History of the Rocky Mountain DistrictAt the Nineteenth Annual District Assembly of the Central Northwest District meeting at Jamestown, N.D., on August 17-18, 1928, General Superintendent H. F. Reynolds called the Montana delegates together to consider the organization of a new district, comprising the states of Montana and Wyoming, to be known as the Rocky Mountain District. On August 18, 1928, this same delegation passed a resolution requesting the general superintendents to arrange for a convention to be held in Billings, Mont., under the chairmanship of one of their number, for the purpose of organizing said Rocky Mountain District. The convention met in Billings, October 10 to 14, 1928, at which time Presiding General Superintendent H. F. Reynolds appointed Rev. W. D. Shelor (pastor of Billings) to the superintendency of the new district, with the proviso that "he shall not be called from his Sunday pastoral ministrations by district work." The following list of District Assemblies and district superintendents have been carefully checked and corrected by Ross E. Price, who was a member of the district at its beginning and has since been in some way associated with it. The district superintendents are listed here for the years in which they read reports to the assembly, and not starting from the year of their election (with the exception of his year of appointment for W. D. Shelor). Likewise, district secretaries are listed for the assemblies they actually served.

III. PLAN OF EXAMINATIONA. INSTRUCTIONS TO STUDENTS

EligibilityThe Ministerial Course of Study is open to anyone who is pursuing ordination as an

elder or deacon. This includes students who are attending college, seminary, and Nazarene Bible College, as well as those participating in the on-line Course of Study program.

To begin the enrollment process, a student contacts the Secretary of Directed Studies for an enrollment packet. He/she reviews the packet, completes the application and gives to his/her pastor to sign and submit to the district superintendent. The district superintendent approves/ disapproves the enrollment. If approved, the application is sent by the D.S. to the secretary of Directed Studies.

CoursesEach student must select the track in which he/she wishes to enroll: elder; deacon--

Christian education; deacon--compassionate ministries; deacon--music; deacon—youth; deacon--administration; deacon—chaplaincy; lay ministry. Each student must successfully complete a minimum of two courses each year to remain in the course of study. (429.3) If the student fails to maintain this minimum, he/she will be removed from the course of study.

The student must actively participate in a local church while completing the course of study. (426.3)

A student must have completed 1/4 of the required courses (6 courses in the online course of study program) to receive a district license.

A student has ten years after receiving his/her first district license to complete the course of study. (429.4)

Modes of StudyThe recommended mode of preparation for full-time Christian service is to attend a

Nazarene liberal arts college/university, Nazarene Bible College and, if possible, the Nazarene Theological Seminary. The Course of Study modules are available online through NNU or Nazarene Bible College. The Directed Studies Course of Study is under the immediate supervision of the District Board of Ministerial Development.

Directed Study (non-degree, certificate) RegulationsDirected Studies has moved into the twenty-first century, from courses to modules,

from textbooks, exams and reading books to interactive online education/training modules. Who may consider the directed studies route: those who cannot uproot the family

to go off to school; the budget won’t stretch to cover the cost of classes and feeding the family; don’t need another degree but have a call to preach; difficult to get away from current responsibilities to take classes.

The Directed Studies Course of Study Online program of NNU and NBC has been developed with you in mind. You can complete course work toward ordination in a timely fashion from your home or office.

1. Request an application and enroll with the district Board of Ministerial Development. Student must be enrolled prior to signing up for online courses.

2. The modules/courses will be completed through the NNU or NBC Course of Study online program. For the students participating in the NNU online Course of Study, the supervised ministry requirement is handled by the district.

Bible College, College, and Seminary StudentsCollege, Bible school, and seminary students are responsible to the Board of

Ministerial Development to submit documentary evidence of academic standing in their respective schools by February 28 each year. Word of mouth will not suffice as documentary evidence. College and seminary students are reminded to plan their curriculum in harmony with the Manual requirements for study toward ordination. Course requirements are available from the online course of study at NNU, NBC or from the secretary of Directed Studies.

requirement does NOT automatically qualify a candidate for ordination (430.3, 431.3). The Board of Ministerial Development is not obligated to recommend ordination upon completion of prescribed course of study and completion of the experience requirement but has the right to consider each case on its own merits. Ordination should always be viewed as a privilege, not a right. Candidates should never assume that passing the prescribed course of study and completing the experience

requirement automatically entitles them to ordination or imposes some legal obligation on the church. Election to ordination as elder or deacon is the prerogative of the District Assembly.

The 89th District Assembly of the Rocky Mountain District opened at Billings Hotel & Convention, Billings, MT at 7:05 p.m. with a worship service including the report of the district superintendent.

Greetings and welcome were given by Rev. Bill Carr, District Superintendent. Rev. Carr announced the theme for the district for the upcoming year, “It’s a New Day”.

Recognition of Dr. J.K. Warrick, General Superintendent. Mrs. Warrick is unable to attend but she sends her greetings.

Rev. Bill Carr performed the Call to Worship using the Shofar, accompanied by Rev. Mark Seitz. Dr. J.K. Warrick lit the Menorah.

Dr. J.K. Warrick called the Assembly to order and opened it with prayer. Dr. J.K. Warrick presented Rev. Bill Carr, District Superintendent, to give his report

and challenge. Rev. Carr, in his report, encouraged us to be strong and courageous. We should look

forward to “A New Day” beginning in our own lives and the lives of our churches.Rev. Carr closed in prayer.

SATURDAY MORNING JUNE 25, 2016

Rev. Bill Carr welcomed delegates and visitors to the Saturday morning session of the district assembly.

John 4:27-38. “Look Out Into the Field”. According to Hebrews 17 we need to remember to pray for our leaders. Pray for Coach and Janet, the District Advisory Board, and the local pastors. The local pastors should be cared for by taking care of their housing, personal attention, etc.

Janet expressed how Coach and her felt blessed to be prayed for and cared for.Motion to accept the District Advisory Report as found on pages 18 and 19 of the

Nominating Committee report (page 17 of the handbook) was amended to add NAME to ballot. Motion to accept the report. Seconded. Adopted.

