PORTS OF ENTRYFive ports of entry in New Caledonia(Lifou, Koumac, Hienghe, Touho) andthe main one Noumea, mandatoryfor immigration formalities.In Nouméa, call Port Moselle(Harbourmaster's office) VHF 67Port du Sud, ph. 27.47.77 who willhelp with your formalities, possiblyon the visitor dock.

You can download in advance theforms on Moselle Port Authority'swebsite ( www.sodemo.nc) or oneach authorities' website.

Ships must fly the yellow flaguntil formalities are completed(immigration, customs, phytosanitarydepartment) and the courtesy flag.

PHYTOSANITARY (SIVAP)In order to protect New Caledonia ofmany diseases,the import of animal, plant orplant products are prohibited.Exemptions may be allowed (cat, dogetc.). The animal will be confined on-board in quarantine for a period of6months depending on the coun-tries you have visited earlier (rabiesexempted or not).Upon your arrival, forbidden goodsand waste will be collected fordestruction.You are asked not to dump any-thing in the bins before the agents'arrival.

DUTY FREEDuring its stay,a boat in transit can receive duty freeparcels when showing their IFTdocument. If repairs are needed, youcan be tax-exempted on spare parts.These can only be installed upondeparture, unless they are essentialto the running and operation of theboat. The authorization formmustbe completed by a custom broker(=> doc. EX9).

CUSTOMSShips entering temporarily in theterritory, are placed under the IFTregime (taxes and duties withhol-ding) for 1 year maximum.• All the goods representinga market value must be declaredin writing. Alcohol and cigarettesquantities are limited, overage pro-ducts can be sealed. Weapons andammunition are strictly regulatedand cannot be imported without apermit (generally record sealed on-board). The disembarkation or saleof the products is subject to a priordeclaration to the Customs depart-ment.• Once the formalities are completed,the 'temporary franchise boatentry formalities', form endorsedby the Customs department, will bereturned. This formmust be keptfor the whole stay (to collect dutyfree parcels) and presented tothe Customs department duringdeparture formalities.

• Lending the boat even for free, orthe sale of the boat is forbidden.However, the sale can be authori-zed upon reasoned request to theCustoms department who mayclaim beforehand for the paymentof the duties and taxes.

If you temporarily leavethe territory, the boat can benefitfrom the 'warehouse regime' duringthe same period as the IFT regulationand during which the boat is on holdat the warehouse in dry dock orafloat.The boat documents are then remit-ted to the Customs department. Ifyou wish to stay over a year, you canimport or move in your boat.

Letting the Kanakexplain the real subtletyof the gesture will bringyou closer to theirculture.Fully appreciate thissharing moment andmutual gratitude!

WHERE & WHENAPPROPRIATE?Outside Nouméa and its touristattractions.The customary gesture is justifiedwhen:• you enter an clan for the first time;• you disembark for the first time ona private beach and Kanak home;• you are invited by a family;• you wish to ask for an authorizationto fish or go to a specific site(except if it is taboo - sacred).

IN WHAT MANNER?

This mark of attention carrying yourrequest clarifies to your host (lan-downer, customary chief etc.;) thereasons of your presence anddemand.A present is brought (a manou orpareo) and a 1,000 XPF note or asouvenir from your home country(tobacco is no longer offered).If the gift, symbolic, transposes yourrespect and attention, the gestureand speech matters much more.Your host's talk in return, will signifyhis agreement and welcome.

Easy sailing upthe rivers in dinghies, nice walks,waterfalls and a thermal spring at33°C (accessible by the wharf);• Anse Sébert, sandy & coral bottom.Starting point of the hiking path tothe village of Prony;• Baie de la Somme, protected fromall winds. Sandy and coral bottom.Frequently visited by yacht chartersduring the whale season (July toSeptember), the moorings are des-tinated to them. ANCHORAGESIn the South Province, 100 moorings (2 t) have been placed around someProtected Marine Areas islets: use them instead of using your anchor,which damages the seabed. In the North and South Province, yellow buoysdefine the Protected Marine Areas.

ISLETSPetrels, shear-waters and terns lay on the ground, be carefulwhen walking on the islet and stay away from them.Bring your own combustible if you wish to light a fire andput it out carefully when leaving.

DIVINGDo not break the coral with your feet and flippers. Do not pick up any shell ina Protected Marine Area and do not feed the fish.

FISHINGDo not fish in Protected Marine Area.Elsewhere, fishing lines, spear-guns, harpoon guns and nets are allowed.However, explosives, miner's picks, poison, night diving (scuba or snorkel)are forbidden under penalty of fine and/or boat seizure.

The hawk-still turtle is consideredby the IUCN (International Union forConservation of Nature) as criticallyendangered.

THE SEA SNAKEWith nearly 15 sea snakes observed,2 are omnipresent : the yellow andblue ‘Tricot Rayé’ (knit stripedsnake).Poisonous but non-aggressive, theyeat underwater, digest and breed onthe islets.Avoid handling them.

THE SHARKWith 49 shark species identifiedaround New Caledonia,9 are regularly observed.

Among which, the tiger shark, bullshark,white pointer, considered aspotentially dangerous for mandepending on their weight, lengthand aggressiveness.

In the North of the Main Island,sail into the lagoon until the Chasse-loup Bay (Voh, West Coast). TheGreat North lagoon has no ProtectedMarine Area but fishing is regulated;coral destruction or pick upis prohibited.

• The Belep islands: off the MainIsland. Protection N/E/SE in WalaBay. Respecting the 'coutumetradition' with the Chief is recom-mended. He will allow you to travelaround the archipelago and fish.Drinkable water available on theSouth East Coast.• Boat Pass, at the far end “bout dumonde” of the Main Island.Protection SE/SW/NW/N. Crossover between the Paaba Island andthe land, preferably from the Eastto the West (with the tidal currents).The Relais de Poingam is a must.

Lifou• Luengoni: one of the most remar-kable sites of the South East Coast.Long white sand beach. Easyanchorage when good weather.Sandy bottom, 3 metres deep.Protection NW/SW/SE/E. Channelto be crossed only at low swell,good visibility (sun in the back),15metres deep. Approximatively10metres wide, natural daymark(coral, rock).• Dokin Bay: very nice anchorage,recommended in good weather.Coral in crystal-clear water nearby.Buoy to moor the boat to, betterthan to anchor (risk of loosinganchorage and damaging the coral).Scuba diving, snorkeling. On land, itis necessary to bring the 'cou-tume' to the Chief. At 5 minutesNorth West of the Bay, Jouan'sreef : harpoon or scuba fishing.• Xepenehe Bay and Santal bay:huge flat stretch of water andseabed in good condition.

OuvéaFishing can be allowed aftera 'coutume' gesture to the Chiefyour anchorage is depending on.Lekini Bay is a traditional fishingreserve, it is forbidden to swim.
