Present: Mayor Kevin Jones, Council Members: Carol Miller, Dan Anderson. Others present: Town Administrator Jed Nebel, Attorney Sandra Kitchen, Clerk/Treasurer Valerie Beal, Ed Allred, Bruce Wolsey, Megan Wilson, Nick Wilson, Jeanine Swift, David Peck. With a quorum present, Mayor Kevin Jones called the meeting to order and led in the Pledge of Allegiance. Councilman Tom Newman and Councilman Bob Mangus were excused from attending the meeting. Mayor Kevin Jones recognized Bruce Wolsey for serving the Town for 12 years as a former Councilman and presented him with a plaque with a gold rose for his ser vice. He expressed his appreciation in being able to ser ve together for 8 of those years. Council reviewed the request by First Bank to be recognized as an official depository for the Town. Dan Anderson made a motion to approve First Bank as one of our official depositories. Second by Carol Miller. All in favor. Motion passed. CONSENT AGENDA: Council reviewed the Consent Agenda. Clerk/Treasurer Valerie Beal requested a correction to the minutes of January 8, 2019 be made to the amount of void checks from $18,832.90 to $13,874.80. Dan Anderson made a motion to approve the change to the minutes. Second by Carol Miller. All in favor. Motion passed. She explained communications with a vendor based in Laramie and shared the feasibility with them. She also reported cash flow analysis in the feasibility study has been corrected to reflect information for the grant application. Jeanine reported she and Elaine Harvey had visited with Sysco regarding their interest in locally grown produce. They agreed to present a letter of interest and a preliminar y list of product they might be interested in. No additional communication had been received regarding the Western Sugar Cooperative property. Another site location has not been located as of today. Council requested a copy of the letter from Sysco and a copy of the study with the corrected numbers for review. UNFINISHED BUSINESS: Carol Miller made a motion to move discussion on the trailer ordinance from the table. Second by Dan Anderson. All in favor. Motion passed. Administrator Jed Nebel reported working with Councilwoman Carol Miller on wording and suggested additional discussion at a work meeting. Carol Miller suggested it is time to go forward. Dan Anderson made a motion to table discussion on the trailer ordinance for the work meeting. Second by Carol Miller. All in favor. Motion passed. Carol Miller made a motion to move discussion on the agreement with Foster Gulch Golf from the table. Second by Dan Anderson. All in favor. Motion passed. Town Administrator Jed Nebel suggested meeting with the golf course representatives on February 25th to discuss the renewal of the operation and maintenance agreement. Council requested the work meeting be scheduled. ORDINANCE 977, 2019 repealing Section 2-03-04-020 of the Town Code pertaining to procedures for removal of town employees was read by title by Attorney Sandra Kitchen and presented on second reading. Dan Anderson made a motion to approve Ordinance 977, 2019 on second reading. Second by Carol Miller. All in favor. Motion passed. ORDINANCE 978, 2019 repealing Section 2-03-04-010 of the Town Code pertaining to procedures before removal of town employees was read by title by Attorney Sandra Kitchen and presented on second reading. Dan Anderson made a motion to approve Ordinance 978, 2019 on second reading. Second by Carol Miller. All in favor. Motion passed. NEW BUSINESS: Megan Wilson, representative of the Big Horn County Little League, expressed appreciation to the Town and the employees for their help and preparation of the fields for last year’s district tournament and the special help after the major downpour. She presented a schedule of important dates for 2019 and a breakdown of 185 kids participating in the various divisions in 2018. Short term goals presented are: a second batting cage, Wi-Fi at the fields/ concession stand, power to the concessions awning and backstops at the little league complex, and using the west field