Lagoon doom: The damage and what’s being done about it

TREASURE COAST — Politicians have pledged to do everything in their power to save the Indian River Lagoon and its estuaries from the pressing plight it faces. Plagued with pollution, fertilizer and everyday water runoff, along with hefty contaminated fresh-water discharges from the state’s largest lake, the lagoon and its surrounding waterways are rap-idly deteriorating.

D-Port St. Lucie vowed he won’t vote for any legislation that will deter efforts to heal nature on the Treasure Coast, so he assembled a team of top experts in the envi-ronmental and agricultural fields to brief him on the area’s water each month.“I’ve become very concerned

with our environment and the things affecting our waterways,” Lee said. “We’ve got some serious issues going on.”

“That water should be rerout-ed to the Everglades,” Lee said. “Right now, bringing it to the lagoon and the estuaries isn’t the natural flow of things.”Lee’s committee members in-

clude representatives from the Waterfront Council of St. Lucie County, Florida Atlantic Univer-sity’s Harbor Branch Institute, Ocean Research & Conservation Assoc., several local municipali-ties and more.ORCA co-founder and senior

scientist Edie Widder agrees with Lee’s assessment of the water’s flow. Water should be moved from Lake Okeechobee at a much slow-er rate to allow Mother Nature to purify it, Widder said.“Anything you could do to keep

the water running off the land is a solution,” Widder said.“So, (we need to) slow the water

off land. They were trying to drain it as fast as they possibly could and that’s why we have all these problems now,” Widder said. “They took the oxbows, or wiggles in the river, out. They were very, very important for the biological processes that helped clean up

the water.”“Every place we possibly can,

slow down the movement of water so that biology has a chance to do

its thing,” she said. “They call it ‘polishing the water.’”

The Lagoon’s poor stateThe Indian River Lagoon is a

shallow-water estuary stretching across 40 percent of Florida’s east coast. It spans 156 miles from Volusia County to the Ju-piter Inlet in Palm Beach Coun-ty. The diverse ecological gem contains more than 4,000 plant and animal species, including manatees, oysters, dolphins, sea turtles and seahorses. But many years of artificial modifications to the St. Lucie River, the Indian River Lagoon and its estuaries have altered its natural cycles, causing species deaths, wither-ing sea grass and prolific algae blooms. Waste-related bacteria sometimes gets so high, swim-mers are banned from swimming in the river. Other contributing factors to the

water’s poor health are: flushing and bodily passing pharmaceuti-cals down the toilet, excessively watering lawns, fertilizer runoff, septic tank leaks and gas-pow-ered lawn equipment, which can emit as much pollution as 11 cars in one hour, environmental experts said.During periods of heavy rainfall,

the large majority of fresh water entering the St. Lucie Estuary typically comes from storm water runoff in local drainage basins, including the C-44, C-23, C-24 and Ten Mile Creek basins, according to the South Florida Water Management District’s website.

Lake O dischargesDischarges of polluted water

from the 730-square-mile Lake Okeechobee by the Army Corps of Engineers may be the most harm-ful of all, experts say. Recent rain storms have caused the Corps to maximize releases to ease pres-sure on the 75-year-old Herbert Hoover Dike. The lake’s water level can rise up to six times fast-er than water can be discharged, the District’s site states. The Corps works to maintain Lake Okeechobee’s water level between 12.5 feet and 15.5 feet. In recent weeks the level has teetered at 16 feet, a signal to open the flood gates.Historically, lake water was

drained south through the Ever-glades. If the flow were diverted back south, it would take pricey land acquisition from private owners and hundreds of millions, perhaps billions of dollars to set up. In due time, the suffering Everglades would begin to pol-ish the highly phosphoric water from Lake Okeechobee, as it did hundreds of years ago, said Leroy Creswell, regional education coor-dinator for the University of Flor-ida’s Sea Grant program, which is an extension of the National

Oceanic and Atmospheric Admin-istration.“That water from Lake

Okeechobee could very well go through a cleaning process by go-ing south through the Everglades where it naturally went historical-ly,” Creswell said.The lagoon is an important com-

mercial and recreational fishery and economic resource to Florida. The total estimated annual eco-nomic value of the lagoon is $4.5 billion. If the economic engine that is the Indian River Lagoon, dies, the health and livelihood for thousands, perhaps millions throughout the state would be adversely affected.

