As President of The Nautical Institute it is my pleasure to welcome delegates, speakers and panel-lists to ETC-2019 - The International Forum on Seafarers’ EDUCATION, TRAINING & CREWING here in Odessa. It is very special to me to be back in Odessa, a port I first came to in 1990 as a young Third officer and more recently in 2003 in my First Command “Royal Princess” it is especially more relaxing this time – being on this side of your beautiful (but challenging) breakwaters!

The Nautical Institute represents over 7000 maritime professionals from over 120 countries in 50 branches. We work constantly within our industry to ensure the highest levels of professional stan-dards and competency in those who go down to the sea in ships and do their business on the great oceans of this world.

Our members contribute across these oceans in forums such as this to ensure the ongoing improve-ment in standards for seafarer education, training and crewing, the subjects of this conference here in Odessa.

With an impressive list of speakers and panellists and Conference partners Anglo Eastern, Kongs-berg and Wartsila you have a fine collaborative chance to share your knowledge and experience to enhance training and safety across these oceans.

The panel discussions and round tables are a vital part of this conference and allow us all to partici-pate and gain the most from our excellent speakers and I do encourage us all take full advantage of these. Through this and other such conferences I do hope that we can influence all those ‘Who go down to the sea’ to ensure that they are well trained and competent.

I would again like to thank the organizers of this annual event to once again invite The Nautical Insti-tute to participate. On behalf of the State Service of Maritime and River Transport of Ukraine I would like to express my sincere greetings to the participants of 7th International Forum on Seafarers’ Education, Training and Crewing.

It is a great honour for me to state the fact that this forum which has already become traditional for Odessa as a maritime capital of Ukraine attracts attention of the maritime community. For the seventh year in a row world shipping leaders, representatives of leading maritime organizations and associations have taken part in the work of the Forum. They are interested in the development of cooperation with our country.

Nowadays, Ukraine has a system of maritime specialists’ training based on meeting the international requirements for seafarers’ training as well as long-standing national traditions. Due to the quality of seafarers’ training, Ukraine is recognized by the international community and holds leading positions by the number of officers working in the world fleet.

The above-mentioned positions of Ukraine as a maritime country has been achieved thanks to the high-quality MET system in maritime higher education institutions.

State Service of Maritime and River Transport of Ukraine supports integration of maritime education to the European Education Area and will continue to contribute fully to maintaining high standards of the seafarers’ training and certification.

Holding the ETC-2019 in Odessa has become a good tradition. This year National University “Odessa Maritime Academy” hosts the 7th annual forum dedicated to the celebration of the 75th Anniversary of its foundation. I am honored to invite all the conference delegates to take part in festive occasions devoted to the NU “OMA” Anniversary which will take place on the 7th of June at the NU “OMA” prem-ises.

Interest to the Forum is constantly increasing. This year we are expecting up to 200 delegates from 27 countries to participate in the conference and thousands of specialists, seafarers and cadets to visit the exhibition.

The opportunity to demonstrate potential of maritime education and crewing system of Ukraine to international maritime community gives the allows to strengthen positions of Ukraine as one of the leading providers of qualified officers to the world merchant fleet.

We hope that new companies will come to Ukrainian market and open new cadet programs. Inter-national Forum on Seafarer’s Education, Training and Crewing is a perfect platform to discuss topi-cal issues in maritime safety, efficiency of navigation and prevention of marine pollution from ships through human resources management.

ETC Admiral conducts more than 60 programs of training based on model courses for crew members,which are confirmed by all necessary licenses and certificates. The courses are held by highly qualifiedinstructors.The center occupies more than 1,700 square meters for train-ing, is equipped with modern electronicsimulators and possesses a base for practical exercises built in accordance with the requirements of theSTCW conventions and on the basis of model courses.In the ETC Admiral much attention is paid to studying Eng-lish as one of the most important conditionsfor hiring in foreign companies. ETC Admiral received ap-proval from Marlins for testing seafarers inEnglish language proficiency.Our center is approved by the Ministry of Education of Ukraine, the Ministry of Infrastructure ofUkraine, the Agency of Fisheries of Ukraine.We also developed a quality management system approved by the Certified Bureau Veritas according tothe standard ISO 9001: 2015.ETC Admiral carries out training according to the courses regulated by STCW-78/95 (with Manilaamendments), the convention of the fishing industry STCW F 95 as well as training in small-size pleasurecraft and training for offshore fleet workers.

