Should Councillors wish to pursue chargeable, permit parking schemes on Grenville Road, Norman Avenue and Bramhall Moor Lane (cul-de-sac end) they are recommended to approve the following, subject to the Executive Councillor (Transportation) agreeing, in this instance, to relax the minimum 51% criteria of residents support required so as to enable the Area Committee to establish chargeable, permit parking schemes as follows:

i) Grenville Road, Hazel Grove South-west side from a point 35 metres from its junction with Bramhall Moor Lane for a distance of 35 metres in a South-easterly direction. ii) Grenville Road, Hazel Grove South-west side from a point 10 metres from its junction with Norman Avenue for a distance of 63 metres in a South-easterly direction. iii) Grenville Road, Hazel Grove North-east side from a point 35 metres from its junction with Bramhall Moor Lane for a distance of 125 metres in a South-easterly direction. iv) Norman Avenue, Hazel Grove

Report of the Service Director – Place Management 1. MATTER FOR CONSIDERATION 1.1 The report informs members of the results of the public consultation exercises

carried in January 2012 and May 2012 respectively to establish whether residents supported the introduction of a Permit Parking Zone ‘PPZ’, see Appendix 1, consisting of ten streets near the Stepping Hill Hospital and to inform residents of three of these streets; Grenville Road, Norman Avenue and part of Green Lane who have existing old, free type Residents’ Parking Schemes that the Council is looking to phase out the free schemes and that they would need to re-apply under the new Permit Parking Scheme ‘PPS’ policy to convert to the standard, chargeable permit scheme; and to seek approval to proceed with the implementation of Traffic Regulation Orders shown below.

2. INFORMATION 2.1 The purpose of the scheme is to improve parking facilities and convert existing non-

standard, free PPSs to the new type, standard, chargeable PPSs to be consistent with current Policy.

2.2 All the households on streets in the Borough that have existing free, non-standard

PPSs have been contacted to establish whether they wish to convert to the standard, chargeable permit parking scheme or potentially have their schemes removed and the streets revert to free-for-all parking. A scheme conversion or removal programme is currently taking place. Currently, Grenville Road, Norman Avenue and part of Green Lane (property numbers 18 to 42) have non-standard, free type PPSs.

2.3 In February 2011, the Council received a petition signed by 14 out of 18 (78%) of

the households situated at the part of Green Lane which is not part of the existing Green Lane PPS; requesting that a PPS be introduced to their section of Green Lane. The petition met the criteria of 51% or more support for a PPS to be introduced. Also, in recent years, the Council has received requests from some residents of Mount Pleasant and the cul-de-sac end of Bramhall Moor Lane to be considered for PPSs. Consequently, the two Ward Spokespersons instructed Traffic Services to consult with the residents of Mount Pleasant, Brewers Green, Green Lane, Grenville Road, Norman Avenue, Charles Street, Neville Street, Stanley Avenue, Gordon Avenue and 1-23 (odd and even numbers) & 79-91 (odd numbers only) Bramhall Moor Lane to establish whether a residents Permit Parking Zone ‘PPZ’ scheme was required to assist in meeting resident’s parking needs.

2.4 The results for each street included within the public consultation exercise are

shown in Appendix 2. The PPZ layout shown in Appendix 1 which was included in the first public consultation exercise will not be introduced as the only street to meet the criteria of 51% or more support for the introduction of the standard, chargeable

PPS is Green Lane therefore it is recommended that the part, current PPS is converted to the new type PPS and extended to include all the households of Green Lane and that more parking bays are introduced to Green Lane. Once the scheme is legally converted, the Council will charge the households of Green Lane for permits.

2.5 In view of a low response from Grenville Road and Norman Avenue, and the

possibility that these streets may lose their PPSs, a second public consultation/ information exercise was carried out in May 2012. Residents were informed that if 51% or more households did not support the conversion of their PPSs to chargeable standard schemes then it was likely that their streets would revert to free-for-all parking. Consequently, support for the schemes conversions increased however not to the criteria for a PPS. A resident of Norman Avenue has stated that there are only four houses on Norman Avenue without off-street parking therefore only those without off-street parking or properties with several vehicles would find it difficult to park if Norman Avenue became a free-for-all parking street as staff and visitors to Stepping Hill Hospital would park on this street. Similarly, some residents of Grenville Road are worried that free-for-all parking will attract in influx of Hospital staff and visitors parking on this street.

2.6 Should Councillors wish to pursue chargeable, permit parking schemes on Grenville

Road and Norman Avenue, as the two streets have almost reached the PPS criteria with Grenville Road at 47% and Norman Avenue at 44% support for a scheme; it would class Green Lane, Grenville Road and Norman Avenue as a small PPZ. Permit holders within the zone may park in any of the PPS bays within the zone; this will enable a more efficient use of available parking space with bays being individually signed. The signs and permits will include the zone reference, such as ‘HG2’.

2.7 Another street which almost met the criteria for a PPS is Bramhall Moor Lane (cul-

de-sac end) with 43% support for a scheme. Residents have also requested a reduction in waiting restrictions on this part of Bramhall Moor Lane at its junction with Fenton Avenue to free parking space therefore it is proposed to reduce the waiting restrictions as shown with a PPS on Appendix 6.

3.0 FUNDING 3.1 The estimated cost of the work is £3,000. The scheme will be funded from the

commuted sum from the ASDA Section 278 agreement.
