A mixed reception:
• QPSs introduced in certain
areas (e.g. S. Yorks, W. Mids,
Merseyside)
• Voluntary partnerships flourished
in some areas
• But little appetite to seek QCSs
or utilise full range of powers
under QPSs

Government is committed to providing the powers to franchise

Quality Contracts:
• Amended in 2008
to make it easier to
use the powers
• Only one area has
attempted to use
the powers
• Process has taken

anticipated
Moving Britain Ahead
General principles
10
The passenger should be at the heart of any process
The franchising process must be simpler than the QCS process
Franchising applies to local bus services (so excluding those
operating under s19 permit)
Decisions regarding franchising should be taken locally
Those taking the decision must be prepared to be accountable
The decision-making process must be transparent

Moving Britain Ahead

Partnership
13December 15
• Bus Partnerships have existed for over 25 years.
• But - potential incompatibility of LTA and operator objectives
• Cost of infrastructure (and road space) high and limited
• Competition can lead to perverse outcomes, whilst coordination and
integration difficult to achieve
Franchising