Board of Tellers #1 called to receive ballots for the vote of District Advisory Board, and District Finance Committee, Delegates to the General Assembly. Instructions were given to the delegates to wait to complete their ballot until further instructions are given. The portion on the ballot for General Assembly delegates will be considered a nominating ballot. Ballots were distributed. Delegates voted. Ballots collected and Board of Tellers dismissed.

Dr. Warrick explained the role of the District Advisory Board (pages 18 and 19 of the handbook) and asked if there were any questions. There is a discrepancy regarding the sale amount of land of Billings New Hope. The correct amount will be inserted after District Assembly. Green River reports that its piece of land sold for $2000.00 not $2500.00

Motion to receive the report with the two changes. Seconded. Adopted.District Treasurer’s Report given by Keri Wilson. Motion to accept the report. Second.

Adopted. Finance Committee report (pages 22-29 of the handbook) was reviewed.Motion to accept the report with the dates changed to 2015-2016. Seconded. Adopted. Dr. Warrick urged the District Advisory Board to consider increasing the pay for the

District Superintendent.Board of Tellers #2 was called to receive and distribute ballots for General Assembly

Delegates. Instructions were to vote for two ministerial and 2 lay delegates. There will be one ballot and the third, fourth, and fifth highest vote getters will be considered alternates. The following names are to be removed from the ballot: Judith England, Jason O’Neal, Matt Tygart, Wayne Butler, Brad Johnson, Ron Nettie, Daryl Olson, and Craig M.

Motion to accept the ballot. Seconded. Adopted.Ballots were distributed. Delegates voted. Ballots collected and Board of Tellers

dismissed.

NNU President’s report given by President, Dr. Joel Pearsall. A video clip was shown of the Shulz family who had four children attend NNU. The message was that NNU helps youth achieve their goals. The Rocky Mountain District has been faithful to send students, and finances, and has been faithful to pray.

Dr. Fred Fullerton is not able to attend assembly this year as there has been one of their staff that has some family health issues and Dr. Fullerton is presently needed at NNU to prepare for PALCON. Prayer is requested for Steve and Michelle (NNU), PALCOM, Dr. Fullerton, and the Shulz family who lost their mother shortly after the video was filmed. Dr.Warrick also requested prayer for the Christian colleges and their leadership, that they would find favor with the government. There is legislation up now in California regarding Christian colleges. Motion to accept the Education report as found on pages 31 and 32 of the assembly booklet. Second. Adopted.

They were a picture of discouragement.  They had been defeated, and they now were living as an afflicted and downtrodden people.  They had lost sight of hope and had allowed themselves to be overcome by despair.  At their best, they were living in survival mode; at their worst, they had given up and were barely existing.  Their hearts chanted the mantra that kept them going: “One more day, just get through one more day.”  They were alive, but not really living.  

Out of the pit of this mundane existence a voice cries out.  The message that the voice announces is shocking.  The voice shouts, “Listen up! God has an announcement!”   Suddenly every ear is tuned into the voice.  “What is God saying?” is the question being asked by the people.  The voice cries out, “It’s a New Day!” God says, “It’s a New Day!”

I. What is the meaning of the message, “It’s a New Day?” 

Does it mean another 24-hours is beginning? Does it mean the ending of a previous 24 hours?  Isaiah, the voice crying out to a despairing people, announces: “Forget the former things; do not dwell on the past.  “See,” God says, “I am doing a new thing! I am making a way in the wilderness and streams in the wasteland.”  (Isaiah 43:18-19)

Isaiah would on numerous occasions cry out to Israel, “Listen! God is on the move, on the move, Hallelujah! God is on the move in many mighty ways. God is on the move, on the move today!” Isaiah 62:2b says, “You, Israel, will be called by a new name that the mouth of the Lord will bestow.  No longer will you be called Desolate.  But you will be called or known as ‘My delightful one’; ‘My bosom friend.”

The message of “It’s a New Day” is a message of hope, help, and healing. It’s a message of grace, love, and blessing that begins in Genesis 1 and continues throughout the story of God and creation to Revelation 21:5 wherein the living Word of God declares “I am making everything new!”

This Divine Proclamation, “It’s a New Day” is intentionally referenced and illustrated throughout scripture as it is designed to remind us ever and always of the character and nature of God.  He is the God who out of chaos creates a “New Day!”  He is the God who, from defeat and ashes, creates a “New Day.”  He is the God who into the darkness of discouragement and despair declares, “It’s a New Day.”  He is the God who enters into the depths of death and the grave and emerges declaring, “It’s a New Day.”  He is the God who in the midst of all our darkest and seemingly hopeless situations calls out to us with authority and assurance, “It’s a New Day!” He is the God who says to any and all, “Walk with Me, trust in Me and I will lead you into a “New Day.””  God is the God, the only God of all creation, who can and does create a “New Day.” As such, He gives us the opportunity to leave the past, its failures and frustrations, its hurts and disappointments, its losses and its fading glories, in order to experience the hope, the healing and the blessings of His “New Day” promises.

II. What are the indicators of a “New Day?”

Is it simply another day wherein the sun rises in the eastern sky? Is it the ring or music of the alarm awakening us from our sleep?  What indicates it’s a “New Day?”

The reality is that when God announces it’s a “New Day,” He has more in mind than a 24-hour cycle of time.  He is announcing in essence a new beginning, a “New Day” to correct or reconcile mistakes, failures, and sins.  He is also announcing new opportunities to move beyond our current situations to embrace His new promises of a present future.  Jeremiah affirms God’s promise of love and care to Israel in Lamentations 3:19-23: “I remember my affliction and my wandering, the bitterness and the gall.  I well remember them, and my soul is downcast within me.  Yet this I call to mind and therefore I have hope: Because of the Lord’s great love we are not consumed, for His compassions never fail.  They are new every morning; great is Your faithfulness.” 

Tonight I would say to all, regardless of where your life situation is currently, that God’s announcement to you is an invitation to experience a “New Day.” A “New Day” of promise, a “New Day” of hope, a “New Day” in which His blessings of presence and peace will invade your life, and in their coming you will discover to a greater degree how great is His love for you.

As a District of churches, I would announce to you, it’s a “New Day!” The indicators of such are more and greater than our statistics but they join in and declare we are moving forward:

hear tomorrow that are testimonies of the reality that God is on the move, on the move today in and among the Rocky Mountain District Team.