for only t-ball, coach pitch and softball and remove the dugouts. Long term goals presented are: field lights, adding a second story to the concession stand for scorekeepers and announcers, and a safety net over the stands and playground. Nick Wilson suggested that if the Town wants to pursue some of the goals the league would pursue local companies and volunteers to help complete them. Council requested Town Administrator Jed Nebel work with the parks department to discuss the list. Resolution 2019-1 stating the Town understands and will comply with W.S. 24-2-111 as a condition of receiving financial assistance from Wyoming Department of Transportation for cleaning and maintenance of the highway within the corporate limits was reviewed by Council. Dan Anderson made a motion to approve Resolution 2019-1. Second by Carol Miller. All in favor. Motion passed. Council discussed submitting an open burn setback waiver to the Department of Environmental Quality – Air Quality Division as in past years for March 1, 2019 through May 31, 2019 and September 1, 2019 through November 30, 2019 with burning on weekends only while school is in session and follow the vegetative waste open burn plan as in prior years. Dan Anderson made a motion to submit the open burn setback waiver request. Second by Carol Miller. All in favor. Motion passed. Town Administrator Jed Nebel explained changes made by our employee health insurance carrier to the vision portion of the plan. As of Januar y 1, 2019 the insurance carrier changed their vision network to Davis Vision. Remaining with the VSP network plan would cost approximately $1,062 more per year but would allow working with local doctors instead of changing networks. VSP would be billed directly to the Town instead of through the WEBT administrator. Dan Anderson made a motion to change to VSP for employee vision insurance. Second by Carol Miller. All in favor. Motion passed. Town Administrator Jed Nebel reviewed and explained the suggested user definitions for Community, Non-Commercial and Commercial use at the Community Center. It was suggested we needed written definitions to help clarify the differences. Dan Anderson made a motion to approve the user definitions as presented for the Community Center. Second by Carol Miller. All in favor. Motion passed. Council reviewed Change Order #2 from Motorola Solutions on the Dispatch Upgrade project. Town Administrator Jed Nebel explained the change order for two additional portable radios would adjust the contract value to $531,408.56. Dan Anderson made a motion to approve change order #2 to a new value amount of $531,408.56. Second by Carol Miller. All in favor. Motion passed. Town Administrator Jed Nebel reported on a proposal from Caselle Software to provide license that would give the Town the ability to use direct deposit for employee payroll. The quote is $1,600 for the license and an increase of the monthly service fee. He suggested negotiating with Caselle regarding the monthly increase amount. Dan Anderson made a motion to table the Caselle proposal until the March Meeting. Second by Carol Miller. All in favor. Motion passed. Council reviewed a Community Forestry Program Grant Application for tree planting. This is approximately a 50/50 grant/ match with the requested grant funds of $5,000. Plans are to place trees in the various parks, community center and the berm while providing for weed fabric and sprinkler modifications. The total project is estimated at $10,341.00. Carol Miller made a motion to submit the Wyoming Forestry Grant Application for the $5,000. Second by Dan Anderson. All in favor. Motion passed. Council reviewed a liquor catering permit request from Audrey Bay d/b/a Four Corners Bar for the Blue Jackets Banquet to be held March 15, 2019 from 4:00 p.m. until 12:00 midnight at the Lovell Community Center. Carol Miller made a motion to approve the catering permit for the Blue Jacket Banquet on March 15, 2019 from 4:00 p.m. – 12:00 midnight. Second by Dan Anderson. All in favor. Motion passed. Council reviewed a liquor catering