3. Introduction

The Rajendra & Ursula Joshi Charitable Foundation (JCF) is working on the

introduction of Swiss Dual System (SDS) for apprenticeship education in

India. The Swiss system of vocational education and training (VET) is based

on joint efforts of industry and government. On the one hand training

companies impart practical skills essential for trade, on the other hand

vocational schools teach trade-specific and general academic elements.

Switzerland offers over 200 vocational courses (apprenticeships) with

duration of 2, 3 or 4 years in SDS. Final examinations are under control of

Swiss government and a Federal Certificate is awarded to those who pass

them successfully. Direct involvement and participation of industry in

vocational education and training result in tailored apprenticeships for

professional qualifications for which there is a genuine call. As a result of

this direct relation of VET to working environment, Switzerland has one of

the lowest youth unemployment rates (3.5% unemloyed in age group 15 to

24 in December 2008) compared to other countries.

Two thirds of young adults chose this most common form of skill

development at upper secundary level, which provides a solid basis and

opens up a wealth of job prospects. In 2008 more than 70’200 young

people entered in an apprenticeship and a total number of 194’262

apprentices was reported, which is 2.5% of total population.

India has a renowned and one of the largest higher education systems of

the world. Educational statistics (2005-2006) reported 350 recognised

institutions (20 central, 216 state and 101 deemed universities, and 13

institutions of national importance) with an enrollment of about 15 million

students. Rajasthan with an estimated population of 61 million has 12 state

and 8 deemed universities with an enrollment of nearly half million students.

This is about 7.5% of population between age 18 and 24.

The situation in the lower education levels is different. Estimated Indian

population of age group 6 to 17 in 2005 is about 290 million. Enrollment

rates by stages are 131 millions in primary level (class I-V), 51 millions in

upper primary level (class VI-VIII) and 37 million in secondary level (class IX-

XII). The Indian dropout rate of pupils between class I and X is 61%. This

means that more than 80 million pupils between age 6 and 16 are leaving

education stream in search of vocational training and/or self-employment.

India’s scheme of apprenticeship training (2 years education in full-time

school and 1 year practical training in industry) has the basic purpose to

fill/match any gap with regard to practical experience of fresh graduate

engineers, diploma holders and 10+2 vocational pass-outs and to enhance

their technical skills for making them suitable to the needs of industry. In

total 6 million of age group 19 to 24 acquiring some sort of vocational

education. Under apprenticeship scheme 35’000 apprentices received

training during the year 2007-2008.

Part of vocational education strategy and targets in 11th Five Year Plan

(2007–2012) is to develop a National Vocational Qualification (NVQ)

system, in which public and private systems of vocational education

collaboratively meet the needs of industry and individuals. Modular

competency based vocational courses shall be offered along with a

mechanism to test acquired skills. A bridge course system for people

without any formal education shall be developed to get enrolled in the

regular system.

The first Status Report 2007 informed about our activities to find out how

interested Indian industry and governments are in a new apprenticeship

system, as the Swiss Dual System. The Status Report 2008 is a

continuous report of our activities during the calendar year.

4. Project Presentations and Activities

Two business travels to India were used for further presentations in search

for interested partners to establish the first trade(s) of Vishwakarma

Apprenticeship Education Project.

In spring we succeeded to organise a presentation meeting with officers of

Rajasthan power sector companies, representatives from Department of

Technical Education, Rajasthan and members from other industries. This

meeting and the strong interest of Mr. Shreemat Pandey, IAS, Chairman &

Managing Director of Rajasthan Rajya Vidyut Prasaran Nigam Ltd. resulted

in further activities regarding apprenticeships for power distribution

electricians. (see chapter 5. and appendix III)

The travel in autumn comprised of

various promotional discussions on

different levels and was completed

with a press conference at the end of

September in Jaipur. The public

interest and media coverage was

enormous. More than 20 news

reporters and 4 regional TV stations

turned up and were ready to ask

questions about Swiss Dual System.

Based on achievement in India, contacts in Switzerland with vocational

schools and working environment were built up. The first focus on power

sector trades led to the electric power company of Zurich (ewz), which has

a long tradition in training of SDS apprentices on their path to become

certified power distribution electricians. In addition to this, contacts were

made with vocational school, responsible for education part of the same

trade, and professional (industry) association, responsible for interplant

courses, which are the third site for acquisition of basic skills and

knowledge. (see chapter 5.)

