STORMWATER INFRASTRUCTURE & DRAINAGE RESPONSIBILITY WHO, WHAT, WHEN, HOW & WHY CITY REPONSIBILITY: Maintain stormwater master plan for drainage improvements, hybrid ditch infrastructure (pipes and overflow structures), and compliance with state and federal rules. Inspect private property and ditches for compliance with environmental public nuisance ordinances, and ensure any development or alterations are compliant with stormwater management and sediment control ordinances. Administration of the Marion County Stormwater Management District. PROPERTY OWNER REPONSIBILITY: Keep swales and ditches well maintained by mowing to eight inches or less. Keep storm inlet grates and driveway culverts clear of debris, trash, and leaves. Keep waterways clean by not dumping debris/ yard waste in or along waterways and picking up your pet’s waste. Be sure to check with Department of Business and Neighborhood services for approved practices for creeks that run through private property. YARD MAINTENANCE: Grass and weed vegetation are required to be maintained under 12 inches in height. DRAINAGE FACILITY MAINTENANCE: Property owners are responsible to maintain drainage ways on their own properties as well as on adjacent common or public properties, in order to keep them from becoming an “environmental nuisance” per Indianapolis-Marion County Code. Maintenance may include mowing, weeding or removing debris so that the drainage way will perform the function for which it was designed. ILLEGAL DUMPING: Illegal dumping is any unwanted item dumped without permission on either private or public property. This includes trash, household waste, pet waste, and yard debris (grass clippings, tree trimmings, etc.). What’s a Hybrid Ditch?A hybrid ditch is a ditch system plus a perforated underground pipe.

These work together to both collect stormwaterand allow it to soak into the ground and subsurface drain.

A hybrid ditch system means there is typically no more need for driveway culverts. The overflow drain is intentionallyset above the bottom of the ditch to allow water to pond temporarily and soak into the ground. For larger rain events,

the overflow drain allows water to enter the underground pipes directly to help prevent ditch overtopping.

The hybrid ditch is filled with a mixture of sand and soft earth to filter out pollutants. Do not drive or park on the ditch, as this could damage the pipe below.

A hybrid ditch does not mean that stormwater willContractor will install grass as a partof the project. Do not install or workto maintain grass until completion.

Hybrid ditches help reduce the amount of water that flowsdownstream during peak rain events, avoiding adverse impacts

to downstream property owners and preventing capacityissues in public storm sewers and streams. They also filter

pollutants out of stormwater runoff, helping the Citymeet its Clean Water Act requirements.
