STFC Safety, Health and Environment (SHE) Codes

• SHE communication is an area the STFC needs to improve and as simple demonstration of effective safety management –

e-mails alone are not enough

• This package is one of a series of STFC SHE Code – updates, revisions and launches.

• Simple presentations will be available for all Codes and should be used by STFC Managers at all levels to cascade the key messages to all staff and contractors.

• “2.2 million people work in Britain’s construction industry, making it the country’s biggest industry. It is also one of the most dangerous.

• In the last 25 years, over 2,800 people have died from injuries they received as a result of construction work..”Source: HSE website, “Health and safety in the construction industry”

• Construction projects involve a range of hazards including: fire, scaffolding, excavation, electrical, demolition, work at height,

• The STFC manages directly, or through others, a large programme of construction and modification of buildings and experimental facilities.

Why a CDM SHE Code?

When does CDM apply ?

• The CDM regulations were developed to improve construction safety

• CDM applies to the construction or preparation of buildings for whatever activity, for example: partitions, ceilings, structural modifications, structural shielding, services, fire and alarm systems …

• CDM does not apply to the ‘fit out of a laboratory’ provided the work does not affect, or require modification of, the structural integrity of the building or does not require ‘hard wired’ mains services

• However, it may be helpful or practical to encompass what is not a CDM activity within a CDM managed project.

Key points

• CDM establishes for any construction project 4 key roles with clear responsibilities :

– Client;

– Designer;

– Principal Contractor (and Contractors); &

– CDM Co-ordinator

• STFC staff may fulfil one or more, or all, of these key roles.

• Construction projects worth more than £300,000 will require a Site Waste Management Plan.