permit request from Audrey Bay d/b/a Four Corners Bar for the Evening with Friends Banquet to be held April 27, 2019 from 4:00 p.m. until 12:00 midnight at the Lovell Community Center. Dan Anderson made a motion to approve the catering permit for the Evening with Friends Banquet on April 27, 2019 from 4:00 p.m. – 12:00 midnight. Second by Carol Miller. All in favor. Motion passed. GENERAL INFORMATION: Mayor Kevin Jones stated the Town will be celebrating Law Enforcement Appreciation Day with a planned show of appreciation at noon on March 14th to invited local law enforcement. Work Meeting was scheduled for February 25, 2019 at 6:00 p.m. to meet with the Foster Gulch Golf representatives and to discuss the trailer ordinance wording. David Peck reminded that a meeting concerning the future of the lake at Horseshoe Bend will be held Februar y 13th at 6:30 p.m. at the Big Horn Federal meeting room, Next Regular Meeting is March 12, 2019. Jones ATTEST: Clerk/Treasurer Valerie Beal Published: February 21, 2019 Cowley water town project awaiting DEQ plan approval BY MANDEE LEONHARDT The Cowley Town Council met for their monthly meeting on the evening of Tuesday, Feb. 12. Marguerite Strom, a member of the Beau- tification Committee, was the first to speak, concerning the types of flowers the commit- tee is planning to use in the spring. Once again, engi- neers Frank Page and William Bridges at- tended the meeting to discuss the Cowley wa- ter tower project. Wyoming DEQ has not yet approved the plan that Bridges and Page sent in. The coun- cil was expecting it to be approved by this meeting, but Page said he hopes it will be ready to go by next month’s meeting. Page also said DEQ stated their big- gest concern so far is venting on the tank, and the engineers also received some ques- tions on chlorination. “Once we get 100 percent approval, we can get authorization to bid dates set,” said Page. The council then closed the meeting, moving to an executive session with the Sher- iff’s Department. The board also warned people con- templating the adoption of babies from any home or agency outside the state that the law requires any such agency to supply the board with such guaran- tees as may be required against disease, deformi- ty, feeble-mindedness or delinquency. 50 Years Ago, Feb. 20, 1969 The Lovell Chronicle The sharp peal of an alarm bell ringing at night brings many memories to the minds of retiring Fire Chief Elmer Stevens and O.J. Wilcock of Lovell. Both men have served 30 years as members of the Lovell Volunteer Fire Department. They’ve seen the fire fight- ing crew grow from seven men with one ancient truck to a 17-man force with three trucks. All firemen agree that the night of Jan. 23, 1967, won’t soon be for- gotten. Lovell’s worst fire claimed four businesses lo- cated in a Main St. building known as the Snyder Block. 25 Years Ago, Feb. 24, 1994 The Lovell Chronicle Testing has confirmed some deer mice in wild habitats in Wyoming carry hantavirus, the organism believed to be responsible for an outbreak of deaths in the southwestern U.S. last year, according to officials from the National Centers for Disease Control and Wyoming Game and Fish Department. 10 Years Ago, Feb. 19, 2009 The Lovell Chronicle “Her smile is broad. Her laugh is infectious. She usually has an upbeat lilt in her voice.” Those were the words used to intro- duce North Big Horn Se- nior Citizens Center Di- rector Denise Andersen as the Citizen of the Year for Tri-Mountain View Ma- sonic Lodge No. 35 during a public ceremony last Thursday, Feb. 12, at the lodge hall in Lovell. ORDINANCE 977, 2019 repealing Section 2-03-04-020 of the Town Code pertaining to procedures for removal of town employees was read by title by Attorney Sandra Kitchen and presented on second reading. ORDINANCE 978, 2019 repealing Section 2-03-04-010 of the Town Code pertaining to procedures before removal of town employees was read by title by Attorney Sandra Kitchen and presented on second reading. NEW BUSINESS:Megan Wilson, representative of the Big Horn County Little