The Marine Transport Workers’ Trade Union of Ukraine (MTWTU), established in 1992, is the largest national trade union, embracing over 78,000 maritime industry workers of Ukraine. As of 2019, the MTWTU represents 86% of all the maritime transport employees of Ukraine, whereof 47,000 (59%) are Ukrainian seafarers, working on board the foreign-flagged vessels. The major goal of the Union is to protect the rights and inter-ests of the Ukrainian seafarers. Since 1993, the MTWTU has been affiliated to the Interna-tional Transport Workers’ Federation and today is the only maritime ITF member organization in Ukraine. The ITF Inspector in Ukraine, being the MTWTU employee, for more than 14 years has been successfully protecting the labor rights of seafarers. We prepare, sign and enforce the collective agreements with foreign ship owners in close collaboration with the Interna-tional Transport Workers’ Federation (ITF). The MTWTU provides its Union members with numerous social benefits, such as medical protection, health care and recreation claim reimbursement, financial, legal, social, psychological assis-tance. We help seafarers experiencing difficult financial situa-tion, employment problems and family and health concerns. Since 2012, the MTWTU holds the exclusive right to conclude the collective bargaining agreements within the framework of the International Bargaining Forum with ship owners and ship managers, members of the International Maritime Employers’ Council (IMEC). Agreement of such a high standard acts as the guarantor of the labor rights’ protec-tion and provides the Ukrainian seafarers with social benefits, granted by the MTWTU. In 2016, the MTWTU together with IMEC implemented the investment project worth 2.2 million USD, aimed at devel-oping the educational capacity of the two major maritime educational institutions of Ukraine – the National University ‘Odessa Maritime Academy’ and the Kherson State Maritime Academy. Through the conclusion of the memorandums of cooperation, the MTWTU provided all its members with discount for passing courses at the Kherson Maritime Spe-cialized Training Center under the Kherson State Maritime Academy and the AVANT Seafarers Training Center.

Обучение проводит опытный профессорско-преподавательский коллектив, на хорошо оснащенной учебно-материальной базе, где изучается современное водолазное оборудование - вентилируемое и автономное снаряжение, для силовых структур, снаряжение замкнутого цикла.В центре имеется водолазная поточно-декомпрессионая барокамера ПДК-2, в которой проводятся исследования барофункции уха на пригодность к водолазным работам, тренировочные спуски водолазов и медицинского персонала до 100 метров, а также лечение специфических водолазных заболеваний. Центром подготовки и аттестации плавсостава Национального университета «Одесская морская академия» проводятся курсы повышения квалификации для лиц командного плавсостава морских судов. В соответствии с «Положением о порядке присвоения званий лицам командного состава морских судов» обучение на курсах повышения квалификации является обязательным при подтверждении или присвоении соответствующих званий.Для работы на курсах повышения квалификации приглашаются ведущие специалисты морской отрасли, которые объединены в двух специальных кафедрах – «Безопасность морского судоходства» и «Техническая эксплуатация судов».Обучение слушателей на курсах повышения квалификации проводится по учебным планам и программам, разрабатываемым кафедрами, утверждаемыми Учёным советом академии и согласовываемыми с Морской Администрацией Украины. Основной их целью является совершенствование технических знаний, навыков и профессионализма моряков согласно Резолюции 8 Международной Конвенции ПДНВ 78 с поправками.Повышение квалификации по программам для уровня управления проходят капитаны дальнего плавания и штурмана дальнего плавания, а для уровня эксплуатации – штурмана.Разделы программы структурированы по следующим функциям:- Судовождение;- Обработка и размещение груза;- Управление операциями судна и забота о людях на судне.Программы обучения включают ознакомление с современными техническими средствами судовождения, рассмотрение вопросов взаимодействия в экипаже судов, основных вопросов международного морского права и законодательства Украины в области морского судоходства, а также других аспектов, связанных с обеспечением безопасности морского судоходства, предотвращением загрязнения окружающей среды и заботой о людях на судне. Кроме того, изучаются изменения и дополнения Международных Конвенций, а также национальных требований, относящихся к морскому судоходству.Процесс обучения на курсах повышения квалификации для судоводителей включает лекционные, практические занятия, тренажёрную подготовку, консультации по разделам изучаемых дисциплин, а также проверку компетентности на тренажёрах по программе CES-4.1.Кроме курсов повышения квалификации для судоводителей уровня управления введено обязательное прохождение специального курса «Организация управления судном» в соответствии с рекомендациями Международной морской организации.Продолжительность обучения на курсах повышения квалификации составляет от 5 до 10 рабочих дней в зависимости от программы обучения и подготовленности слушателей.