III. What is the responsibility of a “New Day?”

The old adage that to do the same thing you’ve been doing and yet expect a different outcome is a bit ridiculous at best, but more possibly is the definition of insanity.  The responsibility of a “New Day” is to learn from the past, correct the mistakes, improve

on the strengths, anticipate and be prepared to adjust as the ever changing circumstances dictate.  We cannot rely on what we did yesterday.  A “New Day” will demand new responses.  Jesus faced this issue when, as Matthew records in his gospel narrative, Jesus was questioned about his behavior and that of His disciples as opposed to the traditions of the past and present. 

Matthew 9:9-16, NIV: “As Jesus went on from there, He saw a man named Matthew sitting at the tax collector’s booth.  ‘Follow me,’ He told him, and Matthew got up and followed Him.  While Jesus was having dinner at Matthew’s house, many tax collectors and sinners came and ate with Him and His disciples.  When the Pharisees saw this, they asked His disciples, ‘Why does your teacher eat with tax collectors and sinners?’ On hearing this, Jesus said, 'It is not the healthy who need a doctor, but the sick.  But go and learn what this means: ‘I desire mercy, not sacrifice.’ For I have not come to call the righteous, but sinners.’  Then John’s disciples came and asked Him, ‘How is it that we and the Pharisees fast often, but Your disciples do not fast?’ Jesus answered, ‘How can the guests of the bridegroom mourn while he is with them? The time will come when the bridegroom will be taken from them; then they will fast.  No one sews a patch of unshrunk cloth on an old garment, for the patch will pull away from the garment, making the tear worse. Neither do people pour new wine into old wineskins.  If they do, the skins will burst; the wine will run out and the wineskins will be ruined.  No, they pour new wine into new wineskins, and both are preserved.”

The two questions:

1. Why do You eat with tax collectors and sinners? 2. Why do Your disciples not fast as we do? 

Jesus’ response was to announce to them that it’s a “New Day.”  God’s “New Day” has come and our responsibility is to acknowledge that we must:

a. Let go of the past while learning from its successes as well as its failures; and b. Continue to improve and grow and develop in our faith, under-standing,

knowledge, and love of Christ and others. We must develop new practices to meet our changing world.

New wine needs new wine skins and old clothing requires old patch cloths.  Thus, the responsibility for the church is to constantly assess the practices that need to change in order to be effective in our missional purpose of being Christ’s witnesses and instruments of His grace and love to a needy world.  At the same time in this “New Day” we must continue to retain the integrity and principle core of God’s message: There is hope, help and healing for our lives only through Christ.  Thus, what should be the practices associated with “New Day” living?

1. First and foremost, our focus is to be on loving Christ with all we are and all we possess.  To follow Him by living out His virtues and values in our attitudes in our conversations and in our behavioral responses to life and others. 

2. We must daily live as His witnesses to our world.  This will necessitate that we speak of Jesus to others and develop intentional relationships of caring grace and love with others beyond our normal circle of family and friends.

3. We will need to constantly evaluate our ministry practices in light of the ever-changing demographic and cultural interest and needs of our communities.  Thus, we will need to change when needed so that the church remains relevant and effective in ministry to its community.

4. We must remain committed to being a people of prayer.

5. We must always be expectantly looking for and working toward God’s “New Day” creation revealed in Revelation 21:3-4, “Look, God’s dwelling place is now among the people and He will dwell with them.  They will be His people and God Himself will be with them and be their God.  He will wipe every tear from their eyes.  There will be no more death or mourning or crying or pain, for the old order of things has passed away.”

Thus, the reality is that God promises us each and every day, as we awaken, a choice.  We can either awaken to repeat living in the past, or we can embrace a “New Day.” A “New Day” wherein God’s promises become fresh and new, allowing us to embrace a new beginning, a new opportunity to grow and be shaped toward God’s ultimate desire and design.

His desire is that we reflect the glory of Jesus in our lives, that we live out the inheritance in Christ, not through the power that we possess, but through the power provided by the Holy Spirit.  The Apostle Paul expresses this best in a paraphrase from 2 Corinthians chapter 3: ‘Those who live in faith and obedience in God’s “New Day” will reflect like a mirror the image of Christ.  They will do so because the Holy Spirit is working within them, changing and shaping their lives inwardly and outwardly in attitudes of humility and obedience, in expressions of grace, love, forgiveness and holiness so that more and more we become like Jesus.’

This is God’s invitation to us each day as we awaken.  He invites us to embrace and live a “New Day.”

It’s a “New Day,” Rocky Mountain District.  We have God’s promises before us.  God is on the move and His desire is that we experience what it is to be a living church. A church of the “New Day!” A church wherein new Christ followers are being added daily, maturing disciple are being developed, and new communities of hope, help and healing are being birthed.

I have a dream of a church which is a caring church- Whose congregation is drawn from many races,  nations, ages and social backgrounds, and exhibits the unity and diversity of the family of God whose fellowship is warm and welcoming, and never marred by anger, selfishness, jealousy or pride, whose members love one another with a pure heart fervently, forbearing one another, forgiving one another, and bearing one another’s burdens, which offers friendship to the lonely, support to the weak, and acceptance to those who are despised and rejected by society, whose love spills over to the world outside, attractive, infectious, irresistible, the love of God himself. “Coach” Carr, Delegates and friends, The last time I stood on this stage was a year ago after listening to the results of the

voting for the Rocky Mountain District NMI President. I told you that it was a great honor to lead the District NMI and that missions was very close to my heart. I was tasked with a great responsibility at that time. Now I stand in front of you again to report on the twelve months that have passed between then and now.

This past year has been a year of praying, preparing, praying, pleading, praying, pausing, praying, praising, praying, persuading, and praying. Yes, I have spent many hours in prayer for the District churches and their NMI programs.

I attempted to contact all local presidents personally this year. I was able to speak with over half of them. I heard exciting stories about how God helped churches reach goals for offerings. I heard local presidents share their concerns about how they wished they could do more at their local church. I look forward to catching up with the rest of the local presidents sometime this year and meeting those newly elected presidents.

