Scheme?

PERMITWHAT IS A  The demand for parking in Stockport is ever increasing.

With a limited amount of safe on-street parking space

available, we believe residents should have priority in

PARKING

parking near their home. The purpose of a Permit Parking

Scheme (PPS) is to prevent the long-term parking of

commuters and non-residents by providing space where

only residents and their visitors can park.

WHY THE CHANGE ?Stockport already has a number of schemes in operation. However, because of the strictcriteria that had to be met before a Residents Parking Scheme could be developed, notenough streets have been able to benefit from a scheme. Enforcement has also beenineffective, meaning that residents continued to have difficulties parking, even when ascheme was in place.

HOW IS THIS NEW?

 The new Permit Parking Scheme (PPS)

will replace the existing resident's

parking schemes already in operation.

In the past, enforcement of these existing

schemes has been ineffective, meaning

that residents have continued to havedifficulties parking, even when a scheme

is in place. The new scheme guarantees

a level of enforcement by the Council's

Civil Enforcement Officers (CEO's).

 The new PPS has also relaxed the criteria

used to decide whether a scheme can

by put into operation. This gives greater

flexibility to residents and your local Area

Committee who will now have the

opportunity to establish a PPS where it

may not have been permitted before.

IT IS YOUR DECISION... The decision on whether to apply for aPPS is yours. If the majority of householdson a street make a request for a PPS theCouncil will work with the residents todetermine the type of PPS that is requiredon individual streets.

ARE THE PERMITS DIFFERENT ?

WHAT IF I ALREADY HAVE ARESIDENTS’ PARKING SCHEME ?

 The Council is looking to phase out the old

Residents' Parking Schemes and if you would like anew PPS on your street you will need to re-applyunder the new criteria. (See page 6 for detailsof how to apply). Should 51% or more of thehouseholds choose not to re-apply then your AreaCommittee will determine if the current schemeshould be discontinued and all restrictions forresidents' parking removed. If, however, there isno majority in favour of retaining or removingthen your local Area Committee can leave thecurrent restrictions in place, but without aguaranteed level of enforcement, or agree to a

more detailed consultation with residents.

By being part of a PPS you will benefitfrom a more accountable system where

additional CEO's will be deployed to helptarget your street and deter non-residentsfrom parking. In order to guaranteeenforcement by the Council's CEO's for

 your scheme, a 12 month permit will cost

£20. Each household can apply for amaximum of three permits, at £20 per

permit, for vehicles registered at anaddress within the scheme. In addition,and annual visitor permit is available for

£20 and there will be 100 daily permitsavailable per household per year, at acost of £1 per permit.

WILL I BE ABLE USE MYPERMIT 24HRS A DAY ?

 A PPS will be flexible, so restrictions may

be different on each street, depending onwhen residents have a problem parking.Restrictions may only be in place duringa particular time of day and at all othertimes you can park without requiring apermit. The hours/days of operation willbe proposed by the Council's TrafficServices Section, based on their surveyand consultation results with the residents,and the Area Committee will make thefinal decision.

However ,by being a permit holder you will

have a better chance of findinga space near your home as

non residents will be deterredfrom parking on your street.

In order to operate, review and pay foradditional enforcement, there will be acharge for permits. However, this is nota revenue generator and the charge isconsistent with many other authorities inthe UK who have well managed schemes.

WHY DO I HAVE TO PAY FORA PERMIT ?

Permits issued to households in currentor future Event schemes around

Edgeley Park Stadium, that are providedfor safety, emergency access and traffic

management reasons, will be free.

ARE THERE ANY EXEMPTIONS ?

 A borough-wide permit will be available tomedical and care staff on production of

 verification of status, at a charge of £10 perpermit per year. Blue Badge Holders canpark free of charge in the PPS.