We have to attack this at home and (Patrick Murphy) is the one that can make that happen.”U.S. Rep. Patrick Murphy, D-Ju-

piter, said he hears those unified cries loud and clear.“We’re doing the best we can

at the federal level to get addi-tional funding to prevent these discharges, to have storm wa-ter treatment facilities, to have things like C-44, to continue to fund and strengthen the upper dike, to raise the Tamiami Trail,” Murphy said during a recent visit to North Hutchinson Island where he helped lay hundreds of oyster shells to improve the wa-ter’s health. A single oyster can filter up to 50 gallons of water a day, experts said.Although he said money is tight

in Washington, D.C., Murphy stressed investments on Treasure Coast waterways and the Ever-glades come back big time.“Every dollar spent on our

R-Stuart, recently announced a Senate Select Committee on the Indian River Lagoon and Lake Okeechobee Basin.“This Select Committee will give

my colleagues in the Senate an opportunity to gain a deeper understanding of the underly-ing issues and environmental impacts associated with cur-rent policies,” Negron said in a press release. “We will review historic and current state and federal basin-wide water man-agement policies and activities and identify options for state and federal action to improve

water management, including alternatives for discharges from Lake Okeechobee. I am hope-ful that our work will produce recommendations for improved water management which can be considered by the Legisla-ture during the 2014 Legislation Session.”The select committee will meet

on Aug. 22 and investigate pol-icies, spending and any other governmental activities affect-ing water management in the Indian River Lagoon and Lake Okeechobee Basin. The commit-tee will conduct hearings and prepare a report to be submit-ted by Nov. 4, to the Senate Committees on Appropriations, Environmental Preservation and Agriculture.Several Treasure Coast politi-

cians will act as liaisons to the committee. They include: Reps. Gayle Harrell, R-Stuart; Larry Lee Jr., D-Port St. Lucie; Deb-bie Mayfield, R-Vero Beach; and MaryLynn Magar, R-Tequesta.

ST. LUCIE WEST — Duffy’s at Cashmere Corners closed its lo-cation last week after its 10-year lease expired. The restaurant’s senior vice

president Jason Emmett said the Cashmere front’s close proxim-ity to Duffy’s Superplay store is why.“It’s really about having two

restaurants so close together,” Emmett said. “With the lease coming to a natural end, it made sense not to renew.”The Cashmere Corners restau-

rant, located at 790 S.W. St. Lucie West Blvd. is less than two miles away from the Superplay

store at 1608 Courtyard Circle.“It’s a sad day for us. We have

a lot of fond memories in Cash-mere. In a perfect world, we’d be open (there) forever … It’s the end of an era for us,” Emmett said.Emmett said all 40 of its Cash-

mere employees will be taken care of.“Every single employee is going

to be offered a job,” Emmett said. “Most will go to Superplay, some to Stuart.”Excluding Cashmere, Emmett

and his father, Paul Emmett, own 22 Duffy’s stores statewide. That total will increase come fall when they open two more loca-tions in Miami-Dade and Bro-ward counties.Last year’s closing of Albertons

wasn’t good for business, Em-mett said, but didn’t affect his decision to shut down the loca-tion.“Albertons closing did have an

Assistant public defender leaves post suddenly

ST. LUCIE COUNTY — Veter-an assistant public defender and lead attorney for St. Luc-ie County murder suspects Eriese Tisdale and Tyler Hadley, abruptly left his job in July with no reason why.Mark Harlee, a death-penalty

certified lawyer, worked for the 19th Circuit Public Defender’s Office for more than two de-cades. The office covers Mar-tin, St. Lucie, Indian River and Okeechobee counties.Harlee’s former boss, public de-

fender Diamond Litty, would not say if Harllee quit or was fired.“I’m not making any comment

on that,” Litty said.Harllee was representing teen

Tyler Hadley, who is accused of brutally bludgeoning his Port St. Lucie parents to death with a hammer in 2011. He also

represented Eriese Tisdale in this year’s shooting death of St. Lucie County Sheriff’s Sgt. Gary Morales. No trial date has been selected for Tisdale, but Harlee’s departure will affect the start of the Hadley trial, which was to begin Oct. 28.On July 23, the defense filed a

motion to continue. A court date is scheduled for Dec. 19. Mary Celidonio, office supervising attorney for the public defend-er’s office has been assigned the Hadley case. Litty was assigned to the Tisdale case.Chief assistant state attorney

