DISCLOSURE

UNDER THE RTI Act, 2005

1. I had joined my internship on 04.11.2016 for a period of two

months. During my internship period, I have gone through 3994

decisions of Central Information Commission passed by Hon’ble

IC Sharat Sabarwal in the year 2015. My work was to study the

application of suo-moto disclosure under section 4 of RTI Act,

2005 by different Public Authorities and prepare an analysis data

on the same. The conclusion of the study is as follows:

2. While analyzing 3994 orders pertaining to different Ministries

and Departments, it has been observed that out of 3994 cases,

3132 applications were filed seeking personal information and

862 applications seeking public information. Out of 3994 cases,

717 applications were those applications which should have come

as suo-moto disclosure under section 4 of the RTI Act.

1. Canara Bank

1.1 In the year 2015, 138 appeals were filed before the CIC

against Canara Bank. Out of 138 appeals, 90 RTI

applications were filed seeking personal information and 48

were with regard to public information.

1.2 Also, on application of section 4 of RTI Act, it was observed

that out of 138 applications, 41 applications were relating to

the information which should come under section 4 of RTI

Act as suo-moto disclosure from the public authority.

2. Bank of India

2.1 In the year 2015, 486 second appeals were filed before the

CIC against Bank of India. Out of 486 appeals, 119 RTI

applications were filed seeking personal information and 367 were

with regard to public information.

2.2 Also, on application of section 4 of RTI Act, it was observed

That out of 486 applications, 351 applications were relating to the

Information which should come under section 4 of RTI Act as

suo-moto disclosure from the public authority.

3. Allahabad Bank

3.1 In the year 2015, 188 second appeals were filed before the

CIC against Allahabad Bank. Out of 188 appeals, 161 RTI

applications were filed seeking personal information and 27 were

with regard to public information.

3.2 Also, on application of section 4 of RTI Act, it was observed

that out of 188 applications, 17 applications were relating to the

information which should come under section 4 of RTI Act as

suo-moto disclosure from the public authority.

4. Indian Oil corporation Limited ( IOCL)

4.1 In the year 2015, 171 appeals were filed before the CIC against

Indian oil corporation limited. Out of 171 appeals, 141 RTI

applications were filed seeking personal information and 30 were

with regard to public information.

4.2 Also, on application of section 4 of RTI Act, it was observed

that out of 171 applications, 24 applications were relating to the

information which should come under section 4 of RTI Act as suo-

moto disclosure from the public authority.

5. Union bank of India

5.1 In the year 2015, 100 appeals were filed before the

CIC against Union Bank of India. Out of 100 appeals, 80 RTI

applications were filed seeking personal information and 20 were

with regard to public information.

5.2 Also, on application of section 4 of RTI Act, it was observed

that out of 100 applications, 11 applications were relating to the

information which should come under section 4 of RTI Act as suo-

moto disclosure from the public authority.

6. Ministry of culture

6.1 In the year 2015, 129 appeals were filed before the

CIC against Ministry of culture. Out of 129 appeals, 73 RTI

applications were filed seeking personal information and 56 were

with regard to public information.

6.2 Also, on application of section 4 of RTI Act, it was observed

that out of 129 applications, 36 applications were relating to the

information which should come under section 4 of RTI Act as suo-

moto disclosure from the public authority.

7. Punjab & Sind bank

7.1 In the year 2015, 121 appeals were filed before the CIC against

Punjab & Sind bank. Out of 121 appeals, 114 RTI applications

were filed seeking personal information and 7 were with regard to

public information.

7.2 Also, on application of section 4 of RTI Act, it was observed

that out of 121 applications, 5 applications were relating to the

information which should come under section 4 of RTI Act as suo-

moto disclosure from the public authority.

8. Ministry of Agriculture

8.1 In the year 2015, 117 appeals were filed before the

CIC against Ministry of agriculture. Out of 117 appeals, 84 RTI

applications were filed seeking personal information and 33 were

with regard to public information.

that out of 117 applications, 18 applications were relating to the

information which should come under section 4 of RTI Act as suo-

9. United Commercial bank

9.1 In the year 2015, 88 appeals were filed before the

CIC against United commercial bank. Out of 88 appeals, 77 RTI

applications were filed seeking personal information and 11 were

with regard to public information.

that out of 88 applications, 11 applications were relating to the

10. Andhra bank

10.1 In the year 2015, 103 appeals were filed before the

CIC against andhra bank. Out of 103 appeals, 101 RTI

applications were filed seeking personal information and 2 were

with regard to public information.

that out of 103 applications, 1 application was relating to the

11. Oriental bank of commerce

11.1 In the year 2015, 85 appeals were filed before the

CIC against oriental bank of commerce. Out of 85 appeals, 77 RTI

applications were filed seeking personal information and 8 were

with regard to public information.

that out of 85 applications, 7 applications were relating to the

12. Oil & natural gas corporation limited

12.1 In the year 2015, 41 appeals were filed before the

CIC against oil & natural gas corporation limited. Out of 41

appeals, 35 RTI applications were filed seeking personal

information and 6 were with regard to public information.

that out of 41 applications, 3 applications were relating to the

13. Central bank

13.1 In the year 2015, 178 appeals were filed before the CIC

against central bank. Out of 178 appeals, 95 RTI applications were

filed seeking personal information and 83 were with regard to

public information.

that out of 178 applications, 68 applications were relating to the

14.1 In the year 2015, 137 appeals were filed before the CIC

against ministry of petroleum & natural gas. Out of 137 appeals,

127 RTI applications were filed seeking personal information and

10 were with regard to public information.

15. National bank for agriculture & rural

development

15.1 In the year 2015, 14 appeals were filed before the

CIC against National bank for agriculture & rural development.

Out of 14 appeals, 13 RTI applications were filed seeking personal

information and 1 were with regard to public information.

that out of 14 applications, 1 applications were relating to the

16.1 In the year 2015, 103appeals were filed before the

CIC against Indian overseas bank. Out of 103 appeals, 96 RTI

18.1 In the year 2015, 93 appeals were filed before the CIC against

Hindustan petroleum corporation limited. Out of 93 appeals, 91

19. Bank of baroda

19.1 In the year 2015, 182 appeals were filed before the CIC

against Bank of baroda. Out of 182 appeals, 175 RTI applications

were filed seeking personal information and 7 were with regard to

public information.

20. Rural/ gramin banks

20.1 In the year 2015, 204 appeals were filed before the CIC

against Rural / gramin banks. Out of 204 appeals, 192 RTI

applications were filed seeking personal information and 12 were

with regard to public information.

that out of 204 applications, 12 applications were relating to the

21.1 In the year 2015, 49 appeals were filed before the CIC against

Corporation bank. Out of 49 appeals, 45 RTI applications were
