Education Reforms Student Outreach

The School Choice Campaign (SCC), launched in 2007 is a flagship project aimed at reengineering the school education

policy landscape by shifting the focus to learning outcomes, expanding choice in education and advocating deregulation for the private sector using education vouchers, regulatory reforms

and edupreneur advancement as vital vehicles of change.

Started in 2015, EduDoc, an International short film competition, aims to highlight the trials and innovations in the field of education. Its premise is to identify and document the socio-political, cultural and regulatory challenges to the education system through the audio-visual medium and bring forth inventive solutions devised by individuals, groups, communities or organisations.

BPS as an initiative works to create an enabling regulatory ecosystem for independent schools through policy advocacy and research, to promote

sectoral reforms targeted at enhancing accountability and quality of education being imparted in BPS. CCS produces an annual edition of the BPS report addressing core aspects of the BPS ecosystem and its

regulatory challenges

Since 2015, CCS has worked towards building a civil society dialogue on the NEP, advocating for an education ecosystem that keeps students first while promoting choice, accountability and innovation. Presenting policy recommendations on the separation of the government’s role as regulator, financier and provider of education; CCS advocates the need to fund students not schools, through the implementation of Direct Benefit Transfers (DBT), vouchers for school education, higher learning and skilling of the youth along with learning outcomes-based school recognition.

Budget Private Schools (BPS)

New Education Policy

iPolicy- a three-day intensive certificate course in public policy brings together young minds to dialogue and learn, introducing them to market-

liberal approaches to policy concerns of education, livelihoods, environment and governance, and the role of the market, state and civil society in

addressing them. The course serves as a primer for students who wish to venture into the policy space, and the definitive need for market-liberal

policy in addressing social issues.

Started in 2015, credit courses offer distinct 30-40 hours modules in policy training as a part of the formal curriculum of leading universities in the country. The courses bring the liberal perspective into mainstream curricula, introducing college and university students to applications of liberal theory to core subjects like law, economics, liberal arts, public administration and media.

Initiated in 2001, the RR Internship is CCS’ leading student internship program. Spanning six weeks, it offers a full-time summer program for undergraduate and graduate students. Engaging a cohort of 24 interns annually, the internship offers young leaders an opportunity to undertake primary and secondary research, gaining insights into the theory and practice of public policy and urban governance.

A four week online course on Education Policy in India, MOOC is designed to exclusively focus on grassroots challenges in primary education and

potential policy solutions. It aims to introduce students to the varied contextual challenges and possibilities in the Indian primary education

sector and effectively advocate for solutions.

Incubated by CCS, and formally launched in 2011, NISA is a pan-India alliance of over 55,000 schools across 20 states. A

fundamental voice of BPS in the country, the alliance provides a platform to voice concerns against bureaucratic ossification,

seek redressal of grievances and, to necessitate access to quality education for the poorest, by mobilising stakeholders.

Started in 2015, The Repeal Law campaign works towards identifying and repealing obsolete and inconsistent laws that act as a hindrance to the promotion and protection of individual freedom and continue to thwart both liberty and growth. It proposes 26 November, currently observed as the Constitution Day of India to be recognized as the National Annual Repeal of Laws Day.

CCS’ EoDB efforts address policy gaps and regulatory bottlenecks that continue to stymie efforts for more inclusive markets, fostering greater

freedom and deregulation of bottom-of-pyramid livelihoods. The initiative presents a platform for all the stakeholders to engage, assess

and evaluate the impact and adequacy of the on-going reforms and recapitulate the same for purpose of policy review. India’s rise from 130

to 100 rank among 189 countries in the World Bank’s EoDB Index in 2017, is a validation for CCS’ concerted efforts.

A 2005 Templeton Freedom Award winning effort aimed to eradicate market entry and exit barriers to promote individual livelihood freedom for micro-entrepreneurs (i.e. street hawkers, cycle rickshaw pullers, small shop owners, bamboo harvesters).

We organize Jeevika Film Festival - an Asia-level documentary festival to create awareness, sensitize masses and run advocacy campaign on identified issues for change in policies. These advocacy initiatives are designed to address the overbearing regulations imposed on bottom of the pyramid livelihoods and advance individual choice and institutional accountability.

As part of the campaign, CCS, along with its knowledge and legal partners identified the first set of 100 central laws to be repealed in 2015, of which 23 were formally included in the Repealing and Amending Bill of 2016, while 19 laws were repealed at the Maharashtra state level from the 25 Repeal Law Compendiums presented to the state. The campaign further launched Repeal Law Compendiums - a rigorously researched repository of obsolete laws across five states of Maharashtra, Karnataka, Chhattisgarh, Telangana, and Uttar Pradesh in 2017.