Tom Bakkedahl said he doesn’t know any of the details sur-rounding Harllee’s departure.“He was always very thor-

Gleason told sheriff’s investiga-tors during a recorded interview that Tisdale was his regular drug dealer since Gleason began living in Fort Pierce during the begin-ning of February after a stint in prison that ended in December. That morning, Gleason said Tis-

dale gave him a handful of crack in plain sight near where the shooting took place. No money on hand, Tisdale told Gleason to pay him later.“‘Just go cracker, just go! See me

later,’” Gleason recalled Tisdale as saying.Gleason, who was on a two-day

crack binge leading up to that moment, said he peddled away.“When I left, I pulled off on the

bicycle, I saw a cop car come around the corner, I heard, pop, pop, pop, pop, pop,” Gleason told investigators. “I looked back and saw that (expletive) (expletive) running and I saw ‘em go back into his car and then that’s the last I saw of ‘em going around the corner.”“Then there was cops and

helicopter(s) – nobody stopped me,” Gleason said. “Nobody said (expletive) to me, or nothing and I went right back to my little trailer and smoked dope and that was it.”Tisdale is accused of fatally

shooting Morales at point-blank range during a traffic pursuit at 9:28 a.m. near Oleander Avenue. Morales, who was seated in his patrol cruiser, gun still holstered, was shot in the side of the head, neck and arm. Hours earlier, Gleason said he and Tisdale met in front of a Fort Pierce 7-Eleven off of Edwards Road to arrange the drug transaction, Gleason said.Gleason also described the look

on Tisdale’s face seconds after the shooting.“And it was just (expletive) up

the way he just looked after he turned around to get back in his car,” Gleason said.Gleason told investigators

Tisdale was also acting strange during the drug transaction.“He was acting real (expletive)

weird and (expletive) and I could notice he had something under his leg, but I ain’t thinking noth-ing like a gun or nothing like that,” Gleason said.Gleason is being held in a St.

Lucie County jail where he was interviewed by investigators.

He is charged with one count of burglary of an unoccupied dwell-ing and one count of third-degree grand theft. His bond is $75,000.Gleason’s attorney Thomas

Burns said his client hasn’t requested a special deal for his statement.“The only thing he said he wants

is to get some kind of drug treat-ment,” Burns said.Chief assistant state attorney

Tom Bakkedahl said the piece of evidence is being reviewed. According to a transcript of the

interview, Gleason said he came forward out of admiration for Morales. Morales would always remind

Gleason to get a light for his bicy-cle and caution him about drink-ing alcohol and changing his life around.“I knew Officer Morales because

he used to stop me and say, ‘Hey how you doing?’”“…He was always good,” Gleason

said.Tisdale is being held in a Martin

County jail for safety reasons. He was indicted in March on a first-degree murder charge. If convicted, Tisdale faces the death penalty.

seasonally adjusted unemploy-ment number held steady at 7.1 percent. Without seasonal ad-justment, it increased from 7.0 to 7.4. Meanwhile, the Port St. Lucie Metropolitan Statistical Ar-ea’s, MSA, not seasonally adjust-ed rate stands at 9.3 percent, up from an 8.5 percent not season-ally adjusted unemployment rate in May. The Port St. Lucie MSA includes Martin and St. Lucie counties. The MSA’s not seasonally-ad-

justed unemployment rate was 8.2 percent in April.Victorio said the slight rise in

unemployment is typical for the area during the summer, due to the area having a slightly differ-ent tourist season than Florida in general. In June, St. Lucie County had

the third highest unemployment rate in the state: 10.1 percent. It trails Hendry’s 13.5 percent and Flagler’s 10.2 percent rates. In

