• Contact numbers of all Booth Level Officers, Lumberdars, Chowkidars, Anganwari workers and prominent persons of the polling stations have also been provided on record.

Observance of Model Code of the Conduct
• MCC Committee has been set up under control of Sh. Farooq Ahmed Shah, Nodal Officer in DC Office Rajouri.

• MCMC Committee has been set up under chairmanship of Sh. Farooq Ahmed Shah in meeting hall of DC Office Rajouri.

• Identification of 10% lowest turnout PS in District in LS 2009 and reasons thereof:-
• 81-NOWSHERA = 11 POLLING STATIONS• 82-DARHAL = 12 POLLING STATIONS• 83-RAJOURI = 14 POLLING STATIONS• 84-KALAKOTE = 11 POLLING STATIONS• Identification of lowest turnout Parliamentary Constituencies and
reason thereof.• Identification of reasons for drop in turnout (if any) between last AE
and last LS election.• Identification of left out groups, communities at each Polling Station,
if any.
Situation of Low Voter turn Out
*Laziness on the D Day is one of the biggest reason for low voter turnout, People often ignore voting and treat the D Day as a holiday.*Doubt of violence during.*Boycott of Elections due to Religious/Social and political reasons.*Nonvoting due to non fulfillment of the demands of the voters.*Lack of information about polling /polling booths.*Social, communal equations and geographical Reasons.*Lack of interest in voting in the upper middle and upper class.*Govt. Employees Who are on Election duty merely vote.*Impact of the candidates contesting election some times also is a reason for low voter turnout.*Missing, Migrated, Suspicious bogus and dead voters.*Lack of arrangement at polling stations.* Migration due to Employment of Rural voters.

• BLOs were directed to make house to house survey to list out the number of 18+ persons not yet enrolled as an elector and the persons who will be eligible to be an elector as on 01-01-2014.
• The identified left out electors and newly eligible electors as on 01-01-2014 were distributed with Form – 6 by the BLOs with an advice to submit the filled up forms.
• Campaign by Loudspeaker, Mikes on Autoriksha in Urban Areas during revision period.
• Scroll Advertisement were displayed in local network channel.
• Meeting with Elected PRI’s and Counselor of Municipalities.
Outreach Activities:-Forms made available at prominent places
including Banks and Post Offices besides Colleges and Universities.
Special registration camps.Mass mobilization activities close to elections.Communication campaigns through mass
media, folk media and other media. Inter-personal communication and direct

Some other SVEEP activities• Drop boxes were placed at important locations for submission of
forms, to help hassle free access to services. Forms were also to be made available at those locations.

• The BLO posters on - “Know Your BLO” were made available at the Banks, ATMs and Post offices in consultation with the Banks.