Abstract

International conventions, national rules and legislation are becoming increasingly more complex. Additionally, industry wide specific customer requirements are increasing and seafarers have to deal with more complex technical installations.

Existing Technological advancements today include onboard sensors collecting data for analysis which in turn aids better decision-making, which will be supported by machine learning capabilities. On the horizon are onboard 3D printing systems as well as the use of drones and robots operating in a secure, encrypted environment.

A very detailed study conducted by Oxford University in 2013 suggested that the probability of support-level deck and engine crew being replaced by new technology is high, whereas the job of marine engineers is very unlikely to be replaceable.

Apart from technology, the interpersonal skillset required by seafarers will change, having a significant impact on training and education systems of the future generation of seafarers.

Maritime regulators, ship owners, trade unions and P & I clubs are all alert to the fact that with certain ship types a combination of minimal manning, sequences of rapid port turnarounds, adverse weather conditions and high levels of traffic may find seafarers working long hours and with insufficient recuperative rest. Fatigue and reduced performance may lead to environmental damage, ill-health and reduced life-span among highly skilled seafarers who are in increasingly short supply.

In order to investigate aspects of fatigue of seafarers many research projects and studies have been conducted, as it can be considered that fatigue is detrimental to safety at sea and the heath of seafarers.

It is important that this kind of studies improve the understanding and knowledge of fatigue

science and how this can be applied to the management and mitigation of fatigue. Watchkeeping, for example 8 hours on/8 hours off watch keeping pattern or 6 hours on/6 hours off watch keeping pattern have tremendous difference on fatigue and this has not been thoroughly examined or studied.

Anyhow some studies have been conducted on watch keeping and these studies have conclusions, with the results indicating that some watch systems have benefits over others and the risks of falling asleep are less. The significance of different circadian types is apparent in determining how different watches might affect individuals. Also, the disruptive impact of interruptions to rest period has impact on vigilance, as well as the benefits of changing the start time of certain watch systems.

Given the diversity of activities undertaken in the maritime sector, and the different profiles of fatigue risk factors in different work groups, it is clear that a range of strategies will be needed to prevent or manage fatigue.

An in-depth study into seafarers’ stress and fatigue levels – Project MARTHA– has found that seafarers often perceive their levels of stress and fatigue to be higher towards the end of a voyage than at the beginning. This is particularly true for the Master. The study also indicates that seafarers’ quality of sleep deteriorates over the course of their voyage. Various bodies across the industry have repeatedly identified long-term fatigue in seafarers as a factor which may contribute to health issues such as cardiovascular and metabolic disorders. It can also put seafarers at an increased risk of accidents because fatigue seriously reduces our mental and physical capabilities. Simple mistakes that can endanger everyone on board become much more likely.

Let me start off with a quotation from the UN Secretary-General, Antonió Guterres, in his address to the UN General Assembly on 25 September 2018. He notes:

Technological advances may disrupt labour markets as traditional jobs change or disappear, even as the number of young job-seekers continues to grow. Re-training will be needed at previously unimaginable scales. Education must adapt, from the earliest grades. And the very nature of work will change.