previous interviews, Victorio ex-plained that St. Lucie was riding a construction-employment wave until the housing crash, that economists variously hold start-ed in 2007 or 2008. St. Lucie moved up from the

fourth to third highest unem-ployment rate in the state in May, at 9.3 percent. In April the unemployment rate was 8.9 percent.Martin’s June unemployment

figure was 7.7 percent, up from 6.9 percent. It was on the higher end of the middle with its unem-ployment numbers from May to June: 25th out of 67 counties. It moved up from 29th place the

ment fluctuations are well within historical norms for the Port St. Lucie MSA and are no cause for concern. “The MSA, we’re at 9.3 (per-

cent unemployment),” she said. “Last year, we’re at 11.0. It’s still significantly better than the year before.” Additionally, Victorio noted

the 2011 June unemployment figure for the two counties was 12.7 percent. The previous year, it was 13.2. She also said that statewide there are fewer people reporting obligatory part-time employment, or working for sig-nificantly less than their educa-tion and experience warrant. “All the numbers are moving in

the right direction,” she said.

The unemployment rate is cal-culated using a variety of meth-ods. Among them are telephone interviews with workers. Those that report not having jobs and looking for employment in the previous 30 days are counted as unemployed. Discouraged workers — those who are able to work and want jobs, but have not sought employment in the previous 30 days — are not counted in the unemployment figure. Many call this “shadow unemployment,” and it’s inher-ently difficult to track due to variations for why people don’t seek jobs. Victorio said St. Lucie and Mar-

tin counties will see improved employment numbers by fall. “Our better numbers are in our

season, which starts in October and runs to April,” she said.

months people have a regular tune-up just to make sure it gets rid of all the algae buildup in the condensate drain lines, which is where the water comes from.”Changing filters more frequently

in the summer is recommended for people who like a cooler home, Camire said. Filter changes are needed less frequently during the winter, he added.A little-known feature residents

should explore is installing an ultraviolet light, which is placed inside the air handlers or on the supply air duct to promote clean-er air.“Ultraviolet lights are a really

good source to keep your air in your home clean and sterilized,” Camire said. “It gets rid of bac-teria. It gets rid of the mildew. It gets rid of the viruses, even. It keeps your home healthier.”Camire said he regularly helps

his customers with cost-cutting advice. An ideal temperature to save money on electricity is 78 degrees. If nobody is home, the thermostat can be raised to 82 degrees, he said.Camire and his company are

also promoting greener energy and higher efficiency systems.“The energy efficiency on the air

conditioning units right now is really critical.”Air conditioning systems come

with a seasonal energy efficiency ratio, known as SEER, Camire said. The higher the rating, the lower the operating costs are. Re-bates from Florida Power & Light provide rebates for SEER systems rated 14 and above. Systems are rated from 13 to 21, Camire said.“Our resources are being deplet-

ed,” Camire said. “If we get our homes to be greener, that’s really the way we want to go.”Camire said his company has

done extensive work on local homes insulated with dangerous Chinese drywall. A/C Advantage will change air handlers, outdoor condensing units, refrigerant piping inside and outside and electrical wiring. The toxic mate-rial also makes air conditioning systems fail prematurely because it destroys connecting pipelines and wires.The issue is “extremely” prob-

lematic across the Treasure Coast, Camire said, who esti-mates he’s worked on approx-imately 100 area homes in the past year.“There is a chemical in there,

like a sulfur-based. When it’s in-troduced to any type of moisture, it gives off gases,” Camire said. “So you may smell rotten eggs. Some people are getting head-aches. It will actually corrode and decay most anything that is metal.”The Massachusetts native, who’s

worked in the field since junior high school, said his line of work was his first love.“I enjoy it. It’s challenging.