In September we were privileged to have retiring missionary James Williams, from a Creative Access country, speak at nine of our churches; District Council members, Bill Barrett and Matthew Connally, attended the Northwest Regional Work & Witness Conference; and, at the end of September, I received an urgent request from the Global NMI Office for Crisis Care Kits and School Pal-Packs. There were several churches who responded to this need. Thank you for showing the world that the Rocky Mountain District cares about them. 

November was the deadline set by Children’s Mission’s Coordinator, Janet Carr, for the poster contest asking children to create a poster reflecting the 100th Anniversary of Nazarene Missions and our project to help with The Community Based Health Care in Papua New Guinea. Council member, JoAnn Hirning, did an excellent job promoting the project to the churches on the district. 

February 23rd, it was my privilege to meet with Ellen Syvret (one of our LINKS missionaries) and her companion, Jenna, in York, England. My husband, Pat, and I treated Ellen and Jenna to lunch and thoroughly enjoyed sharing stories with them. I would like to share a greeting from Ellen with you now.

Now, let’s move on to your reports for the last twelve months. I would like to focus on the four sections of the mission statement related to becoming a Mission Priority One church.

The question was asked, “Is your church praying for global concerns?”

Only 25 of the 29 reporting churches checked Yes. As I read this portion of the report, I was concerned. I hope to see that 100% of our churches check YES! next year. The deal is, this is probably one of the easiest sections to complete. 

Every day, something happens around the world that could be impacted by your prayers. Ephesians 6:17-19 (NIV) says, “Take the helmet of salvation and the sword of the Spirit, which is the word of God. And pray in the Spirit on all occasions with all kinds of prayers and requests. With this in mind, be alert and always keep on praying for all the

Lord’s people.” Please make prayer a priority – I can guarantee you that you will be glad you did. 

Is your church discipling children, youth, and adults in mission by inviting them to mission services and encouraging them to explore mission opportunities?

Twenty-three (23) churches reported that they were discipling. Part of discipling is putting missions in front of people so they can learn. I have scheduled a district tour for Bill Kwon (one of our LINKS missionaries) next summer. Please let me know if you would be interested in hosting him in your church. If there is enough interest, a second district tour will be scheduled.

Is your church giving 5.5% of your current income to World Evangelism Fund (WEF)?

Twenty-two (22) churches reported reaching this goal. World Evangelism Fund is the lifeblood of missions. Let’s be creative and think

outside of the box to help your church find ways to reach this goal. This is not just the responsibility of the local NMI President, others have great ideas as well. Speak to your Pastor and NMI President about your ideas. I’m sure they will be happy to listen.

Is your church educating your members through multimedia resources, missions books, service projects, and meetings with a mission emphasis?

Twenty (20) churches reported that they were using multiple ways to educate their members.

Again, this takes creative thinking. If you are having trouble in this area, please contact me or any of the District Council members. We are all there to help you promote missions in your local church.

As I conclude my report to this convention, I would like you to get out the flame that you received when you picked up your packet this morning. Hold your flame high and sing with me, “This Little Light of Mine”. 

Please let this flame be a reminder to you as you leave here and get back into your normal routine to be “Ignited to Serve”.

3. District Sunday School Ministries ChairmanJune 24, 2016

At the beginning of this past year, I took a sabbatical from my local ministry. This meant that many of the weeks before and after my time away were very heavy with local responsibilities. This resulted in the members of our SDMI council assuming much of my responsibilities for a few months, and I can’t thank them enough for the work that was done.

In my absence, much research was done to figure out a solution for problems we have encountered with our camping program. The Montana Kids’ Camp had a slight rebound in registrations this past year. However, after three years of significant decline in our Wyoming camp, we have arrived at the conclusion that our Wyoming Kids’ Camp is no longer a viable option for the short-term future. There were several options we considered, but ultimately arrived at the decision to combine our Montana and Wyoming camps to provide one Kids’ Camp for the near future. Our hope is that we will see growth

in the local churches and eventually outgrow this model and perhaps return to a camp for each state.

We were already locked into our campground in Northwestern Montana for the summer of 2016, and we realize this presents significant transportation challenges for our Wyoming churches. We want to work with you, and I strongly encourage you to speak with Kyle Borger as he has some ideas for networking and doing what is necessary to get every kid to camp. In the summer of 2017, we have already secured a campground more centrally located, and I will let that information come to you as it is ready.

In the midst of all of this, we’ve seen a miracle of sorts—Pastor Larry Spicer is only 55-years-old, but he has been directing our Montana Kids’ Camp for 75 years. He has recruited his replacement and is making this his last year of directing. I can’t begin to imagine the number of kids whose lives have been impacted by Pastor Larry (we have some kids attending camp these days whose parents were kids at a camp Larry directed). We have all benefited a great deal from Larry’s service and passion for discipleship (not only in the area of camps, but also with adults across our district), and we thank you from the bottom of our hearts.

We have begun to engage some new faces in our district discipleship efforts, and we are happy to announce that there will be a district children’s quizzing program starting back up for this year. If you have interest in this, I would encourage you to speak with Candace Tygert. Further, Andrea Bender and Candace will be working together to develop a vision for children’s ministry across our district. If that is an area you have interest, I would encourage you to reach out and connect with Andrea and Candace.

“Something’s not quite right here.” This is a sentiment that has existed for several years in the North American church. Many books have been published about “the problem.” Countless articles have been constructed to explain why people are leaving the church. So much of the postmodern writing has been very deconstructive in nature—articulating the problems we have felt but couldn’t put a finger on, but often without suggesting much in the way of constructive response as we face the days ahead.

Coach Bill has been providing books for every pastor on our district a couple times a year, and one of the authors he put in our hands is Alan Hirsch. Hirsch offers a fresh perspective on the reasons for the change in the Christian culture, and he points out that most of what we do in the patterns of church life has more to do with a political movement in the 1600’s than with any spiritual movement. However, he also does a fantastic job of pointing to the hope that we have in our time—he offers tangible ways to become missional people who can, together, become a missional movement.

Bill helped secure the services of Alan Hirsch as our SDMI and District Assembly speaker this year, and I simply can’t stress enough how significant it is for us to prayerfully consider what he has to say. It will challenge our thinking, and it may even upset us at times. But this can be the beginning of a conversation that can help us think through some creative solutions to the problems facing us in our time.