Similarly, the Director-General of the International Labour Organization, Guy Ryder, notes that “transformative change at work, caused by multiple factors – technology, demographics, climate change, globalization – to ensure decent work, stability and social justice” needs to be managed by “anticipating technological changes and assuring that education and skills in the labour market keep pace”. In the same vein the IMO Secretary-General notes that “it is important to ensure that the necessary skills that will be required to handle the new technologies are integrated in relevant IMO instruments”.

All these thoughts are contained in a recent research report titled “Transport 2040: Automation, Technology, Employment - The Future of Work” from WMU. The report highlights the impact of technology on different sectors of the transport industry. Today, it is increasingly recognized that there is a need for all stakeholders to adapt to an evolving paradigm that challenges traditional skills and to introduce new skills. This needs to be done if both individuals who currently form the labour force of the maritime industry, and the institutions that train them are to remain relevant and survive economically.

The opportunities and challenges of technology in respect of education are extensive and profound. In the next few minutes, I will only give a brief overview of some of the considerations that this august conference could keep in mind. I do not intend to present and discuss some of the new technologies that are becoming evident in the maritime industry. Many conferences are doing this and many speakers have become very adept at presenting – even marketing – such new technologies. Rather, I will like to draw your attention to a number of more fundamental and perhaps philosophical issues and considerations.

Historically, work on board ship used to be intensely physical with a very high dependence on onboard training. Things were done following a rule-of-the-thumb approach that was very skills-based. That, to a large extent, still remains the case with the contemporary emphasis on standardised competence and much wider intellectual abilities. However, the need for the human element - knowledgeable, competent, and medically fit - remains and this is evident in the evolution of the International Convention of Standards of Training, Certification and Watchkeeping, 1978, as amended.

This notwithstanding, in all sectors of the global economy (shipping included), the conservative approach to development is being challenged by the rather speedy rise of what has been called “a technological society”. This kind of society operates in an increasingly standardized legal and administrative fashion and has a very high dependence on never-ending optimization techniques and technological artefacts. The latter tends to continuously decrease the reliance of socio-technical systems on the human element, the “socio” part of the system.

The range of skills currently needed to be a good seafarer is relatively wide. In addition to the technical skills relevant to specific areas of operation, a seafarer (particularly officers) should have other skills such as human relations skills, inquiry and diagnostic skills, leadership skills, conceptual skills, social responsibility and environmental consciousness as well as knowledge transfer and mentoring skills.

In the future these skills will remain relevant but perhaps not in the same context and areas

of application as they are currently. A new kind of seafarer may operate different kinds of vessels and from different locations requiring the application of the same skills but in different ways. It is gratifying to see the work being done in the context of the International Association of Maritime Universities (an association of the world’s top 67 maritime higher education institutions) to redefine learning outcomes for a new kind of seafarer – a Global Maritime Professional. I invite you to keep an eye on this work and to contribute to its development.

The convergence of technological developments, which forms the backbone of what is being called the 4th industrial revolution means that seafarer education and training cannot rely on its own traditional practices to evolve new ways of meeting the needs of an evolving industry. As was the case when the shipping industry shifted from oars and sails to mechanical propulsion using internal combustion engines, the industry will have to work with experts outside the industry – from other industries which at first glance may seem not to have anything to do with transport – to adapt appropriately to the changes. Such key developments as the internet of things, artificial intelligence, and blockchain are not primarily developed with the shipping industry in mind, but will nevertheless affect it significantly. The experts that can help adapt seafarer education and training to a new environment may not necessarily be traditional maritime experts.

While the anticipated technological evolution – even to the extent of fully automated ships – is an undeniable reality, a pragmatic view also notes that the world fleet of 1.85 million deadweight tons (as at 2017), carries 80% of world trade by volume. There are 50,155 propelled ships of 1000 GT or more. At the beginning of 2017, the average age of the commercial fleet was 20.6 years, still a young fleet compared to historical averages. It is noteworthy that at that same time the average age of bulk carriers was 8.8 years. Given the high dependence of the global economy on these vessels, the significant cost of any kind of retrofitting and long-life spans of ships, it will be unrealistic to expect that traditional ship operation skills will be redundant any time soon. Indeed, WMU research shows that there will continue to be an increasing demand for seafarers with skills as we know them, albeit at a reduced pace. Nevertheless, there is a clear trend towards a new dawn and this must engage the attention of all stakeholders. The challenge of seafarer education and training systems is to meet contemporary labour needs and in the short-term while at the same time adapting such education and training to medium and long-term needs of a world in which traditional ships operate together with semi- to fully-automated ships.