League, expressed appreciation to the Town and the employees for their help and preparation of the fields for last year’s district tournament and the special help after the major downpour. She presented a schedule of important dates for 2019 and a breakdown of 185 kids participating in the various divisions in 2018. Short term goals presented are: a second batting cage, Wi-Fi at the fields/concession stand, power to the concessions awning and backstops at the little league complex, and using the west field for only t-ball, coach pitch and softball and remove the dugouts. Long term goals presented are: field lights, adding a second story to the concession stand for scorekeepers and announcers, and a safety net over the stands and playground. Nick Wilson suggested that if the Town wants

to pursue some of the goals the league would pursue local companies and volunteers to help complete them. Council requested Town Administrator Jed Nebel work with the parks department to discuss the list.

Resolution 2019-1 stating the Town understands and will comply with W.S. 24-2-111 as a condition of receiving financial assistance from Wyoming Department of Transportation for cleaning and maintenance of the highway within the corporate limits was reviewed by Council. Dan Anderson made a motion to approve Resolution 2019-1. Second by Carol Miller. All in favor. Motion passed.

Council discussed submitting an open burn setback waiver to the Department of Environmental Quality – Air Quality Division as in past years for March 1, 2019 through May 31, 2019 and September 1, 2019 through November 30, 2019 with burning on weekends only while school is in session and follow the vegetative waste open burn plan as in prior years. Dan Anderson made a motion to submit the open burn setback waiver request. Second by Carol Miller. All in favor. Motion passed.

Town Administrator Jed Nebel explained changes made by our employee health insurance carrier to the vision portion of the plan. As of January 1, 2019 the insurance carrier changed their vision network to Davis Vision. Remaining with the VSP network plan would cost approximately $1,062 more per year but would allow working with local doctors instead of changing networks. VSP would be billed directly to the Town instead of through the WEBT administrator. Dan Anderson made a motion to change to VSP for employee vision insurance. Second by Carol Miller. All in favor. Motion passed.

Town Administrator Jed Nebel reviewed and explained the suggested user definitions for Community, Non-Commercial and Commercial use at the Community Center. It was suggested we needed written definitions to help clarify the differences. Dan Anderson made a motion to approve the user definitions as presented for the Community Center. Second by Carol Miller. All in favor. Motion passed.

Council reviewed Change Order #2 from Motorola Solutions on the Dispatch Upgrade project. Town Administrator Jed Nebel explained the change order for two additional portable radios would adjust the contract value to $531,408.56. Dan Anderson made a motion to approve change order #2 to a new value amount of $531,408.56. Second by Carol Miller. All in favor. Motion passed.

Town Administrator Jed Nebel reported on a proposal from Caselle Software to provide license that would give the Town the ability to use direct deposit for employee payroll. The quote is $1,600 for the license and an increase of the monthly service fee. He suggested negotiating with Caselle regarding the monthly increase amount. Dan Anderson made a motion to table the Caselle proposal until the March Meeting. Second by Carol Miller. All in favor. Motion passed.

Council reviewed a Community Forestry Program Grant Application for tree planting. This is approximately a 50/50 grant/match with the requested grant funds of $5,000. Plans are to place trees in the various parks, community center and the berm while providing for weed fabric and sprinkler modifications. The total project is estimated at $10,341.00. Carol Miller made a motion to submit the Wyoming Forestry Grant Application for the $5,000. Second by Dan Anderson. All in favor. Motion passed.

Council reviewed a liquor catering permit request from Audrey Bay d/b/a Four Corners Bar for the Blue Jackets Banquet to be held March 15, 2019 from 4:00 p.m. until 12:00 midnight at the Lovell Community Center. Carol Miller made a motion to approve the catering permit for the Blue Jacket Banquet on March 15, 2019 from 4:00 p.m. – 12:00 midnight. Second by Dan Anderson. All in favor. Motion passed.

GENERAL INFORMATION:Mayor Kevin Jones stated the Town will be celebrating Law

Enforcement Appreciation Day with a planned show of appreciation at noon on March 14th to invited local law enforcement.

Work Meeting was scheduled for February 25, 2019 at 6:00 p.m. to meet with the Foster Gulch Golf representatives and to discuss the trailer ordinance wording.

Cowley water town project awaiting DEQ plan approvalBY MANDEE LEONHARDT

The Cowley Town Council met for their monthly meeting on the evening of Tuesday, Feb. 12.

Marguerite Strom, a member of the Beau-tification Committee, was the first to speak, concerning the types of flowers the commit-tee is planning to use in the spring.

Once again, engi-neers Frank Page and William Bridges at-tended the meeting to discuss the Cowley wa-ter tower project.

Wyoming DEQ has not yet approved the plan that Bridges and Page sent in. The coun-cil was expecting it to be approved by this meeting, but Page said he hopes it will be ready to go by next month’s meeting. Page also said DEQ stated their big-gest concern so far is venting on the tank, and the engineers also received some ques-tions on chlorination.

“Once we get 100 percent approval, we can get authorization to bid dates set,” said Page.

The council then closed the meeting, moving to an executive session with the Sher-iff’s Department.
