DEPARTMENT GOAL NO. 3: Missouri will prepare, develop, and support effective educators. SUMMARY: Applicant’s Name: Wanda K. Pitts On May 19, 2014, the Office of Educator Quality denied Ms. Pitts’ request for a substitute certificate based upon her criminal history. In May, 2014, Ms. Pitts requested a review of the decision made by the assistant commissioner of the Office of Educator Quality. Offense: Ms. Pitts was found guilty of felony stealing in August 1995 and again in June 1997. Personal History: Ms. Pitts felonies (stealing and shoplifting) occurred in 1997 and 1989. She did not reveal them on her application believing that they had expired after 17 years of no problems. Letters of Recommendation: Five – school principal, 3 co-workers, friend PRESENTER(S): Mark Allan Van Zandt, General Counsel, will participate in the presentation and discussion of this agenda item. RECOMMENDATION: The Department recommends that the applicant be granted a substitute certificate.

Dear Sir or Madame,
I am writing this in response to the letter that I received dated May 19, 2014 regarding the denial of my request for a substitute certificate. I am requesting to make a written appeal to the commissioner of education to review the decision made by the Office of Educator Quality.
There a couple of different reasons why I believe this decision should be reversed. 1) These things happened in my life over seventeen years ago. Therefore, I have grown and matured a lot since then. I will say again as I stated in my letter previously, I am very confident in saying that person is no longer. Nor, do I think I should still be judged on offenses that occurred over 15 years ago. My life is not the same as it was in 1997, and it hasn't been since. My record has remained pristine since then. If I am continui.ng to be judged, judge me from my present and not my past. 2) I feel as though I can be a testament to the youth of today and help them improve themselves, either in academic content or improved self-esteem, self-worth, and self-respect. I am not afraid to share my experiences with kids to make them aware of the pitfalls of not following rules and guidelines. I will hopefully touch several of them because I was, once them. The difference will be my being that positive influence in their life to help them make the turnaround before it's too late.
I know that I have made many wrong and ill advised choices in my life; however, it is my plea to the Board to please reconsider their decision. Since my last letter, I have graduated from Forest Park Community College with my Associates Degree in Human Services. I continue to be employed as a Food Service Worker in the school cafeteria. My only request is to have the opportunity to work with children and become a positive influence and role model in their lives. Please allow me this opportunity by reconsider1ng my application and request for substitute certification.

Dear Sir or Madame,
I am writing this in response to the letter that I received dated March 4, 2014 regarding thefingerprint check. I was requested to give an explanation regarding my criminal record, reasonfor failure to disclose criminal history, activities, jobs, school, etc. since my criminal record anda statement indicating why I want to teach in Missouri.
The dates reflected on the list of offenses ranged from 1989-1997. That was quite a down pointin my life. I was in an abusive relationship with the father and my children. I cared more abouthim at that time than I did for myself or my own children. I'm certain that every offense thatoccurred at that time was because I was forced, intimidated, or threatened into doing. My self-esteem and self-worth was so damaged at that time. I am very confident in saying that person isno longer. I have since matured into a person with great integrity, trustworthiness, and respectfor others.
Initially, I did not answer "yes" to the nolle contendre question because I did not know what itmeant. It wasn't until I spoke with my daughter shortly after having completed the applicationthat I should have chosen yes, she is a law student. At that time it was already too late becausethe application had been submitted. Additionally, I have worked in different education settingspreviously and nothing negative has ever resulted from my background check. The most recentoffense occurred seventeen years ago, so I thought my record had been expunged due to timeperiod.
I acknowledge the fact that I made many wrong decisions in my life at that time. However, Iwould hope that those wrong choices don't determine the person that I am now at this point inmy life. I have been on a completely different path than I was on seventeen years ago. I havesince purchased my first home, married my best friend, taken on the responsibility of raising myniece since she was thirteen years of age, and help to support my three children in college. I alsoworked to become a licensed barber; I am currently a student at Forest Park Community Collegeworking towards my Human Services Degree. I have also remained gainfully employed for atleast sixteen of the last seventeen years. I worked for Serta@ for eleven years until they wentbankrupt. At that time, I began working in a Salon cutting hair for two years. I was a secretaryat Forest Park Community College for one year; I worked as a childcare provider for one year,and my most recent and current position is as a Food Service Worker in the school cafeteria.Since June 17, 1997, I have not received so much as a traffic ticket. Nothing negative from mypast has happened and it will not happen again. I am hoping that I am not penalized twice, first

with the embarrassment of the offense occurring and second with interfering with my ability tobe able to inspire and teach our youth.
As you can see, I have a lot oflife experience that I can share with children of today. Educationis in a state of emergency at this time in Missouri and country-wide. Many state assessmentsreflect basic literacy skills in our public schools is at an all time low and drop out rates amongstudents are on the rise. Something is wrong with this picture. There needs to be moreaccountability placed on parents and students. However, we need to make sure that the teachersthat are in the classes with our children are there because they want to affect change and not justreceive a paycheck. Make sure that teachers are qualified and have a genuine vested interest inour kids' success. I am THAT future educator. I was brought up in the St. Louis Public SchoolSystem. I have seen the demise of respect, work ethic, and educational values that exist in thecurrent system. I want to be an integral piece in bringing it back to its vibrancy once again.
I am deeply regretful for withholding this information from my application even though it wasnot intentional. I hope that I am still able to take the next steps towards moving forward towardmy career goal of being a teacher assistant and then a teacher.