I will like to take a step back now and briefly discuss a philosophical view that is worth ruminating on. It has been argued that one aspect of the evolving technological society is to dehumanize humanity. One writer calls this the “McDonaldization of Society”, which refers to the creation of “a society characterized by rationality; one which emphasizes efficiency, predictability, calculability, substitution of non-human for human technology, and control over uncertainty”. One can add speed, standardization, globalization, and unfettered, unexamined growth. While some of these may appear very good, it has been argued that the undue preoccupation with these by humans – mostly through the agency of technology – leads to “irrationalities”: inefficiency, high costs, loss of values, human disenchantment, health and environmental dangers, homogenization and dehumanization. The argument is made that much in the same way that the fast food industry has led to health challenges and the loss of a number of social values (e.g. the flair of design and spontaneity, the comfort of relationships in cooking and serving, the variety available in choice), the increasing dehumanization in the workplace via technology is symptomatic of the “McDonaldization” of society and its negative effects3.

These are weighty questions, but they deserve engagement, particularly by educators. What kind of seafarer do we intend to educate? One who is a participant in the effort to enhance socio-economic development as an excellent custodian of an industry and conscious steward of the global environment or one who is just a utilitarian piece in a machinery only moving a vessel from point A to B? The mindset which focuses on the latter is at risk to become “extinct” in the future.

Given all the threats the global community faces, all education must also continue or begin (if this has been absent previously) to address value-systems that encapsulate integrity, sustainability-thinking, life-long learning, adaptability and change management/leadership skills. It should not matter which domain of education and training one considers. Such education is paramount, irrespective of industry.

Martin Luther King Jr. is quoted as having once said to students of Morehouse College in 1948: “The function of education is to teach one to think intensively and to think critically. But education which stops with efficiency may prove the greatest menace to society. The most dangerous criminal may be the man gifted with reason, but with no morals … We must remember that intelligence is not enough. Intelligence plus character – that is the goal of true education”.

In the industry the education part of seafarer education and training has not been as prominent as the training part. For long-term sustainability of the industry, the education part should be given

greater emphasis particularly as the training parts get increasingly threatened by technology. In a volatile, uncertain, complex and ambiguous future the only constant is change. We do our students an injustice if we do not prepare them for this.

The WMU research report I referred to earlier anticipates that the introduction of automation into transport (in particular the maritime industry) will be “evolutionary rather than revolutionary” and that the pace of change will be different in different jurisdictions and socio-economic contents. Be that as it may, it is important that thought-leaders and key individuals, who are gathered here today, support a research mindset, strategic thinking and a good understanding of curriculum development and its influences to prepare not only seafarers but also the institutions that train them for current and upcoming changes.

In conclusion, I take this opportunity to reiterate that WMU, as an expression of IMO’s technical cooperation strategy, and in support of the UN 2030 Sustainable Developmental Goals, will continue to create and optimise a context of engagement and dialogue involving academia, governments and industry and to assist in the capacity-building efforts of individuals and organizational entities in the maritime and oceans community. Wärtsilä’s Smart Marine ecosystem provides the platform to make this happen through intelligent vessels and ports, automated information exchange between stakeholders and data analytics followed by optimization on multiple levels. The transformation brings new technologies and workflows which have a direct impact on the competence requirements for personnel involved in the operation and must be addressed in the training for both the onboard and onshore staff. Aland-based fleet operation support is aimed to ease the workload of the people onboard, and to make sure it does not become a liability, it needs to be treated as an additional resource and should therefore be included in the resource management training.

