Who?
• Many different disciplines and sectors within CBRN-E and other hazard-related
communities, as a matter of simplification, five categories are considered:
1. Policy-makers: EC Policy DGs, Intergovernmental Agencies, Member States
Ministries
2. Scientists: Universities, Research Institutes, Research Units linked to Ministries or
Industry sectors
3. Industry (including SMEs): Many industry branches in the areas of defence,
forensics, civil protection etc.
4. Operational units: First responders, emergency services, police, civil protection
units, military units, laboratories etc. + training centres, command control centres
5. General public: NGOs, public at large, education (schools) and training

Why?
• Large span of policies and research projects users, leading to fragmentation of
information and lost opportunities regarding possible synergies. There is a strong need to
boost awareness about:
1. Research projects
2. Policy developments
• User’s needs are insufficiently targeted and should be considered in the light of
research programming
• Links among scientific outputs and policy objectives (in particular EU security and
industrial policies) are often lacking and interactions will be beneficial
Why do we need to strengthen cooperation?
Why do we consider a single group on Disaster Risk and Crisis Management?
Despite specific features related to e.g. CBRN-E and Civil Protection, common grounds exist
in relation to operational features, justifying that a dialogue be established among the
different communities

What?
What do we want to achieve?
• Enhanced links and interactions among research, policies, industrial developments and
operator's needs for a better framing of Horizon2020 in the security sector, through a
platform of exchange of publicly available information
• Developing synergies at European level and with the Member States to raise
awareness and enhance the transfer of research outputs to user's communities
• Identifiying most promising tools / technologies and "tailor-made" information
sharing to enhance their usability and their access to the market

Innovative Action
Disaster Resilient Societies safeguarding and securing society, including adapting to climate change
Securing the society against disasters is one of the central elements of the functioning of any society. There is barely any societal sector which is not to some extent concerned by disasters and related resilience and security issues.
The objective of this call is to reduce the loss of human life, environmental, economic and material damage from natural and man-made disasters, including extreme weather events, crime and terrorism threats.
This area will therefore focus on developing technologies and running large-scale demonstration.
The DRS-call is divided in the following sub-sectors:
1. Crisis management and Civil Protection
Strengthen prevention and preparedness against natural and man-made disasters by underpinning an all-hazard approach to risk assessment across the EU; (3 topics: 1,3,6)
2. Disaster Resilience & Climate Change Develop solutions, for climate change adaptation in areas potentially affected by more extreme weather events and natural disasters, such as for port cities, critical infrastructures, tourism
(3 topics – 9,10,11)
3. Critical Infrastructure Protection Build up community resilience and resilience of critical infrastructure, including against cyber-crime and cyber-terrorism (4 topics – 12, 13, 14, 15)
4. Communication interoperability Facilitate disaster management, notably through communication technologies for crisis response
actors and the linking of situational awareness centres; (1 topic - 18)
5. Ethical/Societal Dimension (1 topic - 22)
Budget: DRS 9, 10, 11 (in II): 15, 3, 10 MEUR

Call DRS : Crisis Management and Civil Protection In 2015 Proposals invited against the following topics DRS-1-2015: Potential of current and new measures and technologies to respond to extreme weather and climate events
More effective and faster emergency responses to extreme weather and climate events
EU tentative funding 5-12 MEUR Type of action: Innovation Actions
DRS-3- 2015: Demonstration activity on large scale disasters and crisis management and resilience of EU external assets against major identified threats or causes of crisis
Increasing capacity to anticipate, prepare and respond to disasters outside EU International cooperation is encouraged, link with the UN Int. Strategy for Risk
Reduction Users, such civil protection units and first responders EU tentative budget: 10-20 MEUR Type of action: Innovation Actions
DRS-6-2015: Addressing standardisation opportunities in support of increasing disaster resilience in Europe
Assessment of feasibility and impact of standardisation activities not included in priorities identified by the M487 mandate in the area of disaster resilience (including CBRN-E threats)
Target users such as standardisation bodies, security agents, civil protection units EU tentative funding 1-2 MEUR Type of action: CSA - up to one project per year shall be funded

How will we proceed?
• Short-term (Spring 2015): Mapping of security-related policies and FP7 projects (first
draft distributed to you for further reviews) to be complemented with projects from DG R&I
and CNECT, as well as EDA-funded projects – Feedback expected from policy
representatives and project coordinators. Consolidated document available at the 2nd CoU
meeting
• Medium-term (Spring to December 2015): Collecting views and inputs on H2020
developments from CoU participants – Operationalising the links among future research
projects and policy sectors
• Long-term: Consolidation of the CoU exchange platform with expected supporting
impact on H2020 and policy implementation – enhanced links with users, return of
experiences from industry and operators (access to market)
