Why Double Compartments?• Better housing benefits

– Increases cat well being– Decreases stress– Facilitates spot cleaning– Decreases stress for cat

during cleaning– Decreases diseases– Decreases care cost– Decreases LOS– Possibly increase adoptions

(cats able to exhibit normal cat behaviors)

Why Double Compartments?

• Guidelines for Standards of Care in Animal Shelters – “Primary enclosures must provide sufficient space to

allow each animal, regardless of species, to make normal postural adjustments, e.g., to turn freely and to easily stand, sit, stretch, move their head, without touching the top of the enclosure, lie in a comfortable position with limbs extended, move about and assume a comfortable posture for feeding, drinking, urinating and defecating”[8].

Presenter
Presentation Notes
Sarah – this is an excerpt from the Guidelines that addresses housing enclosures. And you will note that there is an emphasis on giving the animal the opportunity to express normal postural movements and behaviors. This is because the Guidelines are largelu based on the 5 Freedoms.

Why Double Compartments?

Presenter
Presentation Notes
Sarah – Before double compartment housing.… we were like most shelters we did not previously have schedule appts for owner surrenders, we do now. We euthanized all ferals, we don’t now through our free-roaming cat initiative. We kept cats for way too long. Now we have adult cats permanently fee-waived because we know that adopting from a shelter is not the first list of ways to become a cat owner.
Page 11: Step-By-Step: Making Double Compartment Housing …...Mar 14 15 14 Apr 11 12 14 May 19 16 11 Jun 27 39 56 Jul 31 31 20 Aug 21 28 37 Sep 22 22 13 Oct 17 16 34 Nov 17 21 20 Dec 21 20

Charleston Animal Society Used To….

• Not schedule owner surrenders• Charge $95 to adopt an adult cat• Euthanize all feral cats• Keep more cats than we could get out, and

euthanize when these cats developed URI• House cats in cages that kept their stress level

high

Page 12: Step-By-Step: Making Double Compartment Housing …...Mar 14 15 14 Apr 11 12 14 May 19 16 11 Jun 27 39 56 Jul 31 31 20 Aug 21 28 37 Sep 22 22 13 Oct 17 16 34 Nov 17 21 20 Dec 21 20

Erie County SPCA Used to...

• Not schedule owner surrenders• Take all the stray cats that were brought into

the shelter• Charge an adoption fee for all cats• Keep more cats than we could get out, and

euthanize when these cats developed URI that would not respond to therapy

Page 13: Step-By-Step: Making Double Compartment Housing …...Mar 14 15 14 Apr 11 12 14 May 19 16 11 Jun 27 39 56 Jul 31 31 20 Aug 21 28 37 Sep 22 22 13 Oct 17 16 34 Nov 17 21 20 Dec 21 20

Erie County SPCA Used to...

• House cats in cages that kept their stress level high

• Euthanize some treatable cats that had very involved serious diseases

Page 14: Step-By-Step: Making Double Compartment Housing …...Mar 14 15 14 Apr 11 12 14 May 19 16 11 Jun 27 39 56 Jul 31 31 20 Aug 21 28 37 Sep 22 22 13 Oct 17 16 34 Nov 17 21 20 Dec 21 20

And This Was The Worst Of It

Presenter
Presentation Notes
Sarah - And this is the worst of it. Day in day out if we see this, we may accept it. But we need to challenge this, do not accept this. We can do better. Should I say found on my daily rounds at CAS?
Page 15: Step-By-Step: Making Double Compartment Housing …...Mar 14 15 14 Apr 11 12 14 May 19 16 11 Jun 27 39 56 Jul 31 31 20 Aug 21 28 37 Sep 22 22 13 Oct 17 16 34 Nov 17 21 20 Dec 21 20

NOW Charleston Animal Society….

• Schedules owner surrenders and works with the owner to alter and vaccinate those pets before the time of surrender

• Adopt adult cats 1 year and older at no charge• Has lobbied to change ordinances and utilizes a

Free-Roaming Cat Initiative• Lowering stress to keep cats out of URI isolation,

and not euthanizing cats that stress has made sick

• Has not euthanized a healthy or treatable cat or dog since January 2013

Presenter
Presentation Notes
And…… one of the main ways to lower stress for the cats in your care is to provide double sided housing. We will walk you through the steps of the process that we both went through to create double sided housing for our cats.
Page 16: Step-By-Step: Making Double Compartment Housing …...Mar 14 15 14 Apr 11 12 14 May 19 16 11 Jun 27 39 56 Jul 31 31 20 Aug 21 28 37 Sep 22 22 13 Oct 17 16 34 Nov 17 21 20 Dec 21 20

Now Erie County SPCA….