The K-Sim Safety advanced firefighting simulator is developed as a tool to increase the realism in training to demonstrate and assess competence described in the regulations. The simulator allows incident command and emergency response training; the simulator users can experience an incident as if it happened in reallife. During an exercise, they can assess the situation and determine the best response strategy, implement it and then observe the consequences of their decisions during a debriefing afterwards.

Kongsberg has a long history and developed simulators used for maritime training for over 40 years. The entire simulator product portfolio consists of engine room, navigation, cargo handling, ballast handling, crane and offshore simulators. The simulators are very flexible and can be configured from a PC desktop to an operational full mission simulator using customized panels and ship equipment. In recent years the simulators have been expanded with 3D displays of vital parts in the engine and cargo area and a selection of models have the entire engine and deck area modeled as virtual walkthrough system.

We have now used our experience and technology to increase the training possibilities and safety to sea even more. We are now launching a new type of simulator to be used in advanced firefighting training, called K-Sim Safety.

The simulator has been designed and manufactured in full observance of the STCW (International Convention on Standards of Training, Certification and Watchkeeping for Seafarers) firefighting/search & rescue competence requirements as expressed in regulation VI/3, section A-VI/3 table A-VI/3-1.

The STCW Table A-VI/3 states a minimum standard of competence in advanced firefighting: “Practical exercises simulated in realistic environment described and specific, methods for demonstrating competence, must be performed”. The new firefighting simulator is developed as an advanced tool to increase the realism in training to demonstrate and assess competence that is described in the regulations:

· Control firefighting operation onboard ships

· Organize and train fire teams

· Inspect and service fire detection and extinguishing systems and equipment.

Based on the STCW requirements for training, DNV GL is now in process outlining a new certification standard. They have already reviewed the K-Sim Safety solution, which will comply with the new standard when launched later this year.

The K-Sim Safety contains a 3D virtual environment based on real general arrangement data from a 152.000 dwt hull Suezmax Crude Oil Carrier with 7 decks. The simulator allows incident command and emergency response training; the simulator users can experience an incident as if it happened in reallife. During an exercise, they can assess the situation and determine the best response strategy, implement it and then observe the consequences of their decisions during a debriefing afterwards.

Full Mission Concept

The K-Sim Safety solution includes a full mission simulator, which can train up to three different teams at the same time; one management team and two firefighting teams.

In an emergency, the management team (often consisting of the Captain, the Chief Engineer and the Chief Officer) will meet at the bridge/safety command center. Their main task is to manage the firefighting by communication to the other internal teams as well

as external communication using radio.

The full mission system includes two separate fire team muster stations (fire station 1 and 2) comprising an interactive walkthrough virtual animation of the entire engine room and four upper decks including hotel area.

The simulator features detailed of visual models such as equipment for the fire teams, doors, fire doors, lights, fire, smoke and people. Corridors, stairs, cabins, offices, lockers, storages, emergency exits and muster stations including firefighting and lifesaving devices are all available in the 3D environment, based on the general arrangement of the simulated ship.

During an exercise, each fire team may consist of a team leader, an assistant and two smoke divers who can train on procedures and virtually walk around selected areas of the ship. K-Sim Safety facilitates training on emergency communication, the use of extinguisher equipment and search for missing persons. Training of communication between the teams is also extremely important, since communication error is one of the main causes of fatal accidents.

A X-box controller is used for navigating around the virtual ship. When a situation requires the smoke divers can split from their managers, they can continue into the virtual smoke diver’s area with their own monitor and X-box controller located in another room.

Bridge/Safety Command Center

The bridge/safety command center is equipped with an Integrated Automation System (IAS) and safety panels giving an overview of the situation, supporting the management team to take critical decisions.

K-Sim Safety includes a fire control and safety plan, which is a mandatory requirement of the SOLAS convention onboard ships. The plan is located at selected locations on the ship and provides detailed information about fire stations, type of fire detection and firefighting systems available onboard.

The Instructor System

K-Sim Safety includes the same state-of-the-art instructor, monitoring and assessment system as Kongsberg’s K-Sim Engine and -Cargo simulators.