My hope is for networks of connections between pastors and lay leaders to spring to life as we seek to be the church for God’s mission in this world. But it must begin with a common conversation, and that is why we were desperate to bring Alan to this assembly. Please engage his teaching thoughtfully and prayerfully, and let us look forward, working together to better accomplish our mission on the Rocky Mountain District.

Greetings, Rocky Mountain District Friends! It’s hard to believe, but it’s been a full year since we last gathered together for REJOICE. There have been several activities involving us in that timeframe, so I will begin by touching on those.

In July, 18 students and four adults went to Louisville, KY for NYC2015. The theme of NYC was “Thy Kingdom Come”, and the focus was on the Lord’s Prayer. From the entire USA/Canada Region, there were 7,030 student and adult participants at NYC. This was the largest attended NYC since Toronto in 1999. NYC was also a huge financial success for USA/Canada NYI, and as a result, they have sent funds back to each Field on the Region to assist with youth leader training. It should be noted that none of these surplus funds come from student registration fees. They are primarily from event sponsors.

SuperCamp was held in August. Our numbers were down, with 104 total people there. Though we never like to lose numbers, the lower numbers did allow us to play around with the format a bit, which I believe led to a more meaningful SuperCamp experience. Pastor Mike Holien from Kalispell led music and as speaker.

In October, five teens and two adults from the Flathead joined me at Northwest Nazarene University for “The Call Conference” The Call is an event sponsored by NW Field NYI and held at NNU to help juniors and seniors in high school assess what God’s call for their lives may be. It is an intense 2½ days of learning and worship, and it is one of the most meaningful conferences that I have ever been a part of. The Call has previously been held every year, but it is now being transitioned to an every other year event. So it will not be held this fall. If you are currently a freshman or sophomore in high school, I encourage you to begin thinking about attending The Call in the Fall of 2017.

Our Bible Quizzing program has picked up as we have seen new people and churches become a part of it. It has been great to see Missoula join in! Our Casper First Church has been blessed by having the Tabor family move in from the Chicago area. Karl has many years of Bible Quizzing experience, and he is organizing a district team to take to the biannual national tournament this summer at Southern Nazarene University. Ben Finch continues to direct Bible Quizzing on the Rocky Mountain District.

As the district NYI president, I am also a member of the NW Field NYI Council. This council meets twice a year on the campus of Northwest Nazarene University in Nampa, ID. In just a couple of weeks, April 15-17, the NW Field Council will be hosting a brand new youth conference at NNU: The Gathering. This event will contain the field Bible Quiz Tournament, and it will also include opportunities for fellowship with other teens across the NW Field, connecting with NNU students, amazing times of worship, and workshops with professionals, coaches, and professors in several different fields of interest. The speaker for The Gathering is Rev. Scott Daniels, who is one of the best speakers in the Church of the Nazarene. There is not much time left to register (cutoff is April 4 th), but if you have any questions or are interested, you can speak with me before the end of REJOICE. Also, our REJOICE speaker this year, Sherri Walker, is the coordinator for “The Gathering”, so she may be able to answer your questions as well.

In addition to The Gathering, NW Field NYI is also launching a new event this October called The Summit. Last year, we surveyed pastors and youth leaders from across the Northwest to see what services we could provide for them. One of the biggest expressed needs was training and development for local youth leaders. That is what The Summit will be. I do not have a lot of information on it yet, but in a week and a half I will be meeting with the NW Field Council, and after that meeting I should be able to pass on some more specific information. If you are a youth leader, whether a paid youth pastor or

a volunteer, I encourage you to consider attending The Summit. Our goal is to make it as affordable as possible. Remember the surplus from NYC that I mentioned was passed on to the Fields? Well, NW Field NYI received $25,000 from USA / Canada NYI specifically for youth leader development.

In my capacity as district president and a member of the NW Field NYI Council, I also serve a role of representing Northwest Nazarene University to you all. Each field of the USA/Canada Region has a university or college, and ours is NNU. Due to an Admissions Department event that is taking place this weekend, NNU was unable to send a representative here this year. If you have any questions about our university, though, you can speak with me, and I can connect you with our Admissions Officer. If you were here last year, you may remember that our speaker this year, Pastor Sherri, was our Admissions Officer last year. She has since transitioned on from NNU. Our new contact is Courtney Gilbert.

Several weeks ago, I met with all of the NYI district leaders from the USA/Canada Region in Boston, Massachussetts for our annual Leadership Conference (LC). At LC, we receive training on how to better engage and connect with students in our cultural context. We also discuss past events and begin planning future events. So at LC, it was announced that the next NYC will be held in Phoenix, Arizona. It will be in July of 2019. It sounds like it is a long way off, but the time will go by quickly. Anyone who is currently in fifth thru ninth grade is of the age that they will be able to attend NYC2019. It is still way too early to say too much much about costs, but we anticipate that students from our district will pay around $1,500 to attend. It is not too early to begin saving! If the cost does end up being $1,500, if you save about $9 a week from now until then, you will have enough to attend.

I now want to take a moment to recognize the NYI Council that was elected and appointed at REJOICE last year. When I call you, if you are here, please come forward. Our Middle School Representatives were Dawson Hill and Matthew Lance. Our High School Representatives were Rebecca Dwyer and James Knight. Our Wyoming Adult Representative is Ben Finch. Our Montana Adult Representative is Jared Shanahan. Our Secretary is Trista Roberts. Our Treasurer is Katie Pilsch. And Our Vice President, the assistant to the district president, is Andy Maendl.

Finally, I want to say a few things about SuperCamp. I have registration forms for campers and application forms for staff ready, and they will be out on a table tomorrow. The dates are August 1st thru 6th, and we will be returning to Yellowstone Alliance Adventures outside of Bozeman, MT. This year, we will be presenting last year’s NYC theme, Thy Kingdom Come, as our SuperCamp theme, and several leaders from our district will speak. I have invited Nathan Capen, the former youth pastor in Missoula, to come and lead the music. I am anticipating that SuperCamp this year will be great!

