    CCOE

    These are statutory rules and a central Govt.

    authority for whole of India.

    All liquid hydrocarbon which are catagorised

    in classes A, B, C. are required to be stored as

    per these rules.

    Rules are based on flammable and non

    flammable liquids as per there flash points.

    The liquid coming under CCOE preview can

    also be stored in underground tanks. But there

    are not written rule available from CCOE for

    this types of installation.

    The general consideration is the tank edge to

    fence distence can be 2-3 m. preferable to

    keep 4.5m.

    The storage are required to be located at

    certain minimum distance from other plant

    facilities as per regulations. The CCOE will not

    approve installation which are not located at

    minimum distance from other facility.

    The dyke wall are necessary according to

    these rules which rounds the tank farm tosecure the liquid flowing in case.

    OISD

    These rules not statutory and hence notmandatory. However, these have to be followed ifrequired by client.

    These rule cover process plant, utility and of site,all storage of all type of plants including LPGstorage and flammable storage.

    For the choice b/w OISD rule and other rules, theclient should involve as the OISD are more

    stringent and hene require more space for thestorage

    Using this rule means going to the SAFER SIDE.

    For LPG installation it has become a general

    practice in india to follow OISD rule as the

    distance required of these rules are generally

    more than the petrolium (CCOE) rule.

    As per the conventional practice in the oil

    industry in india OISD have to be followed for

    all crude oil refinery layout.

    IBR

    This rules are statutoryand hence mandatory

    of central Govt. but the admin. Of the rule is

    at the state level. There is a separate IBR

    authority for each state located in its capital.

    installation of all steam pipeline(above 10size,

    3.5bar pressure, 22.5litre) are required to be

    approved by the IBR authority of respectivestate.

    The IBR equipment and IBR piping itemsmanufectured in a particular state shall beapproved by IBR authority of that state. The

    installation shall also be approved by the same.All dispute in this regard have to be referred tocentral boiler board located in Delhi.

    Fabrication and installation of piping coming

    under this preview shall not be started unlessconstruction drawing and other document areapproved by the state IBR authority.

    PCB

    These rules are statutory in nature and hencehave to be followed.

    All concern of this rule is to make comfort and

    save of human, animal, plants. the liquid effluent should be discharged to

    the effluent collection system leading to

    effluent treatment plant . None of theeffluent shall ever be discharged to stormwater drains.

    The height of the flare and the safety zone

    around it shall be decided by process licensor

    to suit the requirement of state pollution

    board.

    The pilot panel for flare shall be located

    outside the safety cone of the flare.

    SIDC

    These rule have been accorded the status ifstatutory rule by central Govt. and hence aremandatory. These rule govern the following.

    The greenbelt required around the plantwithin the plot.

    The requirement of the free space in the plant

    area. The distance of plant from the adjacent

    highway, main road and human settlements.

    Fire safety provision for the plant.

    Drainage facility for the plant.

    The size of water storage inside the plantrequired approval of the SIDC if water is

    drawn from SIDC main.

    This rule require to provided the parking

    inside the plant due to high traffic.

    TAC

    This rule is non-statutory in nature

    Even though this rule in non mandatory, it is

    essential to follow these strictly in layout as

    the insurance premium charged by the

    insurance company.

    If the plant site is near the airport it is

    mandatory to obtain DGCA prior approval for

    locating the plant on that area

    USE OF THESE RULES AND

    REGULATIONS.

    It is important to find out which rule areapplicable to the particular plant area.

    The work shall be carried out by actual

    reference to the latest rules/regulation. In case of dispute b/w statutory and other

    rules. The statutory rule shall be always

    govern. However more stringent of the twoshall prefer. Always keep safety in mind.
