Standard
The Town of Stony Plain is pleased to launch the debut issue of the Stony Plain Standard mdash yet another tool to communicate with residents Published several times throughout the year the Standard is designed to share highlights about Town news and initiatives and is just one of the many ways the Town connects with residents
We believe in interactive transparent government and two-way dialogue we encourage all residents to take an active role in the growth and management of their community
We hope this holiday season will be pleasant for you as you spend time with family and friends at this time of year many people look for ways to help others and we encourage you to participate in the many worthy organized efforts in our community that assist people in need
We remind you to practice safe winter driving habits and to be sensitive to those who may need extra help our thanks in advance for your patience and courtesy during times of significant snowfall as we need everyonersquos cooperation for safe efficient snow removal information about the Townrsquos winter maintenance policies is included in this issue

reconstruction ProjectThe Boulder Blvd Reconstruction Project has been ongoing since May although most streets are designed with a 20-year lifespan Boulder Blvd has only received standard annual maintenance mdash such as filling of potholes and crack-sealing since it was constructed more than 30 years ago Repairs mdash on the surface and below the street mdash were long overdue
The $7-million project features several enhancements including
extension of the existing storm sewer
repair of underground utilities including storm and sanitary sewer
installation of asphalt trail which will connect to the Townrsquos existing trail network
installation of new commercial accesses where required
reconstruction of portions of the roadway including curb and gutter
resurfacing of roadway with asphaltic concrete and
restoration of landscaping conditions
Due to early ground-freeze the project will be completed in spring
Boulder Blvd
Infrastructure Upgrades
28 St43 ave expansionThe Town is expanding 28 St linking it with hwy 16a by constructing right-in right-out access to the highway This will provide an alternative route for traffic circulation in and out of the South Business Park reduce congestion at the intersection of South Park Dr and 43 ave and enhance efforts to market prime commercial land on either side of 28 St early freeze-up has postponed completion of this project until 2013
developmentResidential development has started on the west side of town while a variety of new housing-types is going up in Westerra Silverstone South Creek Willow Park and Genesis-on-the-lakes
in the north industrial Park 17 lots of varying sizes are available for industrialcommercial development Several exciting commercial developments are in the works a new iGa supermarket which will provide space for additional retail stores on its site a Wendyrsquos Restaurant and other
retail stores along hwy 16a including the new Sawmill Restaurant which opened in november

The Town is mandated by the Province to have a Municipal Development Plan (MDP) which establishes the vision for the community outlines policies and principles to accommodate growth responsibly and provides direction for managing development within the community last revised in 2005 the Townrsquos MDP incorporates a holistic approach balancing land use priorities with cultural social environmental and economic dimensions of the community mdash in order to achieve
long-term prosperity for present and future residents While the plan addresses issues pertaining to land use it also considers key matters pertaining to sustainability and quality of life
in 2007 Council aadopted the Community Sustainability Plan (CSP) a three-year strategy with key action steps in four areas This plan expired in 2010 and is now being updated and integrated into the MDP

Community engagement Municipal development Plan Community Sustainability Plan RevisionsThe Town of Stony Plain hosted a series of public conversations and discussions this fall about important issues within local neighbourhoods that are expected to face significant change(s) in the next 20 years Residents were asked to think about areas or uses that give their neighbourhood its unique identity mdash the type and style of architecture buildings and new development land use amenities parks trails and green spaces heritage connectivity or other aspects that should be maintained or included
The fall meetings built on several community parties the Town hosted in different neighbourhoods this summer to gather residentsrsquo input on what they like about Stony Plain and their ideas opinions and dreams for the communityrsquos future The
objective was to engage with residents as part of the Townrsquos process in updating its Municipal Development Plan (MDP) and Community Sustainability Plan
(CSP) mdash a long-term strategy that will guide Stony Plain over the next
30 years The Town created a vision statement based mdash in part on public
input provided at these parties

Council approved an increase to the stony Plain swimming Pool Capital Budget thanks to $250000 grant from the Community Infrastructure Improvement Fund (CIIF) a new program administered by the Federal government
The Town received the maximum funding permitted through this program
The $868429 project is a three-phase initiative that includes
shed renovations
solar water heating and
facility expansion including additional changing rooms and a concession stand
Phase III will start in the new Year and is expected to be completed in 2013

Sixty-five Grade 10 students from Shikaoi Japan visited Stony Plain in october as part of the two communitiesrsquo twinning program Students stayed with local host families during their 10-day visit and performed cultural demonstrations for their host
families local high school students and the public The Towns of Stony Plain and Shikaoi celebrated 27 years of international friendship in 2012

ldquoThe Bookrdquo on the exterior of the Stony Plain Public library celebrates literacy life-long learning and the many contributions the library makes to the community

