EO 301: SALIENT FEATURES1. Scope : All Departments, Bureaus, Offices and Agencies of
the Executive Branch of Government 2. Goal: Promote the culture of making environmentally –
informed decisions in government, especially in the purchase and use of different products.
3. Implementation : All government organizations of the Executive Branch will submit their respective green procurement programs to the National Ecolabelling Board (NELPB) within Six (6) months from the date of its effectivity.
4. Third-Party Verification: National EcolabellingProgramme Board (NELPB) will act as the Third Party verifier of claims on the environmental soundness of the product and services.

Weak Implementation from central government especially from the Department of Budget and Management
Lack of technical knowhow on GPP concept and actions including guidelines for implementation
Inadequate tools and support mechanisms for the implementation of GPP
Supply chain tenders being unable to provide the government with adequate environmentally preferable products and services
The perceived conflict of GPP and the existing Government Procurement Reform Act on the “lowest price” initial cost of the products/services versus the life cycle cost.