You’re always running into dif-ferent situations, so you always have to be on your toes,” Camire said. “It’s not a boring trade by any means. You get the opportu-nity to meet a lot of people.”Camire said the tagline on his

kind of guy,” Camire said. “I like to know my customers.”

this year’s results. “We were pleased to see so many

golfers come out to the tournament this year, many of them repeat golfers from our previous tourna-ments,” he said. “This is the first year we’ve had the Tournament at Santa Lucia River Club and we’re so happy we did. The course was great, the gourmet lunch was fan-tastic and the players had a great time. Many of them have compli-mented us on the standard of our tournament each year.” In addition to the luncheon,

players were treated to a delicious breakfast and on-course snacks, a silent auction and door prizes for each player. “We really have to thank all

our sponsors without whom we could not host an event like this,” Breault said. “And our volunteers were outstanding; they really contributed to the success of our tournament!” Major sponsors included Arrigo

The Pan American Round Table of the Treasure Coast, a nonprofit organization, continuously strives to achieve one of the organiza-tion’s primary missions — that of supporting education. In the last several months, the organization successfully hosted several events, i.e., a well-attended dinner dance, two tactically planned garage sales, and a stupendous fashion show, which rivaled New York runways. This range of events effectively gen-erated sufficient funds to provide four $l,000 scholarships to deserv-ing students at both Martin and St. Lucie counties. Scholarship applications were

submitted by numerous intelligent and creative students, whose jour-ney towards a rewarding future is of great significance. To say the least, it was a difficult selection process, since each student met our criteria requirements in scholastic stand-ing, school activity participation and community involvement. We carefully narrowed down the selec-tion to the four whom we felt would

make the organization proud. Each recipient’s future high scholastic achievement in their universities qualifies them for supplementary monetary rewards through their school years, depending on the Round Table’s income. The Pan American Round Table

of the Treasure Coast is pleased to announce that our 2013 scholar-ship recipients are: Aribella Torres – South Fork High School; Christie Novius – Fort Pierce Central High School; Cristaly Mercado – Port Saint Lucie High School, and Mythe Rodriguez – Martin County High School. TREASURE COAST — The first concert of the season at the Lyric Theatre this fall is a local band, Crossbone, which will perform on Oct. 12. Keith Kohrs, who plays lead guitar with the group, is sound engineer at the Lyric, but the band earned its spot with a loyal following that like its South-ern rock sound.The band started in 2003, dis-

banded and reformed in 2007. It bills itself as a biker-bred Southern rock band, and Kohrs explained

the origin of the term.“The original four members all

owned Harley-Davidsons,” he said. “The intent was to play predomi-nantly biker events and fundrais-ers. We have a strong fan base from Fort Pierce Bike Night. Once we started doing that, there were more shows for fundraisers and for fallen bikers.”The group raises money for many

causes, including Christmas Bike Runs and The March of Dimes. They also do fundraisers for indi-vidual bikers who have health cri-ses and need assistance with bills.

“We’ve done a lot of fundraisers throughout the years and have a pretty big fan base. We decided to celebrate this year with a 10-year anniversary party with all the members who have been in the band over the years.” That party will take place at

the Lyric. In addition to Kohrs and current band members Kevin McLoughlin, Paul Goulas, Bobby Lewis and Pat Campion, the group will be joined by former members Garry Nutt, Brian Cunningham, Scott Benge and Norman (Buddy) Reid.Kohrs explained that Southern

rock is a genre made popular by bands such as Lynyrd Skynyrd, Molly Hatchet and the Outlaws. “It’s a fusion of country, blues and

rock, with elements of swing and bluegrass,” he said. “It’s a big mix of the music that influenced people growing up in the South. All of the styles are brought together.” The show will not be what you

would see at a night club perfor-mance. “It’s a full-blown Southern rock

show, with lighting and sound,” Kohrs said. “A lot of times, a local band does what they’d do at a local club. This is way beyond what we normally do.” The audience will have the oppor-

tunity to see band members they haven’t seen in years and hear

songs that the band may no longer perform. There will be video projec-tions of fans and friends and Kohrs said that concert-goers may find themselves on the big screen. The show will close with a surprise as well as nine-member jam.Kohrs is thrilled to be kicking off

the Lyric season.“It’s an honor,” he said. “As part

of the concert, Tim and Rebecca of the Nouveaux Honkies will be the opening act. We’re really happy to have them on the bill. They fit really well with what we do.” Crossbone performs at the Lyric