• Schedules owner surrenders • Adopts cats over 2 years old free of charge• Is fast tracking cats as much as possible• Accepts cats walk in only if they are sick or

cannot survive on their on • Decreases stress to decrease URI• Has not euthanized a treatable cat for more

than a year

Page 17: Step-By-Step: Making Double Compartment Housing …...Mar 14 15 14 Apr 11 12 14 May 19 16 11 Jun 27 39 56 Jul 31 31 20 Aug 21 28 37 Sep 22 22 13 Oct 17 16 34 Nov 17 21 20 Dec 21 20

The Steps

• 1 What do you HAVE? And WHO?• 2 Calculate what you NEED• 3 Develop strategy for positive flow• 4 Meet challenges• 5 Remember the basics• 6 Cut the holes• 7 Market, promote• 8 Monitor animal flow and data

Step 1: What Do You HAVE?

• SPCA serving Erie County• Open Admission, Annual intake 12,300 per year,

Adoptions 7,200 per year

• Charleston Animal Society• Open Admission, Annual intake 9,500 per year,

Adoptions 4,500 per year

Presenter
Presentation Notes
Helene and Sarah – describe “what” we are, describe each shelters’ admission policies. “Open Admission means…..”

And WHO is entering your shelter?

Page 21: Step-By-Step: Making Double Compartment Housing …...Mar 14 15 14 Apr 11 12 14 May 19 16 11 Jun 27 39 56 Jul 31 31 20 Aug 21 28 37 Sep 22 22 13 Oct 17 16 34 Nov 17 21 20 Dec 21 20

Step 1: What Do You HAVE?

• Review the law in your State– Any special

ordinances?– Possibilities to

decrease Stray Holding Time?

Presenter
Presentation Notes
Helene - I give examples of how we realized that we could decrease our stray holding time: from regular 5 open business days to just 5days… etc… Sarah – I found that our free-roaming cat ordinances were generally guided by protocol set by the Chas Anim Soc
Page 22: Step-By-Step: Making Double Compartment Housing …...Mar 14 15 14 Apr 11 12 14 May 19 16 11 Jun 27 39 56 Jul 31 31 20 Aug 21 28 37 Sep 22 22 13 Oct 17 16 34 Nov 17 21 20 Dec 21 20

Step 2: Calculate What You NEED

• Formulas– Required Stray Holding Capacity RSHC– Adoption Driven Capacity ADC

• How can I use these?• Just go ahead and drill portals?• Plan ahead / different strategies

Presenter
Presentation Notes
Helene - Please see our handout that gives an example of an excel spreadsheet and formulas to derive RSHC and ADC.

Presentation Notes
Sarah - Compared to the likely costs of purchasing entirely new cages that have double compartments, the cost of placing 38 portals is fairly inexpensive. We rented a plasma cutter for 1 week to do 14 portals. We also found that regular big box home improvement stores may not carry the thicker schedule 40 PVC pipe. We researched and found a local plumbing company sold it at the best price.

Presenter
Presentation Notes
Sarah - Infamous plasma cutter. What the heck is a plasma cutter? You are looking at one. This tool forces air to combine with electricity to produce plasma. The resulting arch of plasma is able to cut through electrically conductive metals. A plasma cutter requires a 110 volt outlet, similar to a laundry dryer. In other words, you will likely be restricted to using it near this type of outlet in your shelter, sometimes not ideal, or worse you will need to take cages away from shelter. Bummer

Step 7: Media / Adoption Marketing

• Continue to push promotions

• Promote the change in housing

Presenter
Presentation Notes
Sarah – CAS promotions have included fee-waived adoptions and much more. Adoption campaigns are often cyclical in response to over-crowding in the shelter ie a cry for help! However, I foresee a day when CAS experiences what Dane County Humane Society serving Madison, WI has experienced – good management of the shelter population has facilitated PROACTIVE instead of REACTIVE promotions. The peaks and the valleys don’t rise and fall to extremes. May seem as though “adoption campaign goals” are not being me but it ultimately means you are managing the shelter well.