Independent from Indian activities, a cooperation between JCF with

Burkhalter AG (see chapter 6.2), an electrical sector company, started in

summer 2008 with the aim to develop an expert training course for future

trade supervisors and vocational teachers. Teacher and supervisor

education is an inevitable part for a successful implementation of the SDS

in India.

5. RVPN

Rajasthan Rajya Vidyut Utpadan Nigam Ltd. (RVUN) is the state power

generation company that owns and operates thermal, gas based and

hydroelectrical power stations. Power transmission of 400kV, 220 kV, 132

kV and 66kV electricity lines is operated by Rajasthan Rajya Vidyut

Prasaran Nigam Ltd. (RVPN). Three regional distribution companies

operate and maintain electricity system below 66kV.

Shreemat Pandey, IAS, Chairman & Managing Director of RVPN at this

time was impressed of SDS and the efforts done by JCF. (Since December

2008, Shreemat Pandey is Principal Secretary to Chief Minister Govt. of

Rajasthan.) He was interested in a public private partnership (PPP) with

JCF to train a batch of power distribution electricians in RVPN. A pilot

project with SDS apprentices would deliver comparative data to asses if

skill development according to Swiss Dual System delivers a better

workforce for power transmission industry.

Rajasthan power sector companies formed a committee to be responsible

for the SDS project. A first proposal was discussed on 27 May 2008 that

resulted in its in-principal approval, with the duty to prepare a detailed

scheme for later presentation before the (i) Co-ordination Committee for

approval of the scheme and (ii) Government of Rajasthan for principal

approval. The draft of the detailed scheme was available in October 2008

and presented to JCF for comments. Due to the Rajasthan Assembly

Election 2008 in December, the project had to be postponed until

placements of governmental posts are completed in 2009.

JCF made first contacts with respective Swiss vocational school, training

center and training companies. After presentation of Vishwakarma

Apprenticeship Education Project a strong enthusiasm to support JCF with

their know-how and capacity was noticed from all partners involved in VET.

6. Indian Expert Training in Switzerland

6.1 Framework

As announced in the Status Report 2007 a training for future trade

supervisors and teachers of vocational classes shall be organised in

Switzerland. Trade supervisors are trade specialists (skilled / certified

workers) employed in industry (training companies) and responsible for

imparting practical skills to apprentice according to syllabus. Teacher of

vocational classes are trade specialists with additional didactic

education employed by vocational school (part-time or full-time) and

responsible for imparting trade-related education to apprentice

according to curriculum.

The aim of this supervisor / teacher training course will be to

demonstrate the dual system on site and to transport the know-how on

system application and coordination of theoretical and practical parts.

A number of such courses for various trades, according to proceedings

and requirements of respective Indian partners, shall be organised in

Switzerland. The duration shall be 1 to 2 months and a maximum of 4

trade supervisors and 4 vocational teachers per trade is given. The

training in Switzerland is restricted to a number of different trades for

the initial stage until this can be organized in India by Swiss-trained

Indian trade supervisors and vocational teachers.

6.2 Cooperation with Burkhalter AG

Cooperation between JCF with Burkhalter AG started in summer and

at the end of the year a first draft program for a 4 week expert training

course for Indian trade supervisor candidates was available.

The detailed content of the expert training course program is described

in the following chapters.

Burkhalter was founded in 1959 in Zurich. Burkhalter Group comprises

of divisions for electrical installations, services and maintenance,

telematics, switching devices, security solutions and automation

installations. Today it has 2800 employees in all Swiss regions, of

which 550 are apprentices. Company location in Zurich has around

500 employees and a total of 80 apprentices (90% electricians,

electrical worker or automation mechanic and 10% in administrative

trades). One full time trade supervisor is at present responsible for all

apprentices, to get an extensive and appropriate training in the

professions they have chosen.

JCF is pleased to profit from Burkhalter’s comprehensive know-how on

vocational education and training. Over 1000 young people completed

their apprenticeship successfully in the company location in Zurich and

many of them have remained faithful to the company at the end of their

vocational education.

6.3 Expert Training Course Topics

The setup of a scheme for expert training course for prospective Indian

trade supervisors and vocational teachers has to be organized in a

standardized system that can be used for training in all different kind of

trades. The following draft list shows the topics that should be covered

in the training course to make SDS understandable.