Council has approved the 2013 Budget which includes a projected municipal tax increase of 418 per cent
The annual budget incorporates the resources required to implement Councilrsquos priorities and to maintainexpand service levels while identifying efficiencies to minimize the impact on ratepayers The goal is to strike the appropriate balance between meeting community needs and maintaining a high quality of life with the reality of available resources
The 2013 operations Budget contains $36344710 in both revenues and expenses and proposes a $7930 annual tax levy increase for the average single-family residential property assessed at $400000 it includes increases in net protective services costs and general expenses mdash 232 and 186 per cent respectively The Capital Budget is set at $13667562
Funding for more staffing was required to meet the ever-evolving needs of the community Dollars have also been allotted to contract an additional police offer
The Townrsquos share of funding community policing jumped to 90 per cent after the population exceeded 15000 (2011 Federal Census) To supplement this increased expense $300000 will be transferred from the Policing and Public Safety Reserve 2013 will be the second year of a phased-in approach to paying for this service reducing the impact on the tax base
UtilitiesThe average ratepayer (using 20 cubic meters of water per billing period) will see an overall increase of $793 per billing cycle ($9516 annually) for water and sewer services
Garbage Recycling and OrganicsCollection rates will decrease by 739 per cent in the new year

Understanding the Budget ProcessPlanning the budget is one of the biggest undertakings of the year mdash an extensive process that involves great deliberation and intense scrutiny
every fall administration prepares operating and capital budgets which are driven by overall organizational goals and individual departmental priorities The draft budget is presented to Council which meets for three days of public deliberations in november Council approves the final budget in December
The official tax-rate is determined in spring mdash after final assessments and educational tax requisitions are determined (the Town is mandated to collect education taxes on behalf of the Province)

development of the community over the next decade approved by Council in May the Plan defines 24 actions in several key areas

Old Man Winter has returned to Stony PlainWhile the Town removes snow and ice throughout the community your assistance is needed to ensure our sidewalks remain safe
The Town legislates in its Nuisance Bylaw that property owners must keep sidewalks adjacent to their properties clear of snow and ice These winter ldquoblessingsrdquo must be cleared within 48 hours after a snowfall Snow must not be dumped onto the roadway When shoveling pile snow on the left side of the driveway (facing your property) This improves your visibility of approaching traffic and reduces windrows from plows dragging snow back to your driveway
To assist with controlling build-up of ice on sidewalks the Town offers sand free of charge to residents a wooden box with sand is located outside the fenced area at the Public Works facility (4505 ndash 50 ave) Note one bucket per use This service is not for commercial purposes
The Town removes snow and ice from public sidewalks in accordance with specific priorities Snow is swept from all sidewalks adjacent to arterial roads after each snowfall while sanding of sidewalks adjacent to arterial roads is done as needed Snow from public trails is cleared on a priority basis Paths used as links between subdivisions and schools are cleared first ice-control materials are applied as required

The Town is mandated by the Province to have a Municipal Development Plan (MDP) which establishes the vision for the community outlines policies and principles to accommodate growth responsibly and provides direction for managing development within the community last revised in 2005 the Townrsquos MDP incorporates a holistic approach balancing land use priorities with cultural social environmental and economic dimensions of the community mdash in order to achieve
long-term prosperity for present and future residents While the plan addresses issues pertaining to land use it also considers key matters pertaining to sustainability and quality of life
in 2007 Council aadopted the Community Sustainability Plan (CSP) a three-year strategy with key action steps in four areas This plan expired in 2010 and is now being updated and integrated into the MDP

The fall meetings built on several community parties the Town hosted in different neighbourhoods this summer to gather residentsrsquo input on what they like about Stony Plain and their ideas opinions and dreams for the communityrsquos future The

Council approved an increase to the stony Plain swimming Pool Capital Budget thanks to $250000 grant from the Community Infrastructure Improvement Fund (CIIF) a new program administered by the Federal government