More so than ever, society all around us debates the value of higher education: is it necessary, should it be free, what value does it add? We continue to affirm the mutual benefit of a relationship between the churches on the Rocky Mountain District and Nazarene institutions of higher education, specifically, Northwest Nazarene University (NNU), Nazarene Theological Seminary (NTS) and Nazarene Bible College (NBC).  

Go online to NNU.edu, NTS.edu, and NBC.edu to find out about exciting things happening at these institutions. For example, did you know there is an opportunity to travel through NTS to Switzerland and Germany? Or to walk in the footsteps of key reformers? Stay in tune with exciting gifts they are receiving, projected needs they have or just general activities.

But most of all PRAY for these institutions – that their focus be on the person of Jesus Christ and that they train and develop Christian leaders in the Wesleyan tradition and provide Christian-based higher education for people in the Northwest.  The Committee on Education solicits the cooperation, support and prayers of all our pastors and laypersons for these institutions. 

Here are some ways we can each support these institutions. As you follow God’s leadership, you’ll think of many more creative ways…..

1.  Pray for the leadership at each institution: Joel Pearsall, president of NNU, Dr. Carla Sunberg, president of NTS, and Dr. Harold Graves, president of NBC.

2. Publicize these institutions in the services and by other means, encouraging people in our congregations to attend these institutions. Participate in regional activities, family campus visits, etc. Further, we encourage any pastor who has not personally visited NNU to make arrangements with Rev. Fred Fullerton to be a guest on campus. Personally recruit students to these institutions as well as providing names of local high school graduates to NNU staff for further recruitment contact.

3. Each church pay its NNU education goal in full, and take advantage of the Trustee Matching Award. (Up to $2800 per student at the maximum match rate. Check NNU.edu for more information.) Make sure students in your congregation are aware the church will take part in the matching program.

4. Make students aware of district scholarships. There are some scholarships available, as fund earnings permit, to Wyoming and Montana students attending Nazarene institutions of higher education. Check with the district office for information on current availability.

5. Take advantage of public venues such as high school graduations, awards assemblies, worship services or other appropriate venues to announce recipients of scholarships to these institutions.

6. Involve alumni and friends of the institutions in promoting he work of NNU by praying for the university, recruiting students, and giving to University Scholarship Funds. These groups can work through university staff or the Rocky Mountain NNU Alumni representative, Jill Shepherd.

7. Encourage every church to participate in raising funds for endowed scholarships, such as the Ministerial Scholarship Program, to provide greater financial support for our students. Alternatively, scholarships such as the Lowe scholarship on our district can be set up to specifically help students from our district attend any Nazarene institution of higher education.   Encourage our people to invest in the work of the institutions by means of charitable annuities, trusts, wills, testaments or other legal vehicles.

8. Each church participate in the annual offerings for Nazarene Theological Seminary and Nazarene Bible College.

9. Provide names of students attending non-Nazarene colleges and universities to local pastors in the college community so that the students may receive support wherever they attend.

10. Each local congregation coordinate and facilitate with NNU to have an “NNU Sunday” in the fall to highlight NNU's mission.

Call to order: 9:11 a.m. Judy Weyrauch, District NMI President, called the convention to order and opened with prayer.

Greetings: JoAnn Hirning, Secretary read greetings from Lola Brickey (Global NMI), Lindall and Kay Browning (LINKS Missionaries) and Bill Kwon (LINKS Missionary).

Guest Missionaries: Judy introduced Ree and Joseph Sumi, guest missionaries from the CIS field and presented them with “Made in Montana” gifts.Joseph spoke to the convention about his call to mission work, and his work in the Ukraine and surrounding countries, and his experiences. He used a broken alabaster jar to demonstrate that the love of God can shine through our brokenness so that others can see it.

Deputation Offering was collected to the total of $1242.66.Business Meeting:

Moved/seconded/carried that JoAnn Hirning continue as secretary for the convention.President called for Seating of Alternates Delegates. None were required.President Judy Weyrauch gave her report outlining her activity during the past year. She encouraged churches to pray for missions and to encourage others by promoting missions in their congregations. She stated that WEF was the lifeblood of missions and asked churches to think outside the box, and think of creative ways to help each church to meet their obligations. She also encouraged churches to reach out to the District NMI council for assistance when needed for the promotion of missions and NMI in their church. She asked Pastors, Presidents, and Delegates to hold up the paper flames she had constructed for each one and sing, “This Little Light of Mine.”

Nominating committee report was read by JoAnn Hirning. Judy called for the Tellers to come forward: Jim Corbett (head), Kristy Arnold, Melody Keen, Shirley Tharp.Voting: NMI Delegates to General Assembly 2017 results showed 90 ballots cast.

President, Judy, recognized Gennifer Young, Local NMI President from Evanston as the first to send in her NMI annual reports. As Gennifer was not in attendance, her Pastor, Jeanine Wisenback, accepted the gift of a box of tea (given by retired LINKS Missionary, Ellen Syvert, from England) to bring to her.

Judy also brought attention to the order form for NMI supplies in the packet. She mentioned that mission books are also available as ebooks from Amazon, ITunes, and in pdf format. She also stated that the education packet was now only $12.99.

Pastor Matthew Connally, LINKS coordinator on the district council gave his report. He stated the District goal was $300 and $400 for the two LINKS families, and encouraged churches to contribute, but also stressed that financial support was not the only thing LINKS missionaries needed. He asked the churches to be in prayer for these families and to show them God’s love through letters, packages, and cards.

Pastor Ken Osso, SDMI, asked delegates to return to the convention hall at 1:30 pm to for voting purposes. He also stated that Dr. Alan Hirsch would be speaking from 2 – 4 p.m. on Friday and Saturday. Dr. Hirsch would challenge us to be a sent church.

Janet Carr, District Children’s Mission coordinator presented certificates and gifts to churches in Evanston, Helena, Kalispell, Lander, Poplar, and Riverton for their work with the children in mission encounters. Gifts and certificates were given to children from Riverton, Poplar, and Helena for reading all 6 mission books. She also announced that books from previous years were available on the side table, free for churches to take.

Treasurer, Pastor Mark Seitz, gave his financial report, which should a balance of just over $19,300 in the account. M/S/C

JoAnn Hirning, 100th Anniversary Project Coordinator gave her report on the project. Fifteen church participated (less than half of churches in the district) gave approximately three quarters of the goal of $10,000. A total of $7,777.55 was sent to Air Travel Expenses for Home Health Care in PNG.

