onto a policy of sham concessions. Howe ver, both the Government and the

p o p u l a t i o n k n e w v e r y w e l l t h a t t h e f o r m e r c o u l d n ' t g i v e m u c h , a n d t h e l a t t e r

Farmers .-The l a s t c u t i n p r i c e s , p r o m i s e o f m o r e c o n s u m e r g o o d s , a n d a l l e v i a -

t i o n s , r e s u l t e d i n t h e g e n e r a l s l a c k e n i n g o f t h e l a b o r e f f o r t o f th e p e o p l e , p a r t i c u -

l a r l y i n v i l l a g e s . People decided that since Malenkov was so conce rned about

t h e i r w e l f a r e , t h e y m i g h t a s w e l l r e l a x s o m e w h a t .

F a r m e r s b e g a n t o s p e n d m o r e t i m e i n t h e i r o w n b a c k y a r d s a n d w o r r y l i t t l e

a b o u t d e l i v e r i e s t o t h e s t a t e . Malenkov's answer was the mobilization of

5 0 , 0 0 0 " a g r i c u l t u r a l e x p e r t s " f r o m t h e c i t i e s t o b o o s t u p p r o d u c t i o n a n d

p u n i s h t h e s a b o t e u r s . The measure, however, proved a complete flop on

b o t h c o u n t s .

hasten to utte r "B . " The American "A" was sufficiently strong t o make the

" p e a c e f u l c o e x i s t e n c e . "

The Communist leaders know that America would welcome a change of the

r e g i m e i n R u s s i a , t h a t t h e o r e t i c a l l y t h i s i s t h e i d e a l p o l i t i c a l g o a l . B e c a u s e i t i s

s t i l l a n i m p l i c i t t h e o r e t i c a l g o a l , i n p r a c t i c e - s o f a r - t h e U n i t e d S t a t e s i s d o i n g

l i t t l e t o a t t a i n i t . But t he Soviets are we ll aware that the day will come when

t h i s w i l l b e c o m e t h e u l t i m a t e o b j e c t i v e o f a p r a c t i c a l p o l i c y . A n d b e c a u s e t h i s i s

inevitable, and because w hen this happens Malenkov' s and Khrushchev's days

w i l l b e c o u n t e d , t h e y m a y d e c i d e t o s t r i k e a p r e v e n t i v e b l o w .

This in itself has disorganize d the control of t he Government and

has also produced or intr oduced a new element on the p olitical scene

positions, not because of their services t o the Communist Party o r

Their popularity , and they know it, and their posit ion of stre ngth,

and they k now it too, depend on their popularity wit h the rank and

scripted worke r, or a representative of t he most unprivileged masses