Council has approved the 2013 Budget which includes a projected municipal tax increase of 418 per cent
The annual budget incorporates the resources required to implement Councilrsquos priorities and to maintainexpand service levels while identifying efficiencies to minimize the impact on ratepayers The goal is to strike the appropriate balance between meeting community needs and maintaining a high quality of life with the reality of available resources
The 2013 operations Budget contains $36344710 in both revenues and expenses and proposes a $7930 annual tax levy increase for the average single-family residential property assessed at $400000 it includes increases in net protective services costs and general expenses mdash 232 and 186 per cent respectively The Capital Budget is set at $13667562
Funding for more staffing was required to meet the ever-evolving needs of the community Dollars have also been allotted to contract an additional police offer
The Townrsquos share of funding community policing jumped to 90 per cent after the population exceeded 15000 (2011 Federal Census) To supplement this increased expense $300000 will be transferred from the Policing and Public Safety Reserve 2013 will be the second year of a phased-in approach to paying for this service reducing the impact on the tax base
UtilitiesThe average ratepayer (using 20 cubic meters of water per billing period) will see an overall increase of $793 per billing cycle ($9516 annually) for water and sewer services

Old Man Winter has returned to Stony PlainWhile the Town removes snow and ice throughout the community your assistance is needed to ensure our sidewalks remain safe
The Town legislates in its Nuisance Bylaw that property owners must keep sidewalks adjacent to their properties clear of snow and ice These winter ldquoblessingsrdquo must be cleared within 48 hours after a snowfall Snow must not be dumped onto the roadway When shoveling pile snow on the left side of the driveway (facing your property) This improves your visibility of approaching traffic and reduces windrows from plows dragging snow back to your driveway
To assist with controlling build-up of ice on sidewalks the Town offers sand free of charge to residents a wooden box with sand is located outside the fenced area at the Public Works facility (4505 ndash 50 ave) Note one bucket per use This service is not for commercial purposes
The Town removes snow and ice from public sidewalks in accordance with specific priorities Snow is swept from all sidewalks adjacent to arterial roads after each snowfall while sanding of sidewalks adjacent to arterial roads is done as needed Snow from public trails is cleared on a priority basis Paths used as links between subdivisions and schools are cleared first ice-control materials are applied as required

Funding for more staffing was required to meet the ever-evolving needs of the community Dollars have also been allotted to contract an additional police offer
The Townrsquos share of funding community policing jumped to 90 per cent after the population exceeded 15000 (2011 Federal Census) To supplement this increased expense $300000 will be transferred from the Policing and Public Safety Reserve 2013 will be the second year of a phased-in approach to paying for this service reducing the impact on the tax base
UtilitiesThe average ratepayer (using 20 cubic meters of water per billing period) will see an overall increase of $793 per billing cycle ($9516 annually) for water and sewer services

Old Man Winter has returned to Stony PlainWhile the Town removes snow and ice throughout the community your assistance is needed to ensure our sidewalks remain safe
The Town legislates in its Nuisance Bylaw that property owners must keep sidewalks adjacent to their properties clear of snow and ice These winter ldquoblessingsrdquo must be cleared within 48 hours after a snowfall Snow must not be dumped onto the roadway When shoveling pile snow on the left side of the driveway (facing your property) This improves your visibility of approaching traffic and reduces windrows from plows dragging snow back to your driveway
To assist with controlling build-up of ice on sidewalks the Town offers sand free of charge to residents a wooden box with sand is located outside the fenced area at the Public Works facility (4505 ndash 50 ave) Note one bucket per use This service is not for commercial purposes
The Town removes snow and ice from public sidewalks in accordance with specific priorities Snow is swept from all sidewalks adjacent to arterial roads after each snowfall while sanding of sidewalks adjacent to arterial roads is done as needed Snow from public trails is cleared on a priority basis Paths used as links between subdivisions and schools are cleared first ice-control materials are applied as required

The Town is mandated by the Province to have a Municipal Development Plan (MDP) which establishes the vision for the community outlines policies and principles to accommodate growth responsibly and provides direction for managing development within the community last revised in 2005 the Townrsquos MDP incorporates a holistic approach balancing land use priorities with cultural social environmental and economic dimensions of the community mdash in order to achieve
long-term prosperity for present and future residents While the plan addresses issues pertaining to land use it also considers key matters pertaining to sustainability and quality of life
in 2007 Council aadopted the Community Sustainability Plan (CSP) a three-year strategy with key action steps in four areas This plan expired in 2010 and is now being updated and integrated into the MDP

Community engagement Municipal development Plan Community Sustainability Plan RevisionsThe Town of Stony Plain hosted a series of public conversations and discussions this fall about important issues within local neighbourhoods that are expected to face significant change(s) in the next 20 years Residents were asked to think about areas or uses that give their neighbourhood its unique identity mdash the type and style of architecture buildings and new development land use amenities parks trails and green spaces heritage connectivity or other aspects that should be maintained or included
The fall meetings built on several community parties the Town hosted in different neighbourhoods this summer to gather residentsrsquo input on what they like about Stony Plain and their ideas opinions and dreams for the communityrsquos future The
objective was to engage with residents as part of the Townrsquos process in updating its Municipal Development Plan (MDP) and Community Sustainability Plan
(CSP) mdash a long-term strategy that will guide Stony Plain over the next