Mission Call Coordinator for the District NMI, Trista Roberts gave her report on activities in the district.

Judy directed members to view the reports from W&W, Alabaster, and Child Sponsorship in the packet. She noted that sponsorship was now $30 a month. She encouraged churches, groups, and individuals to sponsor a child.

Judy mentioned that last year’s minutes were also in the packets and could be read by the individuals at a later time. She encouraged Pastors and Presidents to call her and the council if they need assistance in presenting missions to the congregations.

Mission Priority One certificates were given out to churches in Billings, Casper First, Cheyenne, Great Falls, Helena, Kalispell, Kinnear, Lander, Laurel, Libby, Livingston, Pablo, Poplar, Sheridan, Torrington, Wheatland, and Whitefish.

Church of Excellence certificates were given out to Casper First, Cody, Gillette, Great Falls, Helena, Kalispell, Kinnear, Lander, Libby, Pablo, Sheridan, Sidney, Torrington, and Whitefish.

Announcements: Appreciation Lunch to follow. After convention members were asked drop their name tag into the box in the foyer and there will be a drawing for a small gift.

Prayers were offered including for Bertha Kykendall as she is in last stage of life, for Pastor Terry Graham as her mother recently passed away, and for Pastor Bryce Roberts for a healing touch.

     The Committee on Finance submits the following recommendations:     1. Our people use the Scriptural method of church finance: the faithful giving of tithes and offerings (Malachi 3:10).     2. Each pastor/church accept their allocations as a fair share of the total church program.  Recognizing it is the responsibility of pastors and congregations to support our denominational ministries, we recommend they develop and work a systematic weekly or monthly plan to fully fund their allocations.     3. Our churches consider benevolent gifts to other churches on the Rocky Mountain District who might need assistance in meeting in their allocation responsibilities (Romans 12:1; Acts 20:35).     4. That allocations accepted by the district assembly be as follows:          a.            World Evangelism Fund is 5.5% of church income.

b.            Education is 2.25% of church income.c.            Pensions and Benefits is 2.25% of church income.d.            Rocky Mountain District is 9.0% of church income.

Allocations are percentages of current year church income.  Churches report income and calculate allocations for payment at the www.fundingthemission.org website.     5.       Each local church fund each allocation proportionately as they are able with a goal of fully funding the mission of the general and district Church of the Nazarene.  We recommend that payments be made due by the 21st of each month on the previous month’s income.  Local churches may apply to the District Superintendent and DAB for a one-time exemption from the Rocky Mountain District allocation on special gifts for capital improvements or developmental projects.     6. We recommend that the District Budget be as follows:

The total District Budget of $319,507.50 ($301,407.50+$18,100) will be allocated as above subject to the receipt of allocation payments. The Finance Committee encourages each Church to consider their District allocation as a monthly tithe and submit it to the District as soon after the end of the month as possible.

     7. The total District Budget of $319,507.50 will be allocated as above, subject to the receipt of allocation payments.        8. Travel expense reimbursement for authorized district business by board members and officers be set at 50% of the IRS allowable published mileage rate regardless of mode of travel, plus other approved expenses.     9. The local church set aside funds to assist its pastor(s) and department heads in attending the General Assembly.     10. In light of the inflationary cost of living that all salaries be reviewed as per current Manual paragraph 129.8.  March is the suggested month for this annual review. It is further recommended that an annual cost of living increase based upon the consumer price index be the minimum increase for both the local pastor(s) and the district employees.     11. Every pastor be given a paid vacation each year, the terms to be determined after a consultation of the pastor with the church board; that this vacation policy be established in the written understanding between that pastor and the board. It is further recommended that the following formula be used as a minimum guideline based on years of ministerial service to the Church of the Nazarene as credited by the Pensions and Benefits Department:                                 0             1- 3 years                           2 weeks0                                              4-10 years                           3 weeks                                              11-20 years                           4 weeks                                                 20+ years                           5 weeks          A policy on accumulation of vacation benefits will be developed at the beginning of each written understanding. The absence of such a policy expressly implies no accumulation will occur from year to year. Church activities whether local, district or general, are not to be counted as vacation time. We strongly urge pastors and the district superintendent to take one day a week away from church duties, and to take vacation time based on the above formula.     12. Each individual church should report on a regular basis their allocation payment progress to their congregation.     13. The District Auxiliary Budgets are to be set as requested by the District SDMI, District NYI, and District NMI respectively.       Financial reports for each month, including a detailed balance sheet and budget-versus-actual report, will be sent to the District Finance Committee chairman by the 10th of the following month. Forms for these reports will be provided by the Finance Committee.  The Committee chairperson will forward these reports to the District Office each month.     14. Every church subscribe to Church Law and Tax Report, a bimonthly newsletter, and purchase the annual edition of the Church and Clergy Tax Guide. These may be purchased from: Church Ministries Resources, P.O. Box 1098, Matthew, NC 28106. Compensation for Church Staff by Cobble and Hammer (Christianity Today International, Resource Dept., 465 Gunderson Dr., Carol Stream, IL 60188) is highly recommended as well.