6.4 Draft Expert Training Program

The Burkhalter draft program for prospective Indian trade supervisors is

designed to demonstrate vocational education and training (VET) of

electrician apprentices during their 4 years of apprenticeship as an

example for Swiss Dual System. The same system of VET is applied in

all other trades offered in Switzerland under this type of skill

development.

7. JCF Documentation

A number of informative materials on our vocational project as well as

Swiss rules and regulations related with vocational education and training

in Switzerland has been produced.

7.1 Project Brochure (Edition 2008)

A comprehensive brochure about Vishwakarma Apprenticeship

Education Project in a new design was produced in August 2008. This

is the main document for distribution to interested persons in India.

A similar presentation with main topics was produced in Adobe Flash

format. (see appendix I)

7.2 Project Brochure “Information in Short”

This small brochure is an exerpt of the comprehensive brochure about

Vishwakarma Apprenticeship Education Project and contains all main

characteristics of the SDS and the project. This brochure is updated as

per advancement of project. Newest edition is dated August 2008.

7.3 Description of Swiss Apprenticeship Trades

As the definitions of trades are varying in India and Switzerland, JCF

prepared trade summaries of all Swiss trades teached and trained in

dual system. The collection of 242 trade summaries has been

completed in August 2008.

This reference work contains the main activities and responsibilities of

skilled workmen in Switzerland and will give an idea of comprehensive

apprenticeship contents.

7.4 List of Swiss Apprenticeship Trades

This listing of all trades under Swiss dual system of vocational

education and training is categorized in 22 vocational fields (sectors)

and discloses the widespread vocational possibilities of Swiss school

leavers on their way to become skilled workforce. (see appendix II)

8. Summary

It was a busy year on many different levels. Personal contacts with

steakholders from power sector in Rajasthan were made and a first step

toward in a public private partnership (PPP) for apprenticeship education of

power distribution electricians. The respective Swiss contacts to the

working environment and vocational schools were established and

strengthened by their very positive feedback and willingness to cooperate

on our project. A vivid exchange of information took place and the first draft

of PPP project application for approval was available before Rajasthan

Assembly Election 2008 in December.

JCF still faces the problem regarding active involvement on the side of

Indian industry. From financial side of view, an immediate profit of

vocational education in Swiss Dual System (SDS) is not obvious and a

direct movement of in-house trained personell to other companies is

feared. Estabishment of SDS is a long-term task with many positive

impacts on labour market end economy, but depends on eminent efforts of

industrial environment. The urge for a sustainable skilled workforce can not

be satisfied within a short period.

The development of an expert training program for trade supervisor and

vocational teacher started with an outstanding partnership. The supportive

attitude of Swiss partners responsible for vocational education and training

is exemplary. JCF will take additional efforts to recruit adequate candidates

which are qualified to manage a setup of the SDS in India for a first batch

of apprentices.

9. Further Outlook

Next business travel is planned in May 2009. Our foundation partner, the

Rajendra & Ursula Joshi Educational Society (JES) in Jaipur, will hire a CEO

and further staff personell. This will enhance our presence in India and

facilitate the communication with Indian partners. In special for the

resumption of PPP project with RVPN, which is planned for first half of

2009.

Expert Training Program for electrician trade goes on; JCF wants to run a

first course for 4 Indian trade supervisors in second half of 2009. An

additional program for vocational specialists for power distribution

electricians shall be developed soon.

A documentary film in English, and later on in Hindi, about the Swiss Dual

System of apprenticeship education will be produced. Swiss electrician

apprentices of all stages, from 1st to 4

th apprenticeship year, are

accompanied by a film team during the whole year. First shoots are

scheduled at the end of March and finalization is planned for beginning of

2010.

During professional training under Swiss Dual System, youth learn for four days and go

to training class for one day. There is provision of remuneration for them by the

employer for this period.

Mr. Joshi added that foundation is eager to provide training to new youths along with

working labours. Mr. Shrimat Pandey, CMD of Transmission Corporation expressed his

views that such training is essential. According to him Transmission Corporation will try

to fulfill the requirement of skilled artisans in future. Thus professional training may

prove a good medium through Swiss Dual System.

Keen Efforts for Implementation of Swiss Dual System in Rajasthan

Jaipur, October,1. Rajendra and Ursula Joshi Charitable Foundation (JCF) educational

society and Vishwakarma apprenticeship project has started keen efforts to implement

Swiss Dual system in Rajasthan. The discussion is continued with state government

and top officials of industry sector and its positive results are seen. Dr. Rajendra Joshi,

founder of the foundation, is non resident Indian and lives in Switzerland at present,

told to Evening Post that discussion were held about the system recently with officials

and entrepreneurs of Vishwakarma industries association. The entrepreneurs showed

much interest towards Swiss Dual system. Dr. Joshi told that change in present

industrial training system is a must due to increasing demand of skilled workers in

industry. This problem can be solved by adopting Dual system of apprenticeship

education, he added.

