 30-Day Call for Projects: April 7-May 7 • POC develops recommended project list during two May meetings. • TCC and MPO Information Reports – June meetings. • MPO approval – July 20 Meeting.