Council approved an increase to the stony Plain swimming Pool Capital Budget thanks to $250000 grant from the Community Infrastructure Improvement Fund (CIIF) a new program administered by the Federal government
The Town received the maximum funding permitted through this program

The Town is mandated by the Province to have a Municipal Development Plan (MDP) which establishes the vision for the community outlines policies and principles to accommodate growth responsibly and provides direction for managing development within the community last revised in 2005 the Townrsquos MDP incorporates a holistic approach balancing land use priorities with cultural social environmental and economic dimensions of the community mdash in order to achieve
long-term prosperity for present and future residents While the plan addresses issues pertaining to land use it also considers key matters pertaining to sustainability and quality of life
in 2007 Council aadopted the Community Sustainability Plan (CSP) a three-year strategy with key action steps in four areas This plan expired in 2010 and is now being updated and integrated into the MDP

Community engagement Municipal development Plan Community Sustainability Plan RevisionsThe Town of Stony Plain hosted a series of public conversations and discussions this fall about important issues within local neighbourhoods that are expected to face significant change(s) in the next 20 years Residents were asked to think about areas or uses that give their neighbourhood its unique identity mdash the type and style of architecture buildings and new development land use amenities parks trails and green spaces heritage connectivity or other aspects that should be maintained or included
The fall meetings built on several community parties the Town hosted in different neighbourhoods this summer to gather residentsrsquo input on what they like about Stony Plain and their ideas opinions and dreams for the communityrsquos future The
objective was to engage with residents as part of the Townrsquos process in updating its Municipal Development Plan (MDP) and Community Sustainability Plan
(CSP) mdash a long-term strategy that will guide Stony Plain over the next

Council approved an increase to the stony Plain swimming Pool Capital Budget thanks to $250000 grant from the Community Infrastructure Improvement Fund (CIIF) a new program administered by the Federal government

Council has approved the 2013 Budget which includes a projected municipal tax increase of 418 per cent
The annual budget incorporates the resources required to implement Councilrsquos priorities and to maintainexpand service levels while identifying efficiencies to minimize the impact on ratepayers The goal is to strike the appropriate balance between meeting community needs and maintaining a high quality of life with the reality of available resources
The 2013 operations Budget contains $36344710 in both revenues and expenses and proposes a $7930 annual tax levy increase for the average single-family residential property assessed at $400000 it includes increases in net protective services costs and general expenses mdash 232 and 186 per cent respectively The Capital Budget is set at $13667562
Funding for more staffing was required to meet the ever-evolving needs of the community Dollars have also been allotted to contract an additional police offer
The Townrsquos share of funding community policing jumped to 90 per cent after the population exceeded 15000 (2011 Federal Census) To supplement this increased expense $300000 will be transferred from the Policing and Public Safety Reserve 2013 will be the second year of a phased-in approach to paying for this service reducing the impact on the tax base
UtilitiesThe average ratepayer (using 20 cubic meters of water per billing period) will see an overall increase of $793 per billing cycle ($9516 annually) for water and sewer services

Old Man Winter has returned to Stony PlainWhile the Town removes snow and ice throughout the community your assistance is needed to ensure our sidewalks remain safe
The Town legislates in its Nuisance Bylaw that property owners must keep sidewalks adjacent to their properties clear of snow and ice These winter ldquoblessingsrdquo must be cleared within 48 hours after a snowfall Snow must not be dumped onto the roadway When shoveling pile snow on the left side of the driveway (facing your property) This improves your visibility of approaching traffic and reduces windrows from plows dragging snow back to your driveway
To assist with controlling build-up of ice on sidewalks the Town offers sand free of charge to residents a wooden box with sand is located outside the fenced area at the Public Works facility (4505 ndash 50 ave) Note one bucket per use This service is not for commercial purposes
The Town removes snow and ice from public sidewalks in accordance with specific priorities Snow is swept from all sidewalks adjacent to arterial roads after each snowfall while sanding of sidewalks adjacent to arterial roads is done as needed Snow from public trails is cleared on a priority basis Paths used as links between subdivisions and schools are cleared first ice-control materials are applied as required

Council approved an increase to the stony Plain swimming Pool Capital Budget thanks to $250000 grant from the Community Infrastructure Improvement Fund (CIIF) a new program administered by the Federal government
The Town received the maximum funding permitted through this program
The $868429 project is a three-phase initiative that includes