It is remarkable that there is a

great support to this system in

Switzerland, Austria and Germany.

In Switzerland 70 percent youths

are chosing this system after

education of 9 years. According to

Dr. Joshi, following this system

apprentice can pay fee of practical

schools from the salary he receives

during training, so there is no

burden of expenditure for technical

education on his guardian. At

present vocational educational and

practical training are conducted at

the same place in Indian industrial

training institutes using often old

and small instruments. According

to Joshi, the percentage of skilled

workers in Swiss industries is 92. There are 247 trades under Swiss Dual system of

vocational education. At present JCF wants to arrange training in 20 trades. Regarding

possibility of success of this scheme in India he said that if state government and

entrepreneurs study the system thoroughly then certainly it may get success. JCF has

contacted with Chief Secretary of labour Shri Lalit K. Panwar, Secretary of Energy Mr.

Srimat Pandey and department of education, he got indication of positive results. It has

to be remarked that Dr. Joshi spent Rs.15 Lacs in the construction of a school building

in Khejrawas, Jobner and he contributed financially for the construction cf a clinic there.

Apart from this, he gives honour to litteratuers of the state every year. The remarkable

litteratuers are selected by committee in which litteratuer Kalanath Shashtri, Dr. Manoj

Prabhakar, Dr. Amar Singh Rathor and Social worker Radheshyam Dhut are included.

Swiss Dual System similar to Switzerland must be Implemented in India also

Jaipur, Sep.25. The aim of established Rajendra and Ursula Joshi Charitable

Foundation is to introduce Swiss Dual system of apprenticeship education in India.

In Switzerland one can get practical training in industry and professional education

through dual system of apprenticeship. The theoretical knowledge, gained by

apprentice in the school, can be utilized practically under the direction of able

supervisors and valuable industrial experience could be achieved. This type of

education helps the apprentice to become a skilled employee.

In Switzerland 70 percent youths are chosing this system after compulsory education

of ninth class. Apart from Switzerland, this system is being performed successfully in

Germany and Austria. There is much difference between demand and supply of skilled

workers in industries in India. It is possible that this difference may increase in future

due to increasing industrial development in India. So, economical development may be

badly affected.

For the successful implementation of this system, government, local industries and

Rajendra and Ursula Joshi Charitable Foundation (JCF) will have to work as a partner

and will have to play their roles with full devotion. For this purpose vocational schools

must be established by the government.

Rajendra and Ursula Joshi Charitable Foundation (JCF) will transfer the knowledge from

According to Dr. Rajendra Joshi, the founder of Rajendra and Ursula Joshi Charitable

Foundation, the skill of foreign level is not available in India till now, due to this reason

we see valueable loss of goods and work here. Due to lack of training for the artisans

of India, they have no skill like foreign artisans.

In a press conference on Thursday, Dr. Joshi was pleading for implementation of Swiss

dual system in India. If the government of India cooperates, he will tranfer the

knowledge from Switzerland, he added. JCF will provide rules, syllabus, brochures and

study material for this training. He told that JCF would make arrangements to translate

the study material from German language to English and from English to Hindi. Apart

from this, the foundation will bear the expenditure of training of four supervisors and

four practical teachers for two months. According to Joshi, the change in present

system is a must

considering the in-

creasing demand of

skilled workers in

industry. Empha-

that the shortage of

skilled workers in

India could be over-

come by adopting it.

Joshi told that the

percentage of Swiss

skilled workers in

industries is 92, while

only 60 percent are

skilled in other European countries.

According to him, in addition to Switzerland this system is being also performed

successfully in Germany and Austria. It is remarkable that Dr. Joshi is non resident

Indian and he has citizenship of Switzerland. Joshi couple established Rajendra and

Ursula Joshi Charitable Foundation in 2006 after selling his pharmaceutical company

situated in Switzerland. The aim of this foundation is to introduce Swiss Dual system of

apprenticeship education in India.

According to him, he has discussed with department of labour and department of

electricity in this regard and discussion will be continued with Shrimat Pandey and Lalit

Panwar.