     15. In view of the retirement needs of pastors, each church is encouraged to contribute to its pastor’s tax-sheltered annuity as provided by the Pensions and Benefits Department (www.pbusa.org).     16. In view of the complexity of ministry in our day and desiring to invest in both the clergy and the local church, and in light of the historic wisdom of the general assembly of the Church of the Nazarene, it is heartily recommended that every local church follow the provision of paragraph 129.10 of the Manual:     “In order to encourage a healthy pastoral ministry and the lifelong learning of the pastor, the church board, in consultation with the district superintendent, should provide a sabbatical leave for the pastor following each seven consecutive years of service in one congregation.  The timing and duration of the sabbatical shall be determined in consultation with the pastor, church board and district superintendent. It is strongly urged that the pastor’s salary continue in full and the church board provide for pulpit supply during the sabbatical period.” (Manual 2013-2017).     17. As established by the District Advisory Board, the local church financial year is May 1 through April 30. To receive credit for allocations paid, all payments must be received by the district treasurers no later than May 15 following the close of the local church financial year.     18. The district superintendent, NMI, SDMI and NYI must submit their annual operational budget requests to the District Finance Committee chairperson no later than two weeks before the Pre-Assembly Finance Committee meeting.     19. Operational budget expense items D-100, D-200, D-300, D-310, D-330, D-350, and D-600 are the district superintendent’s salary and benefit package and may be allocated between those items as necessary by mutual agreement between the district superintendent and the District Advisory Board.     20. Operational budget items D-610 and D-620 are to be reimbursed at actual or IRS allowable cost based on an accountable reimbursement policy as set forth by the IRS and established by the District Advisory Board.     21. Since an operating budget is essential to good church financial management, it is imperative that every local church annually adopt an operational budget with these considerations:           a. A systematic plan for paying allocations           b. Feasibility of the adoption of Faith Promise giving           c. An adequate salary for all paid staff           d. Keeping local bills paid to date           e. Maintaining their property in good condition           f. Financing outreach ministries     22. It is required that pastors and church boards give careful attention each year to the filing of non-profit corporation registration with the secretary of state. All state nonprofit corporation requirements must be met. Confirmation of this is to be forwarded to the district office.     23. It is required that each church carry a multi-peril insurance policy. Said policy needs to be reviewed in light of the potential local liability with consideration given to the limits that are carried. Confirmation of this policy being in force is to be forwarded to the district office annually. It is strongly recommended that directors’ and officers’ liability and malpractice insurance also be considered.     24. This Finance Committee report shall be presented to the local church board at its first meeting, or as soon as practical, following the district assembly.     25. We encourage every church to utilize The Church of the Nazarene Foundation to facilitate planned and deferred gifts from their members to any Nazarene ministry,

We have reviewed the accompanying financial statements of Rocky Mountain District Church of the Nazarene (a nonprofit organization), which comprise the statement of assets, liabilities, and fund balances—modified cash basis as of May 31, 2016, and the related statement of market investments, receipts, disbursements, and funds—modified cash basis for the year then ended, and the related notes to the financial statements. A review includes primarily applying analytical procedures to management’s financial data and making inquiries of management. A review is substantially less in scope than an audit, the objective of which is the expression of an opinion regarding the financial statements as a whole. Accordingly, we do not express such an opinion.

Management’s Responsibility for the Financial StatementsManagement is responsible for the preparation and fair presentation of these financial statements in accordance with the modified cash basis of accounting; this includes determining that the modified cash basis of accounting is an acceptable basis for the preparation of financial statements in the circumstances. Management is also responsible for the design, implementation, and maintenance of internal control relevant to the preparation and fair presentation of financial statements that are free from material misstatement whether due to fraud or error.

Accountants’ ResponsibilityOur responsibility is to conduct the review engagement in accordance with Statements on Standards for Accounting and Review Services promulgated by the Accounting and Review Services Committee of the American Institute of Certified Public Accountants. 1. Nature of Activities and Summary of Significant Accounting Policies

The Rocky Mountain District Church of the Nazarene is an entity made up of interdependent local churches throughout Montana and Wyoming organized to facilitate the mission of each local church through mutual support, the sharing of resources, and collaboration.

The majority of revenue comes from local churches who give a predetermined percentage of funds to the Rocky Mountain District. This percentage is voted on yearly at the District Assembly by delegates from each church. The churches are expected to fund its allocation with a goal of fully funding the mission of the District Church of the Nazarene.

This summary of significant accounting policies of The Rocky Mountain District Church of the Nazarene is presented to assist in understanding the District’s financial statements. The financial statements and notes are representations of the District’s management, which is responsible for their integrity and objectivity.

Basis of Accounting - The District’s policy is to prepare its financial statements on the modified cash basis of accounting; consequently, revenues are recognized when received rather than when promised or earned, and certain expenses and purchases of assets are recognized when cash is disbursed rather than when the obligation is incurred.

Cash and Cash Equivalents – The District considers all highly liquid debt instruments purchased with original maturities of three months or less to be cash equivalents.

Property and equipment – The District capitalizes property and equipment with a cost or fair value at date of receipt of $250 or more and an estimated useful life greater than one year. Property and equipment have been capitalized at cost if purchased, or at fair market value if donated. Depreciation is provided using the straight-line method over the following estimated useful lives:

Income taxes – Rocky Mountain District Church of the Nazarene is exempt from federal income taxes under Internal Revenue Service Code Section 501(c)(3), and is treated as a publicly supported charitable organization.

Tax penalties and interest, if any, would be classified with income tax expense in the financial statements. No tax penalties or interest have been incurred or are recognized in the financial statements. Generally, three tax years remain subject to examination by tax jurisdictions.

Estimates - The preparation of financial statements in conformity with the modified cash basis of accounting requires management to make estimates and assumptions that affect certain reported amounts and disclosures. Accordingly, actual results could differ from those estimates.

Advertising – The District expenses advertising costs as they are incurred.

Subsequent events – Management has evaluated subsequent events through the date the financial statements were available for issuance, which is the same date as the independent accountants’ review report.

2. Investments

Investments are composed of cash, certificates of deposits, and mutual funds and are stated at fair value.

The Fair Value Measurement and Disclosure Topic of the Financial Accounting Standards Board Codification establish a fair value hierarchy that is based on the valuation inputs used in the fair value measurement. Measurements using quoted prices in active markets for identical assets and liabilities fall in Level 1 of the hierarchy, measurements using significant other observable inputs fall within level 2, and measurements using significant unobservable inputs fall within level 3.

5. Restricted Fund Balance

Restricted net assets of $929,250.00 represents assets which have restrictions placed on them by third parties. $129,414 is restricted for scholarships and the remainder is restricted for capital associated with the District.

6. Operating Lease – Lessor

The District rents out a Church in Columbia Falls, MT. During the year ended May 31, 2016, the required rental payments received were $840 per month. The District plans to sell the Church with the Lessee having the first right of refusal. The annual rental income is as follows:

7. Contingent Liabilities

The District guarantees certain loans for Churches within their District. Currently the District is the guarantor of a property in Gillette Wyoming. The value of the Gillette property is $250,000. The remaining balance of the loan at May 31, 2015 and 2016 was $28,474 and $25,093 respectively.