The Instructor system enables a complete overview of the situation. It can easily configure different types of emergency scenarios like fire, smoke, blackout, flooding and missing persons. Scenarios and faultsettings can either be pre-programmed or manually set by the instructor during the exercise to dynamically challenge the teams. When the exercise is pre-programmed, the same scenario can be run for different participants.

The instructor can start, stop and freeze the exercise at any time. Functions like record and replay are also available for the instructor when running debrief with the students afterwards. An external CCTV system can be used for the debrief session.

The instructor system contains of a flexible assessment system which can be programmed to give positive or negative score. In the assessment system you can for example check that the fire team is present, fire team is manned, persons saved, air left for the smoke diver, fire extinguished, fire doors closed, time used for the different operations and so on.

The Fire Station

The fire teams are entering physical rooms set up as fire station 1 & 2. The physical equipment consists of 65” monitors and X-box controllers. Each fire team is usually manned by a team leader, one assistant and two smoke divers, the team leader uses the x-box controller. At each fire station the participants need to check in that they are present. The team leader confirms that the two smoke divers are equipped with the fire fighter equipment.: Mask, Suit- incl. glows, Bottles, Boots (Check bottle Pressure). The teamleader reports to the safety leader on Bridge/Safety Command center by the use of radio. Based on where the fire is located and order from the safety leader, the team moves around in the virtual space utilizing the Xbox controller in order to search for missing persons or fight the fire.

It is possible to search in cabins, open doors and look around… Visual effects like smoke, water and lights are included in the visual scene. When the team leader decides to stop and split (typically in-to an area where only the smoke divers can access). The smoke divers must put on masks, check bottle pressure open for air, and enter a new simulator station. This station is recommended to be separated next door to the other station.

An onboard fire is a stressful situation which, if a crew isn’t properly trained, can lead to panic, confusion and indecision, with potentially lethal consequences. Abstract

Papers present actual situation in Polish Seafarers recruitment sector and system of transformation of the above from recruitment Service to shipmanagement function. Poland is a traditional big seafarers’ recruitment country from early 80’s. Actually there is about 35000 – 40000 Polish seafarers working in worldwide fleet. Structure of seafarers is: 85% officers and 15% ratings.

Gdynia Maritime University is the biggest maritime academy in European Union. On my Faculty of Navigation are around 1200 students.

In my presentation I would like to present changes which take part in Polish maritime labour section in last 5 years.

Long time process and strategically action and decision taken in direction of establishing Shipmanagement Center on Southern Baltic Coast.

The following steps for creating above:

1. Polish Shipmanagers’ Association

The name of the association is “Polski Związek Zarządców Statków” (hereinafter called “Association”). The Association may also use its English name “Polish Ship Managers’ Association” and abbreviated names: “PZZS” in Polish and “PSMA” in English, was established January 15th 2015.

The Association is a voluntary organization of Polish business entities performing technical and crew management of ships belonging to foreign shipowners and ship operators and marine risk management concerning those ships. The Association goal is ensuring the necessary professional level of services provided by the members to the contracting parties, in accordance with international standards and quality norms. President of association, Mr. Irek Kuligowski, managing director of Green Management said: „Our Maritime Universities educate people on a very high level quality and all can find a job only abroad. What for graduates should emigrate? Maritime Universities should change a little their behaviour and start to educate specialist for shipmanagement business.”

2. The specific post degree studies

Any University or College has a right to open Post Degree Studies, in a field of profile of study. Plans, curriculas and programms of postdegree studies should be accepted by Dean’s Board. Duration of post degree studies should be not less than 2 semesters (200 hours) and total quantity of ECTS is minimum 60 points. University or College has a right to collect fee for a period of education. Graduates of post degree studies receive certificate of completing course. The conditions of issue of the above

After years of transformation in Poland last years we observe permanent development of maritime business. Maritime Industry Forum is the biggest one day meeting of experts on field of maritime affairs. More than 600 participants and over 30 presentations. Apart of common sessions there are four panels one of which is “Ship management” (others: seaports, maritime industry, maritime logistics.)