Council has approved the 2013 Budget which includes a projected municipal tax increase of 418 per cent
The annual budget incorporates the resources required to implement Councilrsquos priorities and to maintainexpand service levels while identifying efficiencies to minimize the impact on ratepayers The goal is to strike the appropriate balance between meeting community needs and maintaining a high quality of life with the reality of available resources
The 2013 operations Budget contains $36344710 in both revenues and expenses and proposes a $7930 annual tax levy increase for the average single-family residential property assessed at $400000 it includes increases in net protective services costs and general expenses mdash 232 and 186 per cent respectively The Capital Budget is set at $13667562
Funding for more staffing was required to meet the ever-evolving needs of the community Dollars have also been allotted to contract an additional police offer
The Townrsquos share of funding community policing jumped to 90 per cent after the population exceeded 15000 (2011 Federal Census) To supplement this increased expense $300000 will be transferred from the Policing and Public Safety Reserve 2013 will be the second year of a phased-in approach to paying for this service reducing the impact on the tax base
UtilitiesThe average ratepayer (using 20 cubic meters of water per billing period) will see an overall increase of $793 per billing cycle ($9516 annually) for water and sewer services
Garbage Recycling and OrganicsCollection rates will decrease by 739 per cent in the new year

Old Man Winter has returned to Stony PlainWhile the Town removes snow and ice throughout the community your assistance is needed to ensure our sidewalks remain safe
The Town legislates in its Nuisance Bylaw that property owners must keep sidewalks adjacent to their properties clear of snow and ice These winter ldquoblessingsrdquo must be cleared within 48 hours after a snowfall Snow must not be dumped onto the roadway When shoveling pile snow on the left side of the driveway (facing your property) This improves your visibility of approaching traffic and reduces windrows from plows dragging snow back to your driveway
To assist with controlling build-up of ice on sidewalks the Town offers sand free of charge to residents a wooden box with sand is located outside the fenced area at the Public Works facility (4505 ndash 50 ave) Note one bucket per use This service is not for commercial purposes
The Town removes snow and ice from public sidewalks in accordance with specific priorities Snow is swept from all sidewalks adjacent to arterial roads after each snowfall while sanding of sidewalks adjacent to arterial roads is done as needed Snow from public trails is cleared on a priority basis Paths used as links between subdivisions and schools are cleared first ice-control materials are applied as required

Council has approved the 2013 Budget which includes a projected municipal tax increase of 418 per cent
The annual budget incorporates the resources required to implement Councilrsquos priorities and to maintainexpand service levels while identifying efficiencies to minimize the impact on ratepayers The goal is to strike the appropriate balance between meeting community needs and maintaining a high quality of life with the reality of available resources
The 2013 operations Budget contains $36344710 in both revenues and expenses and proposes a $7930 annual tax levy increase for the average single-family residential property assessed at $400000 it includes increases in net protective services costs and general expenses mdash 232 and 186 per cent respectively The Capital Budget is set at $13667562
Funding for more staffing was required to meet the ever-evolving needs of the community Dollars have also been allotted to contract an additional police offer
The Townrsquos share of funding community policing jumped to 90 per cent after the population exceeded 15000 (2011 Federal Census) To supplement this increased expense $300000 will be transferred from the Policing and Public Safety Reserve 2013 will be the second year of a phased-in approach to paying for this service reducing the impact on the tax base
UtilitiesThe average ratepayer (using 20 cubic meters of water per billing period) will see an overall increase of $793 per billing cycle ($9516 annually) for water and sewer services
Garbage Recycling and OrganicsCollection rates will decrease by 739 per cent in the new year

Old Man Winter has returned to Stony PlainWhile the Town removes snow and ice throughout the community your assistance is needed to ensure our sidewalks remain safe
The Town legislates in its Nuisance Bylaw that property owners must keep sidewalks adjacent to their properties clear of snow and ice These winter ldquoblessingsrdquo must be cleared within 48 hours after a snowfall Snow must not be dumped onto the roadway When shoveling pile snow on the left side of the driveway (facing your property) This improves your visibility of approaching traffic and reduces windrows from plows dragging snow back to your driveway
To assist with controlling build-up of ice on sidewalks the Town offers sand free of charge to residents a wooden box with sand is located outside the fenced area at the Public Works facility (4505 ndash 50 ave) Note one bucket per use This service is not for commercial purposes
The Town removes snow and ice from public sidewalks in accordance with specific priorities Snow is swept from all sidewalks adjacent to arterial roads after each snowfall while sanding of sidewalks adjacent to arterial roads is done as needed Snow from public trails is cleared on a priority basis Paths used as links between subdivisions and schools are cleared first ice-control materials are applied as required
